In 2015 the central government implemented the Village Fund program for all villages in Indonesia. The objective of this program was to accelerate poverty alleviation and promote village independence. One of the development priorities in rural areas is to achieve village independence by developing tourism villages with village funds. Meanwhile, at the end of 2019, the Covid-19 pandemic that broke out in Indonesia led to an increase in poverty in rural areas. This increased the need for assistance from village funds to help improve the welfare of the poor. In this study, the Giri Manik Village was examined because it was one of the national pilot villages in developing a tourist village using village funds. The research was conducted using a qualitative approach. Data were collected through interviews, observations, and documentation analysis. Based on the results, it can be concluded that developing the physical infrastructure of tourist villages does increase the income of the poor through cash-intensive labour. However, the benefits of tourist villages are largely enjoyed by the village elite. Keywords: village funds, tourist village, village elite, poor people, the Covid-19 pandemic

As the Indonesian government has been committed, that the national development should be puting more focus from the outer-ring or rural areas. One of the instrument to boost the rural development is Village Fund. This decentralization transfer purposively targets to improve the village society’s welfare and alleviate social gap existed among societies. Village-owned enterprise (Badan Usaha Milik Desa or BUMDes) is provided as one of the strategic mechanism to create the welfare by proactively engage the community itsefl. In fact, BUMDes may incorporate Village Fund as capital alternative to support their establishment. This paper highlights the crucial factors in order to establish a village-owned enterprise (BUMDes) in case of Cibogo Village, Cisauk Sub-regency, Tangerang Regency. The study deploys a qualitative approach. To collect the data, we are scouting, interviewing and establishing Focused-Group Discussion that involving the possible parties which may contributes in creating BUMDes. The result has not yet concluded as the process of the research still going on. We predicts that the communities engagement, empowerment and also government support should be taken into account in the early process of establishing BUMDes. Eventually, proactive society’s control and participatory would be decent factors to support the operations of BUMDes itself.

To stimulate rural development and reduce poverty in rural areas, The Government of Indonesia enacted the policy of Village Fund in 2014. However, a few studies have been conducted to examine this program. This study describes how poverty alleviation goes following Village Fund Program in Indonesia between 2015-2019. The poverty reduction was represented by holistic data, including insufficient and village status improvement through the Village Development Index (VDI). The analysis is conducted using a descriptive method by dividing the areas into six regions, Sumatera, Java & Bali, Kalimantan, Sulawesi, Maluku & NT, and Papua. The result showed that over five years, the village fund dramatically increases. Moreover, this growth is along with the slight decline the poverty. The researchers found that the decreasing number of poverty from 2015 to 2019 is about 15%. The VDI status for districts/municipalities shows that the status improved from underdeveloped villages in 2015 to developing villages in 2019. Java is the region that contributed to making the status improved either to be developing, developed, or independent. At the same time, it is the Papua region known as the region consisting of most of the least underdeveloped villages. Since the goal of this policy in poverty reduction still works slowly, it needs a lot of effort from many levels of government, from the village, regional, and national officials, to work together cooperatively.

The objective of this paper is to investigate the different types of hurdles limiting the growth and development of microfinance institutions operating in Yemen, and to suggest relevant recommendations that be used as a backup in the process of taking remedial measures. The study is both descriptive and analytical in nature. The data collected is based on both primary and secondary sources. The primary data was collected during the field study of ongoing PhD research study on the role of microfinance in mitigating poverty and unemployment in Yemen conducted in October 2015 by Mr. Ali Alshebami. Only a sample of nine MFIs was selected from The MFIs operating in the market, as the remaining MFIs could not be easily reached due to the prevailing persistent internal war situation. A few of these hurdles include but not limited the existence of insufficient funds necessary for financial business and the availability of poor physical infrastructure in the rural areas. In addition, the shortage of qualified human resources, the poor diversification of products and services, the political instability of the country, the wrong perception about lending to the poor and many others. Among other remedial measures, investible funds and designing of integrated financial products with the inclusion of micro insurance are essential, these two vital ones along with including the financial linkages between MFIs and formal banking institutions should be adopted for more enhancement. The study confirms that there are several difficulties and challenges, which hinder the MFIs from progressing and achieving their mission in terms of outreach to the poor people.

