The buildings' energy consumption increasing requires solutions to improve their energy efficiency, thus reducing the electricity bill's associated costs. This paper aims to study the load profiles of a service building and its optimization to reduce the costs related to electricity consumption. The electrical load profiles are analyzed, and the electrical equipment and its consumption are characterized. Moreover, to increase energy efficiency and reduce energy costs, a renewable energy system based on photovoltaic panels is sized and integrated into the building. The analysis of the building's consumption profiles allowed the PV system's dimensioning to eliminate power peaks, enabling a reduction in the contracted power. The results demonstrate the effectiveness of the proposed solution, resulting in a reduction of the electricity bill.

This article reviews energy consumption in the Kyrgyz Republic economy, environmental indicators and strategies to further develop the national fuel and energy system to ensure energy efficiency and energy saving. An existing situation in energy efficiency of buildings in the country is described. Secondary legislation and by-laws approved by the Government of the Kyrgyz Republic as well as several technical standards, norms, methods and guidelines approved by the order of the State Construction Agency of the Kyrgyz Republic are presented. Applying modern insulating materials are suggested as possible solutions to increase energy efficiency and energy saving. The advantages of EPS-beton in comparison with other thermal insulation materials are discussed and foreign experience of use of EPS-beton products in increasing energy efficiency of buildings is presented.

Цель статьи - представить разработанную автором методику ранжирования регионов России по уровню общего вклада в реализацию комплекса мер в энергосбережение и повышение энергетической эффективности экономики России. Автором проведено эмпирическое исследование промежуточных результатов реализации мер по повышению энергетической эффективности в России за период 2010-2019 гг. Выполнено исследование направления и динамики изменения потребления электроэнергии за исследуемый период на уровне федеральных округов и регионов России. Научная новизна заключается в выполнении ранжирования регионов, либо территориальных образований по уровню общего вклада каждого региона на основе разработанных показателей. Такое ранжирование выполнено и относительно роста спроса и общего вклада регионов в электропотребление на уровне общего экономического пространства. На основе полученных результатов автором проведена группировка регионов с целью предоставления рекомендаций для каждой региональной группы, направленных на повышение энергетической эффективности в масштабах экономики России. The article is devoted to the description of the methodology developed by the author for ranking Russian regions according to the level of total contribution to the implementation of a set of measures in energy conservation and increasing the energy efficiency of the Russian economy. The author conducts an empirical study of the intermediate results of the implementation of measures to increase energy efficiency in Russia for the period 2010-2019. The study analyzes the direction and dynamics of changes in electricity consumption for the period under study at the level of federal districts and regions of Russia. On the basis of the ranking results obtained, the author has grouped the regions with recommendations for each regional group according to the need to improve energy efficiency on the scale of the Russian economy.

Abstract Nowadays, the problem of energy poverty occurs more and more frequently and its solution is a serious and urgent task. Energy poverty is closely related to the poor energy performance of residential stocks. Energy poverty is simultaneously an energetic and social question, due to involving households having bad energetic parameters. Because of bad efficiency, the energy costs are highly related to earnings. It is not able to enhance the energy efficiency of buildings. Financial supports for endangered layers should contain measures to increase energy efficiency and decrease energy consumption. However, the concept of energy poverty is applied to social groups, like families or communities. In this paper, we extended the concept of energy poverty to SME (small- and medium-sized enterprises). The paper introduces the concept and the risk of energy poverty and the technology of measuring those risks.

The article provides a scientific and theoretical justification of new business models and structures of energy infrastructure development. It is determined that with the increase of decentralization of energy production more and more communities and enterprises can play a certain role in the energy system. It is noted that the first step towards building a community energy system is the process of uniting and coordinating stakeholders to build a legal, administrative and managerial structure. In rural areas, the community's energy initiative has been found to increase economic sustainability and lead to social innovation, increase the number of people who can access the benefits of renewable energy and energy efficiency through the Smart Village strategy approach. The initiation and implementation of Smart Village strategies can be based on existing initiatives and can be funded from a variety of public and private sources. Rural communities can include one or more settlements, without any restrictions on administrative boundaries or population. It has been proven that in rural areas, the community energy initiative through the Smart Village strategy approach increases economic sustainability and leads to social innovation, increases the number of people who can access the benefits of renewable energy and energy efficiency. Smart Villages develop and implement their strategy to improve their economic, social and environmental conditions, relying on a participatory responsibility approach, in particular by mobilizing solutions offered by digital technologies. Local energy generation means that profits and energy costs do not flow from the region, and can help reduce energy costs in the long run, while stimulating the emergence of local value chains. The main purpose of the infrastructure is to enable the generation of energy at the local level, which will ensure the concentration of energy costs in the region to reduce energy costs in the long run, while stimulating the emergence of local value chains. The article gives examples of effective implementation strategies Smart Village in the European Union.

