The article deals with the actual problems of providing targeted social assistance to the population during the economic crisis. The research subject is a set of measures to stabilize the income of the population, implemented by the Government of the Russian Federation in 2020 during the most acute phase of the crisis associated with the COVID-19 pandemic. The purpose of the research is to analyze and summarize the practice of social assistance to the population, to identify problems and prospects for using the monetary approach to neutralize the negative socio-economic consequences of the restrictions associated with the pandemic. The main aspects of the analysis involve measures to stabilize the income of the population, including measures to support employment in the economy and stabilize labor income, as well as measures of targeted social assistance to households implemented in Russian practice. In the research, the monetary approach is considered in a broad context, extended to the criteria determining the resource provision of households and the population property status, the characteristics underling the households grouping by the degree of need, and targeted assistance measures implemented in the cash transfers form. The results of the research revealed a number of problems with the monetary approach using in the implementation of the anti-crisis strategy in the Russian Federation in its simplified version, focused on the indicators of household monetary income without taking into account other components of disposable resources. Additional challenges in identifying targeted social assistance groups during the pandemic were associated with the established practice of building structural groupings of households, based on the dichromatic principle, as well as the transition from 2021 of russian statistics to the new principles of calculating the minimum subsistence level, which is the basic criterion for determining the property status of the population. Improving the effectiveness of social assistance measures to the population in the Russian Federation during economic crises involves adjusting the existing methodological and information base used in assessing the degree of household need. If detailed statistics are available, the corresponding monetary indicators can serve as an information basis for identifying the objects of targeted social assistance. Such indicators, by analogy with foreign practice, can also be supplemented by non-monetary characteristics that determine the degree of household need on other grounds, on the basis of combination of which their groups can be identified in accordance with the priorities and types of social assistance provided. Volunteering is actively developing in the Russian Federation and around the world. Society that takes part in volunteer projects has a high level of civic identity, morality and forms humanistic values among young people. Volunteer movement is a tool to reduce the level of antisocial and extremist behaviour.Approximately 15% of the population of the Russian Federation is involved in volunteering activities at the present time. Thanks to the volunteer organizations created in educational institutions, the government creates positive image of a volunteer. At the same time, there is a problem of public distrust in this type of activity due to the lack of awareness of volunteer organizations and their projects. Organizers of the volunteer movement face the problem of lack of information about volunteering that entails the difficulties in setting goals and objectives of the volunteer organization. It is necessary to identify the information needs of volunteers, as well as to create an information field where they can meet these needs.There is no resource with comprehensive information about volunteering activity in Russia. Information needs of participants in such type of projects cannot be fully met. The main source of information is the portal “Volunteers of Russia”. It allows you to get e-book of a volunteer, register a volunteer organization, create an event and apply for participation in an existing project. However, the system has a number of factors that make it difficult to keep accurate records of volunteer activities; it is more designed to attract attention to projects.In 2018—2019, the study was conducted using the online survey (questionnaire). The survey involved volunteers (451 respondents) and their leaders (43 respondents) of the St. Petersburg Volunteer Movement “Our Future is in Our Hands”. The purpose of the study was to identify the information needs of volunteers and their managers. The survey results led to the conclusions: the availability of information resources on volunteering is not too high; the most interesting information is related to the experience of implementing volunteer activities, project development and management, the development of supra-professional skills. Volunteers prefer to use electronic documents.It is necessary to develop special programs and organize training courses on the formation of information culture of volunteers, to create a wider range of information resources for volunteers. One of the possibilities is to create a unified public resource that reflects different aspects of volunteering activities. It is important to form a comprehensive information support for volunteers.

