Purpose: the purpose of this study is to examine the current state of Japan's digital transformation, with a focus on the banking sector, analyzing specifc examples, identifying obstacles that hinder the achievement of expected results.Methods: the article is based on the analysis of scientifc and analytical materials devoted to the problem of research, a set of general scientific methods is applied, including comparison, scientifc generalization, analogy, etc.Results: the article presents the main trends and current results of digitalization of Japanese banks, provides examples of projects, identifies problematic areas of the implemented policy. A hypothesis is put forward about the key role of the government in the development of new standards for the organization of work, taking into account the use of innovative technologies. For Japan, digitalization is chosen as a key tool to mitigate the current socio-economic situation. Digitalization is already being implemented in the healthcare sector, agriculture, etc. Another sector at the center of digitalization is the fnancial one. Financial technologies form new markets and products. Non-banking companies penetrate into the areas occupied by classical banks, competing and even displacing them.These processes are observed both in Japan and in other countries of the world, including Russia. Therefore, studying the Japanese experience of integrating digital technologies into the fnancial sector is important. Although Russia is among the leaders in the digitalization of the financial sector, it is difcult for fntech companies to break into the Russian market due to pressure from large classical banks, as well as the lack of trust in fntech companies from the population.Conclusions and Relevance: in contrast to the manufacturing sector, digitalization of non-manufacturing areas is slower in Japan. This is due to a shortage of qualifed personnel, fnancial risks, etc. Today, the priority for fnancial institutions remains to create the basis for the introduction of digitalization and improve management efciency. From the point of view of ensuring the stability of the fnancial system, it is expected that the Bank of Japan, together with the government, will encourage initiatives in the feld of fnancial development.

The stability of Russian banking sector is threatened by three negative tendencies - overheating of the credit market, significant decrease of banks capital adequacy ratios, and growing problems associated with banks lending to affiliated non-financial corporations. The co-existence of these processes reflects the crisis of the model of private investments in Russian banking sector, which was observed during the last 20 years. This paper analyzes the measures of the Bank of Russia undertaken to maintain the stability of the banking sector using the methodology of credit risk stress-testing. Based on this methodology we conclude that the Bank of Russias actions can prevent the overheating of the credit market, but they can also lead to undesirable effects: further expansion of the government ownership in Russian banking sector and substitution of domestic credit supply by cross-border corporate borrowings. The later weakens the competitive positions of Russian banks. We propose a set of measures to harmonize the prudential regulation of banks. Our suggestions rely on design and further implementation of the programs aimed at developing new markets for financial services provided by Russian banks to their corporate and retail customers. The estimated effects of proposed policy measures are both the increase in profitability and capitalization of Russian banks and the decrease of banks demand for government support.

Purpose. The purpose of the study is to formulate a proposal to improve the technology of planning the supply of goods as part of the financial planning of import operations of PE "Art-Energo" in accordance with the problems identified during the analysis of the enterprise. Among the objectives of the study are: - consideration of the current state and features of the functioning of the system of financial planning of import operations at the enterprise during the analysis of its activities; - identification of the most urgent problem that arises in the supply of goods within the financial planning of import operations of the enterprise; - formation of a proposal to solve the identified problem of financial planning of import operations and justification of its feasibility. Design/methodology/approach. To achieve the goals, special and general scientific methods were used, including: graphic method was used to visualize the cycle of financial planning of imports of PE "Art-Energo"; expert method was used to determine the weight of the criteria for evaluating suppliers in the system of financial planning of import operations of PE "Art-Energo"; comparison was used to justify the most favorable terms of cooperation and to select the best contractors; systematization was used for calculations of liquidity indicators; generalization was used to develop recommendations for working with partners by category in the system of financial planning of import operations of PE "Art-Energo". Findings. In the article is shown that the conditions of cooperation with foreign counterparties directly affect not only the competitiveness of the enterprise, but also the financial performance of its activities. It was found that non-parity terms of cooperation with suppliers can be one of the causes of cash gaps, which in turn leads to the inability of the company to repay its obligations on time and, consequently, to insolvency. It is established that the maneuverability of working capital is significantly reduced with the full advance of products, which is the main condition for cooperation of suppliers with PE "Art-Energo", so there is a need to transform the payment system. In order to increase the efficiency of the technology of planning the supply of goods as part of the financial planning of import operations, it is proposed to introduce a system of supplier evaluation in the activities of the enterprise. The hypothesis of a positive relationship between the introduction of supplier evaluation system as a tool of improvement the financial planning of import operations of PE "Art-Energo" and the growth of the company's ability to pay current liabilities, including timely payments on accounts payable due to operating cash flow is proven. Practical implications. The introduction of a supplier evaluation system based on the evaluation of estimation according to the relevant criteria and the classification of partners by category will help ensure transparency of the contractor selection mechanism, eliminating subjective preferences, thereby minimizing the impact of the human factor. That is why such a way to improve the technology of planning the supply of goods can find practical application not only in the case of PE "Art-Energo", but also for any other trading company. Originality/value. In the article, the authors suggest the use of a supplier evaluation system based on the results of the audit and the assignment of the rating to the contractors, that allow to identify their weaknesses and clearly formulate the tasks that need to be solved by the supplier in order to effectively cooperate with PE "Art-Energo". Eliminating the actual shortcomings of the supply system and the introduction of supplier evaluation system helps the company to reduce costs, risks, increase the quality of goods and ensure the stability of work.