The research in this thesis was motivated by the implementation of intervention programs for the poor where the aim of implementing this program was to improve the welfare of the poor, as well as to reduce poverty. The formulation of the problem in the writing of this thesis is (1) How is the effectiveness of the intervention program assistance carried out by the government to reduce the number of poor people. (2). What factors are supporting or inhibiting the implementation of intervention program assistance for the poor. The research method, this study uses a qualitative approach with the type of descriptive research. The dissemination activities turned out that not all villages carried out these activities for various reasons such as fear of protests from their citizens. There are also those who do unofficially when there are activities in the environment. Actually, the implementation of this socialization has already been carried out with implementation instructions which are carried out in stages from the district level and continued to the sub-district level and continued to the village level. At this time at the village level, problems often occur.

Research to identify goals and objectives for the development of rural areas implemented by local governments in Aceh Barat by law No. 6 of 2014 concerning Indonesian villages. Government Regulation No. 43 of 2014 on regulations implementing the law on the entire territory of Indonesia. The idea in the construction of the village area, to establish an independent village-based autonomy based on decentralization of policy goals of development planning top-down central government and development activities in bottom-up to the local government at the village level that is able to run continuously to carry out nation-building and livelihood both nations in the economic, political, social, cultural and defence security, and science and technology. The qualitative research method with descriptive approach to the phenomenon of primary and secondary data with the results of previous studies based on linkage with rural development. The theory of this study using the theory of decision-making and the development concept that has been implemented through the analysis of rural development top-down or bottom-up. Identify the goals and objectives of rural development is to create an autonomous rural development in a sustainable community economic empowerment. In today's Turkey, rapid technological changes and developments at global level has increased to migration from village to urban areas. Sustainable rural development (SRD) means that future generations can meet their needs in a settlement that is less than a population of 20,000, so that past generations can’t complain about them. For sustainable rural development, it is important to prevent rural migration and to present labour, production, marketing and living opportunities in rural areas. In this context, the study was conducted in order to investigate the causes of migration from the village to the city, to take the necessary precautions and to make suggestions for the SRD. For this purpose, the research has been applied to farmers in selected villages in Central Anatolia, Black Sea, Aegean, Marmara, Mediterranean and Eastern Anatolia Regions in Turkey with face to face discussions and 141 questionnaires have already been collected. It was found that Cronbach Alpha was found to be quite reliable as the result of the analysis with a scale value of 0.785. Reasons for migration as a result of factor analysis can be classified as: 1) Migration due to education, 2) Migrations based on physical infrastructure. Numerous independent variables considered to be effective on these problems were analyzed by multiple linear regression analysis. As a result, it has been determined that many factors, mainly demographic qualities, are effective on migrations based on both education and physical infrastructure.

Urban poverty alleviation is the major thrust of development planning in India. However, poverty eradication is a daunting task as the problem is gradually increasing due to migration of rural poor people in urban centres.  Urban poverty is a major challenge before the urban managers and administrators of the present time. Though the anti-poverty strategy comprising of a wide range of poverty alleviation and employment generating programmes has been implemented but results show that the situation is grim. Importantly, poverty in urban India gets exacerbated by substantial rate of population growth, high rate of migration from the rural areas and mushrooming of slum pockets. Migration alone accounts for about 40 per cent of the growth in urban population, converting the rural poverty into urban one. Moreover, poverty has become synonymous with slums. The relationship is bilateral i.e. slums also breed poverty. This vicious circle never ends. Most of the world’s poor reside in India and majority of the poor live in rural areas and about one-fourth urban population in India lives below poverty line. If we count those who are deprived of safe drinking water, adequate clothing, or shelter, the number is considerably higher. Moreover, the vulnerable groups such as Scheduled Castes, Scheduled Tribes, minorities, pavement dwellers etc., are living in acute poverty. Housing conditions in large cities and towns are depicting sub human lives of slum dwellers. With the reconstruction of poverty alleviation programmes in urban India, it is expected that social and  economic benefits will percolate to the population below the poverty line. However, eradication of poverty and  improving the quality of  life of the poor  remain one of the daunting tasks. Government of India has introduced  numerous centrally sponsored schemes from time to time. Rajiv Awas Yojana, Rajiv Rin Yojana and National Urban Livelihood  Mission are the new addition for poverty alleviation in urban area.

