The two-part series of articles reveals the purpose of the research as determining the place of the concept of strategizing of a Foreign Member of the Russian Academy of Sciences – Academician, Doctor of Economics, Professor V. L. Kvint in the system of economic research of strategies abroad, in the USSR and modern Russia on the basis of the description of the content and systematization of the basic concepts of strategizing and a review of foreign and domestic regional economic research, as well as the author’s identification of the key characteristics of this scientific school of strategy.The object of the research is the theory of strategies abroad, in the USSR and modern Russia. The subject of the research is the concept of V. L. Kvint’s strategizing in the system of economic research on strategy.The methodological tools include techniques and methods of system analysis, comparative analysis, logical analysis, principles of the dialectical-materialistic method of cognition and an integrated approach to the characterization of economic research, methods of generalization and concretization. The description of the study uses a historical approach and a temporary generalization based on the key milestones in the development of economic research on the theory of strategy and the methodology and practice of strategizing.As the results of present article, the main characteristics, systematization and content aspects of foreign and domestic economic research strategies are presented. The place of V. L. Kvint’s concept of strategizing in the system of economic research are determined. The article shows the practice of strategizing the research school.

L. Kvint’s concept of strategizing in the system of economic research is determined. The article shows the practice of strategizing the academic school of science of V. L. Kvint as a matrix organizational structure, which indicates its complex hierarchical content and horizontal-vertical relationships between key elements. It is concluded that it is neoclassical and non-classical (atypical) in the sciences of strategy, since, on the one hand, the theory of strategy of V. L. Kvint is a new classical theory, where the classics become part of the modern science of strategy, at the same time, on the other hand, due to its characteristics such as novelty, relevance, universality, practice-oriented, simplicity, uniqueness and interdisciplinarity, it is not burdened with the cumbersome constructions of classical strategy studies, which are rejected, especially from the point of view of the practice of formal strategies and other documents.

Using an integrated approach to tax reform creates opportunities for achieving the goals and objectives of the country's socio-economic development. The purpose of the study is to evaluate the effectiveness of tax reform, to consider the conformity of the measures taken with the theoretical and methodological foundations, and on this basis to develop recommendations for improving existing tax instruments. The subject of the study is the development of the tax sphere of Uzbekistan in the context of economic liberalization and the strengthening of market mechanisms. Methods of economic research: analysis and systematization of tax factors, system analysis, scientific abstraction, historical and logical method, classification and groupings, etc. The hypothesis of the study is that ongoing tax reforms should take into account the scientific and methodological principles of taxation and prevailing features national economy. Statement of the main material. The main scientific and methodological foundations of taxation and the features of the functioning of the tax sphere in the Republic of Uzbekistan are identified. The originality and practical value of the study lies in the fact that it provides an assessment of tax reforms implemented in Uzbekistan, an examination of their compliance with the scientific and methodological foundations of taxation. The findings of the study are that the reforms in Uzbekistan did not always take into account the scientific basis of taxation and were aimed primarily at liberalizing the country's socio-economic development. Directions for further development of the tax sphere are proposed, in particular, measures to improve the classification of taxes and mandatory payments in order to create favorable conditions for optimizing the tax burden and strengthening their stimulating function, measures to reduce shadow activity in the economy by optimizing taxation

The object of this research is the scientific and organizational activity of the academician Alexander Fersman on realization of a grand project – the creation of research station of the Academy of Sciences of the Soviet Union for exploration of the North in the deep countryside of the European Northeast of USSR. The source base is presented by the materials from archives, museums and libraries of Komi Republic. The goals of this work consist in characterizing the role of the academician Alexander Fersman in creation of the aforementioned facility based on the documents from regional archives. The integrated approach, principles of scientific objectivity, retrospective method of library studies demonstrate the role of human factors in scientific cognition. Reallocation of institutions of the Academy of Sciences consisted in organization of migration of the collectives with scientific property, formation of the new structure, orientation towards studying defense objectives for ensuring strategic independence of the country and attraction of prominent scholars. Rare publications with autographs prove that the prewar scientific interests in the European Northeast and scientific-propagandistic activity of Fersman during the time of war.

The article describes the contribution made by the Institute of Economics of the Ural Branch of the Russian Academy of Sciences (RAS) (Ekaterinburg, Russia) to the development of economic theory. It is shown how the Institute’s history of research fits into the long-standing tradition of economic thought, which studied the role of people both as agents of economic activity and as its objects. The article traces back the development of economic thought from Antiquity, through the modern period and the heyday of political economy in the nineteenth century, to the contemporary stage. Throughout its history, economic research dealt with such problems as human behaviour within the system of economic relationships, social policies as a form of public support of the manufacturing sector, labour as a way of realizing people’s full potential, and so on. The history of the Institute of Economics of the Ural Branch of the RAS started in the 1970s. The research was conducted in a number of areas, in particular the development of social infrastructure, methods of evaluation of living and materialized labour, the evolution of ownership during economic reforms, institutional support of economic transformations and the role of human agents in economy in twenty-first century Russia. Moreover, as the study makes clear, on researchers’ own initiative, a number of other projects were realized, covering a wide range of topics, from political economy of socialism to cliometrics.

The relationship of research teams of different administrative and departmental subordination in multidisciplinary scientific research is considered. It is noted that after the reform of the Russian Academy of Sciences in 2013, the coordination research scheme practically collapsed. It proposes a solution to the problem of consolidating research potential on the basis of cooperation of scientific, educational and corporate structures aimed at studying economic problems and laws of the Russian Far East. Understanding the role of metal cluster composition in determining catalytic selectivity and activity is of major interest in heterogeneous catalysis. The electron microscope is well established as a powerful tool for ultrastructural and compositional characterization of support and catalyst. Because the spatial resolution of x-ray microanalysis is defined by the smallest beam diameter into which the required number of electrons can be focused, the dedicated STEM with FEG is the instrument of choice. The main sources of errors in energy dispersive x-ray analysis (EDS) are: (1) beam-induced changes in specimen composition, (2) specimen drift, (3) instrumental factors which produce background radiation, and (4) basic statistical limitations which result in the detection of a finite number of x-ray photons. Digital beam techniques have been described for supported single-element metal clusters with spatial resolutions of about 10 nm. However, the detection of spurious characteristic x-rays away from catalyst particles produced images requiring several image processing steps.

The paper surveys the main directions of political-economic research, i.e. variants of economic and political approaches endogenizing political processes in economic models and applying economic methods to policy studies. It analyses different versions of political-economic research in different segments of scientific community: political economics, evolutionary theory of economic policy, international political economy, formal political science and theory of economic power; main methodological assumptions, content and results of positive studies are described. The author also considers the role of political-economic approach in the normative research in economics.
