ABSTRACTPublic private partnerships (PPPs) are increasingly advocated as beneficial for the delivery of public services, facilities, and infrastructure for municipal governments. However, such partnerships often raise serious concerns about transparency and accountability. While municipal governments across Canada have tried to increase public participation in local affairs, PPPs can impede such efforts. This article presents a case study of the Lansdowne Park PPP redevelopment in the City of Ottawa. We focus on how transparency and citizen engagement have been compromised and circumvented and link to broader issues of how to balance the privileged status of business and the demands for commercial confidentiality with the public interest, transparency, and citizen engagement in projects that use PPPs. The article concludes by arguing that some projects and some conditions can render the use of PPPs inappropriate and counterproductive in terms of both effectiveness and the basic principles of good governance.RÉSUMÉLes partenariats public-privé (PPP) sont de plus en plus préconisés par les municipalités comme étant une solution avantageuse pour la prestation de services publics ainsi que la réalisation de projets d’installations et d’infrastructures publiques. Toutefois, de tels partenariats soulèvent souvent d’importantes préoccupations quant à la transparence et la reddition de compte en lien avec ce processus. Plusieurs municipalités canadiennes ont fait de grands progrès pour accroître la participation des citoyens aux affaires municipales, mais les PPP peuvent représenter un obstacle important à de tels efforts. Cet article présente une étude de cas sur le réaménagement du parc Lansdowne dans le cadre d’un PPP à la Ville d’Ottawa. L’article se concentre sur la façon dont la transparence et l’engagement des citoyens ont été compromis et contournés dans ce processus. Cette analyse est liée à des considérations sur la façon d’atteindre un équilibre entre le statut privilégié de l’entreprise et les exigences de confidentialité des informations commerciales avec l’intérêt public, la transparence et l’engagement des citoyens dans des projets qui utilisent des PPP. L’article conclut en affirmant que certains projets et certaines conditions peuvent rendre certains PPP inappropriés et contre productifs en ce qui a trait à l’efficacité et aux principes fondamentaux de bonne gouvernance.

Formal regulatory parity can entail counterintuitive effects. In a series of state statutes, municipal governments have been directed to issue cable TV franchises to new competitors only after (a) formal hearings considering the ‘public interest’ in competition; and (b) imposing terms and conditions which are at least as burdensome as those contained in the incumbent's franchise. While billed as ‘level playing field’ laws, economic theory, an important case study in Connecticut, and a probit analysis of Ameritech's cable franchise acquisition strategy suggest that these statutes actually tilt the field against entrants.

Many proponents of gas pipeline studies using the public roadway for their facilities have trouble encouraging public participation. Problems resulting from a lack of public involvement are documented. A public participation process designed to gather meaningful public input is presented through a case study of a public roadway pipeline study in southern Ontario. Techniques are outlined to effectively stimulate public interest and document the public involvement process. Recommendations are made as to the transferability of this process to other jurisdictions.

Cities around the globe are embracing the Healthy Cities approach to address urban health challenges. Public awareness is vital for successfully deploying this approach but is rarely assessed. In this study, we used internet search queries to evaluate the public awareness of the Healthy Cities approach applied in Shenzhen, China. The overall situation at the city level and the intercity variations were both analyzed. Additionally, we explored the factors that might affect the internet search queries of the Healthy Cities approach. Our results showed that the public awareness of the approach in Shenzhen was low. There was a high intercity heterogeneity in terms of interest in the various components of the Healthy Cities approach. However, we did not find a significant effect of the selected demographic, environmental, and health factors on the search queries. Based on our findings, we recommend that the city raise public awareness of healthy cities and take actions tailored to health concerns in different city zones. Our study showed that internet search queries can be a valuable data source for assessing the public awareness of the Healthy Cities approach.

AbstractLibel played an important and extraordinary role in early modern conflict culture. The article discusses their functions and the way they were assessed in court. The case study illustrates argumentative spaces and different levels of normative references in libel trials in 16th century electoral Saxony. In 1569, Andreas Langener – in consequence of a long stagnating private conflict – posted several libels against the nobleman Tham Pflugk in different public places in the city of Dresden. Consequently, he was arrested and charged with ‘libelling’. Depending on the reference to conflicting social and legal norms, he had therefore been either threatened with corporal punishment including his execution, or rewarded with laudations. In this case, the act of libelling could be seen as slander, but also as a service to the community, which Langener had informed about potentially harmful transgression of norms. While the common good was the highest maxim, different and sometimes conflicting legally protected interests had to be discussed. The situational decision depended on whether the articulated charges where true and relevant for the public, on the invective language, and especially on the quality and size of the public sphere reached by the libel.

- The Author, in this paper, first of all reconstructs the essential historical phases of the theoretical and practical renewal process which preceded and accompanied the 180 law approval, that established the psychiatric hospitals closing. He then describes the Italian psychiatric reform characteristics, underlining how it produces the emerging of needs of new interpretation and intervention methods about psychic sufference: in this perspective psychotherapy has a crucial role and the italian law in psychotherapeutic training regulation is a further support. Particularly systemic psychotherapy proposes common basic principles with regard to the psychiatric reform and can represent an useful instrument for developping innovative concepts and practices. Municipal governments continue to struggle with decreased funding. In order to offset depleting funds, agencies rely on volunteers to provide resources to the public. In youth sport programs, parents provide much of the support, and it is estimated that 90% of youth sport coaches are parents. Given that parents have been instrumental in youth sport programs, the purpose of this study was to understand parents’ experiences and insights associated with volunteering by using a youth soccer program located in a mid-sized town in Illinois as a case-study. Specifically, the study examined (a) parents’ motivations in volunteering, (b) challenges parent coaches faced while volunteering, and (c) parent coaches’ recommendations to agency personnel. Using a purposive sample, 11 parents were interviewed. Findings indicated that parents were motivated to volunteer in order to help their child, and several expressed a more in-depth philosophy about giving back to the community. The primary motivation and benefit for volunteer coaches was their relationships with the children. Relationships with other adults in the program were also significant, but they tended to be secondary. Challenges in volunteering included working with the children, parents, and agency staff. Agency recommendations included providing incentives to coaches, conducting player assessments, ensuring that recruited volunteers share the agency’s philosophy, and addressing volunteer concerns.

After any disaster that happens, whether natural or war, all governments and organizations accelerate to respond at all levels, humanitarian and others, to restore the damage. If this disaster is huge, it will result in a great change so that what comes after it does not resemble what it was before. In this study, it will be discussed how to respond effectively and how local and foreign authorities can cooperate to achieve the required response. Measuring the effectiveness of disaster response is not by the speed of this response, despite its importance, but the nature of intervention and its effects on the lives of people. It’s important to measure whether this intervention leads to the strengthening of urban aspects and increases the public participation and whether it gives stability to the city and population or not, and to what extent this intervention defines the future of this city in general.

Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.
