Abstract The accumulation of knowledge and its use have become important factors that promote economic development as they contribute to a countryís competitiveness in the global economy. The basic significance of research is obtained by defining new approaches in the organisation, function and efficiency of the higher education system (HES) by emphasising its qualitative aspects. The aim of the article is to describe the influence of education reform on economic competitiveness, paying a special attention to analysing and evaluating international experiences from an interdisciplinary perspective, including economics, pedagogy, etc. Quantitative indicators are used to characterise specific features of the HES and the interaction of this system in the overall context of state development. Some aspects of the Latvian HES are also analysed. The economic activity of inhabitants often directly depends on their level of education. In order to reorganise the Latvian HES and increase its competitiveness and efficiency, thus ensuring quality and availability, the Latvian education system must define a middle-term (4ñ5 years) and long-term (10ñ15 years) development plan that is coordinated with national economic development.

The period since the election in May 2010 has seen a number of very far-reaching reforms enacted in the higher education system in the UK, and especially England. These have been driven in large measure by the economic situation, but also by the aim to introduce a more market-based approach into the sector. At the same time, the higher education system faces a number of long-term challenges, particularly in terms of how it can best contribute to much-needed regional and national economic growth. This article first summarises the reforms which have been put in place and some of the factors driving them; next goes on to set out the long-term challenges which the sector will need to address; and finally assesses whether the policy platform established through the government's reforms is likely to help or hinder the achievement of the sector's (and the country's) strategic aims.

Amid the recent economic turmoil in East and South east Asia, the Singapore government continues to press ahead with its plans to review the higher education system. The primary motivation for doing so is the maintenance of national economic competitiveness in the global economy. These changes in higher education are being undertaken in tandem with reforms in the primary and secondary sectors of education.

Brazil's higher education system is characterized by a relatively small public sector, focused on research-intensive universities, and a huge private sector, which has grown continually since the 1970s due to burgeoning demand. The private sector is now dominated by for-profit institutions which, by definition, seek immediate financial gain rather than the long-term public good. In this article, we discuss current trends with respect to for-profit institutions, giving special attention to the recent creation of mega-establishments through a series of mergers involving both national and international investors. We close by warning of some of the negative implications potentially associated with the country’s dependence on for-profit higher education.

The funding of the higher education institutions and its efficient management affects the functioning of the whole system. The level of development of an education and science has an important role in the economic development of the country. Georgia has enough potential to achieve economic development by intellectual and educated human resources. Despite the reforms implemented in the recent years, there are still many shortcomings and challenges left in the education system that are hindering the creation of well-educated and competitive human resources. Without strengthening the education system, it is impossible to participate in a global competition. The increasing of financing of the education system over the years does not mean raising the quality of education. Developing the correct strategy and tactics of the reform and adequate and efficient distribution of financial resources is crucial. The aim of the paper is to study impact of the existing funding policy on higher education system in Georgia. The structure and dynamics of the funding of the higher education institutions, the nature and importance of the already funded projects are examined in the study. The issue of promotion of development of education through the reforms implemented in the education system is also discussed and analyzed in it. The study is based on the qualitative and quantitative analyses. The recommendations issued within the framework of the study will support stakeholders to overcome the current challenges and improve financial management policy of higher education institutions.

The purpose: the article substantiates the importance of the country’s adoption of the strategic planning document «Strategy for the development of the higher education system in the Russian Federation for the period up to 2030».Materials and methods: the research uses theoretical and empirical methods, logical and system analysis, methods of description, prediction and expert assessments. The theoretical basis of the research is the method of strategic management developed by the famous economist, doctor of economic sciences, professor, foreign member of the Russian Academy of Sciences V. L. Kvint.Results: the analysis of numerous definitions of the concept and essence of strategy existing in the scientific literature is carried out, and a number of key positions in its definition are highlighted. Justifications are given for the criteria for developing strategies, using the example of the Strategy for the development of the country’s higher education system for the long term. The features of developing a strategy for the development of higher education are defined, and the hierarchy of levels of the strategy system is presented in relation to the strategy for the development of domestic higher education.Discussion: the strategy proposed for adoption should reflect the state and prospects of development of the higher education system, with the definition of Russia’s position in the world educational space, current challenges and threats facing higher education, identify strategic priorities, goals and objectives, mechanisms and stages of implementation of the strategy, propose scenarios for the development of the higher education system, identify sources of resources for the implementation of the strategy, expected results and monitoring of its implementation.Conclusion: it is noted that various state programs, national, Federal and priority projects, and action plans related to the development of the higher education system are being developed and approved in the country. However, there is no key strategic planning document — the Strategy for the development of the higher education system in Russia for the long term (for example, until 2030). In this regard, it is very relevant to develop and adopt this strategy, which undoubtedly takes into account the historically established traditions and features of the national higher school.

