The paper considers the dependence of the prevention of erroneous actions of the companys personnel at work on the degree of training. A scheme of safe human actions when a problem situation occurs has been designed, it is used to develop a technology for training safe actions. This scheme allowed creating comprehensive teaching techniques using a simulator based on concept-oriented pedagogical tests and instructions on safe performance of work with the help of standard-oriented pedagogical tests. A mini-alternative methodology is proposed for the development of skills and abilities to ensure safe work. To assess the effectiveness of this training method, an efficiency criterion is proposed. The authors present a concept of training for safe operations, taking into account the risks, and defining the employees responsibilities in case of emergences. The developed organizational structure of the instructions on safe operations with the use of computer technology includes the blocks that characterize the test activity, the reference base, extra materials and tests. The system of safe operation training has been tested at a number of enterprises in the Samara region and received a positive assessment from specialists.

The approach to construction of model of a problem situation in transport system is resulted, the block diagram of its algorithm is developed. It is revealed that the transition stage from the problem to the formulation of formal tasks is a problem situation, and the tasks can be solved in different ways, forming a set of strategies. It is noted that in the general case the result of operations is uncertain, which is caused by the uncertainty of the conditions of the operation and the action of factors of different nature. It is revealed that the acquisition of values of indicators that characterize one or another result of the operation is associated with the solution of the problem of modeling operations. The stages of the problem of studying the efficiency of the operation in the transport system are given. A number of assumptions are made about the process of obtaining results, which is associated with the formation of the operation model and obtaining efficiency estimates based on modeling results, as well as the process of analyzing the results, which involves solving the selection problem based on the established efficiency criterion or system of such criteria. It is found that the model of the problem situation in transport systems reflects the relationship of the main elements of the decision-making process and the sequence of formation of partial tasks and is built to cover the problem of decision-making as a whole, to present its main elements to be finalized. about the strategy of the operation. It is shown that the presence of a certain component as an independent element in the model of the problem situation assumes that the set of values of uncertain factors in the development of solutions will be either set externally, or finding these values will be an independent task. A list of actions for solving partial problems based on this model is presented. It is shown that in many practical cases it is observed that the a priori task of one of the main criteria of efficiency leads to the selection of some set of alternatives. Therefore, the choice of the best alternative requires the formation of a compound criterion, which includes both formal and informal prescriptions for making a judgment on the basis of which the selection or return and correction of elements of the model of the problem situation.

Several factors affect the safe operation of a bio-mechatronic system such as design limitations of the robots to do complex surgical manoeuvres, malfunction of the system’s components, unpredictability of the working envelope to name a few. One measure that can be taken in order to improve the safe performance is to implement a reliable control system. In our research, an optimal control hierarchy and strategy is considered for implementation for non-invasive surgical applications. A control strategy is proposed for supervisory hybrid control using PID and model-based robust control as the parameterized controllers and its implementation for FUSBOTBS (a custom designed robotic system using Focused Ultrasound Surgery for Breast Surgery) is demonstrated. Mechanical feasibility tests and in-vitro experimental trials supported the results with a positioning accuracy within 0.5mm.

AbstractThe AVA program combines a thirty-year history with an approach that remains innovative; namely: multivariate statistical analysis on orthogonal ECG leads. Its diagnostic reference base includes only diagnoses independently verified by non-ECG criteria. The diagnostic module assesses probabilities of nine alternative disease categories, based on QRS-T parameters; or four other categories in case of conduction defects. Probabilities of left or right atrial overload are also computed. The program also recognizes wall injury, T-wave abnormalities, electrolyte disturbances, myocardial ischemia, and makes differential diagnoses between strain and digitalis effects. An arrhythmia classification module can generate any of 40 rhythm statements. Signal recognition is based on the spatial velocity function. The program has been translated to a microcomputer version.

The article´s goal isto determine if socioeconomic factors influence the postoperative complications of cholecystectomy. For this, the observational study was defined, analytical and quantitative study was conducted in 100 patients who underwent cholecystectomy. A logistic regression model was applied in which risk factors, socioeconomic characteristics, along with a control variable, were incorporated as variables. Three models were run with alternative dependent variables that are delimited by the type of postoperative complication recorded. The results found showed that women show a higher risk of presenting complications after cholecystectomy, the same occurs in older patients. Likewise, the risk is much lower in people with higher education levels and in patients who underwent laparoscopic cholecystectomy, they only have a 5% risk of presenting complications. Postoperative complications after cholecystectomy are minimized by using the laparoscopic technique and socioeconomic factors would influence the risk of suffering postoperative complications after said surgery, which makes laparoscopic cholecystectomy a safe operation with many other benefits and advantages over traditional or conventional surgery.