This paper is devoted to analysis of the stability of the economy according to an extended version of Kaldor's economic growth model. We consider the role of the government and its simultaneous monetary and fiscal policies and we study whether or not a time delay between the recognition and the implementation of its fiscal policy can affect the economic stability. Numerical simulations provide further conclusions about the long-term behavior of the four variables modeled—namely, national income, capacity of production, bonds value and money supply.

This scientific publication analyzes the current state of the banking system of the Kingdom of Saudi Arabia. The peculiarities of the functioning of the Islamic banking system, the main types of financial products provided by banks and the laws under which financial services are provided to Muslims are identified. The basic principles of Islamic banking, which are prescribed in the Sharia, are described, such as, for example, the exclusion of interest on all financial transactions. There is also a list of major Saudi banks and foreign affiliates operating in the country. The historical aspect of the formation of the banking sector is studied. The main financial indicators are analyzed: the dynamics of assets, liabilities, the number of loans to private and corporate clients, the share of Saudi assets in global Islamic finance. Attention is also paid to the prospects and success of the stock market. The issue of management and control over the activities of banks and its role are studied. a list of specialized credit institutions established by the government to provide highly specialized loans to citizens of the kingdom. The positive dynamics of all indicators even in the conditions of global crises, thanks to the well-laid foundation and the further strategy concerning functioning in the conditions of the world pandemic are allocated. The list of the main internal problems which can suspend growth in the future is considered. The issue of the country's dependence on oil prices, with further impact on financial diversification, is considered separately. The prospects of the banking system of Saudi Arabia in the near future, and the role of the Kingdom as a partner in financial relations for the domestic economy are determined. Conclusions are made on the basis of the conducted research and prospects of further strategic development in this direction.

Aim. The presented study aims to assess the current state of the banking sector of the economy and its potential for the development of ESG banking and implementation of ESG standards.Tasks. The authors analyze the current level of ESG standards implementation and the banks’ readiness to further implement ESG standards.Methods. This study uses general scientific methods of cognition to analyze the problems and obstacles that arise during ESG standards implementation in banking practice.Results. The banking community’s participation in the funding of sustainable development projects is selective rather than overarching, with banks choosing individual banking products. Reports marginally trace their participation in lending to business projects related to the circular economy of various industries.Conclusions. The special place of the banking sector in the national economy and its interaction with the real sector of the economy offer great potential for the development of ESG standards, making it possible to introduce ESG technologies both in banking activities and in their active promotion to other sectors of the economy through customers, thereby accelerating the transition towards a circular economy in Russia. The strength of the Russian banking system has been tested in recent years, and it embraces the formation of new rules of economic behavior. By overcoming existing obstacles, banks will be able to switch to ESG standards in the coming years, thus becoming pioneers in doing business based on the principles of environmental, social, and managerial responsibility.