Aim. The presented study summarizes the results of the analysis of modern approaches to assessing the higher education system in terms of its impact on the social and economic indicators of a region, describing a stakeholder approach to the classification of factors of a university’s influence on regional development.Tasks. The study aims to consider approaches to examining the activities of universities in the context of their impact on the development of a territory; to comparatively analyze social and economic indicators of the constituent entities of the Russian Federation and the education level of the employed population; to update the list of groups of stakeholders of the higher education system and to describe the parameters of university influence on the objects of one of the groups.Methods. This study analyzes the existing approaches of Russian and foreign researchers to assessing the contribution of the higher education system to socio-economic development as well as official statistics on the socio-economic development of the constituent entities of the Russian Federation.Results. A considerable number of diverse factors characterizing the influence of the higher education system on socio-economic development are identified. The authors describe the contribution of universities to the development of human capital, innovative and economic development, social policy and environmental well-being of the region. It is noted that the university’s academic reputation affects the competitiveness of the city and facilitates active international cooperation. A comparison of statistics on the proportion of employees with higher education among the working population (DHE) with various indicators of economic and social development of the constituent entities of the Russian Federation shows that many regions with a more skilled workforce have higher gross regional product (GRP) per capita, higher life expectancy at birth, and lower working-age mortality than regions with low DHE. There are also negative trends in the higher education system, such as the declining number of university teaching staff over the last ten years. A stakeholder approach to the classification of factors of university influence on regional development is proposed. A group of stakeholders of the higher education system defined as “society” is introduced. The parameters of university influence on this group are described.Conclusions. The existing influence of universities on the socio-economic development of territories makes it necessary to put issues related to creating conditions for the optimization of interaction between various groups of stakeholders of the higher education system on the federal and regional agendas.

Purpose The purpose of this paper is to provide a case study of the establishment and development of a minor program in Sustainable Development in Tongji University, China, and how it contributes to embedding sustainable development into higher education system as an alternative platform for researchers and students to involve in a transdisciplinary teaching and learning process. Design/methodology/approach This case reviews the institutional setting and the different studying models and requirements for postgraduates and undergraduates. Postgraduate students have to take four core courses, select one module with four themed courses (4 + 4 fixed) and complete a transdisciplinary essay, and undergraduates can choose any three courses in all modules apart from the four core courses (4 + 3 open), with a transdisciplinary group project. Findings The development of the minor program reveals the popularity and decline of different modules, because of the popularity of the schools and institutes behind them, the university legacy and the media influence. The program design spurs transdisciplinary thinking on sustainable development but brings about challenges including time conflict with students’ major study. In conclusion, this program explores alternative education practices in embedding sustainable development in education system, contributing to and reflect on Education for Sustainable Development and the education reform in China. Originality/value The case presents a unique way of implementing Education for Sustainable Development in higher education system, in which minor education stands between formal and informal curriculum to tackle the barriers in undertaking sustainable development initiatives in curricula, through nurturing the culture and providing organizational support.

The relationship between economic growth and higher education in Brazil is discussed in this article. Although Brazil's higher education system is relatively new, it has developed rapidly. In general, however, it has not contributed directly to economic development yet despite some important counter examples.

Funds raised from philanthropic giving have become a key element in the long-term finances of higher education institutions around the world, presenting leaders, primarily principals, with a range of novel challenges that have not, hitherto, been key drivers of leadership. This article explores the problem by reporting on qualitative research that looked at how fundraising is carried out in the Malaysian higher education system, which has recently experienced profound changes to its financial landscape. Data were generated by semi-structured interviews with fundraisers from a range of higher education settings. It was found that for fundraising efforts to succeed, they must be spearheaded by an active principal who adopts the stance of transformational leader towards potential donors, forming a long-term relationship based on a shared vision. He or she is likely to be supported by a fundraising team that will be more transactional in approach and style.

International and local trends and experiences confirm the importance of reassessing; the role and responsibilities of scientists in South Africa. Revised strategies for human resource development, equipped with scientific and technological expertise and skills, offer tremendous challenges to scientists and the higher education system of the country. Simultaneously the contributions of scien­tists, through their involvement in research and development, to new knowledge as well as the application and utilisation of knowledge in new processes, products and technology transfer, is of vital importance for the economic development of South Africa.
