The COVID-19 has put higher education institutions in a new situation and identified bottlenecks in the financial structure of institutions and education systems in general. However, for Ukrainian universities, this situation can be seen as an opportunity to achieve financial autonomy. This study is devoted to the consideration of a possible tool for the financial autonomy of Ukrainian classical universities, most of which are state-funded. The paper considers the methodology of a possible tool for the accumulation of external financing – the endowment fund. The case analysis and analytical consideration of world practice are applied. As a result, a model for financing the university in its transition to the innovation and entrepreneurship model is proposed as the chain “endowment fund – development of start-ups”. This example can become the basis of the road map for other national HEIs, as well as the practice of wider use in the field of higher education. However, despite most of the national classical universities have declared a course to an innovative development, which further raised the necessity of external funding, top management and general economic situation require more attention. As this transition to a new model of the university is taking place along with the financial stabilization and under economic and social upheavals, the formation of a new culture of online communication is necessary. Thus, the proposed model is the practical guideline of possible decisions but mostly the start-point for further discussion and research. The relevance of the study is conditioned by the fact that the highly effective organization of labor remuneration in the system of higher education is the main instrument of the activity of the educational institution, which assumes the creation of normal conditions for scientifi c and pedagogical workers as an important link in the system of higher education. At present, the basis of the concept of personnel management of a higher educational institution is the knowledge of the scientifi c and pedagogical worker, his motivational attitudes, the ability to form and direct them in accordance with the tasks facing the institution. Without current and subsequent analysis of labor incentives, it is impossible to solve personnel issues in educational activities. In this connection, the author discusses the reasons for the implementation of the goal of introducing an eff ective contract, the “road map” measures that should be followed in the transition to an eff ective contract, which determines the practical value of the study. It is substantiated that a large-scale introduction of an eff ective contract to all higher institutions will ensure not only the quality provision of educational services and the introduction of new educational programs, but will also allow for the systematic development of the education system and the competitive advantages of Russia in the world community. Scientific novelty is the development of an expanded approach to the effective organization of remuneration in higher education institutions, which should focus on the formation of performance indicators of scientifi c and pedagogical workers.

This article presents a proposed model for framing the policies of Tshwane University of Technology’s (TUT) libraries. The authors draw on a focused literature review across various disciplines as well as empirical evidence collected from a purposive sample of 40 participants in a case study. The qualitative evaluation method is used to evaluate a set of models. A self-developed set of criteria is used as a tool to test the models towards a selection of elements and features that are then used to table the proposed model for TUT’s libraries. The evaluated models were categorised to produce models for academic library activities, models for higher education as well as models that depict changes in society’s knowledge system. The adapted model proposes a multiple reality constructionist approach to improve a shared understanding of what constitutes knowledge in democratic South Africa. It was found that there are inconsistencies and a lack of clarity on the role of TUT’s libraries in transformation initiatives of the university. The main argument is that the future role of TUT’s libraries should include taking part in other processes of the knowledge system such as knowledge production, application and use. The main value of the article is to provide a comprehensive strategic outlook that guides the transformation of TUT’s libraries. This will assist to frame TUT’s libraries policies in light of changes taking place in higher education.

Во второй декаде ХХІ века внедрение электронно-цифровых устройств во все звенья общественных отношений достигло выдающихся масштабов, что отмечено и на образовательном процессе учреждений высшего образования. Развитие современной образовательной среды вуза невозможна без использования цифровых средств обучения (ЦСО) таких, как: платформы дистанционного обучения (EQUITY MAPS, GOOGLE CLASSROOM, MOODLE), мобильно-цифровых приложений (CLASSTIME, LEARNINGAPPS, QUIZIZZ) и платформ онлайн связи (GOOGLE MEET, ZOOM, WEBEX). Особое место в контексте внедрения ЦСО принадлежит медицинском образовании, где уровень личной подготовки соискателя (теоретической и практической) очень важен в контексте спасения человеческих жизней. Цифровые средства обучения позволяют использовать  особенности современного соискателя с его постоянными пребыванием в цифровом пространстве с целью обучения до введения ограничительных мер, вызванных пандемией COVID-19. Образовательный процесс не должен останавливаться, и соискатели должны получать качественное образование, но нужно сохранять баланс между аудиторной и дистанционной формой передачи знаний и умений. На помощь участникам образовательного процесса может прийти образовательная технология смешанного обучения. Эта технология обучения достаточно новая и динамично развивается, она незаменима при очной форме обучения. Данная образовательная технология предоставления образовательных услуг сочетает в себе лучшие аспекты и преимущества преподавания в аудитории и интерактивного или дистанционного обучения, создает доступные курсы для соискателей образования, при которых учебный процесс представляет собой систему, состоит из разных частей, которые функционируют в постоянной взаимосвязи друг с другом, образуя целостную образовательную среду вуза. In the second decade of the XXI century, the introduction of electronic and digital devices in all links of public relations reached an outstanding scale, which was also noted in the educational process of higher education institutions. The development of the modern educational environment of the university is impossible without the use of digital learning tools (CSOs) such as: distance learning platforms (EQUITY MAPS, GOOGLE CLASSROOM, MOODLE), mobile digital applications (CLASTIME, LEARNINGAPPS, QUIZIZZ) and online communication platforms (GOOGLE MEET, ZOOM, WEBEX). A special place in the context of the introduction of CSR belongs to medical education, where the level of personal training of the applicant (theoretical and practical) is very important in the context of saving human lives. Digital learning tools allow you to use the features of a modern applicant with his constant stay in the digital space for the purpose of training before the introduction of restrictive measures caused by the COVID-19 pandemic. The educational process should not stop, and applicants should receive a high-quality education, but it is necessary to maintain a balance between classroom and distance forms of knowledge and skills transfer. The educational technology of mixed learning can come to the aid of participants in the educational process. This training technology is quite new and dynamically developing, it is indispensable for full-time training. This educational technology of providing educational services combines the best aspects and advantages of teaching in the classroom and interactive or distance learning, creates accessible courses for educational applicants, in which the educational process is a system, consists of different parts that function in constant interrelation with each other, forming an integral educational environment of the university.

