Background. The directions and methods of training telecommunications personnel are constantly evolving in accordance with the growing volume of information exchange in society. Telecommunications as a display of the means and methods of information transmission have come a long way from purely radio engineering systems to heterogeneous systems with a complex network infrastructure and intelligent methods of information processing. Accordingly, the approaches to the training of telecommunications personnel are also changing. If in the early 80s preference in training was given to radio technologies, now it is network and software technologies. Objective. The purpose of this work is to present the possibilities of increasing the efficiency of the educational process in standard and mixed modes, structuring subjects in accordance with the requirements of the modern labor market. Methods. The unpredictable deep essence and uncertainty of the information space of the professions for which higher education prepares students today leads to a change in the teaching paradigm. Methods and structuring of building the learning process with obtaining the maximum effect of the student's readiness for their practical activities are investigated. Results. Possible ways of implementation of new requirements for personnel training for the new paradigm of the unified industry "Information Technologies and Telecom" are presented; the main directions of the formation of the general structure of training of telecommunications personnel on the example of the educational program "Engineering and programming of infocommunications"; recommendations for the organization of the educational process in full-time and remote modes. It is shown that with the correct organization of the educational process, blended learning can improve the quality of learning, especially in the context of reducing the hours of "classroom lessons" by transferring part of the educational process to the online environment. Conclusions. University graduates constitute the potential foundation of today's specialist market. Nevertheless, the problem of their professional adaptation, at the moment, remains relevant. Therefore, the paper proposes to solve this problem using the presented multilateral approach.

В статье рассмотрена проблема организации дистанционного обучения на примере Microsoft Access в рамках курса информационных технологий. Автор задался целью представить авторскую методику дистанционного обучения информатике на основе универсальных информационно-технологических сред. Практическая значимость работы заключается в том, что показан способ синхронно-асинхронной организации учебного процесса, выявлены условия проектирования данного метода обучения, продемонстрирована его реализация на конкретном примере, выявлены проблемы, возникающие в процессе использования представленной модели обучения. Также приводятся мнения студентов о данной форме обучения. Теоретическая значимость работы состоит в том, что в ней обосновывается невозможность освоения в очном режиме целого ряда навыков и умений, в которых нуждаются обучающиеся. Но они могут получить необходимые знания в рамках представленной дистанционной модели обучения. Автор утверждает, что дистанционное обучение информационным технологиям является в разы более эффективной формой организации образовательного процесса, чем очное обучение. Основной новизной статьи является представленная методика обучения, основанная на использовании синхронно-асинхронной модели и универсальных информационно-технологических сред. The article considers the problem of organizing distance learning, using the example of Microsoft Access within the course of information technology. The article aims to present the author’s method of distance learning in IT ba ed on universal information technology environments. The practical significance of the work lies in the fact that the method of synchronous-asynchronous organization of training is shown; the conditions for the design of synchronous-asynchronous training have been identified; the implementation of such training is shown by a specific example; the problems that arise in the process of using the presented training model are identified. Moreover, we can see students’ opinions about this educational form; it is shown that, in general, students are positively disposed towards this format of learning. It is impossible to teach a whole range of skills and abilities necessary for students in full-time education unlike, however, using the presented distance learning model. This is the theoretical significance of the work. The author claims that distance learning in information technologies is a much more efficient form of organizing the educational process than full-time education. The novelty of the article lies in the presented teaching methodology based on the use of a synchronous-asynchronous model and universal information technology environments.

Introduction. The relevance of the topic is due to the requirements of the new Federal State Educational Standard (FSES) in the direction of training bachelor's degree 09.03.03 «Applied Informatics», which assumes that university graduates have universal, general professional and professional competencies. Among the general professional competencies there is ICT-competence, which consists in the competent use of modern information technologies.The object of the research is interactive technologies used in the conditions of distance education.The subject of the research is the degree of student satisfaction with the methods of interactive learning in the context of distance education, organized in connection with the prevention of the spread of the new coronavirus infection (COVID-19). Scientific novelty – innovations in the education sector, innovative approaches to support the continuity of education and learning during the coronavirus pandemic are identified and systematized.Materials and Methods. Analysis of domestic and foreign literature, pedagogical experiment, survey of subjects of the educational process, methods of comparison, analysis and synthesis.Results. In the course of a survey to establish the level of student satisfaction with distance learning using interactive technologies during the coronavirus pandemic, the following results were obtained: about 77-85% of students believe that electronic courses in LMS are enough to organize distance learning, accordingly, there is no need to introduce additional forms of distance learning; 75% of the surveyed students believe that it is not necessary to tie webinars and online lectures to the curriculum.Discussions and Conclusions. For the organization of distance learning, each teacher individually chooses educational services and platforms, giving preference to those that are more accessible in terms of cost of use, have advanced functionality and a convenient interface. It can be noted that during the implementation of educational activities in a distance format in the direction of training «Applied Informatics» during the coronavirus pandemic, in addition to Moodle, Webex, Zoom, Skype were actively used.