The results of the work to create a complex of high-precision hardware for the unit of length reproduction and transferring carried out at “D. I. Mendeleyev Institute for Metrology (VNIIM)” are represented. This complex will serve as the basis for the further development of the reference base of the Russian Federation in the field of length measurements and will allow reproduction of the unit of length at two wavelengths of 633 nm and 532 nm, as well as measurements of the wavelength of laser sources in vacuum in the range from 500 to 1050 nm.

Problems of providing the population and agricultural production by qualitative potable and process water in the Central Yakutia are covered. This territory belongs to the region with acute shortage of water resources which is always a limiting factor of development of agricultural production. For the solution of this burning issue in the 80th years of the last century along the small rivers the systems of hydraulic engineering constructions providing requirements with process water practically of all settlements of the Central Yakutia were constructed. At a construction of all hydraulic engineering buildings the method of construction with preservation of soils of the basis of constructions in a frozen state was applied. When warming the climate which is observed in recent years hydraulic engineering constructions built in regions of a wide spread occurance of breeds of an ice complex and with the considerable volume of water weight, were especially vulnerable. On character and a design they experience continuous threat of damage and demand very attentive relation from the operating organizations. Taking this into account, safe operation of hydraulic engineering constructions in a zone of distribution of permafrost breeds demands new approaches. The article examines features of hydraulic engineering constructions’ operation of agricultural water supply objects in the Central Yakutia. Distinctiveness of hydraulic engineering constructions’ operation is that stability of constructions is intimately bound to temperature impact of a reservoir on ground dams’ body and the basis of constructions. The possibility of inclusion of ways for an intensification of a freezing of constructions in the structure of operational actions is studied. The new method on safe operation of hydraulic engineering constructions as prewinter abatement of the water level in a reservoir accounting volumes and norms of water consumption of the settlement is offered.

<p><em>Safety management in the shipping industry is based on an international regulation. It is International Safety Management Code (ISM-Code) which is a translation of SOLAS ‘74 Chapter IX. It stated that t</em><em>he objectives of the Code are to ensure safety at sea, prevention of human injury or loss of life, and avoidance of damage to the environment, in particular, to the marine environment, and to property.it is also</em><em> requires commitment from top management to implementation on both company and on board. The implementation of the ISM-Code is expected to make the ship’s safety is more secure. The ISM-Code fulfillment refers to 16 elements, there are; General; Safety and Environmental Protection Policy; Company Responsibility and Authority; Designated Person(s); Master Responsibility and Authority; Resources and Personnel; Shipboard Operation; Emergency Preparedness; Report and Analysis of Non-conformities, Accidents and Hazardous Occurrences; Maintenance of the Ship and Equipment; Documentation; Company Verification, Review, and Evaluation;  Certification and Periodical Verification; Interim Certification; Verification; Forms of Certificate. The responsibility and authority of Designated Person Ashore / DPA in a shipping company is regulated in the ISM-Code. Pemenuhan <em>ISM-Code</em> mengacu kepada 16 elemen yang terdiri dari ; umum; kebijakan keselamatan  dan perlindungan lingkungan; tanggung jawab dan wewenang perusahaan; petugas yang ditunjuk didarat; tanggung jawab dan wewenang nahkoda; sumber daya dan personil; pengopersian kapal; kesiapan menghadapi keadaan darurat; pelaporan dan analisis ketidaksesuaian, kecelakaan dan kejadian berbahaya; pemeliharaan kapal dan perlengkapan;  Dokumentasi; verifikasi, tinjauan ulang, dan evaluasi oleh perusahaan; sertifikasi dan verifikasi berkala; sertifikasi sementara; verifikasi; bentuk sertifikat. Tugas dan tanggungjawab <em>Designated Person Ashore/DPA </em>didalam suatu perusahaan pelayaran<em>, </em>telah diatur di dalam <em>ISM-Code.</em>  Sehingga diharapkan agar DPA dapat melaksanakan peranannya dengan baik, sehingga dapat menekan tingkat kecelakaan di setiap armada kapal yang dimiliki oleh setiap perusahaan pelayaran.</p><p class="Style1"><strong>Kata kunci</strong> : <em>ISM Code</em>, Manajemen keselamatan, <em>Designated Person Ashore</em></p>
