The paper brings to the fore the need for state support by making investments in railway infrastructure, in order to maintain and ensure the success of railway transport of trucks by introducing RO-LA transport in rail traffic. Using this mode of transport reduces the cost of maintaining road infrastructure, protects the environment, reduces fuel consumption, and reduces road traffic congestionRO-LA transport is an alternative solution to auto transport and contributes to the streamlining of traffic of goods and people.

The article presents an outline of the law governing railway transport in comparison with the regulations for road transport. The comparison shows that railway entrepreneurs are much more encumbered with legal obligations than road carriers, which in part is due to the specificity of this branch of transport. The essential constraints to the competitiveness of railway transport relate to the cost of access to railway infrastructure and its condition. The article also points out the faulty legislation, disadvantageous to both modes of transport, and attempts to determine the impact of legal solutions for the development of rail transport.

The article discusses the application of intelligent transport systems for railway transport. The purpose of developing intelligent transport systems on railway transport is to strictly comply with the requirements for ensuring transport safety, reducing the level of environmental impact, significantly improving the efficiency of production activities. The software makes automatic accounting, control and analysis of fuel and energy resources consumption on the basis of the obtained data. At the same time, the dynamics of changes in fuel consumption indicators, actual and estimated costs of diesel fuel are visually reflected in real time on the monitor screen. If necessary, the system will help to identify the reasons for non-matching of these parameters and quickly contact the locomotive team to provide qualified assistance in their elimination. It is important that the hardware structure and the structure of the system software expand functionality, providing continuous operation and repair work, increasing the number of measured parameters, creating a closed fuel consumption control system in a locomotive economy. The use of these systems makes it possible to obtain an integrated assessment of the heat engineering condition of a locomotive with further scientifically substantiated correction of overhaul runs, to control its location and solve many other problems, which contributes to an increase in overhaul runs and the operational life of the locomotive.

Planning the range of transport services in the selected geographical area is particularly relevant in the context of developing integrated transport systems. The aim is to build a sustainable public passenger transport system as an alternative to individual transport. Realizing quality and efficient transport services is a comprehensive process, though there are currently no applicable principles of its proposal and creation in terms of creating the appropriate range of railway infrastructure. The paper presents the general research results focused on solving the problems of transport services in the regional passenger railway transport. The gravity model allows the study of the dependence between the population in the adjacent area, the availability of stops and the length of the transport line. A part of the research is to adjust the inputs of this model to more accurately determine the range of railway infrastructure. Based on the research of the palette of railway lines, the necessary capacity of infrastructure in terms of ensuring the required number of trains in peak hours is adjusted. The output is a proposal of the session to the calculation of transport potential and subsequently its practical application. Finally, based on its resulting values, it is possible to adjust the transport concept to set up a more efficient and higher quality timetable.

Urban mobility is a public service provided by a road traffic management entity. The customer receives access to the road infrastructure and a service of travelling in a city by a transport means of their choice. In the case of road traffic incident management, this issue is becoming increasingly important, as every traffic management entity should deliver a product that meets road users' requirements and expectations. A characteristic element of road traffic management is incidents generated by road infrastructure users that occur at each stage of traffic management. The paper presents the results of research carried out in the aspect of use of appropriate algorithms of traffic incident management on selected national roads, supported by research and scientific discourse on aspects related to telematics systems, with particular emphasis on Intelligent Transport Systems, in order to verify the effectiveness of the implementation of telematics solutions. The issues mentioned above are extremely important in view of the need to acknowledge the expected critical infrastructure. Principles and recommendations used in the selection and implementation of ITS applications become an important element in this respect. The research was used to verify the effectiveness of event management algorithms in road traffic, with different traffic volume and meteorological conditions. Empirical findings used in research allow for the analysis of changes in traffic parameters, such as vehicle speed, traffic volume and detector occupancy, on selected national roads, at specific intervals. This has made it possible to determine the prospects for the development of traffic incident management algorithms, which constitute a set of artificial intelligence methods.

Increase in the interest of road safety and threats has influenced the promotion of research conducted in this area. When conducting the analysis of hazards in road traffic, special attention should be paid to the technical condition of the vehicle, the condition of the road infrastructure, the surroundings and the accessibility of the road and the behavior of road traffic participants. Road managers have the opportunity to influence the level of road safety directly, through the modernization and reconstruction of road infrastructure. In order to select effective solutions, it is necessary to conduct systematic research on the level of road traffic safety, accident rates and the effectiveness of implemented solutions. An example of the conducted research are the analysis of traffic participants' behavior. The paper presents an overview of the methods used to study the behavior of road users. One of the presented methods was developed and used as part of the Rector's Grant in 2017 by the Scientific Circle of Electrical Engineering in Transport Systems.