The article suggests an information-pedagogical model of a teacher-student interaction via telecommunication means. The necessity of information technologies implementation into the educational process is determined by the changing role of the teacher in today’s education. The suggested model may help to develop the theoretical grounds for comprehensive management of students’ educational activity distantly, the model may be also used for the work with the students who take full-time course.

The article discusses the features of the organization of the educational process of teaching 4th year bachelor students of the “Fundamental informatics and information technologies” direction to program in 1C, in the context of a rapid transition from fulltime to distance learning and vice versa. A brief plan of distributing lectures and practical classes in the discipline “Automation of enterprise activities” is given, the place of the 1C certified courses in the development of the curriculum of the discipline is noted. The structure of practical lessons for the course is given. The system of assessment of student work is considered, indicating the number of points for each work. Methods for increasing the uniqueness of student work are analyzed in the conditions of absence of personal contact between the teacher and the students during classes (with distance learning). The experience of organizing student training using combined full-time and distance learning during a pandemic is presented. An analysis of the progress of students studying with the help of this approach is given, and on the basis of this analysis it is shown that for students of senior courses the use of a combined face-to-face and distance approach to the organization of training sessions is effective. The article notes that with a clear schedule for organizing the educational process and a transparent assessment system, distance educational technologies can become an effective addition to any course, especially in the last semesters of training.

The main components of self-organization and its implementation stages are identified against the background of determining the importance of self-organization skills mastery by technical university graduates for the successful implementation of educational and future professional activities. Based on the social demands generated by the need to form general cultural and professional competencies in the learning process, the necessity to organize students’ independent work in such a way that it motivates self-organization and, as a result, self-education is confirmed. It is proved that the transformation of students’ independent work should be carried out regularly, taking into account the changes taking place in society, using modern information technologies as a kind of organizational resource. In order to reduce time expenditures in the process of updating the educational material for a particular discipline, it is proposed to establish the relationship between the components of the educational process by identifying intersubject communications, which are considered as a means of achieving the applied orientation of the discipline, at the stage of selecting the necessary information. The formation of students’ self-organization skills has been carried out on the basis of data from a frequency analysis of the network information sources. The results of frequency analysis and statistical processing of experimental data show the ability to make a forecast about the weight of specific topics for future professional activities, which will allow to distribute study time correctly. The use of established intersubject communications of disciplines and the fulfillment of the selected conditions contribute to the development of students’ educational activities self-organization.

It is established that in modern conditions there is an increase in the importance of human capital to address issues in the economy. In recent years, a new paradigm of development has been formed, which provides for the creation of a systemic environment of intellectual and innovative economy. In such conditions there is a need to rethink approaches to the implementation of the educational process, the formation of organizational structures. The aim of the work is to determine the modern organizational aspects of the transformation of educational activities, taking into account the changes taking place in Ukraine. To achieve this goal, the following tasks were solved: to characterize the transformation of the organizational structure of educational activities; identify areas for transformation of the organizational structure of educational activities. To ensure educational activities is important to form an effective organizational structure. In this context, it should be noted the directions of its transformation in terms of creating institutions in the structure of universities. In particular, considering the training of specialists in construction and civil engineering, it is noted that the main purpose of the Institute of Civil and Civil Engineering within the University is the formation and development of scientific and educational capacity in construction and engineering based on modern tools used in the market. construction, civil engineering, ecology, land administration and geographic information systems and technologies, the market of educational services. The necessity of application of modern information technologies for maintenance of educational activity is defined.

This article is devoted to didactic and methodological aspects of using information technologies for the development of foreign language communicative competence and assessing the degree of its formation among students. The aim of the study was to determine the didactic conditions for the use of the video conferencing mode as one of the methodological tools to improve the effectiveness of teaching foreign languages at the university, organized both in full-time and in distance. The main empirical research method was experimental training, the evaluation of the results of which was carried out on the basis of specially developed criteria. The study showed that the high didactic potential of this type of modern information technology, such as video conferences with native speakers of a foreign language, which can be realized with competent methodological support, including preliminary planning, preparation and thorough study of all aspects and stages of the lesson. At the same time, the directing and coordinating activity of a teacher who acts as a moderator of educational activities in the lesson is necessary. Assessment of students' speech skills should be conducted in accordance with clear criteria. Subject to the identified didactic conditions, the educational process is enriched with new organizational forms, cognitive independence of students is developing, cognitive interest is stimulated, and positive motivation for learning a foreign language is increased.

