The main aim of this study is to determine the advantages and disadvantages of distance teaching and promoting Intercultural Competence in learning foreign languages in the Azerbaijani higher education system. Nowadays the growing tendency of remote education proves that, education has become more reachable in comparison to the past decades. At the same time, distance education has brought new demands and regulations to the education system. The COVID-19outbreak has necessitated the online teaching process resulting in specific problems, including the maintenance of interaction in online teaching. Thus, this study explores both benefits and drawbacks of teaching foreign languages through distance learning in Azerbaijan. In this research, a quantitative research method in the form of a survey has been utilized to explore the tendency of teaching intercultural competence in foreign language classes at universities. Finally, it may be concluded that distance education provides enormous opportunities to practice intercultural communicative competence by using modern information technologies and does not differ much from face-to-face learning.

Open and distance education has been playing an important role in China’s development of higher education and lifelong learning. In 2012, the Chinese government approved six large-scale radio and television universities (RTVUs) to become open universities (OUs), including the Open University of China (OUC), Beijing Open University (BJOU), Shanghai Open University (SHOU), Guangdong Open University (GDOU), Jiangsu Open University (JSOU), and Yunnan Open University (YNOU). The purpose of this study is to provide a descriptive analysis of the transition from RVTUs to OUs, and the current state and challenges of open universities in China after five years’ reform. Five topics are explored in this paper, including: the new positioning of open universities in China’s vast and differentiated higher education system; award bearing and non-award bearing program offerings; implementation of the online teaching and learning modes; the use of Open Education Resources (OER) and online mini-courses; and the development and use of a credit bank system. A summary of these topics follows a discussion of four issues of open university reform, including key performance indicators (KPIs) for open universities, cohesion and resource sharing between the national and provincial open universities, quality assurance for award bearing programs, and planning to transform China’s existing 39 provincial RTVUs into OUs. It is expected that the results of this study would contribute to knowledge about institutional differentiation in the world’s largest higher education system, and on the merits of open and distance education in the human resource development in China. This paper may also provide insight for other countries that are engaged in institutional differentiation of higher education systems punctuated by the essential role of open universities in such planning and implementation.

Based on the analysis of the characteristics of artificial intelligence and agent, this paper discusses the feasibility of introducing Web services and intelligent agent technology into online teaching and learning and proposes a modern distance education system model based on artificial intelligence agent technology web. The architecture integrates the advantages of Agent technology and Web services. Starting from improving the shortcomings of the traditional Web-based distance teaching system, it strives to increase learners’ self-directed learning interest, monitor students’ emotions, and exchange knowledge between teaching agents. To realize students’ on-demand learning according to their aptitude, teachers’ teaching ultimately improve the system’s flexibility, personalization, and artificial intelligence. Under the guidance of learning communities and other theories, construct learner model ontology inference rules. Based on the learner’s relationship characteristics, the knowledge domain that the learner is interested in is inferred, thus constructing an intelligent information retrieval system. Knowledge retrieval is realized quickly and accurately, thereby verifying the application of learner relationship characteristics in digital learning.

Currently, in the context of severe quarantine restrictions, one of the promising areas of the formation and development of the higher education system is the problem of its comprehensive informatization, which is based, first of all, on improving the information and educational environment for learning and the development of distance learning. Therefore, serious attention is paid to the development and implementation of modern information technologies in teaching practice. All this fully applies to the development of distance learning, which allows each person to improve their educational level with a minimum interruption from production, in their free time and according to an individual training program. Taking this into account, at the present stage of reforming the higher education system in the world, it is becoming more and more difficult to look for effective directions for training highly qualified specialists using traditional teaching aids, to respond promptly and promptly to the emerging needs of the labor market without understanding a large amount of relevant and accurate information. The article carried out a theoretical and methodological study of the very essence of distance education, and also investigated the main methods for assessing this type of education in a pandemic situation. The novelty of the article lies in the acquisition of the development of theoretical and methodological aspects of methods for assessing distance education in COVID-19 conditions.

