The article deals with topical issues of improving the level of training of cadets of educational institutions of the State Fire Service of the EMERCOM of Russia for professional activities in the field of fire fighting. The application of the implemented disciplinary approach, which assumes a time-dispersed nature of studying various disciplines in the field of fire fighting, does not allow you to get concentrated knowledge, skills and sufficient experience in performing combat operations to extinguish fires, which affects the professional readiness of graduates for practical activities. The purpose of the study is to form a subject-professional approach that will allow, through the optional hours of the main educational program on the basis of previously formed skills and abilities, to implement through training courses concentrated training in the field of fire fighting to improve the professional readiness of graduates. To increase the level of professional readiness of graduates, the author studied the experience of practical training in the field of fire fighting, analyzed the activities of fire and rescue units in extinguishing, studied normative documents and scientific works in the subject area, has developed a subject-professional approach for concentrated training, as well as the subject-matter and content of training courses, has formed an evaluation tool for students. The author proposes to implement a subject-professional approach through the development and implementation of basic, special and additional training courses, for the formation of which modular, competence-based and contextual approaches were used, aimed at maximum professional orientation of training, courses that allow to increase the competence of graduates in the field of fire fighting. The author also proposes to implement the subjects of the training courses through practical classes based on the game forms of training that increase the educational and professional motivation of students. The author concludes that in order to increase the effectiveness and further development of the subject-professional approach, it is necessary to expand the subjects of training courses and improve them, taking into account the changing regulatory framework, the experience of fire and rescue units in fires, the development of fire extinguishing tactics and the introduction of new models of fire equipment and fire-technical equipment.

The article is devoted to the peculiarities of training personnel for the internal affairs bodies of Donetsk Region in the second half of the 1960s. The authors highlight the issues of organising the educational process in special departmental educational institutions, namely, the functioning of collegial governing bodies in educational institutions, the specifics of recruiting applicants, practical training, as well as the features of educational work among personnel based on Marxist-Leninist ideology. The article also examines the issues of the implementation of professional training, internships, training courses, discloses the sources and forms of replenishment of militia units in the region.

Introduction. Training cadets in educational institutions Of the state fire service of the EMERCOM of Russia to eliminate fires is an urgent task, the quality of which can be implemented using game forms of training.Materials and Methods. The implementation of game forms of learning is proposed in the form of a business game, for the development of which the main provisions of the theory of game and contextual learning were applied. The business game scenario implements didactic principles of problem-based and reflexive teaching methods.Results. To develop the methodology and scenario of the business game, to implement the training of cadets in the field of fire fighting and rescue operations, goals were formed, requirements for educational and methodological support and material and technical equipment were developed. The main goals are professional-pedagogical and game goals for the implementation of which an actual fire scenario is formed, accompanied by a complex situation that requires the participation of the entire list of staff and non-staff positions for its localization and subsequent elimination. The scenario of the business game includes 3 stages of its implementation, aimed at obtaining students ' knowledge and skills to work in specific positions of the fire and rescue division in the conditions of fire development and the impact of its hazards. The main tasks of the business game include the formation of skills of interaction between officials in the process of fire elimination, the ability to organize the work of subordinates and fire and rescue units, as well as gaining experience in analyzing their actions and the actions of participants in the business game to assess the positive and negative aspects of working together and achieving the set professional and educational goals.Discussion and Conclusions. The effectiveness of practical training in the form of a business game is due to the active immersion of students in a professional environment, accompanied by the emergence of additional game motivation and a high level of assimilation of students ' knowledge, skills and abilities in the formation of individual and group experience of joint activities in the extreme environment of a real fire.

