This article presents the biography of the prominent ascetic of the study of the oriental monuments of the Crimea Osman Akchokrakly (1879–1938), compiled on the basis of documents from the State Archive of the Russian Federation and the epistolary heritage of the Crimean scholars. The author restored contacts of this scientist with A. Bertier de la Garde and V. Smirnov –they are prominent figures of the historical Crimean studies. The study contains the complete texts of unique documents – «Curriculum vitae» by O. Akchokrakly, which was presented when joining the university, and a letter of recommendation from Professor Bekir Choban-zade. The role of the researcher in the large-scale scientific expedition in Solkhat (Stary Krym) held in 1925-1926 is also noted. Finally, participation of O. Akchokrakly in the work of the Tauride Society of History, Archeology and Ethnography, All-Union Conferences of Archaeologists of the USSR, All-Union and All-Ukrainian Scientific Associations of Orientalists is revealed.

Introduction. The article focuses mainly on the activities of I.V. Stalin Crimean State Medical Institute during the Great Patriotic War, its main areas of work. Comprehensive scientific developments on this issue are not available in Russian historiography. Methods and materials. The research is carried out based on a variety of archival sources from the funds of the State Archive of the Russian Federation (SARF, Moscow), which are introduced into scientific discourse for the first time. Various groups of documents are widely involved: correspondence of S.R. Tatevosov, director of the institute, with the authorities on the functioning of the university; directives, decrees of state institutions reflected in the activities of the medical institute; university reporting and planning documentation. Analysis. Employees and students of Crimean Medical Institute were forced to leave the peninsula after the outbreak of the Great Patriotic War, from the moment of the threat of occupation of the Crimea. The university team had to be evacuated along the route: Armavir – Tbilisi – Krasnovodsk – Dzhambul – again Armavir – Ordzhonikidze – Baku – Krasnovodsk – Kzyl-Orda. Their wanderings lasted almost a year, however, the university did not stop its activities for a single day as the front was in dire need of medical specialists. Two turnouts graduated in Kzyl-Orda in incredibly difficult conditions. In total, from June 1941 to July 1944, the institute trained 850 doctors, wherefore the university staff was awarded with personal thanks of I.V. Stalin. Results. The heroic history of I.V. Stalin Crimean State Medical Institute during the Great Patriotic War has been restored. The activity of lecturers of the institute during the period of forced evacuation to the territory of the Kazakh Soviet Socialist Republic (the city of Kzyl-Orda) has been analyzed. The stage of resuming the work of the university after its re-evacuation to Simferopol has been recreated in detail, the measures taken to prepare for the beginning of the first academic year in the Crimea in the autumn of 1944 have been restored. In order to prepare the study, the authors have carried out a detailed historiographic analysis, and have selected the source base carefully.

The activity of state statistics throughout the revolutionary period of 1917 is uncharted territory in the history of Russian statistics. Using documents from the State Archive of the Russian Federation, the authors examined for the first time the last year of the Central Statistical Committee. Unlike other state structures of the previous government, it was not dissolved after the events of October 1917 and continued to operate after the Soviet government moved to Moscow. The article contains information on the first «Soviet» Head of the Central Statistical Committee of the Commissariat of Internal Affairs V.A. Algasov and outlines the work of Professor M.A. Sirinov, who was offered a position of the Head of the Central Statistical Committee by the People’s Commissar of Internal Affairs G.I. Petrovsky. Archive records helped establish the fact that both the authorities of the Central Statistical Committee and some statisticians came up with an idea of founding a new statistical service based on the Central Statistical Committee and gubernia (provincial) statistics. The authors revealed the role of V.V. Stepanov in relocating the Library of the Central Statistical Committee to Moscow. The article describes the clash of opinions that preceded the establishment of the Soviet state statistics, to be specific the inauguration of the RSFSR Central Statistical Board, which was envisaged to be an independent body, not subordinate to any agency, to ensure the independence of the country’s statistical service.

