The General election or in other terms called Election is an absolute requirement to carry out people's sovereignty for a democratic country and to establish itself as a democratic state. An election is used to be democratic or not, depends on the existence of an election organizing body or institution. In order to realize quality and capacity elections, professional electoral institutions are also needed. However, this will be difficult to realize if the electoral institutions itself, between the General Election Commission (KPU), the Election Supervisory Body (Bawaslu) and the Election Administrators Honorary Council (DKPP) are having differences in opinion continually. This difference in opinion occurs because of the lack of clarity regarding the mechanism of organizing the election in the general election organs so that the regulation must be corrected and explicitly clarified about the authority and responsibility of each general election organ. This research uses normative laws by the laws of the election approaches. The purpose of this research as a critic between KPU, Bawaslu, and DKPP to carry out their authority by clarifying the mechanism of election management. With the explanation above, the author concludes that, between the KPU, Bawaslu and DKPP have to clarify their respective authority and responsibilities, so it isn’t to be a cause in differences opinion which would result in undemocratic elections.

Abstract The Honorary Council for General Election Organizers  (DKPP) is an element in the general election execution together with the General Election Commission (KPU) and the General Election Supervision Body (Bawaslu). The main function of the DKPP is to enforce the ethical code for the general election organizers. A dignified general election and election of district heads starts from the general election organizers who are supposed to uphold the general election ethics, although that does not constitute a single factor, in a sense that a dignified general election should be the responsibility of all elements of general election that include the organizers, the pair candidates, political parties, success team, civil servants, national and districts governments, as well as other stakeholders. The problem is that the DKPP’s authority  is limited to the execution of the general election and does not cover the whole system of the carrying out of the general election and therefore it is difficult to realize a dignified election of district heads, despite the fact that a dignified election will bring about dignified leaders. As a democratic country, Indonesia is supposed to consider not only ethical code for the general election organizers but also ethical code for the whole implementation of the general election.

Understanding why certain candidates get nominated is an important aspect of political scientists. This topic is a narrow one and influences a wider variety of subjects such as the political parties, general elections, and even the extent to which the United States is a democratic country. Presidential nominees matter—they become the foremost spokesperson and the personified image of the party (Miller and Gronbeck 1994), the main selectors of issues and policies for their party’s general election campaign (Petrocik 1996; Tedesco 2001), a major force in defining the ideological direction of a political party (Herrera 1995), and candidates that voters select among in the general election. This volume is devoted to presidential nominations and the 2008 nomination specifically.

The election of regional leaders conducted directly by the community is believed to result in a democratic government. The formed government is expected to be more open, more responsive, and to carry out the aspirations of the people so that it can realize a government that comes from the people, by the people, and for the people. A person can nominate him/herself as a candidate for Regent or Deputy Regent if supported by some residents, by Political Parties or Combined Political Parties. The relatively weak support of the population or political parties or combined political parties has resulted in very few candidates for regent or deputy regent, even only one pair of candidates can occur as in Pati Regency. The study aims to know how the policy in the future (Prospective Model) should be taken so that the single-candidate for Regent or Deputy Regent in a general election does not happen. By using a sociological juridical approach, collecting primary and secondary data, processing and analyzing data, the objective of the study can be reached. The policy that needs to be taken by the government so that in the future there will be no single candidate is by giving obligations to political parties to conduct cadre recruitment to become candidates for regional leaders. Besides, the General Election Commission needs to make a scheme that is easier and more flexible for individual candidates regarding administrative requirements, procedures, and mechanisms for gathering support, and there needs to be a new policy so that the potential for a single-candidate can be eliminated or not occur.

A failed general election will result in a re-election and will certainly require additional budget. The purpose of this research is to find out the mechanism for the implementation of the re-election and to analyze the use of the State Revenue and Expenditure Budget in the implementation of the re-election. The research method used is normative legal research with a statutory approach and a conceptual approach. The results of this study indicate that the mechanism for implementing the re-election is a dispute over the results of the disputed General Election, by presidential candidates and members of the legislative candidates through the Constitutional Court decision. The mechanism for the provision of funds from the State Revenue and Expenditure Budget in the implementation of the re-General Election is the submission of additional costs by the General Election Commission to the Budget Institution and the Budget Department to revise the budget for the implementation of General Elections that are undergoing re-election.
