The role of the first Russian parliament in the formation and development of the education system in the country is considered. The activity of deputies on the solution of the most pressing issues in the period from 1906 to 1917 is analyzed. The scientific novelty of the research lies in the consideration of the State Duma as the most important legislative body in the creation of the educational system in Russia. The discrepancy between the interests of the authorities and society, their different understanding of the goals and objectives of objectively overdue transformations, which is reflected in the legislative activity of the State Duma is revealed. It is indicated that a significant place in the national policy of the state was occupied by issues of education and the status of national languages. It is shown that as a result of active legislative initiative and the position of deputies in the development of bills “On the introduction of universal education”, “On the reform of secondary schools”, government spending on secondary and primary education increased several times. It is noted that as a result of the activities of the deputies of the State Duma of the III convocation, significant amendments and additions were made to the bill “On higher primary schools”, which was adopted in 1912.

Data from a questionnaire survey completed by fifty Australian-born parents and fifty Greek-born parents of grade three children in seven inner-urban schools in Melbourne draw attention to the parents' different attitudes towards and understanding of the primary schools which their children attend. Although the groups of parents are not directly comparable, recurrent themes emerging in the responses particularly reflect the Australian parents' concern for the individual child's development and the Greek parents' concern with teacher control. The Greek parents generally revealed a greater understanding of Greek schools than of the state primary schools that their children were attending. Possible effects of such attitudes on the Greek child in his quest for identity and the role of the school in coping with these difficulties are discussed.

The activities of military topographers in Western Siberia to provide cartographic information on the foreign and domestic policies of the Russian Empire in Central Asia and Siberia in the 19th century are considered in the article. The role of information in the formation of the Russian Empire is emphasized. The contribution of the state to the organization of the study of the Asian regions of Russia and neighboring countries is noted. The establishment of the military topographic service in Western Siberia can be traced taking into account data on administrative transformations in the Siberian region, and on changes in the foreign policy of the Russian Empire. The participation of military topographers in determining and designating the state border with China is described in detail. The question of the role of military topographers in the scientific study of China and Mongolia is raised. The significance of the activities of military topographers for the policy of the Russian Empire on the socio-economic development of Siberia and the north-eastern part of the territory of modern Kazakhstan is revealed. The contribution of topographers to the construction of the Trans-Siberian railway, the design of river channels and new land routes is revealed. A large amount of literary sources, materials on the work of military topographers of Western Siberia, published in “Notes of the Military Topographic Department of the General Staff” is used in the article.

В последнее десятилетие резко изменилось отношение российской общественности к предпринимательству с негативного на нейтральное и даже позитивное. Для подтверждения предположения об изменении эмоционального статуса понятия «предпринимательство» автором был произведен соцопрос. Поскольку предположение об изменении статуса понятия «предпринимательство» подтвердилось, автор посредством историко-культурного анализа постарался объяснить причину изменения стереотипа. Акцент был сделан на роль произведений русской классической литературы в формировании общественного сознания. Кроме того, автор конкретизировал отраженный в классической литературе идеал русского предпринимателя. Конкретно, в статье проанализирован образ предпринимателя в русской классической литературе XIX века: разобраны литературные типы работников финансовой сферы, найдены положительные примеры, выявлены социально ответственные принципы подхода к делу. Для обеспечения большей объективности для анализа привлечены как эпические, так и драматические произведения. Автор выясняет, как в русской классической литературе отражаются проблемы личности предпринимателя, актуальные в настоящее время. В статье произведен сравнительный анализ «кодексов чести» предпринимателя – источников XIX и XXI века, – в которых раскрывается тема чести русского финансиста, его морального облика. В исследовании утверждается преемственность традиций в сфере предпринимательства, сформированных основной частью населения страны, жившего по законам Российской Империи, кроме того, обосновывается содержательная связь художественных и документальных источников и доказывается необходимость создания образа современного коммерсанта на основе принципов, отраженных в отечественной классике. In the last decade, the attitude of the Russian public towards entrepreneurship has changed dramatically from negative to neutral and even positive. To confirm the assumption about the change in the emotional status of the concept of «entrepreneurship», the author conducted a social survey. Since the assumption about the change in the status of the concept of «entrepreneurship» was confirmed, the author tried to explain the reason for the change in the stereotype through historical and cultural analysis. The emphasis was placed on the role of works of Russian classical literature in the formation of public consciousness. In addition, the author concretized the ideal of the Russian entrepreneur reflected in the classical literature. Specifically, the article analyzes the image of the entrepreneur in the Russian classical literature of the XIX century: the literary types of financial workers are analyzed, positive examples are found, and socially responsible principles of the approach to business are identified. To ensure greater objectivity, both epic and dramatic works are used for analysis. The author finds out how the Russian classical literature reflects the problems of the entrepreneur's personality that are currently relevant. The article presents a comparative analysis of the «codes of honor» of the entrepreneur-sources of the XIX and XXI centuries-which reveal the theme of the honor of the Russian financier, his moral image. The study confirms the continuity of traditions in the field of entrepreneurship, formed by the main part of the country's population, who lived according to the laws of the Russian Empire, in addition, substantiates the meaningful connection of artistic and documentary sources and proves the need to create an image of a modern merchant based on the principles reflected in the Russian classics.

