Methodology for assessing and monitoring the effectiveness of the territory of advanced socio-economic development

В статье дана характеристика особым преференциальным территориям в РФ, проведен анализ их развития, показавший ежегодный и активный рост числа ТОСЭР, их резидентов, объемов вложенных инвестиционных ресурсов, числа рабочих мест. Выявлены проблемы в функционировании ТОСЭР. Представлены сведения о текущем состоянии ТОСЭР в Республике Дагестане. Авторами предложена методика оценки эффективности функционирования ТОСЭР, расположенных на территории монопрофильных муниципальных образований (ММО), которая имеет комплексный характер и учитывает многоаспектные особенности функционирования данных территорий, что позволяет получать информацию для принятия управленческих решений, осуществлять мониторинг деятельности ТОСЭР. The article provides a characteristic of special preferential territories in the Russian Federation, an analysis of their development, which showed an annual and active growth in the number of TASED, their residents, the amount of investment resources invested, and the number of jobs. Problems in the functioning of the PSEDA have been identified. The information on the current state of TASED in the Republic of Dagestan is presented. The authors propose a methodology for assessing the effectiveness of the functioning of PSEDA located on the territory of single-industry municipalities (IMO), which is complex in nature and takes into account the multifaceted features of the functioning of these territories, which allows obtaining information for making management decisions, monitoring the activities of PSEDA.

Subject. This article discusses and analyzes regional projects to be implemented in the Chechen Republic for the period 2019–2024. Objectives. The article aims to develop a set of proposals aimed at improving the competitiveness of the Republic's economy. Methods. For the study, we used the methods of systems and statistical analyses. Results. The article describes the role of regional projects in the development of the socio-economic sphere of the Chechen Republic and proposes a set of measures the implementation of which will help shape a competitive economy in the Republic. Conclusions. Regional project objectives and indicators need to be better defined. Regional projects are elements of national projects designed to contribute to a breakthrough in the scientific, technological and socio-economic development of the Russian Federation.

The current realities of economic development bring to the fore tools that can provide not so much quantitative growth as qualitative changes in economic systems at different levels. Competitive advantages can be achieved by innovative tools, the development of which can be hindered by a number of factors: lack of funding, qualified personnel, high taxes, unfair competition, etc. Against the background of these problems, the advantages of special economic zones, industrial parks, clusters, territories of advanced socio-economic development, disclosed in this article, are obvious. The purpose of the study is to substantiate the need for active implementation of innovative tools for territorial development in municipalities of the Republic of Tatarstan, as well as in other regions of the Russian Federation, in order to activate innovative and investment activities in them. In terms of objectives, tasks of the article are: to describe an innovative infrastructure that defines territorial development in the Republic of Tatarstan; to investigate the basic results of activity of innovative tools for territorial development in the Republic of Tatarstan; to develop recommendations for implementation of innovative development of territories in the municipalities of the Republic of Tatarstan. Achieving this goal is realized through the use of research methods such as description, comparison, analysis, etc. The empirical basis of the study was data published on the websites of the Ministry of Economy of the Republic of Tatarstan and the Ministry of Economic Development of the Russian Federation, the Higher School of Economics, The Association of Clusters and Technoparks of Russia, and other materials. As a result of the research, the main tasks of ensuring positive progressive dynamics of the Republic of Tatarstan with the use of innovative tools for territorial development are formulated: SEZs, industrial sites, industrial parks, territories of advanced socio-economic development and others. The article pays close attention to the justification of the need for municipalities of the Republic of Tatarstan to use these innovative tools, which have proven their effectiveness as growth drivers for the development of territories.

