Modern conditions impose special requirements to the assessment of economic entities. Efficiency is an important parameter of the activity of any business. The present research involved a critical analysis of standard methods for assessing the effectiveness of both domestic and foreign practices. The analysis revealed a need to apply new approaches to business efficiency assessment because the standard approach is not systematic and its indicators repeat themselves. The article offers a new conceptual methodological approach to understanding the term efficiency. The new methodological concept is hybrid in nature and includes classical economic, financial, and institutional methods. It also adopts some methods and approaches from management and natural sciences. The authors built a comprehensive model for assessing the effectiveness of an economic entity in modern conditions. It is based on the idea that the optimal methods are those that do not use relative indicators. This model includes three levels of indicators: standard, qualitative, and synergistic. The new approach is systemic and corresponds to modern economic environment, which resolves the issue of relative performance indicators.

Аnnotation Purpose. To increase the efficiency of technological processes of grain harvesting by large-scale agricultural producers due to the rational use of combine harvesters available on the farm. Methods. In the course of the research the methods of system analysis and synthesis, induction and deduction, system-factor and system-event approaches, graphic method were used. Results. Characteristic events that occur during the harvesting of grain crops, both within a single production unit and the entire agricultural producer are identified. A method for predicting time intervals of use and downtime of combine harvesters of production units has been developed. The roadmap of substantiation the rational seasonal scenario of the use of grain harvesters of large-scale agricultural producers is developed, which allows estimating the efficiency of each of the scenarios of multivariate placement of grain harvesters on fields taking into account influence of natural production and agrometeorological factors on the efficiency of technological cultures. Conclusions 1. Known scientific and methodological approaches to optimization of machine used in agriculture do not take into account the risks of losses of crops due to late harvesting, as well as seasonal natural and agrometeorological conditions of each production unit of the farmer, which requires a new approach to the rational use of rational seasonal combines of large agricultural producers. 2. The developed new approach to the substantiation of the rational seasonal scenario of the use of combined harvesters of large-scale agricultural producers allows taking into account the costs of harvesting of grain and the cost of the lost crop because of the lateness of harvesting at optimum variants of attraction of additional free combine harvesters. provides more profit. 3. The practical application of the developed road map will allow large-scale agricultural producers to use combine harvesters more efficiently and reduce harvesting costs. The current report presents the development and application of a novel methodological approach for computer-based methods of processing and analysis of proliferative tissues labeled by ABC-peroxidase method using 3, 3′-diaminobenzidine (DAB) as chromogen. This semiautomatic method is proposed to replace the classical manual approach, widely accepted as gold standard. Our method is based on a visual analysis of the microscopy image features from which a computational model is built to generate synthetic images which are used to evaluate and validate the methods of image processing and analysis. The evaluation allows knowing whether the computational methods applied are affected by the change of the image characteristics. Validation allows determining the method’s reliability and analyzing the concordance between the proposed method and a gold standard one. Additional strongness of this new approach is that it may be a framework adaptable to other studies made on any kind of microscopy.

The success of any business depends fundamentally on the possibility of balancing (symmetry) needs and their satisfaction, that is, the ability to properly define a set of success indicators. It is necessary to continuously monitor and measure the indicators that have the greatest impact on the achievement of previously set goals. Regarding transportation companies, the rationalization of transportation activities and processes plays an important role in ensuring business efficiency. Therefore, in this paper, a model for evaluating performance indicators has been developed and implemented in three different countries: Bosnia and Herzegovina, Libya and Serbia. The model consists of five phases, of which the greatest contribution is the development of a novel rough additive ratio assessment (ARAS) approach for evaluating measured performance indicators in transportation companies. The evaluation was carried out in the territories of the aforementioned countries in a total of nine companies that were evaluated on the basis of 20 performance indicators. The results obtained were verified throughout a three-phase procedure of a sensitivity analysis. The significance of the performance indicators was simulated throughout the formation of 10 scenarios in the sensitivity analysis. In addition, the following approaches were applied: rough WASPAS (weighted aggregated sum product assessment), rough SAW (simple additive weighting), rough MABAC (multi-attributive border approximation area comparison) and rough EDAS (evaluation based on distance from average solution), which showed high correlation of ranks by applying Spearman's correlation coefficient (SCC).

Based on a critical analysis of existing scientific papers in the field of assessing the quality of customs services and the activities of customs authorities as a whole, the need to develop a methodological approach to a comprehensive assessment of the quality of customs services has been revealed and substantiated. At the same time, an author’s approach to an integrated assessment of the quality of customs services has been proposed, which includes the principles of assessment, assessment directions, the method for calculating the overall integral quality assessment and specific indicators, which can be used to evaluate each of the directions.

<p>This paper defines citizen ownership of the state as the implementation of election promises. It argues that the level of implementation of election promises is a measurement of citizen ownership of the state. To explain the definition, the paper models the authority of a representative government to a power of attorney. The citizen as principal awards a power of attorney to the winning party, alliance or individuals as an agent in their election. In the election, the set of election promises of the agent becomes the only written part of the power of attorney. The 2008-2012 tenure of US President Barack Obama is used to test how the methodological approach to the measurement of promise-keeping works with empirical data. The test proves the new approach crucially improved compared to existing approaches and the findings are found interesting.</p>

Benchmarking in the international economy – in particular, in the economies of the most advanced countries – has emerged fairly recently. This is a modern economic concept that implies improving the performance of a company’s practices with the aim of increasing its competitive ability. Benchmarking is carried out through the mutual cooperation of managers with colleagues in similar or differing businesses; exchanged visits; brief, active participation in other companies; and through other forms of cooperation, providing insight to the production process or various practices in other, usually competitive companies. In essence, benchmarking in a form of education for top management personnel, enabling them to achieve a higher degree of business efficiency, and in turn, to enhance the competitive ability of their business entity,enterprise, company, etc. Highly valued by the Japanese in the 1980s, this type of education resulted in outstanding business achievements by the companies that applied these models of analytical operations. Through the application of this model, managers were provided with insight to the practices of competitive companies. This knowledge acquired from others they sought to apply in their own companies and as a result, they succeeded in considerably improving both the business and production efficiency of their companies. The aim of benchmarking is to detect a company’s internal weaknesses and to identify the competitive advantages of its stronger rivals. The efficiency level of the competition is revealed through an analysis of date gathered.

The costs of the organization are the assets of the organization, including material values, labor re-sources, which transfer their value to finished products, work, services. In modern economic conditions of economic activity of an economic entity, the simple assignment of costs to the cost of production has lost its significance. This is due to the fact that it is necessary to satisfy the request of the end consumer through a price offer for the product, as well as the request of the state through the payment of taxes to the treasury. Consequently, management is required to implement measures to manage the costs of an economic entity. This article discusses the question of what methods can be used to implement cost management, and in addition, it presents a basic conceptual model for managing production processes of an economic entity and a model of a production cost management system using the example of the coal industry.