This study aims to evaluate the role of Maahad Tahfiz ADDIN to produce huffaz in the State of Perak Darul Ridzuan based on the implementation of the Tahfiz Al-Quran curriculum with important instruments of collecting quantitative data (questionnaires). A survey method which was used involved 366 students from the Maahad Tahfiz Al-Quran ADDIN in the state of Perak who are randomly selected. The subjects of the study were students aged 13 years to 17 years old. A questionnaire was developed to collect the required data. The findings were analyzed descriptively by Statistical Package for Social Sciences (SPSS) Version 22.0. The results show that the implementation of the goals and objectives of the Quranic Tahfiz curriculum at Maahad Tahfiz ADDIN was the highest mean of 3.60. The conclusions from this study show that the goal and objectives of tahfiz are at a good level and can be further enhanced. On the other hand, the content of the curriculum and time allocation for the Quranic memorization should be given due attention and improvements so that Maahad Tahfiz ADDIN can actually filling the gap in producing more quality huffaz in the state of Perak Darul Ridzuan.

The Sea Dayaks, better known as the Ibans, inhabit nearly the whole of Sarawak. The Ibans belong to the Proto-Malay groups and historically, they were from the Kapuas Valley in West Kalimantan, Indonesia. They migrated to Sarawak about fifteen generations ago in the mid 16th century (the 1630s). They went to the state through the Kumpang Valley and inhabit Batang Ai and then split to several places in Sarawak (Morgan, 1968). Although the Ibans have a social status in their traditional belief, they do not have a hierarchy of social status such as the Orang Ulu. However, they have elevated the status so-called Pengulu, Tuai Rumah, Tuai Burung, Lemambang, Manang, Beliau, Tukang Sabak, dan Indu Takar. The era of modernization has led to changes to the knowledge of the young generation, especially the younger generation of the Ibans who lack knowledge about the function and role of each rank status in their communities. Therefore, this study was conducted qualitatively through an interview with expert informants, observation, and documentation. This research was hoped to contribute to the general knowledge of the Iban community and other communities in the preservation of the function and role of each social status in the Iban community.

AbstractThis article examines the intensity and sources of Chinese private entrepreneurs' support for the current political system. The study presented here is based on data from a representative sample of private entrepreneurs collected from five coastal provinces in late 2006 and early 2007. In general, China's private entrepreneurs tend to support the current party-state and to be in favour of the status quo. Subjective values are far more important than CCP membership and relationship to the state in determining which capitalists are regime supporters. Among all the factors analysed in this study, democratic values, life satisfaction, evaluation of government policy performance and perception of official corruption play the most decisive roles in shaping private entrepreneurs' support for the incumbent regime. Only red capitalists who are former cadres are likely to be reliable supporters of the regime when subjective values are also considered; other ties to the state do not create support for the regime. The degree of regime support also exhibits considerable regional variation. These findings have important implications for the survival of the regime and for the role of private entrepreneurs in a potential political change towards democracy.

Some issues of lawmaking activity planning in the Republic of Kazakhstan as one of the important components of legislative activity are discussed, and its importance in improving legislation is analyzed in the article. The author pays special attention to the types and stages of the legislative process In the Republic of Kazakhstan. The main problems of planning the legislative activity of the Government and of other subjects of lawmaking are considered. Also the ways to improve the planning of lawmaking activity taking into account the current realities of the development of the legislative process in the Republic of Kazakhstan are proposed. Planning of legislative activities in Kazakhstan needs to be improved and, first of all, by means of increasing the information transparency of planning, the development of forecasting, improving the coordination of planning of subjects of the right of legislative initiative and the development of regulatory support for planning. The issues of application of technologies of legislative forecasting as an obligatory element of lawmaking are separately considered. The conclusion about the role of planning of lawmaking activity in counteraction to the processes of «shadow lobbying» is substantiated. It seems that the implementation of these proposals will ensure an increased role for planning in the country’s legislative process. In the context of the problems studied, the question of the legislative activity of the subjects of the legislative initiative and the subjects of lawmaking has considerable scientific and practical interest. The author reveals a tendency to reduce the lawmaking activity of the deputies of the Parliament against the backdrop of the growing legislative activity of the Government.

The study covers the history of the formation and development of narcology in the Russian Empire and the USSR. The role of the heads and psychiatrists of the Department of Psychiatry and the Clinic of Mental and Nervous Diseases of the S.M. Kirov Military Medical Academy in the fight against alcoholism in the country and the organization of drug treatment was identified. Particular emphasis was laid on the work of Vladimir Mikhailovich Bekhterev, a prominent Russian and Soviet psychiatrist, neuropathologist, physiologist and psychologist, the founder of reflexology and pathopsychological direction in Russia. It was V.M. Bekhterev who did everything to reverse public views on alcoholism and transfer it from the category of moral turpitude to the status of the disease; he organized the research and treatment for alcoholic patients. This paper considers the aspects of scientific development of issues related to narcology by the staff and heads of the department. The priority of domestic psychiatrists in the theoretical justification and practical application of conditioned reflex therapy for alcoholism has been shown.

The establishment of a languages institute has long been seen as an important step in the development of Australian language policy. After the adoption of the National Policy Languages, renewed impetus for a languages institute gave rise to the establishment of the National Languages Institute of Australia, a languages institute with a broad charter and wide-ranging functions. This paper reviews the development of the structure of the NLIA and examines the role the institute has in language policy development and implementation in three main areas: research, policy advice and service provision.

The article is devoted to the Council of State (Gosudarstvenny soviet) of the Russian Empire. The author presents an evolution of the state authority. Over the years of its operation it played the role of institution that advised the emperor on the legislative matters. A very important moment in the history of this institution was 1906, when the authority became the upper house of the Russian parliament. In this article the author presents the structure of the State Council and its staff composition, including participation of Poles and Lithuanians in its work.