II Международный конгресс ЮНЕСКО «Образование и информатика» (1996) и «Окинавская хартия Глобального информационного общества» (2000) объявили информационные технологии стратегическим ресурсом в образовании. Революционные воздействия этих документов напрямую относились к жизни людей, их образованию и работе. И вот сейчас в 2021 году актуализировалась потребность использования информационных технологий в образовании для содействия и помощи студентам шире использовать свой потенциал и реализовывать свои устремления в эпоху пандемии COVID-19. В связи с этим для укрепления студенческого потенциала необходимо уделять особое внимание высшему образованию и одновременно расширять возможность пожизненного обучения с упором на развитие навыков использования информационных технологий через систему дистанционных образовательных технологий. Информационные технологии обучения – это совокупность электронных средств компьютера, компьютерных сетей, компьютерных телекоммуникаций, других средств связи и способов их функционирования, используемых для реализации образовательного процесса. Все эти средства должны эффективно работать не только для непосредственной информатизации учебного процесса, но и для информатизации всего комплекса процессов, характерных для системы высшего образования. Помимо расширения традиционной технической помощи для эффективного функционирования дистанционного обучения, необходимо содействовать подготовке специалистов в сфере информационных технологий и разрабатывать инновационные подходы. В статье анализируются проблема применения дистанционных образовательных технологий в системе высшего образования России. Авторы рассматривают информатизацию высшего образования с его достоинствами и недостатками с учетом собственного опыта преподавания, а также ставят вопрос о необходимости развития дистанционного обучения, повышения его эффективности и дальнейших перспективах. The revolutionary effects of these documents directly related to people's lives, their education and work. And now, in 2021, the need to use information technologies in education has become more urgent to promote and help students use their potential more widely and realize their aspirations in the era of the COVID-19 pandemic. In this regard, in order to strengthen student potential, it is necessary to pay special attention to higher education and at the same time expand the possibility of lifelong learning with an emphasis on the development of information technology skills through a system of distance learning technologies. Information technologies of education is a set of electronic computer tools, computer networks, computer telecommunications, other means of communication and ways of their functioning used for the implementation of the educational process. All these tools should work effectively not only for the direct informatization of the educational process, but also for the informatization of the entire complex of processes characteristic of the higher education system. In addition to expanding traditional technical assistance for the effective functioning of distance learning, it is necessary to promote the training of specialists in the field of information technology and develop innovative approaches. The article analyzes the problem of the use of distance learning technologies in the higher education system of Russia. The authors consider the informatization of higher education with its advantages and disadvantages, taking into account their own teaching experience, and also raise the question of the need to develop distance learning, improve its effectiveness and future prospects.

Covid-19 pandemic forced Turkey, like other countries, to give up face to face teaching in all educational institutions and to move toward distance education. This research aims to determine the learning experiences of foreign language students participating in distance education during the pandemic and their beliefs about whether it is possible to learn a foreign language without school. There were two problems that attempted to be answered; first, is it possible to learn a foreign language during and after the pandemic without being physically at school and second, what kinds of experiences do students gain in distance learning of foreign languages. The sample of the study consists of the students of department of foreign languages at Atatürk University, in Turkey. The study was carried out with a sample population composed of two hundred forty-two male and female students from German, French, and English Language Education Departments. A questionnaire consisting of thirteen close-ended questions created with a 5-Likert type developed by the researcher was applied. Participants answered the questionnaire online via Atatürk University Course Information System. The data were analyzed through the SPSS program to determine their frequency and descriptive analysis, and interpreted with content analysis and descriptive analysis. The results demonstrated that students believe that they can’t learn a foreign language without going to school. Additionally, the findings indicated that their digital literacy skills are insufficient in distance teaching, and students show low motivation in learning

The aim of the study was to explore and highlight the challenges and benefits of distance education that educators found in their practice of online teaching with preschool children during the first wave of the pandemic. An electronic questionnaire was used to collect teachers’ perceptions of (1) their own success in facilitating online sessions; (2) attitudes towards online sessions among teachers with and without experience; (3) factors that, according to teachers with and without experience, determine the effectiveness of online sessions; (4) effectiveness of online sessions for individual mental development goals among teachers with and without such experience. A total of 623 educators participated in the study. Online sessions were of particular benefit to educators who had experience of working remotely with preschool children during the first wave of the pandemic. The results of this study indicate that the capacity of the children and the effectiveness of the online sessions themselves exceeded teachers’ expectations in many ways.

The modern educational system has a peculiarity: acting as a user, it simultaneously stimulates the development of information and digital technologies. This characteristic is especially come out in the higher education system. At the same time, despite the objective and subjective attractiveness of modern information and digital technologies, it is necessary to realize that their adaptation is, although effective, but still an auxiliary tool in the organization and implementation of the educational process. The introduction of information technologies into the educational process makes it possible to significantly enrich the process of transferring knowledge from teacher to student, to facilitate understanding of complex topics, to level the repetitive monotony in the classroom, to increase the motivation of educational activities, to intensify the activities of students in the classroom, to form a conscious attitude to the educational process, etc. At the same time, the use of information and digital technologies should be justified, logically expedient, designed to complement (and not replace) the teacher's activities in the classroom.

The Covid-19 pandemic has caused restrictions and shutdowns affecting all industries worldwide. The scope of the steps taken to prevent the spread of the pandemic, universities in Turkey also began to provide distance education in March 2020. This process has provided an important experience in which the education system is questioned on the basis of educational infrastructure, lecturers and students. The experience of a nationwide transformation in such a short period of time in the education system is considered to be unique. In this study, it is aimed to create a decision support document by compiling this valuable experience and suggestions for further improvement of the higher education system. In this context, the opinions and recommendations of teaching staff regarding the distance education process were taken with the help of surveys which were responded by 744 lecturers from 84 universities of Turkey. As a result of the study, it was seen that factors such as the type of university, distance education experience, and age make a difference in the views of the lecturers towards distance education. In addition, the determinations and suggestions of the instructors that they stated by openended expressions were compiled under main headings. This process experienced offers an important opportunity to question the current educational structure and to improve it further. As also stated in the survey results, it is predicted that the weight of distance education in higher education will also increase at post-pandemic term. Therefore, it is thought that the necessary steps should be taken in the light of the experiences in order to make the next process more efficient
