The paper discusses the problem of ensuring food security as one of the key tasks of the modern economic policy of the state, the solution of which will help to achieve food inde-pendence of the country and improve the quality of life of the population. Fishery, as a manufacturer and supplier of food products with a high content of easily digestible proteins of animal origin, fat-soluble vitamins and minerals, occupies the leading position in the food security system of the Russian Federation. Based on the study of modern approaches to the content and monitoring the level of food security, the indicators of assessing the level of food security for fisheries in the sphere of production and consumption of fish products are refined. The food security in the area of fish production, dynamics of production volumes of fish and aquatic biological resources, amounts and structure of the domestic production of fish products, import and export helped to evaluate the high potential of the fisheries complex of the Russian Federation in achieving the in-crease of self-sufficiency in fishery products up to 85%. It has been stated that in the field of fish product consumption reflecting the degree of economic accessibility of the population there are the problems: the prevalence of fish products with low depth of processing in the structure of average per capita consumption, low consumption of animal proteins, high dependence of consumption of fish and fish products by households on the level of available resources and consumer prices for fish products. В статье представлены результаты комплексного исследования на рынке производства и переработки хмеля. Проанализированы отчеты фирмы «Барт» и годовые отчеты International Hop Growers’ Convention в период 2007-2020 гг. Приведены и систематизированы данные Федеральной службы государственной статистики Российской Федерации, по Чувашской Республике и официального интернет-портала органов власти Чувашской Республики по формированию внутреннего рынка хмеля. Предложены меры регионального регулирования отрасли, которые согласованы с утверждённой Концепцией развития хмелеводства в Чувашской Республике на 2020-2025 гг. в рамках государственной программы. The article presents the results of a comprehensive study on the market of hop production and processing. The reports of the company «Bart» and the annual reports of International Hop Growers'are analyzed Convention in the period 2007-2020. The data of the Federal State Statistics Service of the Russian Federation on the Chuvash Republic and the official Internet portal of the authorities of the Chuvash Republic on the formation of the domestic hop market are presented and systematized. The measures of regional regulation of the industry are proposed, which are coordinated with the approved Concept of hop growing development in the Chuvash Republic for 2020-2025 within the framework of the state program.

Nowadays one of the main regulatory documents governing the future of food production in Russia is the “Food Security Doctrine of the Russian Federation” formulated in order to implement the state economic policy in the field of ensuring food security of the Russian Federation, aimed at reliable provision of the country’s population with food products, the development of domestic agricultural and fishery complexes. In the past 40 years, the use of nano- and biotechnologies in the processing of animal and fish raw materials has been widely developed. A large number of scientific studies are aimed at biotechnology method applications in the production of meat products, in particular the use of enzyme proteolytic preparations. The aim of the research presented in this article was to study the dynamics of the hydrolysis of water-, saltand alkali-soluble fractions of low-grade beef and lamb proteins with Megaterin, an enzyme preparation of animal origin. The fulfilled studies allow more precise approach to the use of enzyme preparations for the processing of basic raw materials by the meat industry.

Food is a vital element of the functioning of society. Without food, humans, as a species, simply cannot exist. Ensuring food security of the country is one of the priority directions of state economic policy, the most important factor in the economic security of the nation, one of the main tasks of government bodies. The article analyzes the conceptual regulation of the term “food security”. Food security is an important component of the security system of Russia. By ensuring the food security, the inviolability of the state and its sovereignty are ensured, the demographic situation, the socio-economic provisions of the population are maintained, the necessary and sufficient conditions are formed to maintain the health and quality of life of citizens of the Russian Federation. Within the framework of the article, the main directions of ensuring the food security of the Russian Federation and their implementation are considered.

The article highlights the factors that affect the agri-food market, its features and functions. The interrelation of the agri-food market with the food security system is proved. The effectiveness of the functioning of the domestic agri-food market according to the criteria of food security (food independence, economic accessibility, physical accessibility, quality characteristics of products) was evaluated. As a result of the research, the conclusion is made that the functioning of the agri-food market in the Russian Federation is not sufficiently efficient (not all the established criteria have been met). The directions of increasing the efficiency of the agri-food market in the food security system of the Russian Federation are proposed.

One of the most significant criteria characterizing the effectiveness of the country’s food security system is ensuring access of the entire population (including the poor) to the necessary amounts of food. To solve the problem of poverty and malnutrition, new approaches that involve strengthening government regulation, attracting resources from commercial companies, and increasing the efficiency of public socially-oriented organizations are needed. The article proposes a large-scale state program that provides support to the country’s poor, with the active participation of business structures and Russian food banks. The main directions of the state program are determined taking foreign experience in supporting the poor, as well as the specifics of the development of the Russian economy and social sphere into account. Particular attention is paid to the changes in the tax legislation of the Russian Federation, aimed at increasing the interest of private enterprises in the implementation of the program to support the low-income population. The proposed amendments are especially relevant in the face of the deteriorating economic situation caused by the COVID-19 pandemic. The developed set of measures complies with the provisions of the updated Food Security Doctrine of 2020 and can be an addition to the strategies being implemented to improve the efficiency of the food security system in the Russian Federation.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

This article presents an analysis of the changes that have occurred in one of the most important state documents - the Food Security Doctrine of the Russian Federation. Criticism of this document can be traced in many scientific works: some experts attribute the Doctrine only to a program document, while others expect it to be implement and control, i.e. much more in practice. An assessment of the significance and essence of such a document as the doctrine as a whole made it possible to determine its place both in the system of public administration and the degree of its significance in the regulatory field. Based on the findings, an attempt was made to analyze changes in the new Doctrine of Food Security of the Russian Federation, approved by Decree of the President of Russia No. 20 of 01.21.2020. Structural changes in the new Doctrine are highlighted, as well as a critical assessment of the features of all its main sections. The greatest changes were revealed in the state food security assessment system, and it was also determined that the new version of the Doctrine has a greater social bias. If there are positive changes, some omissions of the most important areas of agri-food policy have been identified, which, despite their absence or insufficient reflection in the Doctrine, can be presented and decided at the level of subsequent documents, but only if the Doctrine in practice will be a fundamental document of public administration and regulatory framework.
