The relevance of the article lies in the need to present and introduce Western trends of the scientific foundations of mentoring into the vocational education system, namely preschool educational organizations (PEO) of the Russian Federation. On the world stage, there is a focus on the transformation of the entire educational system expressed in improving the efficiency of educational organizations in accordance with various educational standards: increasing/decreasing the duration of training, revising educational programs and transferring them to a distance format. The domestic experience of research in the field of mentoring (the research was carried out on the basis of the Institute of Psychology and Education of Kazan Federal University) demonstrates modern approaches that can be applied in practice by future and current heads of preschool educational organizations. Long-term research in the field of domestic and foreign mentoring as a factor in increasing the professional competence of novice teachers (Clarin, 2016; Golman, 2019; Whitmore, 2009), as well as teachers with sufficient experience in teaching activities in an educational organization; the study of the “inclusion” of Western methods and techniques of mentoring (budding, shadowing, coaching, advising) in the activities of the head and teaching staff of a preschool educational organization – these and other aspects have been the subject of previous research by the author. The purpose of the article is to apply Western trends in management activities at the level of educational organizations. The article reveals the main approaches of mentoring reflected in the stages: “briefing”, “explication” and “evolution”, in the process of accompanying novice teachers by managers in the practice of the educational organization. The article is for teachers and managers of the education system.

The definition of the digitalization process, structural components and requirements for educational organizations are presented. The concept of “digital kindergarten” is considered, the ecosystem of digital kindergarten is characterized, approaches to this concept in preschool educational organizations are shown.

This article presents the ways of using digital technologies in solving the actual tasks of a preschool educational organization, namely: the use of digital tools in organizing work with children, parents (legal representatives), in solving the daily tasks of pre-school employees, in implementing management tasks, etc. The article reveals the importance of the process of digitalization of a modern educational organization as one of the key factors for the success of the implementation of the educational process, as well as in solving a wide range of issues in preschool education. The author notes a number of opportunities presented to the teams of preschool educational organizations when using digital tools. Applied research methods: theoretical-analysis of pedagogical and educational-methodical literature, articles of practical teachers and researchers in the field of education. The authors present their own tool-navigator for the implementation of the digitalization process of a modern preschool educational organization with an indication of specific tasks solved by the kindergarten teaching staff and digital tools that contribute to solving these tasks. The above – mentioned navigator tool can be useful for kindergarten teachers who directly organize the educational process with children and interact with parents (legal representatives), other specialists of preschool education when organizing their work, as well as the management staff of educational organizations. According to the results of the study, the conclusion is formulated that when using digital technologies in preschool education, a wide range of opportunities opens up for kindergarten teams that significantly update the activities of an educational organization and bring it to a completely new level, the level of mobility, efficiency and effectiveness of all processes occurring in it. The competent use of digital tools is one of the factors of the success of the activities of the kindergartens. Currently, the pace of socio-economic development is largely determined by the development level of the education system. Preschool and general education plays a special role, as they form the main features of the future workforce. The quality of the education system depends on many factors, one of which is the remuneration of pedagogical employees. The first goal of the work is to demonstrate that, despite the adoption of Presidential Decree No. 597, the salary of pedagogical employees and their standard of living continue to remain low. The second goal of the work is to analyze their wages, taking into account the ownership form of the educational organization. The article describes the basic pedagogical employees pay indicators that are presented in open databases of the statistical authorities or calculated by the author: absolute pedagogical employees’ salary and its growth; pedagogical employees’ salary as compared to the regional salary and ratio of pedagogical employees’ salary to the consumer basket of a working age adult. It is shown that in 2013–2017 the living standards of pedagogical employees as a whole has been decreasing, and the target indicator has not been reached, however, their salary markedly differs depending on the ownership form of the educational organization. In preschool education pedagogical employees of organizations in regional ownership are in the best position. Pedagogical employees of organizations in federal ownership have the best performance in general education. However, they have fairly close indices that exceed the target indicator. The most numerous pedagogical employees of municipal educational organizations are in the worst position, and their salary is far behind the wages of pedagogical employees in state-owned organizations and is well below target values.

This article is an enhancement of the authors chapter "Critical Review about Aquaponics is non-boring sciences, as a base of competence" about conceptual platform for the work of a network of regional experimental sites that work out various aspects of the implementation of design and research activities in the study of aquaponics.The chapter contains a description of the experience of creating a new component of the regional education system "Aquaponics in Education", the construction of the content of education in the educational organization, taking into account the new component; Designing a unified network of interaction between educational organizations of various types for the implementation of the author's experimental program "The Academy of non – boring Sciences. Aquaponics ". Methodical recommendations on the inclusion of innovative equipment Fish Plant Family Unit and Fish Plant Production in the educational system, the direction of design and research activities of students in the field of aquaponics are proposed.

The article is devoted to the development of the practice of applying the procedures of professional and public accreditation of educational programs in the field of human resource management. An overview of the regulatory and methodological framework for conducting accreditation examinations is presented. The key issues of interaction between the Council for Professional Qualifications, the accrediting and educational organization are identified, their content is disclosed and recommendations for educational organizations on preparing for the accreditation examination are presented. The article presents an analysis of the main advantages that educational organizations receive when conducting professional-public accreditation of educational programs and the reasons for their resistance, among which a low level of awareness of the accreditation procedure, the benefits of its implementation in the short and long term, is highlighted. A number of prospects for the development of professional-public accreditation and the use of its results have been substantiated, which can contribute to an increase in the interest of participants in the educational services market.

