The Obama Era and Black Attitudes toward Undocumented Immigration Policies

In this chapter, we examine African American attitudes toward immigration given the policy context of the Obama administration. What the editors of this volume call an “inverted Black linked fate” with Obama and his administration may or may not have indirectly affected Black attitudes on immigration. In President Obama’s 2012 reelection campaign, he made promises to the immigrant community, but especially the Latino immigrant community, to deliver comprehensive immigration reform. Reform advocates and activists were sorely disappointed when, for various reasons, these promises were not fulfilled and more punitive immigration enforcement led to activists dubbing Obama the “deporter in chief.” How might immigration affect Black politics? We examine what factors shape Black views toward often racialized and politicized policy issues such as immigration in order to provide insight on the prospects for coalition formation and sustainability beyond the Obama administration. We examine the extent to which factors such as economic attitudes, linked fate, neighborhood context, and sociodemographic factors influence Blacks’ views toward undocumented immigrants already living and working in the US. In this sense, we examine the standard conception of group linked fate but consider, to a limited degree, what it says about this volume’s notion of “inverted linked fate.”

This book engages the reader in a wide-ranging assessment of the legacy of Barack Obama—the “first Black president”—relative to Black politics. It uses its vantage point of being written during Donald Trump’s presidency to understand what Black politics has and has not inherited from the Obama administration. It is comprehensive in the number of constituencies and policy topics it covers. Its co-editors frame its chapters by explaining how both “inverted linked fate” and an “inclusionary dilemma” shaped the Obama presidency and legacy for Black politics. Nearly twenty prominent or emerging political scientists provide this book’s interior chapters, using quantitative and qualitative methods to draw conclusions. The first group of scholars examines the Obama administration’s impact upon the attitudes and perceived group interests of various Black constituencies, including voters, partisans, civil rights leaders, lobbyists, women, church leaders and members, and LGBTQ persons. The second group examines Obama’s impact upon Black policy interests, including civil rights, criminal justice reform, antipoverty, women’s welfare, healthcare reform, housing, immigration, and foreign affairs. In the conclusion, the co-editors consider what may confront the “next Black president” and the “next Black America.”

Terrorism is tightly connected to the Muslim minority in the West, and this could lead to counterterrorism measures targeting Muslims specifically. This paper uses a unique survey experiment fielded in the US, France, Finland, and Norway to study the levels of support for targeting groups that vary in both their majority versus minority status and in their connection to terrorism. Threatening news stories are used to investigate whether or not the level of support is affected by right-wing extremist and Islamist terrorism. Finally, the moderating effect of attitudes toward immigration is studied. People support counterterrorism measures that target threatening groups (Islamists and right-wing extremists) more than those that do not (Muslims), but this is not the case for those people who are against immigration. When people read threatening news stories, there is an increase in support for counterterrorism measures in general, even measures that target groups unrelated to the stories.

The conventional wisdom holds that the only point of consensus in the fractious US immigration debate is that the system is broken. Yet, the US public has consistently expressed a desire for a legal and orderly immigration system that serves compelling national interests. This paper describes how to create such a system. It focuses on the cornerstone of immigration reform,1 the legal immigration system,2 and addresses the widespread belief that broad reform will incentivize illegal migration and ultimately lead to another large undocumented population. The paper begins with an analysis of presidential signing statements on seminal immigration legislation over nearly a century. These statements reveal broad consensus on the interests and values that the United States seeks to advance through its immigration and refugee policies. They constitute additional common ground in the immigration debate. To serve these interests, immigration and refugee considerations must be “mainstreamed” into other policy processes. In addition, its policies will be more successful if they are seen to benefit or, at least, not to discriminate against migrant-sending states. Not surprisingly, the US immigration system does not reflect the vast, mostly unanticipated changes in the nation and the world since Congress last meaningfully reformed this system (27 years ago) and last overhauled the law (52 years ago). The paper does not detail the well-documented ways that US immigration laws fall short of serving the nation's economic, family, humanitarian, and rule of law objectives. Nor does it propose specific changes in categories and levels of admission. Rather, it describes how a legal immigration system might be broadly structured to deliver on its promises. In particular, it makes the case that Congress should create a flexible system that serves compelling national interests, allows for real time adjustments in admission based on evidence and independent analysis, and vests the executive with appropriate discretion in administering the law. The paper also argues that the United States should anticipate and accommodate the needs of persons compelled to migrate by its military, trade, development, and other commitments. In addition, the US immigration system needs to be able to distinguish between undocumented immigrants, and refugees and asylum seekers, and to treat these two populations differently. The paper assumes that there will be continued bipartisan support for immigration enforcement. However, even with a strong enforcement apparatus in place and an adaptable, coherent, evidence-based legal immigration system that closely aligns with US interests, some (reduced) level of illegal migration will persist. The paper offers a sweeping, historical analysis of how this population emerged, why it has grown and contracted, and how estimates of its size have been politically exploited. Legalization is often viewed as the third rail of immigration reform. Yet, Congress has regularly legalized discrete undocumented populations, and the combination of a well-structured legalization program, strengthened legal immigration system, and strong enforcement policies can prevent the reemergence of a large-scale undocumented population. In contrast, the immense US enforcement apparatus will work at cross-purposes to US interests and values, absent broader reform. The paper ends with a series of recommendations to reform the legal immigration system, downsize the current undocumented population, and ensure its permanent reduction. It proposes that the United States “reissue” (or reuse) the visas of persons who emigrate, as a way to promote legal immigration reform without significantly increasing annual visa numbers.