  La atención a personas con necesidades especiales tiene una particular relevancia en el campo educativo. El presente estudio recoge las opiniones y las percepciones de estudiantes universitarios del Grado de Ciencias de Actividad Física y del Deporte de centros públicos de España y Reino Unido sobre la formación recibida en el Grado sobre atención a alumnos con necesidades educativas especiales (NEE). Los datos provienen de un cuestionario cumplimentado por 457 estudiantes de ambos países que se encontraban en su último curso del Grado/Bachellor universitario. Los resultados vienen a demostrar que la calidad de la formación en NEE es el factor que más influencia ejerce en la autopercepción de capacidad científica y profesional para abordar la atención a las NEE. También, se observa la existencia de una importante influencia de la experiencia personal adquirida en materia de NEE y, en menor medida, aunque también de modo significativo, el predominio de la formación práctica sobre la teórica en materia de NEE. Por países, el porcentaje de estudiantes que declaran que sus centros conceden una alta importancia a la formación en NEE es mayor en la muestra de estudiantes ingleses que de españoles. Además, se han encontrado diferencias significativas en función del país de procedencia en los tres componentes detectados demostrándose que los estudiantes españoles, a diferencia de los ingleses, tienen la percepción de que su nivel de capacitación profesional es mayor, que existe una mayor necesidad de formación, y de que la preparación del profesorado para la integración también es mayor. Los resultados plantean la necesidad de seguir centrando los esfuerzos en mejorar la formación en el campo de las NEE, dotándola de una mayor capacidad de integrar a este colectivo de estudiantes, tanto en sus contenidos teóricos como prácticos. Algo que debería también aplicarse a las actividades de formación continua que ofertan los organismos e instituciones educativas oficiales dirigidas al profesorado no universitario. Abstract. Centering attention on people with special educational needs and disabilities (SEND) has relevance to the educational field. The present study gathers the views of university students studying a Bachelor’s Degree relating to Physical Activity and Sports Sciences at public universities in Spain and United Kingdom (UK). Focus is placed on the training received relating to students with SEND. The data came from a questionnaire completed by 457 students from both countries who were in their last year of Bachelor’s Degree. The results show that the quality of training in SEND is the factor that most influences self-perceptions about scientific and professional capacity to address disability and SEN. Furthermore, personal experience in SEND matters also show an important influence and, to a lesser extent, although also significantly, the predominance of practical training over theoretical knowledge. The percentage of students who declare that their Bachelor’s Degree gives high importance to training in SEND is higher in the sample of UK students. In addition, significant differences have been found over the three components detected, demonstrating that Spanish students, unlike UK students, perceive that their level of professional training is higher, despite there being a greater need for training, and that the preparation of teachers for integration is also greater. Results suggest the necessity to continue focusing efforts on improving training in the field of SEND, providing it with higher levels of inclusiveness, both in its theoretical and practical content. This is something that should also be applied to continuous training offered by official educational institutions addressed to non-university teachers.

Este artigo trata de descrever os processos de formação profissional de educa-dores sociais no âmbito da educação universitária na Comunidade Autônomada Catalunha, na Espanha. Nos últimos anos, devido ao surgimento de novasformas de exclusão social, ao aumento das desigualdades e à crescente globali-zação, verifica-se um aprofundamento do debate sobre a profissão do educadorsocial, suas competências e funções e, ao mesmo tempo, sobre a necessidade derepensar sua formação. Este trabalho faz parte de um projeto mais amplo sobreo assunto e apresenta uma revisão bibliográfica baseada no contexto acadêmicoespanhol, com uma descrição das propostas formativas dos cursos de graduaçãode Educação Social de duas universidades catalãs de importante reconhecimentointernacional: Universidade de Barcelona e Universidade Autônoma de Barce-lona. Abstract In the article, some countries’ experience in organizing professional training and activities of probation officers has been analyzed. Based on comparative analysis of activities of the Probation Institute abroad, it has been determined that probation service has different functional and organizational features in individual countries. For instance, probation service in different countries is subordinate to different agencies. Thus, probation service in Great Britain, Denmark, Japan, Finland, Norway, Latvia, the Czech Republic and Estonia is under the control of the Ministry of Justice; in the USA, Germany, Hungary, it is subordinate to the judiciary; in the Netherlands – public prosecutor’s office; in Sweden – prison authorities; in Singapore, probation service is under the guidance of the Ministry of Community Development and Sports. Another difference consists in the fact that in some countries the law defines probation as punishment (Sweden, Finland, Latvia), whereas in other countries it refers to some criminal measures (Great Britain), exemption from punishment (Estonia) or is not determined at all (the USA). Despite the differences, the goals and means of achieving them in each probation service are similar in the context of criminal law. The approaches to professional training of probation officers have been analyzed and relevant conclusions have been drawn regarding organization of probation officers’ professional training in Ukraine. In particular, work with offenders should be performed by highly qualified specialists who have a degree and who have passed specialized training courses in educational institutions subordinate to probation authorities. It is important that the content of probation officers’ professional training should be constantly updated, taking into account new approaches and methods of working with convicts, which are recognized as effective.

