Psychological service in law enforcement agencies: history of formation, development and current issues

The purpose of this study is to analyze the formation and prerequisites for the development of psychological service in law enforcement agencies, as well as to generalize the problems that face the modern psychological service. We analyze psychological and pedagogical literature and present main stages of the development of psychological service in law enforcement agencies in Russia and abroad. We consider the works and studies of scientists who have had a significant impact, as well as contributing to the creation of psychological services in law enforcement agencies. We note the specifics of the activities of psychologists of various law enforcement agencies abroad and in Russian psychological services. We consider the current state of psychological service in law enforcement agencies, and also identify the main problems facing psychological services in the modern period, requiring the search for effective solutions. The elements that make up the success of the work of the psychological service are emphasized. The main purpose of the psychological service, its role and the dependence of the process of increasing the success of functioning are determined. The definition of a psychological service functioning in law enforcement agencies is given. The current state of the psychological service in Russia and abroad is characterized. The most important and most significant events that influenced the formation of the system of training specialists in the field of professional activity are noted. The historical method and the analysis of the literature allowed us to identify works that largely determined the directions of research, both in military and legal psychology and pedagogy, which in many ways became the basis for the creation of psychological services.

The article is devoted to the problem of integration of individual psychological services of law enforcement agencies into a single, centrally controlled state structure. The study conducted a generalization of experience, analysis of statistical data on the organization of psychological support, work with personnel, information and analytical materials; the study of the legal framework of the organization of psychological support and the activities of psychologists of various law enforcement agencies, as well as functional and cost analysis. The novelty of the material is that according to the results of the study, the conceptual basis for the creation of an integrated psychological service is determined by us through the continuum "specificity of functions – universality of functions". The implementation of the generic (common) functions of psychologists (of virtually all activities on work with the personnel) is displayed in the new organizational structure (Federal interagency integrated psychological service). Specific functions (in the total volume of measures about 10 %) are assigned (remain, as before) to departmental psychologists. Level-regional organization of the new integrated structure takes into account the peculiarities of professional activities of all law enforcement agencies. Such innovation will allow to achieve saving of the Federal budget more than 5 % from the amount of funds allocated for the maintenance of psychologists of all power structures of the Russian Federation, to exclude duplication of similar actions, to increase density and quality of psychological work, to improve the social and legal status of psychologists.

The article examines the history of the emergence and development of cybercrime, the specifics of the current situation in society, which contributes to an increase in the number of cybercrimes and ways of countering cybercrime. It has been established that cybercrime first appeared in the middle of the last century. This was due to the emergence and subsequent intensive growth in the number of computers, and then smartphones. However, cybercrime that exists today is significantly different from what it was in its early days. Today, the number of devices and services provided via the Internet is growing, the number of users is growing, and, accordingly, the number of cybercrimes and the level of their organization is growing. In the course of the study, the differences between the concepts of "cybercrime" and "computer crimes" were identified, as well as the main features of cybercrimes. The problems that law enforcement agencies face in the investigation and fight against cybercrimes were revealed. The factors contributing to the growth of cybercrime were also analyzed. Based on the analysis, the main directions of combating cybercrime and preventing the growth of the number of cybercrimes in society were developed.

The history of the formation of this category is examined by analyzing regulatory legal acts. This method allows you to track the change in value and determine how to correctly understand the “public order” today. Revealing the concept, ambiguity arises in understanding this category, in connection with which the most applicable approach is currently determined for use in practice by law enforcement agencies.

In modern conditions of development of public relations complication of activity of law enforcement agencies is observed. This is due to new challenges in the law enforcement system, including the fight against high levels of the organization and the criminal professionalism of corrupt individuals. Because of this, it is challenging for operational units to identify specific facts of illegal actions with the help of operational and investigative measures. At the same time, the fight against crime by establishing high quantitative indicators of disclosure remains one of the principles of law enforcement in Ukraine, including sometimes deviating from those means established by law. Therefore, the problem of provoking bribery is relevant for scholars of the legislator and law enforcement. The object of the study is criminal liability for provoking bribery. The research methodology consists of such methods as the dialectical method, analytical method, historical method, method of analysis of legal documents, articles, and monographs, method of generalization, comparison, synthesis, and modeling method. The authors identified the features of such liability to clarify the problematic issues of qualification of provoking bribery, and to distinguish the distinctive features of prosecution from other types of crimes.

