Problem statement. Analysis of traditional methods for predicting the states of complex organizational and technical systems for power structures has shown that these methods are not always acceptable for solving decision support problems.Objective. Determining the causes of forecasting failures, developing a new approach to the design of decision support systems for organizational and technical systems of a particular purpose.Results. The system analysis of the class of specialized organizational and technical systems showed that the systems under consideration are non-linear. Traditional forecasting methods do not take into account the curvilinearity of systems. It is proposed to use simulation modeling, one of the staging methods, to simulate the change of system and environment states. Programs that implement simulation modeling include system software layouts and simulation programs. Simulation mockups, layouts, and simulation programs are defined in more detail. The concept of closure software is introduced. It is shown that the simulation modeling programs provide closure. The scheme of decisionmaking in competition, which is implemented by simulation modeling programs, is given.Practical implications. Examples of the use of simulation modeling in system development are given. It is shown that the used approach of simulation modeling application not only provides the software closure but also reduces the cost of creating a simulation model of the system operation and allows creating it in the process of software system development.

In this paper we describe a new approach and support tool for the modelling and analysis of socio-technical system configurations. This novel approach has been developed for use on systems composed of a wide variety of different components including social and organisational elements, in addition to the more traditional software and hardware aspects. Configuration models of such systems are lightweight and quick to construct and can help to promote understanding by the various stakeholders involved in system development, operation and evolution. These models also provide the data required for performing various useful forms of automated analysis. The results of such analysis can allow managers, administrators, developers and end users to investigate various efficiency, productivity and dependability attributes of the current configuration of a system. This can help support decisions about the evolution of a system by allowing the assessment of proposed changes such as the addition or removal of components, processes and structures. In this paper we utilise a real world case study in order to demonstrate and evaluate the utility of the described approach.

PurposeThe purpose of this paper is to expand the information technology concept of toil by applying it to system analysis for academic libraries. System mapping and toil definitions are used to measure costs and benefits of maintaining library information systems. The concept of toil provides a vehicle to shape the decisions made by managers when refining or building new library system infrastructure.Design/methodology/approachUsing a system map of all library systems, the definition of toil was used to identify highly manual or high toil systems. This mapping was used to illuminate the need to migrate or eliminate certain library systems to managers in order to reduce the amount of toil undertaken by library employees.FindingsTwo library systems were identified for migration to more automated systems and two library systems were recommended for elimination in order to reduce the overall amount of toil present in the library systems ecosystem.Practical implicationsUsing system mapping and toil definitions are helpful in identifying and relaying the cost of outdated systems to library managers.Originality/valueThis paper provides library managers an easy way to assess the ecosystem and efficiency of library systems without the need for technical expertise. It also expands the use of information technology concepts into the field of academic libraries.

The concept of a computer-based decision-making support system (Computer Based Decision Support System) is currently developing very rapidly. Many methods are used to assist in the decision making process. Decision making is carried out with a systematic approach to the problem through the process of collecting data into information and coupled with factors that need to be considered in decision making. To make a decision support system for the selection of outstanding teachers in Akkes Sapta Bakti Bengkulu by computer. The research method that the author uses in making this application is from a manual or conventional system into a system development (electronic system) using the waterfall model. Waterfall system development method is a sequence of activities or activities carried out in system development starting from problem determination, actual system analysis, new system analysis, design, system implementation and testing. The software used in making this application is to use the Visua Basic 2010. application and is supported with a Microsoft Access 2007 database and Crystal Report as a report.

Problem statement. Timely forecasting of the cost of an unmanned aircraft (UMA) allows assessing the risks and make an informed decision on whether to participate in the R&D with the specified allocations. The article analyzes the main stages of the life cycle of an unmanned aerial vehicles helicopter-type and describes the stages, as well as an approach to the development of the method for estimating the life cycle cost depending on the appearance of the UMA.Objective. Propose an approach to the development of the method for estimating the life cycle cost of an unmanned aerial vehicles helicopter-type, depending on its appearance, which will reduce the risks when deciding to participate in the R&D implementation with the specified allocations.Results. Based on the proposed approach, the analysis of two types of unmanned aerial vehicles helicopter-type is carried out, the cost is calculated, and the distribution of costs by stages of the life cycle is shown.Practical implications. The proposed approach allows estimating the cost at the stage of analysis of development requirements, depending on the expected technical solutions.