The growth of poverty and spatial asymmetry in the socio-economic development of territories contributes to the growth of social tension and the discontent of people living in these regions. The article presents a comparative analysis of regional strategies for seven constituent entities of the Russian Federation – the Vologda Region, Voronezh Region, Kostroma Region, Krasnoyarsk Territory, the Republic of Bashkortostan, the Republic of Sakha (Yakutia), the Republic of Tatarstan, based and updated in accordance with the requirements of the Federal Law of the Russian Federation of June 28, 2014 No. 172-FZ «On strategic planning in the Russian Federation». Regions have significant differences in geographical location, raw materials, infrastructure, and income level. The presence in the regions not only of an invariant, but also of a selective list of directions and tasks was revealed. A tool is proposed to reduce the spatial socio-economic asymmetry of the regions of Russia, selected taking into account the experience of the subjects in implementing strategies to smooth out spatial inequality in socio-economic development: a scheme for the development and distribution of productive forces (Voronezh Region): a strategy for the development of economic zones and agglomerations (Republic of Tatarstan ); development strategy of municipal districts and urban districts (Voronezh Region, Republic of Tatarstan); public-private partnership projects (Voronezh Region, Krasnoyarsk Territory, Republic of Tatarstan); geographic information system (Voronezh Region, Republic of Sakha (Yakutia), Republic of Tatarstan). The proposed strategies will make it possible to increase the effectiveness of measures implemented by the authorities of the constituent entities of the Russian Federation.

Introduction. The regions of Russia are not only heterogeneous in terms of the current state but also differ in the prevailing trends in the key parameters of their future development. Some of them, possessing significant economic potential, risk losing stability due to ongoing social processes and vice versa. The purpose of the study is to assess the sustainable development of the Russian Federation regions, to identify typical regions, including implementation of the main priority of the Spatial Development Strategy of Russia until 2025 — to uncover the socio-economic potential of the territories and their sustainable development through economic specialisation regions.Methods. In the framework of solving the problem of choosing typical regions of Russia according to the level of sustainability of socio-economic development, we formed a database of indicators for the period from 2010 to 2016. The 8th indicators describe the financial and economic component of development, the social component — by the 14th indicators, the environmental one — by the 3rd indicators. The ranking of regions was carried out in three stages — the consideration of particular indicators, their unification into groups and the study of generalised values. For the identification of typical regions, we applied the clustering method.Results. Approbation of the approach showed that the high position of the region in one of the considered areas of analysis does not always correlate with the level in other indicators. The magnitude of the dispersion in general increases with the transition from the leading regions to the outside regions. Cluster analysis revealed four groups of regions. The first cluster is characterised by the predominance of the economic component. The second cluster is characterised by the absence of a significant imbalance between the directions. The third cluster is characterised by better dynamics of financial and economic indicators against the background of relatively good positions in the social and environmental spheres. The fourth cluster is represented by subjects of the Russian Federation, in which there are significant results in the field of improving the environmental component. Based on the cluster analysis, typical regions were selected — the Republic of Ingushetia, the Samara Region, the Republic of Tatarstan and the Vladimir Region, respectively.Discussion. The obtained results can be applied when making a forecast of the socio-economic development of the regions of the Russian Federation and indicators of their sustainability in the medium term.

Migration processes play a significant role in the socio-economic and demographic development of the Russian Federation. According to Rosstat, in more than 50 % of the constituent entities of the Russian Federation in 2019, there is a migration decline in the population. It can also be noted that the most attractive for the population are large cities with a high level of socio-economic development. In this regard, the aim of the study is to assess the factors of mutual influence of the migration behavior of the population and the socio-economic development of the territory on the basis of agent-based modeling methods. The Republic of Bashkortostan was chosen as the object of the study, as the region with the highest level of migration loss in the Volga Federal District. According to the strategy of the Republic of Bashkortostan for the period up to 2030, the Government of the Republic of Belarus faces the difficult task of making effective management decisions that will lead to an increase in the socio-economic development of the territories and, consequently, to an increase in the level of migration growth. A distinctive feature of this study is the use of agent-based modeling (to take into account the individual characteristics of agents), fuzzy logic (to form the rules of behavior for agents) and GIS maps (to take into account the geographic location). A modular scheme for the functioning of the economic-demographic model has been developed, which describes the events, the agents that participate in them, and the methods by which they were implemented. An algorithm for the implementation of the "Migration" block has been developed, which describes the logic of the migration behavior of the "Man" agent and his reaction to changes in socio-economic indicators taken into account within the framework of the "Municipality" agent. According to the results of the study, scenarios for the development of municipal districts of the Republic of Bashkortostan were substantiated on the basis of data from the Ministry of Economic Development and Investment Policy of the Republic of Bashkortostan, as well as the program "Comprehensive development of single-industry towns in the Republic of Bashkortostan".

It is stated that positive situation in such single-industry formations depends to a large extent on regional and local public authorities initiative, as well as the preparedness of the core enterprises management. Positive experience of monotowns development in some regions of the Russian Federation is considered.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.
