Introduction. The issues of creating, preserving and improving the quality of green areas are relevant not only for the municipality — the city of Barnaul, but also for each urban settlement of the Russian Federation, village and settlement.Methodology. To identify numerous shortcomings in the management, a statistical analysis of the main indicators of the development of the improvement sector, the main opinions of «experts», was carried out. In order to find ways out to ensure the comfort of living for each resident of the city, a theoretical generalization is used.Results. The main geoecological characteristics of the municipality — the city of Barnaul – are described. It reflects not only the achievements of local governments in this area, but also highlights the main problem-the lack of a unified concept of landscaping. To predict the development of the city and the formation of a unified approach to landscaping, the main measures are proposed that will allow creating an up-to-date, and most importantly, allowing each resident to comfortably exist, a model for managing the field of landscaping.Analysis and discussion. The forecast estimate for the municipality — the city of Barnaul from the proposed measures for rational use of natural resources is given.Conclusions. The application of these results is not only possible, but it is also necessary to take into account the local self-government bodies when managing the geoecological processes of each city of the Russian Federation in order to achieve an optimal standard of living for the population.

Quality of life is one of the most important characteristics that reflects a comprehensive description of the level and living conditions. Nowadays quality of working life is an integral feature of “Quality of Life”. Quality of working life identifies working conditions and labor management. The quality of working life allows us to determine the working conditions, its organization from the perspective of the optimal realization of the abilities of employees.The article analyzes the domestic approaches to the definition and evaluation of the quality of working life. The conducted research allowed the authors to draw the following conclusions: the quality of working life is characterized by a multitude of indicators, and the required condition for studying the quality of working life is the development of techniques that allow the evaluation of the studied category.The goal is to evaluate the quality of working life in Russia.Methods. A number of indicators are presented to estimate the quality of working life of employees in the Russian Federation. According to the authors, those indicators are employment, labor safety, work safety, salary, and competence level and workforce productivity. The analysis that is based on data from Federal State Statistics Service has been done in view of gender factors and federal district differences. According to this analysis, the general part of workforce has jobs with harmful or dangerous working conditions. Extractive and process industries are considered the most hazardous.The article describes the method of integrated assessment of working life quality, based on the study of social and labor sphere of the Federal districts of Russia. Based on this author’s method, the integral indicators of the quality of working life of the population of the Russian Federation in the context of Federal districts are calculated and analyzed and the rating of each of them is determined.Results. The article notes that the quality of working life reflects not only the working conditions and its payment, but also the relations in the working collective, the motivation of the personnel to work. The most important motivational factors and characteristics of the socio-psychological climate of the enterprise are determined. The set of indicators, proposed by the authors and the methods of assessing the quality of the working life of the population can be useful to local governments for determining the rating of the quality of working life of officers in municipalities, and thus for making various managerial decisions.

Legal regulation of issues of public control and supervision is one of the problems of legal theory and practice. Underestimating of the place and features of municipal control in the system of public control and supervision is the cause of the poor quality of legal decisions taken, as well as legislation adopted at the level of both the Russian Federation and individual constituent entities of the Russian Federation. Municipal control in the system of public control and supervision, developing recommendations aimed at overcoming the shortcomings of legal regulation and practice of implementing municipal control. Methods: general and private scientific methods of cognition of objective reality (analysis, synthesis, abstraction, analogy, comparative legal, formal legal, and other methods of scientific cognition). The article deals with issues of relationship between state and municipal (public) control carried out by local self-government bodies - as a rule, due to the need to solve tasks that fall within the competence of state power. The problems of its independent implementation are studied based on the principles of local self-government - self-organization and self-control. A detailed analysis of the current legislation, allowing local governments to act as “controlling agents” of state power, is conducted, and based on this analysis, conclusions are made about the existing of municipal public control in the system of local self-government as a specific public phenomenon combining elements of public law and private law regulation. As a state, the Russian Federation is faced with the task of drastically improving the system of control (supervision) as a function of public power, and therefore the already initiated legal reform in this area will undoubtedly continue. In the context of the development of civil society and an open state, the development of forms of public control is also necessary, the lack of which creates a sense of “permissiveness” among the subjects of public power and inevitably leads to a decrease in the efficiency of public authority. Municipal public control within the framework of this system of public-state control should be oriented, including intra-system, at identifying deficiencies in the work of the bodies and officials of local self-government that impede the improvement of the quality of management and organizations. As a result, municipal public control should contribute to a safer for citizens to work and provide services to individuals and legal entities. Sphere of constitutional, administrative and municipal law; questions of the organization of state power and local self-government in the subjects of the Russian Federation; questions of control and supervisory activities. Separate existence of municipal authority does not mean the lack of interaction of local selfgovernment with state administration, non-coincidence of municipal formations under the influence of state-governmental structures, denial of influence of state on local self-government. State power has a significant impact on development of basic social processes predetermining the peculiarities of the implementation of public control by the municipal government. The implementation of supervisory activities, including at the local government level, is an important part of the stable, uninterrupted functioning of the state.