Introduction. It is common knowledge that lives and health of people as well as safe operation of various infrastructures depend on the high level of professionalism of the staff responsible for safety. It fully belongs to the personnel structure of the State Fire-Fighting Service (SFFS) of the Emergency Control Ministry (EMERCOM) of Russia. However, in a technologically developed society, there is a contradiction between the increased requirements to young officers’ competencies and the impossibility to achieve a proper complex of graduates’ characteristics by providing education through only standard traditional techniques, which continue to be prevalent in higher education and ensure optimisation of professional activity in general.The aim of the present publication was to present the developed methodology of game-based learning for training of cadets of educational organisations of higher education of the EMERCOM of Russia. The methodology is designed to develop cadets’ practical skills in the field of rescue operations and firefighting.Methodology and research methods. In the course of the research, the methods of system analysis, synthesis and modelling of professional activity were employed. The research is based on the provisions of the associative-reflex theory, the theory of motivation development and the theory of contextual, modular, problem-based, reflexive and game-based learning.Results and scientific novelty. The interrelated elements of the pedagogical theories and didactic principles, united by a common scientific-methodological objective, allowed the authors to create a methodological tool for gradual formation and consolidation of organisational and administrative competencies of young officers of the State Fire-Fighting Service. The authors considered monitoring indicators of the results of training of graduates of Ivanovo Fire and Rescue Academy in order to develop the methodology, which purposefully addresses the shortcomings and gaps of education of future firefighters’ knowledge and their practical skills.The competitive spirit increases positive dynamics of the educational process and contextual content of business games, built on realistic situations from the field of firefighting and implementation of rescue operations at various socioindustrial, housing and transport infrastructures, attract interest of cadets and stimulate their motivation to improvement of own business qualities. The advantages of the offered methodology are the following: the possibility to design various schemes of practical training through the modular principle of their design; the development in cadets of the skills of team interaction, acquisition of professional experience by them in the process of role performance of duties of chiefs of rescue and fire fighting offices and department guards; the readiness formation to quickly adapt to new circumstances and to cope with non-standard problems in the conditions of limited time; to develop the abilities of critical thinking in young officers, to reflect own activity and to define the directions of professional growth.Practical significance. The proposed methodology demonstrated its effectiveness and practical importance for cadets’ training in the field of rescue and firefighting, as confirmed by, inter alia, the improvement of academic performance in special disciplines. The proposed methodological tool has shown promise in more rational redistribution of teaching time and expansion of the base of practical modules for designing business games for the purpose of development of new relevant professional competencies in students.

