AbstractWe are witnesses of continuous and turbulent complexity process of urban development at every spatial level. The presence of information and communication technologies in every aspect of our life leads to the fact that there is no more “delay” in between global and local changes. This conjunction changes the paradigm of urban development, which is now in networking, communication and integration. This paper discusses these relations described as hypothesis within Castells’ paradigm of network society and project identity that should be developed on local level in order to be a part of – a node of global network, and to survive and develop its potentialities and capacities. This paradigm is discussed in relation to C. Alexander’s, E. Howard’s, and P. Geeds’ approach in order to define principles and steps of integration of different spatial levels toward more coherent, harmonized urban development. The research applies theoretical approaches of networking towards integrated development of Danube region.

The tremendous developments in information and communication technologies (ICTs) over the last 20 years have substantially changed communication practices across the world. The Internet and mobile phones help to open new horizons for connections between people, leading to a global network for the sharing of information and ideas. In this new environment, human rights need to have a place, and traditional notions related to mass media need to be adapted to the needs of civil society. Freedom of expression has become much more individualistic, with information exchanges no longer relying on the traditional intermediaries (mass media) but on the exchange of ideas on social networking and other platforms. Civil society participation in the information world requires the necessary infrastructure however. And since states have an obligation to see to it that human rights are realized in practice, this may mean the facilitation of private investments to improve the ICT infrastructure. In this context, ICT policies favoring human rights must encompass a right to development.

Through the use of information and communication technologies, Public Administrations make its relevant information related to issues of public interest available for citizens. In the specific field of urban planning, Spanish administrations are making a huge effort to improve the urban information and make it available online for citizens developing Urban Information Systems, tools based on Geographic Information Systems which offer visualization and interaction options and increase transparency. More recently, digital channels have started to be used to enhance participation and promote democratic processes at regional, municipal, and local level. The chapter analyses different digital tools and services implemented to improve transparency in urban planning and web-based participation processes developed in Spain to check the result of these developments concluding that there is still a long considerable way to go since information and communications technologies offers a lot of options and tools to improve these processes, particularly through the application of PPGIS.

Computer literacy affects all areas of human life, and our subsequent control is almost inevitable nowadays. Due to the rapid growth of scientific knowledge and development of information and communication technologies, significant changes are taking place in individual countries. New technologies are coming to the fore through which there is an increase in country's economy, employment as well as labor productivity. To some extent, this fact is influenced by the ability of basic computer skills. This aspect is also important in terms of regional development at the national, regional and local level. The aim of the paper is to characterize selected indicator of computer literacy - internet work at three levels of Slovakia (state, district and municipality). The paper will be based by data from the Statistical Office of the European Union and Statistical Office of the Slovak republic. The methods of analysis, synthesis as well as graphical and cartographic methods will be the main methods used in the paper. Based on the achieved results, it can be stated that Slovakia achieved an average of 51.4 % in the development of internet use. It is very just above the EU average. At the regional level, the highest rate of internet use is manifested in the western part of Slovakia. At the local level in the case of the Nitra district, the internet was mostly used in the hinterland of the city of Nitra.

Introduction: The article is the product of the research "Application of the ISO 9001 standard version 2015 in the leather, footwear and leather goods industry of the Restrepo sector, Bogotá D.C." developed at the Francisco José de Caldas district university during the years 2018 and 2019. Objective: Formulate strategies that allow SMEs to apply ISO 9001: 2015 in the leather, footwear and leather goods industry in SMEs of the Restrepo sector of the city of Bogotá-Colombia. Methodology: Surveys and a bibliographic inquiry were carried out to characterize the subject of the study; make a comparison at an international, national and local level; make a diagnosis of the application of the standard, and propose strategies for its implementation. Conclusion: About 78% of companies in the sector have the potential to be certified in the norm, although they must urgently implement information and communication technologies at the operational and documentary level, and those that are not legally formalized must register before the competent legal entities. Originality: Through this research, strategies for the implementation of ISO 9001: 2015 for SMEs in the Restrepo sector in Bogotá are formulated for the first time. Limitations: The results expose the problems found in a Bogotá cluster, which allow for making inferences for the case of Colombia, but it might not be the case for other countries with higher production or different conditions in the industry.

Rapid expansion of eParticipation as a tool of engagement and strengthened cooperation between governments and citizens is a contemporary trend worldwide. The objective is to improve access to information and public services as well as to promote participation in policy-making by usage of Information and Communication Technologies. eParticipation is also considered as a necessary component or a prerequisite of eDemocracy. The paper is focused on the issue of eParticipation and its application on local level of government in the Czech Republic. The aim of the research is to evaluate the offer and availability of eParticipation services provided on the municipal websites by the municipalities with extended powers in Moravian-Silesian Region. The methodology and structure of the criteria for assessing the level of eParticipation services in the presented research was designed on the basis of the Digital Governance in Municipalities Worldwide methodology. The data were obtained from author`s own investigation on the municipal websites. The data analysis was supplemented by cluster analysis. On the basis of the results of cluster analyses, the municipalities were divided according to their success in the selected criteria. The results of the research point out the insufficient offer of eParticipation services on municipal websites and on the poor options of citizen´s eParticipation at the local level of government in the Moravian-Silesian Region. Similar results may be expected across the Czech Republic. The results of this research are particularly relevant to the municipal authorities of the selected region and local government to indicate the weaknesses of online opportunities for society. At present, the topic of participation at the local level is very important as it contributes to the implementation of the concept of Smart Cities. This research emphasizes that the offer and availability of eParticipation services for citizens needs to be expanded. It is very useful and comfortable to use current technological possibilities and offer participation services online.