With the increasing numbers of immigrant and refugee students across the US K–12 system, the xenophobia of the current political climate, and the effects of COVID-19 on the immigrant community, it is critical to examine schools that serve immigrant students and their families. Drawing on case studies of two public high schools that exclusively serve immigrant students, authors Adriana Villavicencio, Chandler Patton Miranda, Jia-Lin Liu, and Hua-Yu Sebastian Cherng examine how educators frame the current political context and how this frame informs their collective approach to engaging with and supporting families. The study finds that these schools shifted norms of parental engagement by proactively forging relationships with families, cultivating alliances with community partners, and mediating within families around challenges related to work and higher education to benefit the communities they serve. In so doing, these school actors have shifted the norms of parental engagement to center the perspectives, voices, and experiences of immigrant families.

This chapter examines the policy mistakes that the Obama administration made in managing the Sino-American relationship. The Obama administration developed no distinct China strategy and was in fact averse to developing such a strategy. It chose to embed largely reactive China policies within a regional strategy of the so-called “pivot” or “rebalance” to the Asia-Pacific region. While China was relegated to a management issue, the rebalance strategy damaged the US-China relationship by deepening strategic mistrust between the two countries and agitating China to seek strategic adventures in Asia. The rebalance did not cause Chinese assertiveness by itself, but the geopolitical setting it created served to exacerbate China’s already fermenting assertive inclinations and prompted its strategic adventurism.

This article assesses how different notions of citizenship shape mass attitudes toward immigration reform. We examine the underpinnings of the military service and college education provisions that were at the center of the 2010 DREAM Act, which sought to provide a path to citizenship for undocumented immigrant youth in the United States. Employing a survey experiment on a nationally representative US sample, we unpack the extent to which the mass public is willing to support immigration reform based on criteria tied to undocumented immigrants’ educational attainment or enlistment in the armed forces. While education has little effect on its own, military service significantly increases public support for a pathway to citizenship. The positive effect of military service endures when it is paired with less popular provisions, suggesting that a military criterion can serve as a basis of support for broader immigration legislation. Moreover, the effects are strongest for those groups who are traditionally viewed as being most opposed to immigration reforms that expand access to citizenship. The results of this study have implications for public attitudes toward immigration, the persistence of the citizen-soldier ideal, and the importance of framing in the policy-making process.

From the early eighteenth century, a vibrant English associational culture emerged that was, by many measures, ethnic in character. English ethnic organisations spread across North America from east to west, and from north to south, later becoming a truly global phenomenon when reaching Australasia in the later nineteenth century. This books charts the nature, extent and character of these developments. It explores the main activities of English ethnic societies, including their charitable work; collective mutual aid; their national celebration; their expressions of imperial and monarchical devotion; and the extent to which they evinced transnational communication with the homeland and with English immigrants in other territories. The English demonstrated and English people abroad demonstrated and experienced competitive and sometimes conflictual ethnic character, and so the discussion also uncovers aspects of enmity towards an Irish immigrant community, especially in the US, whose increasingly political sense of community brought them into bitter dispute with English immigrants whom they soon outnumbered. Towards the end of the nineteenth century, the extent of English ethnic associational culture in North America was such that it resonated within England herself, resulting in the formation of a central organization designed to coordinate the promotion of English culture. This was the Royal Society of St George. Ultimately, the book documents that the English expressed their identity through processes of associating, mutualism and self-expression that were, by any measure, both ethnic and diasporic in character. The English Diaspora is based on a very large amount of untapped primary materials from archives in the United States, Canada, and the UK relating to specific locations such as New York, Philadelphia, Baltimore, Toronto, Ottawa, and Kingston, and London. Thousands of newspaper articles have been trawled. Several long runs of English associational periodicals have been garnered and utilized. Comparative and transnational perspectives beyond the US and Canada are enabled by the discovery of manuscript materials and periodicals relating to the Royal Society of St George.

The Obama administration perceives the Asia-Pacific as a vital and dynamic region and thus prioritized it in its foreign policy agenda. Some scholars have suggested that the Obama administration’s rebalance towards Asia has taken a realist approach to engagement with the Asia-Pacific while others suggested that it deviated significantly from realism. This article seeks to examine more closely the question of the realist nature of the US rebalance policy towards the Asia-Pacific. It begins with a discussion of views of the Obama administration’s rebalance towards the Asia-Pacific before giving an overview of realism. Then, it seeks to establish a realist model of foreign policy and examine the Obama administration’s rebalance towards the Asia-Pacific against that model. It finds that the Obama administration has high scores on two of the indicators of realism—the emphasis on military capabilities and the emphasis on alliance-building—but has lower scores on the third and the fourth—a low regard for multilateral institutions, and a low regard for values. The Obama administration has actively engaged with regional institutions and has strongly supported the spread of democracy and human dignity all over the Asia-Pacific. Hence, the Obama administration’s rebalance towards the Asia-Pacific is a realist foreign policy with certain modifications.