The article analyses the history of creation of the Faculty of Oriental Studies at the M.V. Frunze Crimea University. On the basis of previously unknown documents from the State Archive of the Russian Federation (GARF), the author studies the organization of training of personnel for work in state structures of the Crimean autonomy for the first time in the national historiography. Documentary materials from the GARF fonds of the People's Commissariat of Nationalities (Narkomnats RSFSR), the agencies of Narkomnats in contractual and autonomous republics and their agency at the Narkomnats, and the General Department of Professional Education (Profobr) of the People's Commissariat for Education of RSFSR confirm that the ideas of creating a Scientific Oriental (Tatar) Center at the Taurida University were emerging ever since the opening days of the first Crimean university. The opening the Oriental Center within the Crimean University was made possible after the establishment of the Soviet power in 1922, thanks to energetic efforts of professors M. Gredinger and A. Derevitsky. The curricula and job description schedule of the faculty makes it possible to establish that there were two departments at the Faculty of Oriental Studies: linguistic (for training teachers of the Crimean Tatar and Persian languages) and administrative (for training of state administration officials for the institutions of the Crimean ASSR). The documents throw light on the role of M. Frunze in the faculty foundation: his letter addressed to the Commissar of Enlightenment A. Lunacharsky is cited, where he justified the necessity of opening an Oriental Center in the Crimea. M. V. Frunze persistently insisted on financing of the Faculty of Oriental Studies of the Crimean University. He also argued that the training of such specialists was an important component in state’s strategic goals. Despite all prerequisites for further productive work, the Center of Oriental Studies in the Crimea went nowhere.

The information contained in these materials allows a more balanced and detailed discussion of the role of the Russo-Turkish War of 1877–1878, in the cultural and historical memory of Russia.

Цель данной статьи - описать условия, в которых Армянская Апостольская Церковь вступила в эпоху правления Н. С. Хрущёва, начавшуюся в 1953 г. По содержанию статью можно поделить на две части: в первой даются сведения о количестве приходов на территории Советского Союза и за его пределами, а также о составе армянского духовенства в СССР; во второй излагаются проблемы, существовавшие внутри Армянской Церкви, и рассматриваются их причины. Методы исследования - описание и анализ. Ценность исследования заключается в использовании ранее неопубликованных документов Государственного архива Российской Федерации и Национального архива Армении. По итогам изучения фактического материала выделяются основные проблемы Армянской Апостольской Церкви на 1953 г.: финансовый дефицит, конфликт армянских католикосатов и стремление враждующих СССР и США использовать церковь в своих политических целях. The purpose of this article is to describe the conditions in which the Armenian Apostolic Church entered the epoch of the reign of N. S. Khrushchev, which began in 1953. The article can be divided into two parts: first one gives information about the number of parishes in the territory of the Soviet Union and beyond, and about the structure of the Armenian clergy in the USSR; the second one sets out the problems that existed in the Armenian Church and discusses their causes. Research methods - description and analysis. The value of the study lies in the use of previously unpublished documents of the State Archive of the Russian Federation and the National Archive of Armenia. Based on the results of studying the materials, the main problems of the Armenian Apostolic Church in 1953 are: financial deficit, the conflict of Armenian Catholicosates and the eagerness of USSR and the USA, that feuded with each other, to use the Сhurch for their political purposes.

The subject of this article is the problems of the nature, essence and purpose of prosecutorial activity. The purpose of the article is to study and justify the role of the human rights function in prosecutorial activities in the concept of a modern legal state. At the heart of prosecutorial activity is the implementation of the main function of the Prosecutor’s office – its rights and freedoms, their protection. This means that any type (branch) of Prosecutor's supervision is permeated with human rights content in relation to a citizen, society, or the state. This is confirmed by the fact that the Federal law “On the Prosecutor's office of the Russian Federation” establishes an independent type of Prosecutor's supervision-supervision over the observance of human and civil rights and freedoms. It is argued that the legislation enshrines the human rights activities of the Prosecutor's office as its most important function. It is proposed to add this to the Law “On the Prosecutor's office of the Russian Federation”.

In this article, the authors analyze the amendments to the Constitution of the Russian Federation, adopted in 2020, with a view to their influence on the state of Russian sovereignty and note that the topic of sovereignty is central to these amendments. Researchers conclude that the amendments constitute, first and foremost, the strengthening of the sovereignty of the Russian Federation, the autonomy of state jurisdiction, and the increasing status and role of Russia in the world political system.