Introduction. The article deals with improvement of the differential model of training for decision-making when setting standards of training with fire-fighting equipment. Using a differential training model, the study of the setting training standards with new models of technology and fire-technical equipment was carried out. Goals and objectives. The aim of the study is to improve the training model for calculating the training standards and predicting the number of approaches to ensure the successful development of the training in the framework of the management of professional training of firefighters. Methods. The process of obtaining new scientific results can be divided into three stages. At the first stage, when improving the training model, methods for solving differential equations with separable variables were used. At the second stage of the study, the Student's criterion and elements of probability theory were used in the development of training standards with fire-fighting equipment. At the third stage, the Pearson determination criterion was used in the process of assessing the adequacy of the results. Results and discussion. The authors obtained a partial analytical solution of the general differential training model for the case of linear dependence of the training function on the results of the exercise. A method for calculating standards for exercises with fire-fighting equipment based on truncated data is proposed and the results of calculating standards are compared with the generally accepted method for setting standards for exercises with fire-fighting equipment. A method has been developed for determining the values of the function of training based on the results of repeated exercises, taking into account the training factor. Conclusions. Thus, the proposed modification of the training model consists in establishing a linear dependence of the results of the exercises on the number of approaches, which allows planning actions for the successful implementation of exercises with fire-fighting equipment. The directions of further research in terms of the development of the results obtained in the management of professional training of personnel in fire departments have been determined. The article deals with the problem of professional training specialists in tourism. The relevance of the research is that recently the role of knowledge in the process of training future specialists in the sphere of tourism has changed. In the current socio-economic context, in order to fulfill the order of society for high-level future specialists in the sphere of tourism, graduates of higher educational institutions are forced to possess not only an extensive theoretical base in their specific specialty, but also certain meta-subject knowledge. However, mere knowledge ownership is no longer sufficient in the context of the development of the international labor market. The problem of the need for the formation and development of a new quality of education appears, the updated content of which will be based on key competencies. In this case, the key competence is defined as a mandatory competence, because it corresponds to the conditions of implementation, which are not limited, not too specific, but are universal within certain limits. In this regard, a survey of future tourism experts was conducted on the subject of their perception of the importance of forming competencies. The results of the survey are described in this article.

In the article analyzes the systems for preparing social workers to work with people who have special educational needs in universities in the US and Canada. There are revealed features of education in schools of social work at Columbia’s, Michigan’s and other universities. There are indicated experience of Great Britain, France and Germany in preparing future social workers for working with people with special educational needs. In the article considered programs that offer foreign universities in the preparation of future social workers who wish to work with persons with special educational needs. There are described curricula of the higher educational institutions of these countries, which prepare future qualified social workers to work with persons with special educational needs. There are analyzed reasons for the insufficient preparing of future specialists in the social sphere to work with persons with special educational needs. The general features of the process of teaching students of the specialty "social work" in foreign and domestic universities are indicated, among them the continuity of education, multidisciplinarity of training and the diversity of forms of education. The article shows the distinctive features of the professional training of future social workers for working with people with special educational needs, among which emphasis on practical training in foreign universities, the possibility of choosing a narrow specialization in foreign educational institutions and more stringent conditions for admission.

The generalized information about the activity of Ukrainian educational and scientific institutions in exile and their cooperation with the Ukrainian national cultural and educational institutions in the western Ukrainian lands in 20–50s of the XX century is given. The general educational panorama of studying economic and accounting disciplines in diasporic educational institutions and the use of their educational and methodological support of then existing processes of professional training of accounting staff in the system of East Galician cooperative schools and accounting practice is revealed. It is determined that the achievements in the field of accounting in educational and scientific institutions of the Ukrainian diaspora during the investigated period has played the role of a bridge that connects the educational processes of Eastern Galicia with European achievements in this field. It is defined that Ukrainian emigrational educational and research centers has made a significant contribution to the development of accounting education existing then in Western Ukraine. Due to their cooperation with cultural and educational societies and professional organizations of the Galician region in the field of economic education, the search for the conceptual apparatus and content of education was carried out both in accordance with European traditions and on the basis of national identity. The content-organizational orientation of the processes of studying theoretical and practical accounting and auditing by different specialties of the investigated educational institutions is analyzed. On the basis of historical – genetic analysis of the development of manuals materials for accounting and control of diaspora educational institutions, the comparability of the content of professional education with the need for accounting and control and audit information to manage the cooperation system of Eastern Galicia is determined. The subject-professional analysis of the application in the educational process of the investigated educational institutions of existing then European achievements in the subject field of knowledge with emphasis on the basic objects of accounting, which were decisive in calculating the performance of the enterprise based on changes in capital is carried out. On the basis of the carried out analytical estimation of the investigated accounting papers separate methodical – conceptual positions which can be used for the improvement of modern accounting and organization of internal control at the enterprises of small business are defined and substantiated.
