Abstract Although the economy of a county that is linked to surrounding towns and rural areas constitutes a multiple basic economic unit within China's national economy, it usually exhibits independent characteristics and functions. Consequently, a county's economy plays a critical role in the overall economic development of a country's national economy. We created an evaluation index system based on entropy Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) to carry out a comprehensive evaluation of county economy across the entire Beijing-Tianjin-Hebei region. We found serious imbalances in the development of these counties, with county economies within Beijing and Tianjin being more advanced than those in Hebei Province. Furthermore, there were marked differences between county economies within prefecture-level cities of Hebei Province. The developmental level of counties in cities like Langfang, Tangshan and Chengde was relatively high. Conversely, the level of development of counties in Hengshui, Baoding, Xingtai and Handan was lower. Moreover, there were imbalances among cities in relation to county economic development, especially in Langfang, with smaller differences being found in Hengshui and Qinhuangdao. We analysed and identified the factors influencing differences between counties before providing recommendations.

The purpose of the article is to substantiate the innovation and investment principles of green tourism in rural areas in the context of decentralization with a combination of production systems in order to explore opportunities and provide proposals for further functioning of the national economy. Methodology research is to use a set of methods: economic-statistical, monographic, system, economic- mathematical, abstract-logical and others. The scientific novelty of the obtained results is the introduction of innovative, economically feasible and research meth- ods with regard to sustainable development of green tourism in rural areas in decentralization, which are associated with the adaptation of theories, principles and rules of great importance for sustainable rural development of green tourism in the context of global transformations. Conclusions. The modern principles of effective functioning of green tourism in rural areas in the conditions of decen- tralization at a combination of production systems are substantiated. The tools of the general research methodology with regard to sustainable development of green tourism in rural areas in the context of decentralization are proposed. Adaptation of a system of theories, principles and rules that are essential for the formation of sustainable rural development are related. In order to achieve the sustainable utilization of water resources and the sustainable development of the economy, an evaluation index system for water-use efficiency and economic development systems was constructed. The entropy weight and the comprehensive evaluation methods were adopted to determine the index weights and conduct a comprehensive evaluation for the two systems. A coupling coordination model was used to calculate the coupling degree, coordination degree, and coupling coordination degree of the two systems. The annual coupling stage and coupling coordination intensity of the two systems were analyzed and determined. The results showed that the comprehensive evaluation values of both the water-use efficiency system and the economic development system in Jinan increased greatly from 2008 to 2017, and showed a changing trend of ups and downs. The two systems were in the antagonistic stage, and were gradually approaching the running-in stage, indicating that they were in the state of common development. The coupling coordination degree of the two systems gradually increased in waves, progressing from moderately to highly coordinated coupling. In the future, if the water control path appropriate to Jinan can be explored actively, the water-saving kinetic energy of economic development can be increased constantly, and the linkage effect between economic development and water resource utilization can be given full play. The two systems will then be in sync, enjoying a benign interaction and a healthy harmonious development.

Based on the principles of scientific, systematic, practicality, hierarchy, the paper constructs the evaluation index system of the Possibility of Low-carbon Economic Development, and determines the assessment of evaluation indexes applying the analytic hierarchy process (AHP), and builds the multi-objective linear weighted evaluation function model. Taking the Province of Zhejiang for example, the Possibility of Low-carbon Economic Development was evaluated. The results can be summarized as follows: The construction the evaluation index system of the Possibility of Low-carbon Economic Development is scientific and has a certain operability; The development of low-carbon economy in Zhejiang Province is potential, and the comprehensive evaluation has 4 levels; From certain aspects,such as the establishment and improvement of the low-carbon economy policy system,management system for carbon emissions and carbon exchanges,the introduction of foreign advanced low-carbon technologies,the promotion of low-carbon consumption and low-carbon lifestyle, measures can be taken to promote the development of a low- carbon economy in Zhejiang Province.

Most developing countries, including Kenya, have a big proportion of the population still living in rural areas that face an immense challenge especially on economic development and access to basic social infrastructure that include roads, health, water, and education. The government and local authorities are striving with the available limited resources against the competing priorities in order to meet the needs of the population and improve the quality of life and wellbeing. This study examined the role of community-based organizations (CBOs) on economic development in Siaya County, specifically their role on resource and stakeholder mobilization in Kenya. The study was anchored on Social Capital Theory but also analyzed both System and Conflict Theories. The study provides new and relevant information on the role of CBOs in development to the County governments as devolved systems of government responsible for development and planning thus justifying investment and policy formulation for closer collaboration. Descriptive study was undertaken and targeted and enumerated two respondents per group (total 50) in all the 25 CBOs in Siaya County that were duly registered and had coverage of at least one Sub-County. Using a Likert scale questionnaire, quantitative data was collected. Prior to that, a pilot study was done in the nearby Kakamega County to test the instrument. Descriptive, correlation and regression analysis was applied to the data using SPSS version 21. The findings indicate that; Resource Mobilization by CBOs enhances the organizations’ contribution to community economic development, stakeholders’ mobilization plays a critical role in community economic development, the CBOs in Siaya County have managed to increase their impact on economic development at the community level. The study suggests replication in other counties where NGO activity is evident in Kenya, focusing on community based organizations that do not rely on aid as their main income sources. Moreover, a comparative study involving the CBOs from the East African countries should also be considered in future studies. Political democracy should be equivalent to the economic development of the quality of democracy, economic democracy if not upright, even the owner of the ruling power and money, which is parallel to force global corporatocracy. Consequently, the economic oligarchy preservation reinforces control of production and distribution from upstream to downstream and power monopoly of the market. The implication, increasingly sharp economic disparities, exclusive owner of the money and power become fertile, and the end could jeopardize the harmony of the national economy. The loss of national economic identity that makes people feel lost the “pilot of the state”. What happens then is the autopilot state. Viewing unclear direction of the economy, the national economy should clarify the true figure.

To develop new wood cellulose resources and fast-growing pulpwood plantation fiber sources, it is very important to evaluate their pulping properties. A comprehensive multi-index pulping-suitability evaluation model is investigated in this paper by considering four fast-growing wood species. First, a new evaluation-index system for kraft pulp was developed based on traditional evaluation-index systems. Then, the membership degree of every index was analyzed to obtain a fuzzy matrix. The proportional contribution of each parameter to the main pulping properties could then be determined. Finally, a comprehensive evaluation model of kraft pulp properties was developed. The model is reliable compared with traditional assessment methods. The results confirmed the feasibility and rationality of developing new wood cellulose resources and fast-growing pulpwood plantations using fuzzy comprehensive evaluations.

Rural Entrepreneurship facilitates to uses the scarce resources in most effective manner thus increasing profits and rural livelihood. Due to lack of educational knowledge gap most of the rural entrepreneurs are unaware of the innovative development techniques and modern marketing methods etc. The main problem faced by rural entrepreneurs is raw materials and financial investments. Commonly rural entrepreneurs face the strange problems like, lack of training and development programs, fear of risk, and lack of experience in business, illiteracy, limited market scope and competition from the city entrepreneurs.
