For nearly 30 years since the establisment of the two national unviersities, the first steps for autonomy of unviersities, autonomy of university has become a must-be obligation implied by the State, instead of a favorable social trend in Vietnam. Beginning approximately at the same moment, in the global education market, e-learning has been developed as a derivation of distanced learning. This article aims to analyze the advantages of autonomy of university which help to promote this new manner of learning. By the analysis, it could be possible for public universities to decide to participate in to the e-learning market and clarify exactly to whom the program of e-learning will deserve.

The purpose of the study is to determine the prerequisites and conditions for the creation of consortia as an organizational form of collaboration of scientific organizations and universities to ensure their competitiveness in the global education and science market within the framework of the implementation of national projects. The national project in the field of education and science is aimed at ensuring the high quality of higher education and its accessibility, increasing the level of cooperation of higher education institutions and scientific institutions, which will make it possible to commercialize the results of scientific activities more productively and, ultimately, ensure Russia’s entry into the number of advanced countries in the world in terms of scientific research and their impact. Among the main tasks of the research is to identify problems associated with the need to improve approaches in the implementation of projects to create scientific and educational consortia. Materials and methods. The research is based on the materials obtained by the authors in the course of the implementation of a number of consulting and educational projects carried out jointly with the Ministry of Education and Science of the Russian Federation to ensure the financial stability of universities. In the course of interviews and analysis of statistical and functional reports (on scientific activities, self-examination reports, performance monitoring, etc.), data were obtained and summarized to assess the effectiveness of the implementation of strategic planning programs, as well as the effectiveness of cooperation projects between universities, local authorities and business.Research results. Analysis of trends in the development of scientific and educational communications showed that reliance on collaboration can serve as a factor in the sustainable development of scientific and educational organizations. In recent years, there has been an intensive search for the most effective organizational and financial instruments to ensure the promotion of Russian universities in the leading international rankings. It is shown that the most effective organizational mechanism for achieving the set goals is the integration of educational and scientific organizations in the form of consortia. It was revealed that for the formation of scientific and educational consortia, it is necessary to have not only the appropriate infrastructure for the work of scientific teams, but first of all to have projects, the implementation of which will make it possible to make a breakthrough in educational and scientific activities. An important factor influencing the formation and development of consortia is that their creation is a prerequisite for participation in the strategic academic leadership program. In this regard, the study focuses on the need to use assessment indicators by the project management from the side of the state, which would provide a full assessment of the effectiveness of the funds provided in the form of a grant.Conclusion. The results of the research show that at the state level there is a search for new forms and mechanisms that would allow for the intensive development of Russian education and science. The main instrument for the implementation of state policy in this area is represented by national projects that set the main parameters for development. It is planned to increase the number of universities that will be able to receive grant support as members of scientific and educational consortia. Certain problems have been identified that may affect the effectiveness of the activities of educational and scientific organizations in collaborations.

The Education Management Information System (EMIS) in the TVET field is a system for collecting, storing, analysing, disseminating and using data in the TVET. The metho­dological framework for developing a system of indicators for the Education Management Information System (EMIS) in the TVET field should be guided by recognized world standards, guidelines and best practices. At the same time, it should be built on a consensus basis with national standards, which are the key to the generation and use of well-structured metadata in the TVET field. As an example of effectively functioning global Education Mana­gement Information System (EMIS) in the TVET field, the Open Education Management Information System (OpenEMIS), namely its OpenEMIS Concept Note module – TVET, the CTE National Reporting System and Workforce Training System – CTE Statistics, developed by the United States Institute of Education (IES) and published by Federico Mejer should be cited. The Interagency Vocational Education and Training Group (IAG-TVET), which includes global educational organizations, has developed guidelines for a set of indicators to help countries evaluate the effectiveness and efficiency of their TVET systems based on actual data and the use of reliable tools to evaluate TVET monitoring. IAG-TVET has identified four relevant po­licy areas in the TVET system: funding; access and participation; quality; relevance. Based on the recommendations of the above guidelines, the author has developed a system of indicators for the Education Management Information System (EMIS) in the field of TVET, which will be included in the form of the information and analytical unit "TVET System" in the Automated Information Complex of Educational Management (AICOM) of the State Scientific Institution "Institute of Educational Analytics". The system of indicators includes: the register of TVET institutions, the results of the admission campaign and training, teaching staff, logistics facilities, architectural accessibility, profitable economic activity, the creation of an innovative educational environment, the use of ICT in the educational process. The information and analytical unit "TVET System" should be institutionalized with databases of other official bodies of Ukraine, for example, with databases of the State Statistics Service, the State Employment Service etc. The data contained in the Information and Analytical Unit "TVET System" must be compatible with other international databases and allow the construction of international indicators in the TVET system.

Since 2013 with the gradual integration of Ukraine into the European and Global education space, there is a need to reduce the state's financial expenses on specialists training and to change the principles of the formation, placement and performance (this triad represents the consecutive stages) of the mechanism of the governmental order in the field of education. Thereof it is suggested to determine the main objective, namely, prospects for improvement the mechanism of organization and legal groundwork for effectuation of placement of the governmental order for the specialists training for the state needs. The main results of the work became: firstly, the systematization of subjects involved in the process of placing the governmental order for specialists training. It was established that the main organizational guarantor in this process is the Cabinet of Ministers of Ukraine; the main coordinator is the Ministry of Economy and Development of Ukraine; the main performers of the order placement are governmental customers; placement targets are government performers. Secondly, two forms of administrative procedures for the performance of the governmental order placing are distinguished: 1) the public procedure of the competition for performers of the governmental order; 2) simplified (non-competitive) procedure for the appointment of performers of the governmental order. Within these procedures, organizational (institutional) and legal guarantees of their performance are described. The new achievements of the study became suggestions: firstly, introduction of a competitive procedure in the placement process of the governmental order for specialists training for the law enforcement agencies, as well as the implementation of a contractual procedure of  signing state contracts for the performance of the governmental order between law enforcement agencies (governmental customers) and performers of the governmental order; secondly, to legalize in the law the procedure of conducting a competition among educational institutions of different departments with the purpose of choosing suitable ones for the governmental order performance; thirdly, to empower the Ministry of Economy and Development of Ukraine to agree the provisions of all governmental customers, the work of the Competition Committee on the selection of performers of the governmental order, as well as on the development of a typical procedure for the work of such Committees.
