The study continues the study of the fundamental characteristics of models of viable systems conducted by the authors. The current issues of construction, reorganization and preservation of the life-incapable structure of a higher educational institution - university U, representing a recursive active subsystem of the educational environment, which is part of the universe-society, are considered. The formalized definitions of an absolutely viable, viable, conditionally viable and non-viable system are given, allowing from a mathematical point of view to assess the optimality of the structure and the efficiency of the system functioning. The analysis of the structure and functioning of a viable university is implemented in the conceptual framework of foresight design based on logframe technologies, which makes it possible to create a system that meets the strategic goals of the universe and the tactical settings of the educational environment. In the process of describing logframe methods based on the foresight approach, real risk situations arising in the modern education system, the university environment and higher educational institutions due to economic, social, managerial and psychological factors of the impact of external and internal environments of recursive active systems are significantly taken into account. The presented conceptual schemes allow us to take into account not only the structural features of the educational organization, but also the psychosocial situation in the team, which determines the stimulating and motivational aspects of personnel management. Examples of higher educational institutions are given, whose structures and training procedures have effectively met and continue to meet the needs and goals of the universe for several successive technological structures, remaining advanced educational and scientific-educational systems of the world level. A brief overview of research and practices in the presented field of knowledge is given, based on the approaches and methods of teaching, scientific and teaching experience of the authors. The presented material is useful for the process of formalization of conceptual aspects of the theory of viable systems, classification of risk situations in the educational process, adaptation of foresight and logframe technologies to the practice of diagnosing and designing effective educational structures that meet the modern socio-economic requirements of technological structures of developed societies.

The article deals with the creation of unified information-educational environment of an educational institution, requirements to it, the organization of the educational process based on it, as well as all its constituent parts presented in an educational institution. A promising field of research of the problem of information technologies usage in students' learning activities can become the experimental study of the beliefs of students, scientific-pedagogical and pedagogical staff of higher education institutions on e-learning tools and their application in the educational environment. Moreover, it is worthwhile to mention that the problem of effective use of modern ICT disciplines is studied by many professors of higher educational institutions. However, its incorrect usage leads to the substitution of the learning objectives. Nowadays it is possible to reduce the educational process in universities not only by knowledge mastering, but also teaching students to learn and apply their new knowledge and information as effective, as it is possible. Numerous theoretical and practical research characteristics of the information technology in the students’ educational process claim that this approach is a response to students’ social demands and needs, since it contributes to the formation of professional competence of future professionals. One of the most important factors that significantly effects the quality of education is the usage of modern information technologies. Modern graduate students should have special professional tools and solve working problems, using information systems. Thus, the introduction of innovative information technologies in higher educational institutions enables future professionals to expand their potential abilities and encourages active learning.

This article discusses the impact of economic digitalization on the educational process in higher educational institutions of Russia. The most important role is given to improving the methodology of the managerial process in order to improve the digitalization process. The problematic issues of educational activity associated with the transition to the digital economy are identified and the corresponding conclusions are made.


The article analyzes the role of free choice disciplines in the formation of universal or functional competencies, which are also called soft skills. It has been proven that mastering soft skills ensures both personal success in life and professional implementation, as well as further career growth of a modern graduate of a higher educational institution. Based on the analysis of scientific sources, the main approaches to defining the essence and classification of soft skills in the works of both domestic and foreign scientists are determined and characterized. The publication analyzes and summarizes the ways of forming soft skills among students in the practice of higher educational institutions of Ukraine. Among them: the creation of a special educational environment, the restructuring of the educational process, which is dominated by such types of learning as project, problem-based, etc.; variety of forms and methods of teaching; extracurricular system, etc. It has been proven that a cycle of selective disciplines or author's courses plays an important role in ensuring the formation of soft skills. A significant place among them is occupied by the course "Pedagogy of Success", which in the 2020-2021 academic year was chosen by applicants for the first (bachelor's) level of higher education. The course is aimed at increasing the productivity of independent educational work and a positive attitude towards it among students of higher educational institutions, equipping them with strategies of self-esteem, the formation of a positive "I-concept"; effective distribution of time (time management); search, evaluation and information processing; active reading; improved memorization; submitting your own educational achievements; communication, ways to ensure personal work ability, etc.