The article considers main trends in the small business of the Altay Territory according to results of 2011 and 2016 full-scale observations that follow the results of activities of small and medium-sized enterprises in 2010 and 2015.In the introduction, the author argues the relevance of the economic and statistical analysis of small business, which is essential for its support, as it is one of the government’s priority areas of activity at all levels when it comes to solving problems of socio-economic development. There are characteristics of information support of the analysis related to the implementation of the Federal Law No. 209-FZ from July 24, 2007 «On small and medium business development in the Russian Federation» and the Order of the Government of the Russian Federation No. 201-r from February 14, 2009.The body of the article successively focuses on some areas of analysis - from the general characteristics of small businesses to the factual analysis of individual aspects of activities of the economic entities under review (headcount, wages and revenues, fixed assets and the scope of investment activities). The features of small enterprises development by economic activity are analyzed separately. An integrated indicator of structural differences is used to assess the significance of structural changes in small businesses. A cluster analysis of the Altay Territory municipalities was carried out and they were rated according to the small business development level. In addition, the author assessed the contribution of small business of the Altay Territory to the development of small business in the Siberian Federal District and the Russian Federation.The final section of the article draws conclusions from the authors’ own specific analysis that points to both positive and negative trends in the development of small business in the Altay Territory.

The Government Decree, approved in December 2019, required registration certificates holders of reference drugs, included in the essential drug list (EDL), submit applications for mandatory price re-registration. Drugs included in the high-cost nosology list (high-cost list) must be included in the EDL.Objective: to assess the budget impact of price re-registration for high-cost list drugs.Material and methods. The comparing economic analysis of high-cost nosology program before and after price re-registration based on the Government Decree N 1683 (effective from 16.12.2019). 125 reference stock keeping units (SKUs), included in the high-cost list, were evaluated.Results. The analysis showed, that after re-registration the prices of 66 SKUs will remain the same. The prices of 43 reference SKUs will be reduced after setting a single maximum selling price («equalization»). Prices for 16 SKUs will be reduced due to lower registered prices in the reference countries. Considering the contracts executed in 20192020, the budget of the high-cost program is up to 74.430 billion rubles, and after re-registration it will be equal to 64.162 billion rubles, so the savings will amount 10.267 billion (13.8 %). The main drivers of re-registration prices savings are: Advagraf (1.175 billion rubles), Elizaria (2.083 billion rubles) and Revlimid (2.247 billion rubles). Separately, we analyzed the consequences ofprices re-registration in the V-thgroup ofhigh-cost list, which are provided topatients with malignant neoplasms of lymphoid, hematopoietic and related tissues. It was calculated, that in 2019 the contracts for V-th group of high-cost list were signed for 19.217 billion rubles, and after the price re-registration for the purchase of the same number of drugs 16.762 billion rubles will be spent, so the savings from the price re-registration will amount to 2.455 billion rubles (12.8 %), among which 2.247 billion rubles will be provided by price re-registration of Revlimid.Conclusions. The pricing policy implemented in the Russian Federation is aimed at increasing the availability of highly effective medical care to the population of the Russian Federation and significantly reduces the burden on the budget of the healthcare system.

The article analyses the method proposed by the Government of the Russian Federation for adjusting the principle of determining the minimum subsistence level, based on the median salary. The article shows the result of the analysis of changes in wages in construction when calculating, using the median salary in relation to the “absolute” principle of calculating the minimum subsistence level, the calculation of the size of the minimum subsistence level in Russia as a whole, and on the territory of the Irkutsk region is analysed. It is shown that the transition to the calculation of the median salary in the Irkutsk region will decrease the subsistence level in relation to the existing one. Based on our analysis, the conclusion is made that in order to calculate the minimum subsistence level for medial salary, it is necessary to revise the calculation methodology.

The state takes different steps towards solution of demographic problems, one of which is the implementation of State Program for Assisting Compatriots Residing Abroad in Their Voluntary Resettlement in the Russian Federation approved by the President of the Russian Federation on June 22, 2006. The goal of this program is encourage and arrange the process of voluntary resettlement of compatriots in the Russian Federation, promote socioeconomic development of the regions, and solve demographic problems, namely in the territories of priority settlement. Within the framework of this program in 2012-2013, the regions of the Far Eastern Federal District were included into the list of territories of priority settlement. However, there is yet no unified Far Eastern program of resettlement; the regional programs that have been approved by the government of the Russian Federation are being implemented. The subject of this research is the implementation of the program of resettlement in Zabaykalsky Krai. The relevance of this topic is substantiated by the strategic geopolitical location of the region. The author examines the normative legal framework and measures taken by the government aimed at implementation of State Program for Assisting Compatriots Residing Abroad in Their Voluntary Resettlement in the Russian Federation. The two vectors of the program are considered: assistance to the voluntary resettlement of compatriots, and cooperation with compatriots who do not intend to relocate to Russia. The main trends of resettlement are revealed. The need to intensity information support for this project is underlined. The authors believe that more active involvement of civil society in cooperation with the compatriots living abroad may become an additional motivation for improving effectiveness of the state program.