Usaha Kecil Menengah (UKM) adalah salah satu penggerak perekonomian suatu daerah, termasuk Kota Sorong. UKM di Kota Sorong belum berkembang secara optimal. Ada beberapa penyebab diantaranya adalah mengenai finansial, lokasi, bahan baku dan lain-lain. Untuk menyelesaikan permasalah tersebut peneliti terdorong untuk melakukan pengembangan Aplikasi yang dapat membantu menentukan prioritas UKM yang sesuai dengan kondisi pelaku usaha. Pada penelitian ini akan digunakan metode Analitycal Hierarchy Process (AHP), untuk pengambilan keputusannya. Metode AHP dipilih karena mampu menyeleksi dan menentukan alternatif terbaik dari sejumlah alternatif yang tersedia. Dalam hal ini alternatif yang dimaksudkan yaitu UKM terbaik yang dapat dipilih oleh pelaku usaha sesuai dengan kriteria yang telah ditentukan. Penelitian dilakukan dengan mencari nilai bobot untuk setiap atribut, kemudian dilakukan proses perankingan yang akan menentukan alternatif yang optimal, yaitu UKM. Aplikasi Sistem Pendukung Keputusan yang dikembangkan berbasis Android, dimana pengguna akan mudah menggunakannya sewaktu-waktu jika terjadi perubahan bobot pada kriteria atau intensitas.  Hasil akhir menunjukkan bahwa metode AHP berhasil diterapkan pada Aplikasi Penentuan Prioritas Pengembangan UKM.

The article is devoted to the assessment of potential investment risks of the pharmaceutical company “R-Pharm” JSC with the aim of identifying the highest priority risks and developing methods for minimizing them. The relevance of the study is determined by the fact that the pharmaceutical business is characterized by a high degree of social orientation and annually invests $ 140 billion in the development of production and research, which determines the need for a risk-based approach to ensure the return on investment. The subject of this article is the investment risks of pharmaceutical companies, and the subject of research is the domestic pharmaceutical company “R-Pharm”. In order to assess the potential investment risks of “R-Pharm” JSC, the authors used elements of simulation modeling and system analysis. The proposed methods to minimize key investment risks are aimed at improving the efficiency of investment activities and is recommended as an element of the strategic planning of the company.

Abstract Advanced jet training still relies on old concepts and solutions that are no longer efficient when considering the current and forthcoming changes in air combat. The cost of those old solutions to develop and maintain combat pilot skills are important, adding even more constraints to the training limitations. The requirement of having a trainer aircraft able to perform also light combat aircraft operational mission is adding unnecessary complexity and cost without any real operational advantages to air combat mission training. Thanks to emerging technologies, the JANUS project will study the feasibility of a brand-new concept of agile manoeuvrable training aircraft and an integrated training system, able to provide a live, virtual and constructive environment. The JANUS concept is based on a lightweight, low-cost, high energy aircraft associated to a ground based Integrated Training System providing simulated and emulated signals, simulated and real opponents, combined with real-time feedback on pilot’s physiological characteristics: traditionally embedded sensors are replaced with emulated signals, simulated opponents are proposed to the pilot, enabling out of sight engagement. JANUS is also providing new cost effective and more realistic solutions for “Red air aircraft” missions, organised in so-called “Aggressor Squadrons”.

Аnnotation Purpose. To increase the efficiency of technological processes of grain harvesting by large-scale agricultural producers due to the rational use of combine harvesters available on the farm. Methods. In the course of the research the methods of system analysis and synthesis, induction and deduction, system-factor and system-event approaches, graphic method were used. Results. Characteristic events that occur during the harvesting of grain crops, both within a single production unit and the entire agricultural producer are identified. A method for predicting time intervals of use and downtime of combine harvesters of production units has been developed. The roadmap of substantiation the rational seasonal scenario of the use of grain harvesters of large-scale agricultural producers is developed, which allows estimating the efficiency of each of the scenarios of multivariate placement of grain harvesters on fields taking into account influence of natural production and agrometeorological factors on the efficiency of technological cultures. Conclusions 1. Known scientific and methodological approaches to optimization of machine used in agriculture do not take into account the risks of losses of crops due to late harvesting, as well as seasonal natural and agrometeorological conditions of each production unit of the farmer, which requires a new approach to the rational use of rational seasonal combines of large agricultural producers. 2. The developed new approach to the substantiation of the rational seasonal scenario of the use of combined harvesters of large-scale agricultural producers allows taking into account the costs of harvesting of grain and the cost of the lost crop because of the lateness of harvesting at optimum variants of attraction of additional free combine harvesters. provides more profit. 3. The practical application of the developed road map will allow large-scale agricultural producers to use combine harvesters more efficiently and reduce harvesting costs. Authors explore issue of applicability of the methodology of building diagnostic software using network formal models in the functional testing of electronic equipment as part of complex technical systems. Using methods of system analysis allows to perform a decomposition of interdependent subsystems and to reveal basic acts of interaction between the control‑verification equipment and the object of diagnosis. Mathematical apparatus of Petri nets should be employed for the formalized description of such acts and determined the cause‑and‑effect relations in the diagnosed complex system`s processes. Network models properties studying (such as safety and accomplishment of the final positions) allows us to move to the test object`s algorithm`s developing. The article presents an approach of a formalized description for basic acts of interaction between the diagnosis system and the object.

This article presents an efficient algorithm for computing a 10-point DFT. The proposed algorithm reduces the number of multiplications at the cost of a slight increase in the number of additions in comparison with the known algorithms. Using a 10-point DFT for harmonic power system analysis can improve accuracy and reduce errors caused by spectral leakage. This paper compares the computational complexity for an L×10M-point DFT with a 2M-point DFT.