The article analyzes the number, employment and dynamics of monetary income of the population of the Orenburg region for a long-term period. The production of social and engineering arrangement of rural territories of the region for a number of years is analyzed in detail. Negative destructive changes and trends in employment and social development of rural areas are revealed. The directions of improvement and dynamic development of agricultural production, rural areas, and employment of the rural population are proposed.

AbstractRural poverty can be understood as a social condition of a person, or a group of people who were associated with aspects of economic and non-economic aspects. Scientific aspects such as social, cultural, health, education, psychology, the environment, law, anthropology, and art, was often associated with poverty. Nevertheless, the notion of poor and rural poverty is, in general, is still viewed by researcher's perspective, rather than emic, ie see something from the perspective of the participant. This study took part of the effort to comprehensively understand the meaning of poor and poverty in the eyes of the poor, especially in rural areas, roomates point is on how to map view of rural poor people in hopes of interpreting experience of livelihood as poor in underlying survival living. By using a qualitative study approach, especially the tradition of phenomenology of Schutz, obtained a description of the results, that the meaning of poor and poverty, in phenomenology, containing context, such as: context ownership; contexts effort and trial and error; contexts powerlessness; contexts outside assistance; independence in the context of compulsion; contexts unattainable expectations; context of the struggle; context of limited access to information; contexts low curiosity; contexts simplicity needs; problems humiliation context; and context sensitivity in social communication.Keywords: Meaning poor, Poverty, Rural AbstrakKemiskinan di pedesaan dapat dipahami sebagai suatu kondisi sosial seseorang, atau sekelompok orang yang terkait dengan aspek-aspek ekonomi dan non-ekonomi. Aspek ilmiah seperti sosial, budaya, kesehatan, pendidikan, psikologi, lingkungan, hukum, antropologi, dan seni, yang sering dikaitkan dengan kemiskinan. Namun demikian, gagasan tentang kemiskinan dan pedesaan, secara umum, masih dilihat dari perspektif peneliti, bukan emik, yaitu melihat sesuatu dari perspektif partisipan. Penelitian ini mengambil bagian dari upaya untuk secara komprehensif memahami makna miskin dan kemiskinan di mata masyarakat miskin, terutama di daerah pedesaan, which titik adalah bagaimana memetakan pandangan masyarakat miskin pedesaan dengan harapan pengalaman yang menafsirkan mata pencaharian sebagai masyarakat miskin untuk bertahan hidup. AbstractRural Development Policy is a priority for the E.U., as half of the Union’s population lives in rural areas. This policy is focused on society’s durable development, under all its aspects: economic, social, cultural, and so on. The challenges which rural areas of member states face must be addressed, while at the same time applying European norms and standards for rural development. After Romania became a part of the E.U., rural areas here were supported through several national rural development programs, so as to create a durable and sustainable rural economy. Major changes are required to achieve this kind of development, such as replacing old agricultural structures, modernizing the village, while at the same time maintaining cultural and local identity. Rural areas in Romania are often affected by natural disasters. During the last 17 years, national rural development programs implied contracts worth billions of Euros. For instance, through the 2020 NRDP, a budget of 9.5 billion Euros was allocated, 8.1 billion Euros coming from E.U. funding and 1.34 billion Euros as national cofinancing. At the moment, Romania’s absorption degree for the 2020 NRDP is of 20% and is expected to surpass 50% by 2020. Another regional program includes the concept of Spatial Development - Romania - 2025. Spatial planning supports the avoidance of rural dispersion. The betterment of infrastructure is supported, such as access roads, expanding base utilities, consolidated works to prevent flooding or landslides, and so on.