The article considers issues related to the development of a creatively active personality of a preschool child through art pedagogy. The essence, goals and objectives of art pedagogy in the context of preschool education are determined. Possible problems of art pedagogy technologies’ implementation are highlighted: at the organization level of the subject-spatial environment, the readiness of children, teachers and parents. The ways and means of resolving the identified problems are also presented: systematic work with teachers and parents included in joint parent-child projects and ways of transforming the developing subject-spatial environment in preschool educational organizations is proposed. The Reggio approach is presented as one of the most successful forms of implementation: the international experience of applying this approach in preschool organizations is described. Also presented is the practice of Reggio approach implementing on line with art pedagogy in working with teachers and parents, carried out at the Southern Federal University in the form of a short-term project.

The need for scientific and theoretical comprehension and normative registration of definitions and provisions related to the scientific support of the activities of internal affairs bodies, the importance of creating a sound system of organizational and methodological foundations of scientific activity of a teaching employee working in an educational organization of the system of the Ministry of Internal Affairs of Russia, taking into account the requirements of the time and current legislation (order The Ministry of Internal Affairs of Russia dated November 13, 2020 No. 767 approved the Concept of scientific support for the activities of the internal affairs bodies of the Russian Federation for the period until 2030) determines the relevance of the research topic both in theoretical and practical terms. The challenge of the research lies in the contradiction between the need to fulfill the requirements of the “Concept of scientific support for the activities of the internal affairs bodies of the Russian Federation for the period up to 2030” and the absence of a section that provides training in the organizational and methodological foundations of scientific activity in the programs of supplementary vocational education for pedagogical staff of educational organizations of the Ministry of Internal Affairs of Russia. The purpose of the study is to substantiate the didactic content of the section «Fundamentals of Scientific Activity» of the programs of supplementary vocational education for teachers of educational organizations of the Ministry of Internal Affairs of Russia. Research methodology – analysis of modern regulatory legal acts, scientific and methodological literature. The development of the volunteer movement is one of the important tasks of the state policy of modern Russia. Today, many universities create on their basis volunteer centers (EC), which are one of the best mechanisms for attracting young people to solving urgent problems of the development of society, an additional pedagogical and personal-developing resource. This article presents the results of the implementation by Sochi State University (SSU), which is a pillar higher education institution of the Krasnodar Territory, the strategic project “Resource Center for Event Volunteering”, aimed at ensuring the sustainable development of volunteering in the region and the Russian Federation as a whole. Volunteering is viewed as an institution of civil society and the basis for implementing long-term socio-cultural projects. The article describes the experience of the SSU in the development of volunteerism in the region, the improvement of its resource provision, the establishment of cooperation in solving these problems with the authorities, administration and the management of volunteer organizations of pillar universities and the region. A flexible universal model of training volunteers and organizers of the volunteer movement, organizational and managerial conditions and scientific and methodological approaches to the organization of student volunteering are presented. The results of their implementation in the region are described. The authors substantiate the expediency of the creation of volunteering resource centers in the regions, providing educational organizations with a range of information, advisory and methodological services in the field of volunteering.

The downturn in tourism sector due to the COVID-2020 pandemic requires active measures taken by the governments towards reorientation of national tourism markets towards domestic tourism. The subject of this article is the economic health of tourism. The object is the tourism market of the Russian Federation. The article is dedicated to statistical analysis of the Russian tourism market. The research methodology is based on the systematic approach towards management. Using the official data of Rosstat, the author examines the 2014 – 2019 period of development of the tourism market. The analysis of the results of 2020 is conducted via using relevant statistical data and expert evaluations published by the recognized organizations. Description is given to the current concept of tourism market, adopted by Rosstat for data collection. The author provides the results of comparison of the official statistical data that reflect the situation and trends in the development of Russian tourism market over the period from 2014 to 2019. Assessment is given to the long-term trends that determine the pre-crisis state of the tourism market. The conclusion is made on the growth of tourism market in the indicated period. The article reveals the peculiarities of consumer behavior developed in the market by the end of 2019. Sustained imbalance of the demand for international tourism is observed. The key outcome of the crisis for tourism sector 2020 are presented in form of comparison of numerical data in the beginning and in the end of the year. The trends established in the behavior of consumers and companies are described. The author underlines the need for comprehensive management of the market in order to fulfill the potential of domestic tourism.

The article actualizes the problem of the education system readiness to switch to a remote mode of work based on research and reflection on the lessons of the coronavirus pandemic in spring 2020; it substantiated the need for digitalization of the educational process through analysis of trends in the development of education and training using information systems; disclosed approaches to the methodology of digitalization of education in such areas as digital didactics, digital transformation, digital education, digital ecosystem; the concept of «readiness for activity or action» is defined, a theoretical analysis of the organizational, motivational, psychological, material and technical, normative readiness of educational organizations and participants in educational relations for activities in the new conditions of distance learning is provided; it describes the results of a study of the readiness of regional education systems, educational organizations, participants in educational relations (teachers, students and their parents) to work in adistance, remote mode; disclosed research methods (online survey, analysis of websites of educational organizations, study and generalization of experience) and the data of the results of the study of normative, material and technical, informational, organizational readiness, the education system for a remote mode of work, the readiness of teaching staff for new working conditions, as well as the readiness of families of students to study in self-isolation; examples of the best practices for organizing the activities of schools and families of students during the period of the forced transition to distance learning, including forms of rapid response, targeted methodological support of educational organizations in the region, psychological assistance to children and parents in the process of transition to new digital relationship; identified and generalized problems, suggested ways of solving in the near future.