Information and communication technologies have become an integral part of our life. Supply chain management is also currently in a digital transformation, especially during the period of disruptions in global and local supply chains caused by the COVID-19 pandemic. The purpose of this study is to provide an empirical descriptive analysis of the role of digital technologies in improving the efficiency and recovery of supply chains, as in the pre-crisis period and in a pandemic.The research is based on the processing of statistical data and macroeconomic indicators, presented in the public domain. The following indicators were considered as basic indicators: gross domestic product as a characteristic of the level of economic development of Russia before the crisis; Logistics efficiency index; Digital Life Index. For comparative analysis, countries from different categories were selected in the context of the selected assessment indicators. The results obtained confirmed the significant role of information and communication technologies in improving the efficiency and restoration of supply chains destroyed in connection with COVID-19 pandemic.It has been concluded that at the national level, developed economies showed high efficiency of their logistics systems and high scores of digital life rating. For countries with a level of economic development below average, the impact of information and communication technologies on the efficiency of the logistics system was not decisive in this context. The implementation of information and communication technologies makes it possible to restore the supply chains destroyed by the crisis and increase their efficiency, because of which a business in a pandemic gets a chance to survive.The results of this study can be used by heads of enterprises of various levels in determining the strategy and tactics of enterprise development, including crisis management. Research methods and data can be applied by researchers to further research into the impact of information and communication technologies on the recovery and efficiency of global and local supply chains, including considering updated data that consider the impact of the coronavirus pandemic on the indicators used in this article.

The aim of our research is to highlight the main features and mechanisms of the digitalization of a public administration that would allow the promotion of a sustainable development and a more inclusive society. The proliferation of information and communication technologies in all fields along with the reporting of both economic and social benefits give us hope that these technologies will also find a role in the transformation, efficiency, or progress of public administration. The main research method was the bibliographic study, both descriptive and analytical. Through specialized software tools we highlighted the relationships and correlations between various concepts. The results obtained are encouraging and have highlighted the future courses of action, both theoretical approaches and the exchange of good practices.

RESUMEN Objetivo: Este trabajo analiza los usos y abusos del Internet en los jóvenes universitarios de la Licenciatura en Administración de Empresas de la Universidad Juárez Autónoma de Tabasco, con sede en Villahermosa Tabasco, mostrando evidencias de la manera en que el uso de Internet ha influido en su desempeño académico; ya que el modelo global entre sus mecanismos más sugestivos trajo consigo las denominadas Tecnologías de la Información y Comunicación, (TICs) las cuales tienen la particularidad de que una vez incorporadas a la vida cotidiana del sujeto resultan imprescindibles y en algunos casos crean dependencia entre sus usuarios. Material y método: El instrumento que se empleó fue entrevista no estructurada focalizada, con la particularidad de concentrarse en el tema Usos y Abusos del Internet en los alumnos de la División Académica de Ciencias Económico Administrativas, aplicado a una muestra de dieciocho alumnos que fungieron como informantes. Se empleó un enfoque cualitativo como método general de la investigación bajo el muestreo aleatorio simple que permite llevar a cabo el contraste o correlación de los planteamientos teóricos del problema. Resultados: Los resultados obtenidos dieron un panorama general del uso y abuso de Internet en los mencionados alumnos; quienes no reconocieron abusar del Internet en la redacción de sus trabajos de investigación. Conclusiones: Finalmente, se establecieron conclusiones y recomendaciones que pueden contribuir a minimizar los efectos negativos del uso de Internet y las aplicaciones que le dan a éste. ABSTRACT Objetive: This paper analyzes the internet use and abuse from young university Business Administration degree students of the Universidad Juarez Autónoma de Tabasco, that is located in the city of Villahermosa in the state of Tabasco, showing evidence on the way how the internet use has influenced the academic performance of those students, because one of the most suggestive mechanisms that the global model brought, are the so-called Information and Communication Technologies (ICT) which have the particularity that once they are incorporated into the daily life of the individuals, they become essential, and in some cases, create dependency among their users. Material and method: The instrument used was a focused unstructured interview, with the particularity to focus on the topic of Internet Use and Abuse from students of the Academic Division of Economics and Administrative Sciences. This interview was applied to a sample of eighteen students who acted as informants. A qualitative approach was used as a general method of research under simple random sampling that allowed the researcher to carry out the contrast or correlation of the problem theoretical approaches. Results: The given results provided an overview of the use and abuse of the Internet in the above mentioned students, who did not recognize Internet abuse in the drafting of their research. Conclusions: Finally, conclusions and recommendations were set up so that they can help minimize the negative effects that the use and abuse of internet is given by the students.

This chapter explores how we may design located information and communication technologies (ICTs) to foster community sentiment. It focuses explicitly on possibilities for ICTs to create new modalities of place through exploring key factors such as shared experiences, shared knowledge and shared authorship. To contextualise this discussion in a real world setting, this chapter presents FIGMENTUM, a situated generative art application that was developed for and installed in a new urban development. FIGMENTUM is a non-service based application that aims to trigger emotional and representational place-based communities. Out of this practice-led research comes a theory and a process for designing creative place-based ICTs to animate our urban communities.
