Reforms and Deficits: Ottoman Response to European Challenges

This chapter discusses the Ottoman reforms as well as the efforts to finance them. The Ottoman government, faced with the challenges from provincial notables and independence movements that were gaining momentum in the Balkans, on the one hand, and the growing military and economic power of Western Europe, on the other, began to implement a series of reforms in the early decades of the nineteenth century. These reforms and the opening of the economy began to transform the political and economic institutions very rapidly. The chapter shows the social and economic roots of modern Turkey thus need to be sought, first and foremost, in the changes that took place during the nineteenth century.

AbstractBy questioning the ways in which a supra-national European identity can be created in an environment of globalization, this article starts with the thesis that this concept faces problems which must be resolved first and foremost at the national level. By problematizing multiculturalism as a “utopian theory” which does not solve any problems at the practical level, and by viewing interculturalism as a potential danger to “smaller” cultures, this article identifies what it is that hinders the possible acceptance of the idea of a Europe without borders by analyzing plays by Goran Stefanovski. In four of his plays, Euralien, Hotel Europa, Ex-Yu, and Goce, Stefanovski criticizes Western Europe, on the one hand, for constructing a problematic Other, imposing a visa regime, and contributing to its marginalization, and the Balkans on the other, for mythologizing its nationally-romanticized narrative. The paper sheds light on the fact that the acceptance of a common (shared) European identity, a necessity which propagates itself amidst conditions of globalization, is dependent on the ways in which Europe will resolve its problems, such as the marginalization of the Other, way of thinking in binary oppositions, like old/new Europe, rich/poor Europe, and especially (talking about Balkan countries) the phrase South-East Balkan.

It is very difficult to date the birth of political science in Argentina. Unlike other discipline of the social sciences, in Argentina the first distinction can be made between political thought on the one hand, and political science in another. The debate over political thought—as the reflection of different political questions—emerged in our country in the nineteenth century, especially during the process of constructing the Argentine nation-state. Conversely, political science is defined in a general way as the application of the scientific method to the studies on the power of the state (Fernández 2001).

One of the striking facts about the social and political history of Haiti from independence in 1804 to the present is the deep gulf separating the largely mulatto elite groups from the predominantly black masses. The war of the South in 1799 between Toussaint and Rigaud, and the conflicts between Christophe and Pétion, while not primarily caused by color factors, were reinforced by suspicions and hostilities between black and mulatto, with each group accusing the other of prejudice and discrimination. Politics in the rest of the nineteenth century can generally be seen as a tussle between a mulatto elite centered in the capital and in the cities of the South, on the one hand, and a small black elite often in alliance with army leaders and peasant irregulars, on the other. In the years following 1867 these groups formalized themselves into a largely mulatto Liberal Party, and a preponderantly black National Party.

In recent years Italian social historians have devoted increasing attention to the nature and morphology of the nineteenth-century bourgeoisie. Traditional historiography viewed the bourgeoisie as key par excellence to the political change played out between 1859 and 1871. It was seen, on the one hand, as integral to the formation of a liberal political regime based on a limited suffrage, and, on the other, as critical to the outcome of the peninsula's national unification of a dozen small states, most of which were previously governed by absolutist regimes.

As Britain saw it, trade was not the prime motivating force for Russian expansion in east Asia or, put another way, the Russian frontiersmen were not driven by the actual amount of their trade there or its future potentialities. While Russia was primarily concerned with the tea trade over land frontiers, Britain was concerned with the seaborne commerce of China. The customs revenue paid to China in the year 1894 worked out as follows:Judging from the returns of the Chinese Imperial Maritime Customs Organization, British ships carried 83.5% of China's total trade. But Britain's commercial dominance affected her political stance because she wanted to preserve China's stability for most of the second half of the nineteenth century. This was at the root of the political tensions between Britain and Russia which emerged in China after 1860 and especially those which derived from the spate of railway building which took place from 1890 onwards. It would be foolish to deny that intense rivalry did exist in the area from time to time or that detailed observations of the actions of the one were regularly conducted by the other—what we should now call ‘intelligence operations’. But what I shall suggest in this paper is that, despite all the admitted antagonism and suspicion between Britain and Russia in east Asia, Britain regularly made efforts to reach accommodations with Russia in north-east Asia.

The Sunni doctrine plays an important role in the government. Its accommodative characteristic is something important that makes Sunni doctrine to be a device of the legitimation of the authority. The Muslim thinkers of classical Sunni such as al-Mawardi (975-1058 M), al-Ghazali (1058-1111 M) and lbn Taimiyah(1263-1329 M) have a great role in formulating the political doctrine of Sunni. In spite of the different nuance, all of these three classical Sunni thinkers develop the moderate political doctrine of Sunni. On the one hand, it is, of course, significant in situating the harmonious relation between the ruler and community. Therefore, the social and political stabilities will be well-maintained On the other hand, such a thought for a certain extent evokes stagnancy. Because there is no radical thought which is critical and opposite against the authority, the Sunni idea is frequently made use for the instantaneous interests of power. On evenlttally, the mutual interrelationship between the Sunni ulama and the ruler often happens. While ulama feel obtaining the patronage from the authority, the ruler gains religious justification from ulama. In this context, Indonesia as the country with the majority of Sunni Muslims, as a matter of fact, applies the political doctrine of Sunni. It is because Sunni has had a long and establishei root since. the period of Islamic kingdoms in the archipelago, before Dutch-Colonial period. The archipelago ulama also formulated the harmonious relation between Islam and authority as formulated by the ulama of classical Sunni. The polotical tradition of Sunni was becoming stronger in line with the great influence of ulama in the archipelago kingdoms. This article tries to elaborate the relation between the Sunni ulama with the power of the kings in the archipelago and the patronage of the archipelago rulers toward them.

