The article deals with significant changes that are associated with total informatization, which is a powerful converter of economic, social and other types of life activity of society. The author notes that at the same time, the satisfaction of information needs, the state of the information space for minors should be subject to moderate regulation. Attention is drawn to the fact that the intensive growth of the diversity of information and communication technologies is today the dominant environment for the development of a modern child. The characteristics of information harmful to the health and development of children are given. It is proved that relying on the principles of a systematic approach makes it possible to competently organize and correctly carry out the process of achieving the state of protection of children in the information space by various methods and means. Ensuring the information security of childhood is defined by the author as a system; the components of the system of ensuring the information security of childhood (methodological, regulatory, organizational and activity, effective) are highlighted.

the article reflects the results of a study carried out in the Republic of Mordovia on the problem of creating a safe information sphere for children. The presented results characterize the interests of children in the use of information and communication technologies before and during distance learning in connection with COVID-19. During distance learning, children have increased the time they spend at the computer, on the global Internet. This leads to increased risks and threats to children in the information space. The efforts of the state and society should be aimed at creating a safe information space for children.

The whole set of political, legal, scientific, educational and economic relations in society and the state absorbs its information and communication space. This is where all the concepts of the various sciences that study the material and virtual world are interpreted today. Political science as a social science cannot stand aside in this process. In turbulent conditions, it simultaneously differentiates and integrates the problems that make up its structural content. Activities of the authorities and their relations with civil society; political institutions, processes and systems; technologies of political activity and motivation of political behavior; political aspects of international relations and the problem of supranational power, everything is interested in political science, where today is the conceptualization of ideas of organization of global information and communication space – the spheres of generation, interpretation and consumption of information, the question of interaction of information actors in science, education, economic or political activities use a single information and communication environment. There is no doubt that the digital world we are entering is not only a new logical stage in the development of the technological sphere of humanity, but a transition of the existing political-legal and socio-political systems to a new dimension of reality. Digital technologies are already rapidly grasping the footholds for advancement in all spheres of society, and digitalization is becoming a trend in modern development, however, it will require ever more in-depth work to develop ever more effective ways of legal regulation of various information and communication relations, as well as effective organizational and legal support for informatization of the state. The complexity of this area is due to the fact that virtually all social and industrial relations have an information component, and therefore the information and legal nature are all norms of interaction in different sectors and spheres of citizens. For example, relationships that arise: in the production and dissemination of information by the media; when applying the organizational and legal mechanisms of its security; at creation and functioning of the state automated information and communication systems. Legal regulation of information relations and social production activities in the information and communication sphere (infosphere), one way or another, affect the organization of all political institutes and processes engaged in the process of creating all targeted programs to improve national, state and personal security of citizens of any country, normatively – legal acts, including laws on relations, which represent the subject of a new field of law integrated with the technical sciences – information law, which practically emerged 20–25 years . Both political science and jurisprudence are still amorphous enough and are not actively defining the scope of their tasks, but they exist and require their decision. Analysis of global trends in the development of mankind in the XXI century suggests that the further development of states will occur in the face of enormous technological and psycho-emotional challenges and risks associated with digital inequality of citizens, however, and under such conditions, the formation of societies and their policies is already happening today, military affairs and, of course, science and education. Risks are the foundation of a fundamentally new economy (knowledge-based economy), the basis of competitiveness in countries where new high-tech breakthrough technologies are being created based on digitized information. The digital economy is defined as an economy based on the digital use of digital information and communication technologies (ICTs), however, they do not take into account that digital technologies of information and knowledge processing are becoming, today, the energy that conceptually changes the organization of information and communication. Areas – Areas of processing (production, interpretation, communication) and consumption of information. The information space is changing – as a sphere of interaction of information actors who use a single information environment. Traditionally, the information environment refers to the totality of information infrastructure, ICTs and tools, as well as organizational and legal structures that represent the organizational, material and legal conditions for the existence and functioning of information actors. The basis (central part) of the information environment is not only the information and communication infrastructure – a set of interconnected communications, information systems and information resources, but also the ability of countries to adequately fulfill the political and legal conditions for its development. The article discusses the history of the creation and development of the overall concept of information security, the current state of the information security, as well as the appropriate legal and regulatory framework in the countries of Central Asia on the example of the Republic of Kazakhstan. Introductory part of the article analyzes and provides a brief overview of the development of information and communication technologies. Particular attention is given to information security concepts in the framework of international valuation standards. The author investigates and lists the main sources of global information security threats, as well as explaining the history of the creation of a geopolitical term - Central Asia. In the main part of the article on the example of Kazakhstan one of the leading Central Asian countries, highlights issues of formation and development of the concept of information security, provides a brief overview of the history of development of information and communication technologies in the country. In this part the author conducts a detailed analysis of the legislation and the concept of the state with respect to the issue of information security, in the investigation highlights the major key issues of information security in the Republic of Kazakhstan. It also analyzes the development strategy of the Republic of Kazakhstan till 2030 (the "Kazakhstan-2030" Strategy), provides a brief overview of the state of laws and programs in the field of information security in the Republic of Kazakhstan. In conclusion, the author comes to the conclusion that today Kazakhstan is just beginning to form their own information security protection mechanisms and leads appropriate recommendations to achieve the objectives of the state.