Various forms of Rosstat's participation in the development of the strategic planning system are shown and the forms of its possible participation as it develops are suggested. Situations that arise in the process of developing strategic planning documents at various levels are identified and described, the negative consequences of which cannot be overcome without improving the methodology and methodology of statistics and the development of information technologies. The influence of state programs on the development of statistical observation methodology, as well as on the conceptual aspects and development of classification and coding systems is shown. Some of the proposals for the development of methodological support for statistics may be very timely for the purposes of information support for strategic planning, given the requirements put forward by the government of the Russian Federation for the integration of strategic planning documents at various levels.

The aim of the research was to study the main indicative indicators of the implementation of The Federal Program “Provision of Essential Medicines” in 20 constituent entities of the Russian Federation based on the results of 2018 and 2019.Materials and methods. The analyzed data were provided on the basis of the request cards specially designed by the health authorities of 20 subjects of the Russian Federation located in seven federal districts.Results. It has been established that the funds allocated to the constituent entities of the Russian Federation, directly depend on the number of beneficiaries who retained the right to receive state social assistance in the form of a set of social services. These funds also correlate with the indicator “Population of the subject of the Russian Federation”. In all the studied constituent entities of the Russian Federation, more than 50% of the total number of people who retained the right to preferential drug provision in 2018–2019, asked for medical help as part of the program “Provision of Essential Medicines”. Herein, in the constituent entities of the Russian Federation, the average cost of one prescription amounted to 1,107.2 rubles in 2018 and 1,297.2 rubles in 2019. The estimated indicator “The average actual expenditures per 1 citizen entitled to state social assistance in the form of a set of social services, amounted to 1,723.0±90.2 rubles in 2018 and 1,526.8±80.5 rubles in 2019, which is higher than the approved input normative (823.3 rubles and 861.8 rubles in 2018 and 2019, respectively).Conclusion. Thus, an excess of average actual expenditures per citizen entitled to state social assistance in the form of a set of social services, was notified over the standards established by the decrees of the Government of the Russian Federation. The revealed discrepancy between the normative and actual expenditures can also be an indirect confirmation of the fact that the most needy beneficiaries with chronic diseases remained in the program “Provision of Essential Medicines”.

In Russia, the reform of the regulatory guillotine is being implemented in the field of control and supervisory activity. It should result in a new regulatory system formed according to the principles specified in the key federal laws: «On state control (supervision) and municipal control in the Russian Federation» (Law on Control) and «On mandatory requirements in the Russian Federation» (Law on Mandatory Requirements) adopted in August 2020. In the field of industrial safety, this process was launched by the Decree of the Government of the Russian Federation № 1192, which will come into force on January 1, 2021. The main provisions are discussed in the article, which are related to the Law on Control and the Law on Mandatory Requirements. The Law on Control establishes the priority of preventive measures aimed at reducing the risk of causing harm in relation to the control activities, the grounds for carrying out control (supervisory) activities, the types of these activities in the forms of interaction with the controlled person and without such, the procedure for presentation of the results of control (supervisory) activity. The Law on Mandatory Requirements establishes that the provisions of regulatory legal acts should enter into force either from March 1 or September 1, but not earlier than 90 days after their official publication, and their validity period should not exceed 6 years. The drafts of regulatory legal acts developed by the federal executive bodies are subject to regulatory impact assessment. With a view to ensuring systematization of mandatory require ments, their register is kept. The federal executive body prepares a report on the achievement of the goals of mandatory requirements introduction. By January 1, 2021, 10 resolutions of the Government of the Russian Federation, 48 federal norms and rules in the field of industrial safety and 9 other regulatory legal acts of Rostechnadzor should be adopted. The drafts of all the documents are already prepared, some of the acts are completing the process of discussion and approval.