Subject. We investigate problems of development and regulation of derivative financial instruments (DFI) in Russia. Objectives. The purpose is to consider trends in the regulation of derivatives. Methods. The study draws on general scientific methods. Results. Based on the analysis of best practices, we confirm the need to regulate derivative financial instruments and identify major requirements for the regulation. The paper describes the history and current state of DFI regulation in Russia, analyzes the opinions of researchers and experts regarding the government intervention in the DFI market functioning. Approaches to regulation are linked to the goals and objectives of market participants and macroeconomic functions of the market. The paper also shows mechanisms by which derivatives affect the level of systemic risk in the economy and proves the importance of organizational and economic transformations in the field of DFI. Conclusions. The paper states priority tasks and practical steps in the regulation of DFI in Russia.

Abstract The introduction of tact timetable in rail passenger transport is currently a new evolving trend that increases the efficiency of rail transport. This article seeks to contribute in this area of the issue and thus to raise and improve this system of organizing transport in railway transport. The aim is to propose a methodology that assesses the level of stability of tact timetable based on operational and infrastructural factors. The methodology identifies operational-infrastructural factors that affect the stability and reliability of tact timetable. Using scientific methods, it presents the method of their quantification and determination of the weights of these factors, which evaluate the line sections and transport points of the examined transport path. From a practical point of view, the methodology is generally tact applicable to other European railway networks. In the final part of the work, this methodological procedure is applied in the form of model examples for various transport path.

This study aims to see the extent of the influence of the level of Inflation (CPI), Exchange Rate (kurs), Capital Adequacy Ratio (CAR) and Non Performing Financing (NPF) on the Stability of Islamic Banks in Indonesia Period 2015-2019. To support research, we use the Vector Error Correction Model (VECM) methodology. VECM test results show that in the short term the significant effect on the level of stability are Kurs and CAR, with the direction of a negative relationship (reducing the level of stability). Meanwhile, in the long term the significant effect on the level of stability are inflation and Kurs with the direction of a negative relationship (reducing the level of stability). From the results of this study it can be concluded that the macroeconomic variables significantly affect the stability of Islamic banking, therefore the government has an important role in controlling macroeconomic turmoil to maintain Islamic banking stability. Besides that, the internal variables of the banking sector are considered to have no significant effect partially, therefore it is necessary to conduct further research with a variety of internal factors in the banking industry to prove their effects on the stability of Islamic banking

Purpose: this article analyzes India’s innovation development model. In this regard, the author aims to examine the current state of India's innovation policy as well as its features as one of the tools for solving the socio-economic problems of the state.Methods: the author applies general scientific methods of logical analysis, comparison and generalization, as well as quantitative methods (graphical and tabular methods, and descriptive statistics). In addition, the article embraces a systematic approach that contributes to a holistic consideration of the research subject.Results: the article provides an overview of the fundamental documents and projects of the state's innovation policy, studies India’s positions in world innovation ratings as well as notes the unique features of the Indian model of innovative development associated with the government strategy adjusted to the socio-economic, cultural and civilizational features of this country.Conclusions and Relevance: the article addresses the distinguishing characteristics which have eventually become disadvantages of the existing system and touches upon the reasons that hinder the development of innovations and prevent the country from achieving tangible results in this domain. The author concludes that without systematic government support, appropriate staffing, and functioning triple helix model involving academia, industry, and government, the country's innovative development will be limited, and India will fail to address the ever-widening gap between grassroots and high-tech innovation sectors will continue to grow. Still, Russia may learn a lot from the Indian experience as it also aims at solving its “grand challenges”, including those of social and economic nature, by the means of innovations.

Conflict against the backdrop of the dissemination of hoaks information, accompanied by elements of racism repeated and targeted papuans. In 2019, a riot led to an alleged racist slur by a teacher, to his student on September 18, 2019. The unrest resulted in various humanitarian problems, such as civilian casualties and destruction of public facilities. As a result, a wave of problems related to the exodus of citizens continues to come. This research aims to discuss the news frame of two media, namely Republika Daily and Kompas with discussion of the Tragedy of Riots in Wamena City, Papua Province (September 24, 2019 - September 30, 2019). Meanwhile, the concept of a crisis of manness and responsibility to protect both media, agreed to package it in the same point of view. The frame of republika and kompas daily news in the concept of humanitarian crisis is classified in the complex emergencies category, and the facts presented about the role of the Government in accordance with the concept of responsibility to protect.