This article considers the opportunities of using Moodle LMS (learning management system) tools to ensure the effective implementation of an innovative policy of the higher educational institution. In the framework of digital transformation of social space an important and relevant topic for higher educational institutions is the creation of high-quality information and communication environment, which shall correspond to the contemporary state of science and technology development, global educational standards and information society needs. The advantages of the Moodle system are studied. Moodle system provides for a comprehensive educational process through its extensive educational content, a system for control, monitoring and evaluating the knowledge quality. The authors compare the four-phased model of knowledge management with the capacities of LMS Moodle educational environment. The latter is capable of simulating professional actions in a virtual educational space that allows the university to train advanced specialists and ensure a high level of their professional skills based on hard and soft skills. The perceptive and cognitive attitude of university students and teachers towards the implementation of the LMS Moodle educational platform was researched. The research has brought out the subjective assessment model of the innovative process with clear meaningful factors of changes’ perception. Such a model allows understanding the collective attitude to the university’s policy and highlighting mental settings necessary for working with human resources within the social adaptation and diffusion of innovation. The synergy of technological and managerial innovations has been updated to ensure completeness and efficiency in presenting a professional educational product based on the LMS Moodle platform.

An Information system for the analyzing the methodical work of higher educational institution department has been developed. It is established that the methodical work of the department is of great importance in ensuring the quality of educational activities of higher educational institutions, which provides in particular the availability educational and methodological support of the educational process and information systems for effective management. Given the important role assigned to the formation and development of the system of methodical work in the educational institution, the modern requirements and conditions of reforming and diversifying the system of higher professional education has been analyzed. Based on the general review of the methodical work of higher educational institutions department, has been revealed that the development of an applied software product for accounting and analysis of the methodical work of both an individual teacher and the department as a whole is relevant. The developed information system of analysis of methodical work of department allows analyzing the methodical work of both individual teachers and the department in general, to asses the quality of educational activities, documentation, and also provides diagnostics and monitoring of methodical work of department for different periods of time, comparison of teachers’ activities and preparation of recommendations for subsequent periods of work. The proposed information system allows to effectively manage the methodical work and to provide recommendations for planning, implementing and controlling the effectiveness of the strategy for improving the educational process and its methodical support. In particular, it is envisaged that the program includes such activities as: accounting for the methodical developments available in the department methodical cabinet with their reference to the name of the discipline; names and codes of the specialty; course; teachers-authors; lectures; study groups; the number of students in the group and general in the stream; the number of copies of educational and methodical literature; time of publication; taking into account the existing methodical developments within the virtual learning environment with their binding to the above parameters, as well as the time of the last editing; the number of lectures and students registered for the educational complex, student activity; accounting for existing methodical developments within the section “Electronic Library” of the department’s website with a separate link to the number of copies by users. The developed information system is being tested at the Department of Applied Mathematics of Lviv Polytechnic National University.

The financial and economic crisis, including the COVID-19 pandemic, determined the negative changes in the modern labor market. Under these conditions, the understanding of the role of higher educational institutions in solving the problems of employment of graduates is of both scientific and practical importance. The key method of collecting information was a questionnaire survey of students (N=974 respondents). The curators of the study groups distributed the link to the questionnaire posted on the Google platform. The purpose of the study is to analyze the specifics of the work of the Employment Assistance Center functioning in the structure of a higher educational institution. It was found that the majority of students (87.8%) consider it necessary to create Employment Assistance Centers in the structure of universities. The following services would be in demand among students: referral for internships, information about vacancies and internships of partner companies, career events, assistance in finding employment during their studies. It is concluded that modern youth is focused on an early start of a career, combining study and work. The following dysfunctions of the activity of the Employment Assistance Center were identified: an insufficient level of information support, a narrowed list of services provided to the students. The conclusion is made that the employment of graduates requires improvement of both pedagogical methods for the development of professional competencies of graduates, and the formation of organizational mechanisms that ensure the provision of services for internships of students, their part-time employment, carrying out activities for interaction with employers. The authors substantiate the concept of “seamless employment” of the students: the integration of the educational process and part-time employment within the study period, focusing the key areas of the university’s activities on the career needs of young people.

Abstract. The article is devoted to the study of modern changes in the methodological systems of education in higher educational institutions as current pedagogical problem in the organization of professional training of specialists. As a result of the analysis of scientific works the author offers the generalized characteristic of essence, place, role and structure of methodical systems, features of their construction and functioning in a structural combination with the basic components are highlighted. The article presents the conditions of functioning of methodical systems of education, describes the main modern features of the development of methodical systems in higher education and describes the functional and organizational mechanisms of the system of integrated educational environment. The ways of taking into account the main features of modern changes in the methodological systems of teaching of higher education institutions in the professional training of specialists in order to organize an effective educational process are proposed.