The pandemic around the world has made adjustments not only in our lives, but also in the educational process in particular. Prolonged quarantine caused by COVID-19 has forced teachers in most higher education institutions to go online. If other higher education institutions could conduct mixed forms of education, the specifics of medical universities, where most classes are held at medical bases of hospitals and clinics, left no choice and focused exclusively on distance education. It is very important that the performance of the department’s distance workload fully meets the planned workload of the departments, all the requirements of the educational process and quality preparation of fifth-year students for the licensing exam KROK 2 and certification of graduates. Relevant changes also affected the teaching of the section «Diseases of the oral mucosa» at the Faculty of Dentistry. According to the working curriculum and regulations on the educational process, classes are held according to the method of a single day and last 6 hours. The Microsoft Teems system was proposed for consideration by the university administration for practical classes and lectures. In addition to the actual online communication, this system provided many different features. In accordance with the decision of the meeting of the department, the following time schedule was approved. А lesson on consideration and discussion of a new topic begins. After that, practical work and a break are provided. Since this course is a final one, a lot of attention should be focused on preparing for the licensing exam. Upon completion of the discipline, students defend their medical history. Photos of the paper version are dumped by the teacher for verification on the university mailbox. Actually, the defense of the story takes place online with a short presentation of the works

This study assists Higher Education Institutions to gain a better understanding of the online communication strategies that influence students in developing a brand image of their universities. First, the concept of online communication strategies in HE was defined and supported by the literature review. Then, a conceptual framework that links brand equity of the university with its online strategy was developed and empirically tested through a survey questionnaire. The survey was distributed to a sample of 200 students in two different types of universities representing the foreign and private universities in Egypt. Results support the idea that the website is a simple reflection of the university’s image and activities. Results also indicate that there is a strong correlation between the website strategy and the corporate brand image of the university. Brand loyalty was found to be positive among the sample. The overall corporate image of the university was highly dependent on students’ evaluation of the university website. Research results can be used as a useful tool to enhance brand image and to improve interactivity within the online communication strategies adopted by the Egyptian Higher Education Institutions.

The post-secondary educational landscape is slowly becoming a backdrop for an increasing number of examples of efforts being made to establish intercultural development and internationalization at the university and college levels. Universities and colleges are responding to the increase in international student recruitment and to technological advancement both of which promote collaboration in research, teaching, and studying across borders. The growing demographic diversity has resulted in changes to how and what internationalization looks like in our post-secondary institutions and in higher education in general. This chapter explores four areas that are key to the process: buy-in from the Administration, support in the curricular arena, recognition for intercultural work of faculty members, and a more centralized mechanism and structure to help advance the internationalization agenda. Despite the progress made in Canada, these areas are still continuing to gain traction in higher education in other countries.

After the widespread of the corona virus disease 2019 corona virus pandemic, most educational institutions stopped conventional in-class teaching all over the world. The Metropolitan University of Tirana (UMT) in Albania took a rapid decision for shifting to online education by estimating that the pandemic might continue longer than expected, which could create difficulties to gain the time lost. Considering these circumstances, UMT immediately formed a specialised team to prepare the roadmap for starting online education. This team evaluated the existing online platforms and prepared a guideline to be followed for a smooth shift. As a consequence, the university shifted to online education with more than 80% of the students’ attendance from the earliest days. This study presents the road map that was developed rapidly and applied effectively for a quick but smooth shift to online education.   Keywords: Education, shift to online education, coronavirus, COVID-19, pandemic, Albania.

  The development of alternative management tools to the old management models increasingly requires the expansion of autonomy in the activities of higher education institutions. A prominent place in the system of autonomy of the university is occupied by the aspect of financial independence. This article is devoted to the analysis and generalization of key global trends in the development of financial autonomy by higher education institutions, highlighting the complex process of autonomy of universities, studying the world experience of expanding their autonomy on the right to dispose of funds and organize other financial processes. The study outlined further prospects for increasing the financial and economic independence of universities, clarified the current and projected limits of the powers of universities in the paradigm of developed and legally established model of autonomy, identified effective solutions to the complex process of financial and economic autonomy. The results of the study can be used to learn the processes of expanding the financial and economic  autonomy of higher education institutions in the global dimension.

Academic freedom, institutional autonomy and respect for the rule of law in relations between public authorities, higher education institutions and students are essential to democratic societies, and can be considered as the fundamental values of the European Higher Education Area. The European Governments have recognized the university autonomy as a precondition for the successful development of higher education. The European Commission notes as a priority the creation of a new framework for universities that are characterized by increased levels of autonomy and accountability. The Council of the European Union confirms this approach and establishes a direct relationship between autonomy and the ability of universities to meet the expectations of society. International experts emphasize the direct link between the institutional capacity of higher education institutions, the ability to identify and develop their own institutional profile and the autonomy of universities. The necessity and role of autonomy in the sphere of higher education is determined. Autonomy of higher education institutions plays an important role in the strategic positions and declarations at the European and world level. It is confirmed by the relevant documents. The autonomy of universities (institutional) consists of the academic, financial, organizational and personnel autonomy. The level of university autonomy in Ukraine and European countries is analyzed on the basis of its components. Author designates that universities are the most independent in solving issues of personnel, academic, organizational and financial autonomy. Ukraine takes a position almost at the end of the «middle-low» cluster of systems, which testifies to the areas existence in which autonomy is limited.