Introduction. The paper substantiates the relevance of reducing costs for regular passenger traffic and increasing their reliability in relation to cities with city-forming enterprises. The organizational and technological specificity of the regular route network of urban transport in such cities is disclosed. The authors propose a method for organizing regular transportation routes based on a rational combination of basic routes that require boarding and disembarking passengers only at stopping points and backup routes with boarding and disembarking passengers in any place not prohibited by the rules of road traffic. The authors demonstrate route network optimization of the regular passenger transportation using the proposed economic and mathematical model and taking into account the costs of forming the infrastructure for organizing traffic on backup routes, operating costs of transportation, as well as the cost of eliminating failures in urban transport. The developed mathematical model for assessing the reliability of regular passenger transportation differs from the well-known models, which take into account the availability of backup routes in the regular route network. The research proves the practical implementation of the proposed recommendations by the example of public transport routes in Magnitogorsk.Materials and methods. The authors used the analysis of scientific and regulatory literature; economic and mathematical modeling of transport processes; methods for calculating the reliability of technical and transport systems; the statistical, technical and economic system analysis.Results. As a result, the authors revealed the optimization of the economic and mathematical model of the regular passenger transportation in cities with city-forming enterprises and a mathematical model for assessing the reliability of regular passenger transportation. Moreover, the paper presented practical recommendations on the organization of reserve routes for regular passenger transport on the example of Magnitogorsk.Discussion and conclusions. By the implementation of theoretical principles, mathematical models and recommendations developed in the course of the research, the authors show the effect of implementation and the possibility to obtain new scientific results. Moreover, the authors demonstrate the formation of an additional volume of traffic by 178 thousand passengers a year, an increase in the speed of communication by 7 km per hour, a decrease in the cost of transporting one passenger by 7% and an increase in reliability by 1.14.Financial transparency: the authors have no financial interest in the presented materials or methods. The implementation of the strategy of re-industrialization of national economies is now the main trend in both Europe and Asia. In this context, railways are of great importance, as a mode of transport, capable of carrying large volumes of cargo and passengers with a sufficiently high speed. Special attention is paid to the innovative development of transport corridors connecting Europe and Asia to a single transport network. Mainly this paper is devoted to the financial aspects of the development of Ukrainian railway infrastructure, which has a significant transit potential. It is shown that underfunding of renewal of fixed assets of railways leads not only to the intensification of current problems, but to the formation of problems that will have a decisive influence in the future. The high cost of projects related to the innovative development of the railway infrastructure necessitates the attraction of private capital. The types of public-private partnership models as a mechanism for investment financing are considered. It has been determined that for the railway transport the most feasible are the BOT (build-operate-transfer) and BOOT (built–own–operate–transfer) models, which allow to ensure the innovative development of strategic infrastructure sites and maintain its integrity, by keeping it in state ownership.

The deepening of integration processes between the countries of Europe and Asia, the need for regular and mass passenger and freight traffic contributes to the increasing importance of transport systems. In this context, railway infrastructure, which ensures the uninterrupted operation of industrial complexes in many countries of the world and contributes to the development of international cooperation, acquires particular importance. This is also true for the railway transport of Ukraine, which is a connecting element between the transport systems of the EU, Russia and Asian countries. The paper substantiates that the sustainable functioning of railway transport is one of the necessary conditions for the development of national economies. The system of external and internal determinants of railway transport sustainability is highlighted. These determinants are analyzed on the example of railway transport in Ukraine. It is shown that external determinants form the basis of the functioning of railway companies, which also affects their internal determinants. Management of railway transport sustainability should be comprehensive, which will allow developing an effective set of preventive measures.

Introduction. Significant share of the costs for deep quarries is the cost of rock mass reloading from the “assembly transport” to the main transport make up a considerable proportion in open pit development costs. Portable handling systems with bunkers are used, the parameters of which are determined by several methods. Methodology. In this work, when determining the capacity of the bunker, two approaches have been considered: deterministic – transport systems operate at nominal conditions; probabilistic – transport systems operate with their inherent unevenness. The methodology adopted is based on the geometry of the bunker in the configuration of the “inverted obelisk”, as the most productive system. Formulas to calculate the technological and geometric capacity of the bunker have been proposed. The proposed method parameters design takes into account assembly (automobile) transport arrival rate, which is described by the Poisson distribution and railway transport arrival rate described by the distribution of Erlang. The article is devoted to the issue of increasing the level of road safety (RTS), a road infrastructure management system using simulation modeling is proposed. The aim of the study is to develop a simulation model of a problematic section of the road network (UDS) in the city of Elabuga, to select the optimal parameters for the functioning of traffic lights, which will improve the quality of road infrastructure management, while reducing the risk of occurrence and the severity of a road traffic accident (RTA). The analysis of research in the field of traffic management is carried out, methods are considered that allow assessing the risk of accidents, as well as methods for reducing the severity of the consequences of road accidents.