The expediency of research on the problem of optimizing the educational environment management in higher educational institutions with specific learning conditions that train officers for professional activities considering the gender aspect is due to a number of factors, the main one of which is Ukraine’s desire to integrate into the European and world space, where for the most part is the management of various spheres, including educational one, takes into account the gender principle of equality. The purpose of the article The purpose of the article is to outline the ways to optimize the educational environment management of higher educational institutions with specific learning conditions, taking into account the gender component in the educational process. Results. The article notes that in order to form a future officer as a person and as a representative of the intellectual resource of society, educational management of higher educational institutions with specific learning conditions should take into account the latest approaches, including the gender-oriented one, in order to implement the philosophy of the XXI-st century education. It is concluded that the optimization of educational environment of higher educational institutions with specific learning conditions taking into account the gender marker leads to positive results, namely: overcoming certain socio-pedagogical contradictions, significant contribution to improving the methodological principles of future officers’ training; accelerating the development of a culture of relations between male and female officers on the basis of mutual respect, tolerance, etc. Value. The introduction of a gender component in the educational institutions management with specific learning conditions will ensure the officers’ formation of the new formation, who by their professional and personal qualities will be ready to perform various difficult tasks and decisions making in difficult life situations, and their professional competence will meet the requirements of international educational standards. The article shows the expediency and significance of the work on social-pedagogical adaptation of first-year students of higher educational institutions under the new sociocultural conditions of our time. The search for effective ways of harmonizing the relations (interaction) with the social environment, being the basis for successful socialization and professional training of a future specialist, plays an important role under imperfect organizational and pedagogical support of social-pedagogical adaptation of the first-year students of higher educational institutions. The objective of the research is to theoretically substantiate and experimentally verify the effectiveness of pedagogical conditions of successful social-pedagogical adaptation of the first-year students of higher educational institutions. The research uses theoretical methods (theoretical analysis, generalization and synthesis), empirical methods (observation, questioning, conversation); experimental work; the Student’s criterion and correlation analysis were used as methods of mathematical processing of experimental data. To provide the process of social-pedagogical adaptation of the first-year students, the authors propose the following pedagogical conditions for successful adaptation of the first-year students, allowing, from the viewpoint of integrity of the social-pedagogical adaptation processes, to design and implement the group and individual strategies of the personal trajectories of students’ self-development, and to simultaneously solve the tasks of social, personal and professional development of future specialists: 1) the ability of the university professor to assist a student in their self-cognition, stimulating their personal self-development through motivating their interest in the chosen profession basing on pedagogy of cooperation, creating adequate conditions for expanding the possibility of personally significant and professional qualities of each student; 2) organization of an educational environment aimed at reducing anxiety, apprehension, inner discomfort, where a student realizes themselves as a team member, feels comfortable, which ensures the transformation of the structural components of professionalism as socially important qualities into personal ones; 3) social-pedagogical adaptation of the first-year students becomes an integral part of the university, when the student, without continuous internal and external conflicts, successfully carries out any activity in the educational environment in the context of personality-activity approach, and serves as a means for students to develop adequate self-esteem, advanced self-regulation, and high productivity, which is the basis for the development of activity, independence, and creativity.The authors provide the ways of implementing the revealed pedagogical conditions and the results of the formative experiment, which lead to the following conclusions: active social-pedagogical intervention, timely correction of the educational process, aimed at effective adaptation of the first-year students, through personal interaction basing on pedagogy of cooperation, ensures rapid adaptation of students in a new educational environment, which leads to value attitude to their future profession.

For the modern higher education system, it is difficult to find a more relevant topic than distance learning. Having tested the distance format in the spring of 2020, when strict self-isolation measures were introduced by the decision of the city authorities, higher educational institutions in Moscow switched to this format again in the fall of 2020, in connection with the onset of the second wave of the pandemic. Considering that subsequent waves of the spread of COVID-19 or other viruses are possible, Russian higher educational institutions must be ready to take on new challenges, which makes improving the distance learning system in each specific educational institution an extremely important task in planning and organizing the educational process. The purpose of the study: to share the experience of the Timiryazev Academy on the implementation of distance learning during the pandemic. The object of the research is distance learning. The subject of the research is the implementation of distance learning at the Timiryazev Academy in the 2019-2020 and 2020-2021 academic years. The research methods are content analysis of the official website of the Timiryazev Academy and other Internet resources, as well as the sociological survey of students of the Timiryazev Academy. The article shows the main problems that the academy faced when implementing distance learning: selection of high-quality content, psychological preparation of teachers, establishment of operational communication, as well as the provision of students with means of communication. The main scientific result: it is shown that the key to successfully overcoming the difficulties and solving the problems caused by the pandemic was the course for the consistent digitalization of the educational process, which began to be performed at the Timiryazev Academy even before the pandemic started.