In the context of the information volumes continuous growth, the digitalization of education is considered a necessary tool for the modernization of the educational system. There is a pronounced specificity of training specialists in the various fields of science - natural, humanitarian, technical and exact. How does work differ in the different forms of training specialists - full-time and part-time. There are peculiarities, opportunities and traditions in every particular university. In this regard, the problem arises of the need to digitalize education, determining the measure, and sufficiency in each case. The functioning of the current digital educational environment is due to both the psychophysiological capabilities of the human body, moral and ethical principles. The purpose of the study is to identify the saturation of digital educational technologies in the process of full-time training of students-psychologists and conflictologists at FEFU. Research methods: problematization, survey, observation. The author examines two components of digitalization at the university - the learning process, and its organization and concludes the sufficiency of the information technologies use in the training of psychologists and conflictologists at FEFU. The author also draws attention to the active use of technical means in the educational process - the formalization of education, which manifests itself in a decrease of students’ motivation, loss of interest, involvement, “non-appropriation” of information. Prevents direct transfer of distance learning formats to full-time. Requests the need for informational support of teachers. Emphasizes attention to ensuring the high-quality functioning of technical means.

In the context of digital education implementation, addressing the problem pertaining to the training of highly qualified physical education (PE) teachers in the Republic of Sakha (Yakutia) is essential for the innovative development of the region, along with that of its scientific and educational environments. To this end, specialists should improve their professional skills in order to develop and effectively use advanced educational technologies that take into account the specific conditions of work, study, life as well as the national and cultural traditions of the region. The current article highlights that the implementation of digital education requires complex transformations in the systems of both pedagogical and physical education, which are influenced by progressive digital and information technologies. However, its practical implementation requires a change in the goals, along with the organizational forms and technologies of educational activities, based on information and communication technology (ICT) and network technologies, in addition to the development of productive strategies to integrate innovations into the traditional educational process. Thus, the aim of this study is to substantiate the current trends regarding the development of digital education and training of PE teachers in the Republic of Sakha (Yakutia), by means of the analyses of foreign and domestic researchers’ experiences. Further, its theoretical aspect delves into the analysis of the research conducted on digital education and, primarily, the ways in which it can be implemented in the educational process of the Institute of Sport and Physical Education (ISPE), Ammosov North-Eastern Federal University (NEFU). On the other hand, the practical section of this study presents a comparison between the knowledge of part-time and full-time students studying at the ISPE, NEFU, concerning the framework of digital educational materials’ implementation for the training of future PE teachers. The results showed the considerable improvement of the students’ knowledge on the importance of ICT and digital resources, in addition to an increased level of digital competence regarding professional activity.

The publication is devoted to the analysis of the challenges of the organization of educational process faced by the Ukrainian educational institutions during the COVID-19 pandemic. The complexity and ambiguity of the process of making managerial decisions in the field of education in the conditions of quarantine and the organization of distance learning have been emphasized. The relevant 3D model of management decision-making and the nature of management decisions made by our country's educational institutions as a response to the challenges of the COVID-19 pandemic are described. It has been systematized the peculiarities of psychological, communicative, financial, regulatory and organizational challenges, which should become new opportunities for educational institutions to improve their work and achieve the main goal of the activity, i.e. the provision of high-quality educational services. The expediency of using different services and platforms in the educational process at its different stages is analyzed. The list of competencies that are especially important in the conditions of using distance learning technologies, including the ability to experiment, to act at high speed, is substantiated; provide different processes in different roles, simultaneously with many participants and from different access points; use modern information technologies, computer systems, etc. The most important problems of communication between the participants of the educational process in the conditions of quarantine restrictions have been identified. The current legislation of Ukraine regulating distance learning has been systematized; the content and peculiarities of conducting distance learning and distance learning technologies that can be used on full-time and part-time forms of education have been clarified. Emphasis is also placed on the need to solve the problem of proper financial and logistical support of distance learning for all participants in the educational process. The main advantages and disadvantages of the organization of the educational process using remote technologies are determined. The main accents of distance learning organization are identified, which require detailed study and further implementation in Ukraine.