The article is devoted to the design idea the concept of the universal project of socio-economic development of small urban settlement on the example of single-industry towns of the South of Russia, and highlighted relevant data problems of urban agglomerations, the ways of contributing to the solution, as the demographic situation and migration of the working population, creation of new jobs through attracting investors and foreign workers to solve problems such areas having a similar nature and roots throughout the territory of the Russian Federation. The work is a strategic vector of the concept for the socio-economic development of economically unprofitable territories of the Russian Federation based on the use of the TRIZ system operator. The concept of the project allows us to demonstrate the way of possible transformation of the economy of economically unprofitable regions. The paper formulates the goal of socio-economic development for a small urban settlement, forms the ways of strategic transformation, analyzes the current situation, identifies the main problems and suggests a possible vector for the development of the territory based on the development of production, infrastructure, the quality of the urban environment and the use of the climatic and cultural features of the region.

This article provides a brief overview of the ongoing changes in the methodology for evaluating and selecting personnel in government agencies of the Russian Federation. The author analyzes the details of ongoing reforms in the current macroeconomic context. The article covers expected consequences of the planned unified approach to certification of civil servants in all state bodies of the Russian Federation using examples of existing business structures that already use the new methods. The author comes to the conclusion that disproportionate powers of managers in any departments and strictly formalized criteria for certification of civil servants, which came from the commercial sphere, will negatively affect the motivation of civil servants, the quality of their work with citizens, and lead to erosion of the civil service ethics. The ongoing reform may potentially result in a loss of public trust to state institutions.

The rating of the countries of the world on the standard of living in which Russia takes not the highest place is given. According to this indicator, the authors describe the rating in Russia itself, determine the most prosperous and lagging regions and cities of the Russian Federation. Analysis of the data leads the authors to the conclusion about the need to improve the quality and standard of living of our citizens.

The article is devoted to the method of calculating the urban environment quality index on the territory of the Russian Federation. The authors reviewed the existing methodology for calculating the urban environment quality index of cities, and made a comparative analysis of statistical data and sample research materials on this issue. As a result, some discrepancies were found in the calculation of the following indicators: “the share of green areas”, “attractiveness of green areas”, “variety of services in green areas”. The article proposes a method for calculating the indicator: “the share of green areas” and a model for adjusting the following indicators: “attractiveness of green areas”, “variety of services in green areas”. Application of this method and adjustment of indicators will not only lead to changes in the calculation of the urban environment quality index for the city of Barnaul and for other cities of the Russian Federation, but will also allow to “qualitatively” evaluate Russian cities by the level of improvement and comfort of living of residents. Thus, Federal authorities will be able to provide targeted assistance to municipalities in areas where there is an urgent need.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

Subject. The article addresses the public health in the Russian Federation and Israel. Objectives. The focus is on researching the state of public health in Russia and Israel, using the Global Burden of Disease (GBD) project methodology, identifying problem areas and searching for possible ways to improve the quality of health of the Russian population based on the experience of Israel. Methods. The study draws on the ideology of the GBD project, which is based on the Disability-Adjusted Life-Year (DALY) metric. Results. The paper reveals the main causes of DALY losses and important risk factors for cancer for Russia and Israel. The findings show that the total DALY losses for Russia exceed Israeli values. The same is true for cancer diseases. Conclusions. Activities in Israel aimed at improving the quality of public health, the effectiveness of which has been proven, can serve as practical recommendations for Russia. The method of analysis, using the ideology of the GBD project, can be used as a tool for quantitative and comparative assessment of the public health.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].
