The rapid development in the world of information and communication technologies makes it possible to say that now they are one of the most common ways of teaching. These technologies influence the formation of methods and methods of pedagogical activity, open up new opportunities for communication and obtaining information. Informatization and computerization of education acts as a component of the general trend of global processes of world development, as an initial information and communication basis for the harmonious development of the individual and social systemic information. Preparing a student for an active and fruitful life in a modern digital information society is one of the main tasks of the modern stage of modernization of the education system.

Content analysis of 28 library and information science journals of the leading European countries has been conducted in the context of the current research. The thematic focus of these journals has been the priority of the research. Several thematic groups of library and information science journals have been identified. They include the journals that cover the following topics related to: 1) digital information; 2) development of information and communication technologies and their application in library practice; 3) library and information with the key topic of library and information management; 4) various types of communication. The conclusion has been made that scholarly interdisciplinary communication is expanding in the context of information society development. The analysis provides means for taking into account the trends in the leading European countries that help to evaluate and compare the performance of Ukrainian libraries and increase the level of professional knowledge and communication of library and information science professionals.

The article analyzes the issues of improving the use of information and communication technologies in the prevention of offenses on the basis of studying the norms of national legislation, the opinions of domestic and foreign scientists. It is noted that today, cardinal changes in the information sphere at the global level are carried out through the rapid development and dissemination of new information and communication technologies. An increasing influence on the economy, politics, international relations and culture is exerted by the development and improvement of global networks, which open up endless possibilities of direct communication between people in real time. All these advances in the information field create the preconditions for moving towards a completely new type of society - the information society and information space. On the basis of the study, scientifically grounded proposals and recommendations were formulated aimed at improving this area.

Modern society needs a high-quality educational space in which the goals of education are realized, the interests and needs of the state, society and the individual are satisfied. To solve this problem in the educational system, it is necessary to integrate information and communication technologies taking into account the theoretical concepts of the educational process.

The last few decades of the twentieth century witnessed a rapid development in information and communication technologies (ICT), which has contributed to such drastic economic, social, and cultural changes that they are commonly referred to as the “Information Revolution”. This Information Revolution is believed by many to be so influential and comprehensive that it is bringing about an epochal rupture in global economic, social, cultural, and political history comparable to the previous major historical shifts of the Agrarian Revolution and the Industrial Revolution. Naturally, a development so pervasive has been analysed by a great number of scholars from various disciplines, among whom social theorists, in all their diversity, have been the most numerous. Here is not the place for even a concise overview of the rich variety of theorizing and analysis of the Information Revolution and the resulting Information Society, but much of the theorization of the relationship between work and the most recent information revolution can still be traced to the initial statements about “postindustrial society”, “de-industrialization” and “globalization”.

The rapid development of information and communication technologies and their applications has stimulated many definitions of an Information Society (IS), and the related concept of a Knowledge-Based Economy (KBE) from the technological, political and economic standpoints. The ethics proposed for the emerging IS has concentrated on reducing inequalities in access to technological developments.In a key Report, “ICTs and Society”, Hofkirchner et al. (2007) insist that a new evolutionary, descriptive and normative theory “for, about and by means of” the IS is necessary to support emergence of a moral, ecologically and globally sustainable information society - GSIS.This paper proposes a new kind of logic, a non-propositional, dialectic “Logic in Reality” (LIR), applicable to real systems and phenomena, as the “missing ingredient” required for such a theory. LIR provides new interpretations of morality, self-organization, communication and conflict, grounding them in physical reality and an appropriate information theory.As a “logic of transdisciplinarity” in the Paris school acceptation, also directed toward the unity of knowledge, LIR confirms that the techno-social field of study of ICTs and Society is a transdiscipline, with direct implications for sustainable development. LIR moves debate beyond the limits imposed by naïve pragmatism and conservative ideologies and can be an essential component of a critical theory.

The article attempts to carry out procedural and actor analysis of certain trends in the development of the information society. There is a qualitative change in the ratio and interaction of different sections of political life. The direct proportional dependence of the growth of the intellectual resource on the information and network global space through communicative information processes, which stimulates the principles and practices of sustainable development, and ideally leads to the well-being and security of the individual, society and the State, is stressed. It is justified that devaluation, correction of classical and modern models ofdemocracy, as well as creation of new ones, are caused by modern processes: confrontation in geopolitical space, global informatization, development of infocommunication, social evolution and transformation of politics in general. It is concluded that information and communication technologies have stimulated the emergence of new forms of observation, and therefore new forms of power, replacing traditional organizations of collective action with modern actors of the political process.

This special issue approaches information and communication technologies (ICT) visions and their realisation/implementation at various levels, among different actors and from various perspectives. Conceptually, we distinguish three different dimensions, even though those overlap in the individual contributions as well as in empirical reality – namely ideational, instrumental, and relational. The different contributions address both visions formulated by the Chinese state and by individual actors such as entrepreneurs. Even though the conditions for the use of ICT in China are deeply affected by state governance, this governance is in no way tantamount to one single government. As this issue’s contributions show, state attempts at building a stable cyber-governance are in need of allies and, depending on the allies’ visions and other, competitive visions, the outcomes of these dynamics are seldom truthful realisations of one original grand masterplan.

Resumo A natureza atual da web, que destaca a participação colaborativa dos usuários em diversos ambientes informacionais digitais, conduz ao desenvolvimento de diretrizes que enfocam a arquitetura da informação digital inclusiva para diferentes públicos nas mais diversas ambiências informacionais. A pesquisa propõe e objetiva um ambiente informacional digital inclusivo, visando apontar os elementos de acessibilidade que permitam a promoção da inclusão informacional digital, de forma a destacar os referenciais da Arquitetura da Informação Digital, de recomendações internacionais, com o olhar da Ciência da Informação e das novas tecnologias de informação e comunicação (TIC).Palavras-chave inclusão digital; web; acessibilidade; ciência da informação; arquitetura da informação.Abstract The current nature of the web, which highlights the collaborative participation of users in various digital informational environments, leads to the development of guidelines that focus on the digital inclusive information architecture for different audiences in diverse informational environments. The study proposes an inclusive digital information environment, aiming to establish the elements of accessibility that  enable the promotion of digital inclusion information in order to highlight the references of digital information architecture, the international recommendations, with the perspective of Information Science and the new information and communication technologies (ICT).Keywords digital inclusion; web; accessibility; information science; information architecture.