Internet of Things is a new world for connecting object space in the real world with virtual space in a computer environment. To build IoT as an effective service platform, end users need to trust the system. With the growing quantity of information and communication technologies, the need to ensure information security and improve data security is increasing. One of the potential solutions for this are steganographic methods. Steganography based on the least significant bit (LSB) is a popular and widely used method in the spatial domain.

The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.

The arrival of information and communication technologies is nothing new. The number of people using these technologies and moving in cyberspace is growing, and therefore it is an important role of the state to respond sufficiently to such developments. A fundamental role of the state is to create a stable security system consisting of complex legislation as well as creation of a legislative environment capable of responding flexibly to the growing number of diverse incidents in cyberspace. Sufficient legal regulation consisting of unambiguous determination of competencies and tasks of individual subjects represents the basic pillar for the creation of a stable security system. The role of the state is also to maintain existing and create new partnerships with organizations that are able to provide relevant information and knowledge in the field of cyber security.

The availability of breastfeeding support resources, including those provided by Baby-Friendly Hospitals, International Board Certified Lactation Consultants, breastfeeding counselors and educators, and volunteer-based mother-to-mother support organizations, such as La Leche League, are critically important for influencing breastfeeding initiation and continuation for the mother-child dyad. In addition, the emergence of community support options via information and communication technologies such as Skype and Facetime, social media (e.g., Facebook), and telelactation providers are providing mothers with a new range of support options that can help bridge geographic barriers to traditional community support. However, telelactation services that use information and communication technologies to connect breastfeeding mothers to remotely located breastfeeding experts require reliable, affordable, high-quality broadband connections to facilitate interaction between mothers and their support resources. The purpose of this paper is to explore the complex spatial landscape of virtual and face-to-face breastfeeding support options for mothers in the state of Ohio (U.S.), identifying barriers to support. Using a range of spatial and network analytics, the results suggest that a divide is emerging. While urban areas in Ohio benefit from both a density of face-to-face breastfeeding support resources and robust broadband options for engaging in telelactation, many rural areas of the state are lacking access to both. Policy implications and several potential strategies for mitigating these inequities are discussed.

The study was motivated by the need to harness technological advancement to enhance agricultural production in Osun State. The study assessed the utilization of Information and Communication Technologies (ICTs) tools for sharing of agricultural related information in Osun State, Nigeria. The study illustrated the socio economic characteristics of the Respondent, identified the available ICT tools for sharing of various agricultural related information, identified agricultural related information shared through various available ICT tools, measured the frequency of utilization of the identified ICT tools and assessed the severity of challenges encountered by Respondent in the utilization of ICT tools in the study area. Sixty percent of Extension Agents in each of the three zones in the study area were sampled. The data collected were examined using descriptive statistics tools while regression analysis was used to test the significant relationship between the socio-economic characteristics of Respondents and their frequency of utilization of ICT Tools for sharing of agricultural related information in the study areas. The analysis of the data was carried out with the use of SPSS version 22. The findings revealed that the average age of Respondents was 39 years; more than half of the respondent (67.1%) were male; most (81.4%) of the respondent were married; majority (68.6%) of the respondent were Christian; about (70%) of the respondent had tertiary education. The mean household size was 5 members per household; majority of the respondents belonged to one association or the other and they access the internet with their own data plan. Radio (wms 2.7) was ranked first as most available ICT tools for sharing information in the study area. Furthermore, information on availability and sources of farm inputs (wms2.3) was ranked most shared information while information on storage facilities (wms1.0) was ranked the least shared information by the Respondents. Also, the initial cost of procurement of ICT gadgets, cost of maintenance, risk of theft of gadget, and fluctuating power supply were the major challenges encountered with the use of various ICT tools. Regression analysis identified a significant relationship between selected socio-economic characteristics of the Respondents and frequency of Utilization of ICT Tools for sharing Agriculture related information. The study recommended use of Radio as medium through which agricultural related information should be shared bearing in mind its ease of access, little cost of procurement and maintenance, extent of reach and frequency of usage among the respondents. Provision of access to internet facility was recommended in order to afford respondents a limitless right to use information on the World Wide Web. Finally, alternative source of power to enable respondents recharge their ICT gadgets was recommended to make up for unreliable electricity supply.

Questions and problems related to new production relations arising from the use of information and communication technologies in the technological processes of agricultural production (point farming, differentiation of information support through the reception, processing, presentation of information about the state of the soil, animals, the environment, etc.) between the object and the subject of management are investigated and analyzed. The system of collecting and wireless transmission of data on the state of the soil by means of mobile and stationary sensors with the subsequent analysis of information for making optimal management decisions in crop production is considered.