High electricity demand for consumption at current supply level in Indonesia led to the rising cost of electricity bills. This factor is compounded by the fact that many electric generators in Indonesia still use fossil fuels, which contributes to the high basic generation cost. UBL is one of the universities that aim to be a green campus. Our research explores the possibility of installing motion sensor to contribute on the energy efficiency. Although mostly common in developed countries, the use of motion sensor for energy efficiency is still rare, especially in Indonesia. despite rising cost and supply shortages, Indonesian buildings are still of high energy consumption. our experiment shows that simple installation of commercially available motion sensors can contribute to reduce the electricity bill from the increase of energy efficiency. One of the efforts to lower energy demand in consumer side is to use the electricity efficiently, such as turning off lights in a room when it's not in use. This method can be simply done by turning the light switches for office and classrooms, but difficult to do in public spaces such as toilets and corridors. Our experiment shows that simple installation of commercially available motion sensors can contribute to reduce the electricity bill from the increase of energy efficiency. Automatic light switches experimentally installed in sample toilet room prove that electricity consumption from the lamps can contribute to the reduction of total weekly energy that translates into Green House Gas emission reduction.

This chapter makes an effort to clarify terminology, identifying three meanings of energy poverty (fuel poverty, the use of polluting fuels, and the lack of energy efficiency). A particular aim of the chapter is the distinction between energy poverty and energy access. The core part of the chapter is devoted to the links of energy poverty with the ‘energy trilemma’: security, efficiency, and sustainability. Legal instruments to fight energy poverty differ depending on the particular aspect of the ‘trilemma’ that is considered. The setting up of legally enforceable public service obligations is a traditional way of addressing energy poverty concerns in the light of energy security. The refinement of competition law can help to fight inefficiencies, which, in turn, may lower the rates of energy poverty. The need for a sustainable energy system underlines that energy law can help to reduce the use of fossil (polluting) fuels and increase energy efficiency.

In 1978, California adopted building codes designed to reduce the energy used for temperature control. Using a rich dataset of hourly electricity consumption for 158, 112 houses in Sacramento, we estimate that the average house built just after 1978 uses 8% to 13% less electricity for cooling than a similar house built just before 1978. Comparing the estimated savings to the policy's projected cost, our results suggest the policy passes a cost-benefit test. In settings where market failures prevent energy costs from being completely passed through to home prices, building codes can serve as a costeffective tool for improving energy efficiency.

Intensive development of technologies that increase energy efficiency makes the global and the Russian industry consider the introduction of demand-side management mechanisms. Though demand-side management technologies in Russia are at the early stages of introduc tion, existing mechanisms of electricity and natural gas supply allow consumers to reduce their costs and result in equalization of the demand for energy across the entire energy system. The research objective is to explore the energy tariffs in the wholesale and retail markets and mecha nisms for supplying natural gas by regional contractors as well as using the commodity exchange. The authors design mechanisms for industrial consumers to choose the most efficient options to pay for energy resources using the criterion of demand-side management. The research method ology includes the theory of industrial markets and a problem-oriented approach. The authors apply analysis, synthesis, system analysis, statistical methods. Yielded results of the research into programmes on demand-side management administered in different countries enable the authors to prove that the most efficient direction for demand-side management development in Russia is economic norm setting. Within this direction the authors develop algorithms and decision-making matrices for choosing the most efficient tariff option to buy electricity and natural gas by industrial consumers. The researchers evidence the possibility of implement ing demand-side management on energy markets of Russia and provide methodological and organisational support. The findings can be helpful for industrial enterprises and government agencies developing and running their energy efficiency improvement programs.

Project-based transactions (PBTs) are a market mechanism of attracting foreign investments in order to abate greenhouse gas emissions and increase energy efficiency of the country’s enterprises. The article provides a classification and analyzes advantages and drawbacks of PBTs from the point of view of a host country. The main trends and factors determining the dynamics of the PBT market are described. Given that Russia currently lags behind the leaders of the PBT market, an incorporation of a state carbon fund is put forward with an aim of channelling PBTs through it. This paper proposes a form of PBT market regulation by incorporating an option mechanism into the contract structure of a transaction. A comparison of the new form of regulation with the tools that are currently in use in Russia and other countries demonstrates its greater economic efficiency under uncertainty.