The social research performed by Danilo Montaldi (1929-1975) represented an interpretation of great interest in understanding the transformations of neo-capitalism between the 1950’s and 1960’s. In the ambit of a very critical militancy towards the traditional forms of political participation, his attention to subordinates is marked, in our view, by a significant pedagogical aspect. On the one hand, in fact, he focuses on the political and social processes through which subordinate subjectivity is formed, with particular regard to the role played by the institutions, while on the other hand, he examines strategies with regard to his own emancipation from that condition of oppression, based on the idea of education intended as liberation. Where the educational commitment and political commitment merge in the same project of reconstruction of society, looking beyond the drifts of neocapitalism in view of a world capable of recognizing the rights of all respecting each other’s differences. This, as has been observed by several commentators, seems to be the most significant legacy of Danilo Montaldi’s intellectual commitment.

In general histories of Russian social and philosophical thought we usually find a gap between 1790 (publication of Radishchev's Journey) and 1815 (the establishment of the first secret societies by the future Decembrists). This quarter of a century could boast neither a prominent personality nor a cause cèlèbre of government persecution. True enough, there was Karamzin and his Zapiska o drevnei i novoi Rossii (Memoir on Ancient and Modern Russia); but the tract remained long unknown, and its author is usually dismissed as a lone figure whose impact on the development of the ideologies that were to matter was, at best, peripheral. General histories of literature treat this period primarily in terms of the philological debate between Karamzin and Shishkov and as prologue to Romanticism. Thus, in the one case, the period is described exclusively in terms of Russia's literary history, which is not very satisfactory to the student of social and political ideas; for literature—even as engagé a literature as was Russia's in the nineteenth century—is hardly an adequate source or form of ideology. In the other case, Radishchev must perforce be viewed as an isolated figure, a maverick, without either followers or immediate influence. Furthermore, the obvious implication is that there were no direct links between the Decembrists and eighteenth-century Russian ideas, so that the young rebels of 1825 must have been influenced exclusively by their experiences with the life and thought of Western Europe.On the strength of the testimony of all contemporaries, however, the first decade of the nineteenth century was a period of great intellectual ferment, of exhilarating optimism about Russia's prospects for “modernization” (to use a fashionable term). Compared with the last years of Catherine II and with the reign of Paul, these decades also offered greater freedom, more opportunities for the expression of ideas and hopes. Could indeed the outrage and disillusionment at Alexander's so-called reactionary stance after 1815 be understood if it were not for the fact that his reign had opened on such a strong note of optimism and vitality?

The authoritarian ideology that guided the authorities of the communist Polish state did not remain indifferent to the emerging model of jurisprudence in petty offence cases. Eliminating the possibility of court proceedings, the location of adjudicating boards in petty offence cases at national councils, the introduction of collegial jurisprudence exercised by the social factor, giving the jurisprudence an educational character, and abandoning it in favour of severe penalties implemented for hooligan petty offences — these are just some of the features that distinguish the jurisprudence model in petty offence cases in the People’s Republic of Poland. The pursuit of the authorities to subordinate the individuals by, on the one hand, handing over the jurisprudence in petty offence cases into the hands of the people, and, on the other hand, filling the adjudication boards with members subordinate to the authority, did not bring independence in the decisions issued. It is evidenced, for example, by the excessive repressive adjudication boards judgments issued against participants of the political crisis of March 1968. The Authors present the development of the model of jurisprudence in petty offence cases in the controversial period of the communist regime.

Serão privilegiadas as concepções de Educação, ângulo teórico da Pedagogia, neles presentes. Seus autores são, pela ordem, Jean-Baptiste Daligault e Braulio Jayme Muniz Cordeiro. Tais manuais serão enfocados como expressões singulares da Pedagogia da Essência, através da vertente humanista cristã, mas encontram-se assentados em relações culturais, políticas, religiosas, educacionais e escolares. De um lado, são singulares em relação à totalidade social, constituindo-se como compartilhantes do processo de formação e qualificação docente no Brasil, àquela altura ainda através das escolas de primeiras letras; de outro, em termos de totalidade social, estão radicados em concepções fundadas na Antropologia, na Ética, na Metafísica de caráter teológico, na Política, no Civismo, na Teologia, na Pedagogia, porém demarcadas pela visão de mundo cristã.Palavras-chave: Pedagogia.
