Abstract The article examines the current state of innovative agricultural development in Ukraine and determines the role of the state in the sphere of innovative development of the agricultural complex. It considers the most problematic characteristics and factors of the slowdown of innovative development of domestic agricultural enterprises. It also suggests measures that would promote the increase of innovative activity of agricultural enterprises.

This article is devoted to the most important issue of ensuring an innovative breakthrough in socio-economic development in the conditions of information and economic confrontation. Today, humanity is entering an era of a fundamentally different system of social relations, values and meanings. The emergence of a multipolar world model increases the competition of developed countries, on the one hand, and weakens the role of the state in society, on the other. Economic sanctions significantly hinder innovative development, so the state, as one of the main social institutions, still needs qualitatively new, more productive, innovative solutions, the emergence and implementation of which is impossible without appropriate personnel: researchers, analysts, developers, managers and workers.

The article considers the process of concentration of production in medium and large agricultural organizations, their size, features and factors of agricultural development in them. The role of these enterprises in the production of agricultural products and the formation of an export-oriented agricultural economy is shown. Proposals for the development of large-scale agricultural production are justified.

This paper investigates major points of the successful functioning and modernization of the national economy is the transfer of the economy to an innovative development path, the creation of a high-tech and competitive economy. In the transition to the modern model of economic growth, the level of activity of enterprises is of great importance, where high activity is ensured by the leading role of the state in stimulating and determining national priorities and the active influence of the state on the process of innovative development through mechanisms of state tax stimulation of economic development. In conclusion, it makes an emphasis on both theoretical and methodological basis as a whole.

The article deals with social issues inhibiting development of single-industry cities. The authors point out the major factors that should be taken into account in the elaboration of development concepts to avoid social unrest. This article provides an analysis of the current state of innovation development of single-industry cities in Russia and the role of the State in creating an innovative climate. This article discusses some shortcomings in the innovation policy of the State. The authors assess the prospects of innovational development of single-industry cities and points out the necessity to study the concepts of development and reformation the existing legislation.

The formation of the spectrum of global economic and political challenges for Russia is a factor in returning the issues of economic modernization to the public administration agenda, taking into account the current state and development trends of the country’s economy as a whole and its regions. As a research tool, the system method and the method of statistical observations are used. In Russia, the role of the state in regulating economic processes and its predominance in the structure of Russian economy remains significant. All this makes it necessary to consider the participation of the state in the process of modernization transformations. The article discusses the historical experience of modernization in developed countries with significant state participation, as well as modern Russian goals of state participation in economy, the role of the relevant policy in achieving the goals of modernization (on the example of the “May Decree” of the President of the Russian Federation of May 7, 2018), its contingency with the practices and role of big business as an integral part of the modernization process. The paper suggests ways to optimize public policy in the direction of modernization, taking into account the priorities formulated for the management system.

Introduction. In the conditions of knowledge economy development, continuous reforming of the system of higher education of Ukraine, its effective financial provision meets the most important needs of modernity and promotes formation of intellectual potential of the state, social and economic development of society and growth of national economy. The purpose of the article is to analyze the current state of higher education, its financial support and determine the prospects for the development of this priority sector of the economy. Methods. During the research the analysis and synthesis, comparison, generalization, forecasts, trends, modeling and other methods were used. Results. The current state of higher education of the state and its financing at the world and national levels is analyzed. Expenditures on higher education have been found to fluctuate constantly, due in particular to external political and economic factors. According to the results of the research, it is concluded that the role of the state in financing higher education is growing every year, but the involvement of alternative sources such as participation in educational, scientific, infrastructure projects, cooperation with business, industry, graduates, and providing paid services remains relevant.

Urgency of enterprises and personnel strategic management is constantly growing, especially after Russia’s accession to the World Trade Organization. The subject and essence of strategic human resource management (HRM) are considered, peculiarities of agricultural enterprises functioning in this country are highlighted, and in particllar — the case of the JSC «Zelenoye pole» enterprise. Based on the revealed problems and forecasted perspectives of the Primorsky Krai agricultural enterprises’s sufficiency with qualified personnel, the authors prove the need for strategic HRM and specify the role of state in formation and development of labor potential in agriculture. Among the primary aspects of strategic HRM at agricultural enterprises the authors emphasize the need to carry out career guidance and vocational education and training of highly professional engineering staff with the state participation and support. The proposals, presented in this paper, are of profound practical value.

The article aims at studying the trends in the current state of the innovative activity at Ukrainian enterprises and its financing. The current state of the innovative activity at Ukrainian enterprises is analyzed; the financing of such an activity is explored. Trends in the innovation activities of Ukrainian enterprises during 2015–2019 indicate the presence of significant problems and a low level of innovation development, which, in turn, has a negative impact on product competitiveness and economic development, in general. So, according to the Global Innovation Index-2019, Ukraine ranks 47th among 129 surveyed countries. As for industrial enterprises, only 782 of them are innovatively active, making up 15.8% of their total number. It has been found out that the introduction of innovations in industrial enterprises in Ukraine is slowing down due to the lack of financial resources. The financial resources of enterprises remained the main source for funding innovation during 2015–2019. The role of the state in financing innovation is not significant, so almost the whole financial burden falls on business entities, which naturally hinders the increase in the innovative activity at enterprises. The problems of innovative development of enterprises in Ukraine have been identified and it has been established that the current state of innovation is a consequence of the lack of strategic vision and consistent state policy in transiting Ukraine to an innovative development path. The results of the research carried out shows the necessity of designing the Strategy for innovative activity development till 2030.
