In a community in Indonesia, the proposal of establishing a mosque as the activity center has increasingly bloomed. This program restores the exuberance of the mosque through religious practices and places it as the center of community life in social, cultural, and economic aspects. In Palangka Raya, several mosques played an economic role in building bazaars around mosques, including bistros and other small businesses. Given that most of the mosques in the city have obtained large amounts of infaq (almsgiving) and waqf, it is essential to know the extent to which these funds are used in improving the economy of Muslims, especially in Palangka Raya and its surrounding area. The researchers used qualitative research by extracting primary data through interviews, observations, and documentation. This study aimed to evaluate the extent of empowerment of infaq and waqf in the mosques of Palangka Raya City in the maqasid al-shariaperspective. This study argued that the problems in the economic empowerment plan for mosques in Palangka Raya were the lack of human resources (HR), socialization, and funds. Therefore, to minimize the drawbacks, mosque management should continue to improve its quality by socializing mosque programs, providing training for new mosque cadres, and offering professional development for existing human resources on managing zakat, infaq, and sadaqah to maximize the mosque income.

As a business that relies on human mobility, the tourism sector has proven to be severely affected by the Coronavirus disease (COVID-19) pandemic. The paralysis of tourism both nationally and globally as a result of the lockdown policy in various countries and the Large-Scale Social Restriction (LSSR) policy in Indonesia affects the operations of tourism businesses. This has raised high anxiety for Tourism Human Resources about the future of the tourism business. This research discusses culture shock, adaptation, and self-concept of Tourism Human Resources in welcoming the new normal era from a communication perspective, both related to intercultural communication, interpersonal communication, and self-concept as part of communication psychology. This research used a qualitative research method with a case study approach. Data collection techniques were conducted through interviews, field observations, and document study through WhatsApp messages in several professional association groups, webinars, and mass media. The key informants in the research were 14 people as primary data and more than 200 members of the WhatsApp group “Housekeepers Jabar” as secondary data. The results of this research showed that Tourism Human Resources suffered from a culture shock and reached its lowest point in March to mid-April, but rose slowly from late April to June. There are three very stressful aspects of their life, consisting of cultural, social, and economic aspects. Cultural and social aspects are relatively easier to overcome, but the economic aspects are the most impactful because it concerns the sustainability of their life and their families. The period of awareness in the adaptation process is a period of struggle, creativity, and action so that many of them switch professions to run online businesses. This period is still ongoing and it is not known how long it will end. Positive self-concept plays an important role in a person’s success in adapting to survive because it helps a person to be resilient, patient, courageous, and creative in finding solutions in facing challenges thus opening up greater opportunities to successfully solve the problems.

The purpose of this study was to describe and analyze the performance of the Regional Parliament of Palangka Raya in carrying out legislative powers and to describe and analyze the constraints that affect the Palangka Raya City DPRD in setting regional regulations. This study uses descriptive qualitative research methods. The types and sources of data chosen by researchers are primary data and secondary data. Data collection techniques used to obtain information are interviews and documentation. The results of the study show that the performance of the Palangka Raya City DPRD (DPRD) in exercising legislative power with the City of Palangka Raya government is quite good. In the period 2015 to 2017, 36 local regulations have been discussed and established. However, if it is reviewed from the proposal initiation, it can be said to be unsatisfactory, because only 9 Regional Regulations are the initiative of the Palangka Raya City DPRD. Factors that influence the performance of the DPRD of Palangka Raya City in setting regional regulations are: Human Resources, Data and Information, and Experience. The condition of Human Resources with an average Bachelor level education (21 out of 30 people) is actually a supporting factor for performance. Given that the basic education is not in line and experience that is still lacking, it becomes an obstacle to support the legislative performance of members of the Palangka Raya City DPRD.

Methodology: The study used a descriptive survey design and the target population for this study was Riziki managers and staff as the key informants, the 230 supported entrepreneurs (households) and 22 supported micro-enterprises groups in Kibra Sub-County. The study employed multi-stage sampling which included purposive and simple random sampling. The study collected primary data using questionnaires. Key Informants included six Riziki Kenya managers and staff members. The use of interviews guides enabled the researcher to solicit the required information from supported entrepreneurs, key informants and group micro-enterprises. Statistical package for the social sciences (SPSS) was used to analyze quantitative data from questionnaires and the results presented in tables, graphs, charts and narratives to answer the research questions. Qualitative data was organized into themes and patterns categorized through content analysis to capture emerging thoughts. Results: Riziki Kenya has empowered households to improve their standards of living. Even with their small businesses, they could feed their families and pay bills. Empirically, the study has shown that social entrepreneurial support positively impacts the business of households which in turn improves the living conditions of families that own such enterprises.  Access to credit facilities by small businesses helps such enterprises to grow and by extension, this improves the households’ finances and ability to get nutritious food, a good shelter, better education and better health care. Contribution to theory, policy and practice: The paper suggests that the appropriate model and theoretical approach for social entrepreneurial impacts would be to direct resources to household owned business which would grow and in turn affect the prosperity of the households. In practice, social entrepreneurs and their staff should increase the support to households partnering with other NGOs to train on the basic entrepreneurial and business management skills to improve their enterprises, increasing access to funds and any other intervention strategies. Policymakers should enact laws that encourage the growth of social entrepreneurship since doing so increases the likelihood of successful small enterprises and this finally impacts positively on the social-economic empowerment of households.