The paper is devoted to the analysis of the history of the creation of the laser as one of the greatest technical inventions of the 20th century. This paper focuses on establishing a relation between the periodization of the stages of creation and implementation of certain types of lasers, with their influence on the invention of certain types of equipment and industrial technologies for processing the materials, the development of certain branches of the economy, and scientific-technological progress as a whole. In preparing the paper, the generally accepted methods, which are widely used in the preparation of historical research works, have been applied: the historical method – for the study and interpretation of the texts of primary sources and the search for other evidence used for research, as well as for the presentation of historical events associated with the development of laser technology; the historical-genetic method – for studying the genesis of specific historical phenomena and analyzing the causality of changes in the development of laser technology; the historical-critical method – for displaying cause-and-effect relationships, reconstructing events that influenced the development of laser technology; the method of historical periodization. The variety of different possible options for the use of lasers did not allow placing all the collected materials within the framework of one paper, and therefore, the authors have decided to dwell on the facts, which, in the opinion of the paper’s authors, are the most interesting, significant, poorly studied, and little known. The paper discusses the stages of: invention of the first laser; creation of the first commercial lasers; development of the first applications of lasers in industrial technologies for processing the materials. Special attention is paid to the “patent wars” that accompanied different stages of the creation of lasers. A comparative analysis of the market development for laser technology from the stage of creation to the present has been carried out. It has been shown that the modern market for laser technology continues to develop actively, as evidenced by the continued stable growth of laser sales over the past 10 years. This indicates that the demand for laser technology is inextricably linked with the development of high technology production and scientific-technological progress. The analysis has shown that recently, the trends in the use of laser technology have changed; in particular, their industrial and medical applications are decreasing, while there is an increase in their use in the fields of sensor production and communication.

The paper offers a definition of cosmology and its connections with mythology, and presents contemporary theories as a secular mythical narrative suitable for anthropological analysis. The paper is dedicated to emphasizing the folklore characteristics of modern cosmology and points to the importance of popular cosmological narratives as reading that contains culturally, philosophically and even religiously relevant elements. Special attention is paid to cosmogonic myths that describe the state of the universe before the creation of space and time. A parallel has been drawn between modern cosmology and conventional cosmogonic myths. In the end, the paper offers a concise definition of popular cosmology and recalls the most important authors and popularizers of modern theories. The main task of the paper is to present the basic concepts that can contribute to a complete understanding of the anthropological character of the presentation of contemporary cosmology that we encounter in popular narratives. The aim of such an analysis is to observe the depth of the significance of modern science for creating a philosophical picture of the world that inherits secular worldviews. By treating popular cosmology as a modern myth, the paper presents a new dimension of the significance of scientific theories for today's civilization. Such an approach unravels the strictly positivist halo of cosmology and points to its anthropological character. The concepts highlighted in the paper serve as an illustration of the significance that the image of the universe and the position of the Earth has for the history of civilization. By presenting the cultural dimension of cosmology, it opens a space for dialogue between different branches of scientific research, i.e. it contributes to the communication of philosophy and science. Equally important, by illuminating the folklore character of the narrative of the origin and history of the universe, a training ground is created for philosophers and theologians who, in their own ways, interpret the creation of everything around us. By drawing attention to authors such as Neil deGrasse Tyson, Lawrence Kraus, Stephen Hawking, Michio Kaku and others, as contemporary bards and narrators, the paper seeks to contribute to the understanding of popular cosmology as an expression of modern man's need for great stories, for narratives that transcend the spatial and temporal frames of one generation, and that is exactly what myths do.

The purpose of the paper is to examine the most efficient forms and methods of counteracting narcotization in society, especially of the youth, and also to characterize the most important factors of the proliferation of narcotization. The authors used the following methods in the research: dialectical, dogmatic, method of systematic analysis and comparative-legal method. The paper analyses forms and methods of counteracting narcotization of the youth in Ukraine and worldwide. It elaborates the definition of the following terms: “narcotization”, “counteracting narcotization”, “forms of counteracting narcotization” and “methods of counteracting narcotization”. It ascertains that emerging and proliferation of narcotization has a direct correlation with the complex of social factors, each one of them obtained a specific characteristic. Besides analyzing the major factors of emergence and proliferation of narcotization of the youth, the paper gives particular attention to defining forms, methods and means of counteracting this socially harmful phenomenon. The paper studies positive experience in regard to activities of law enforcement agencies of the developed countries in the sphere of counteracting narcotization, including narcotization of the youth. It emphasizes that coercive methods of reducing narcotization have much lower efficiency compared to preventive methods that are generally more humane and economically efficient. The paper formulates the conclusion about the necessity of ongoing engagement of the community in counteracting narcotization of society, especially of the youth.

This chapter briefly identifies important societal events and governmental responses that set the stage for the emergence of the specialty of police psychology, provides the names and departments of early practitioners (1963-1990) of police psychology, and explains how the current definition of police psychology was developed, with its four domains and 55 proficiencies. The maturation of the specialty is outlined from its recognition as an American Psychological Association (APA) proficiency, to the creation of an American Board of Police & Public Safety Psychology (ABPPSP) specialty board, and most recently to its recognition as an APA specialty.

The North British group of scientists, including Thomson, Rankine, an adopted Joule, Tait, and Maxwell created in the written word the field of thermodynamics in which temperature plays a central role. Thomson experienced the first glimpse of dQ/T; however, a valid definition of the 2nd Law of Thermodynamics remained absent. John Tyndall challenged the revisionist history of this group in which Joule was declared the first to discover heat–work equivalence and not the German Mayer. This led to the infamous Tait–Tyndall controversy.
