This study aims to reveal to what extent the strategic development objectives of Romania (accession to the EU and NATO) have determined changes in the security policy of Romania between 2000 and 2007.The paper will demonstrate how the security measures adopted by Romania (including in the fight against terrorism) have influenced the economic development of the country. There are numerous debates in the literature that discuss the links between economic development and security (political, economic or military). This study adds to the literature an empirical analysis of a country considered not under a direct threat to security in the region.The research follows a descriptive analysis of the measures in the legislative, institutional and operational areas taken by the Romanian government in the period 2000-2007 in order to reach the start-up objectives (of accession to the EU and NATO). The paper intends to show that these measures taken by Romania did not represent only military and security objectives, but they constituted a platform for the economic development and had economic consequences.

The article deals with the peculiarities of forming the new trends in the British foreign policy, due to the results of the referendum on Brexit and the country’s withdrawal from the European Union. Formation of the strategic priorities for the UK foreign policy course is becoming one of the most important tasks for the political, diplomatic and expert circles. The refusal to develop a common foreign policy of the EU as a result of Brexit, sets the essential challenge for Britain: to maintain existing influence and allied relations with continental European states (primarily, due to the strengthening of bilateral relations and the preservation of the Euro-Atlantic alliance), and at the same time to establish itself as an independent center of influence, not limited to the collective will of the EU. The main provisions of the “Global Britain” concept, presented in 2016 as the doctrinal basis of the foreign policy dimension of Brexit, are analyzed. The most significant of them are the next: the promotion of the UK`s economic and security interests around the world as the basis of foreign and security policy; alliance with the United States as a major foreign policy and security priority; rethinking the partnership with the EU and giving it a new depth in the name of protecting the international order and common values; the development of cooperation within the Commonwealth to strengthen Britain’s international presence and global influence. The author identifies the key foreign policy positions of London, which are not reflected in the concept presently, but will be of key importance for the European and global securities in the short and medium terms. The positions of leading regional and world players are analyzed, the risks of aggravation of relations with Russia and China are assessed. It is summarized that because of the new global threats and risks (first of all COVID-19 pandemic and its global impact and economic consequences) the “Global Britain” concept is still in its forming.

Regional economic cooperation is of great importance. For these countries, rapid economic development is a major concern on the path to EU integration. Economic development without cooperation is unthinkable. There are many issues in such areas as trade, energy security, transport issues and other. Because the economies of countries are fragmented regional cooperation is necessary to eliminate these problems. We have to define the strategy of European Union with Serbia and Croatia. For the EU, regional cooperation with the Western Balkans, including Serbia and Croatia, as well as its deepening, especially between the countries of the Western Balkans, is a top priority, since such cooperation is a key factor in political stability, economic development and security. In our opinion economical indicators give us some idea of the development dynamics of these two countries. Despite cultural, political and historical differences, Serbia will also be able to take an interest in deepening economic, cultural and political co-operation with the EU, including Croatia

Chapter 1 discusses the relationship between governance and conflict resolution in India and the EU. It finds a lot of similarities between the two entities especially in terms of their concern for democratic credentials and institutional design, increasingly based on neo-liberal principles. Both India and the EU give primacy to statebuilding in their conflict resolution strategies and emphasise the importance of development and bureaucracy in the process. The authors find that one of the main differences between the two entities is in the security measures they undertake. While the EU has a more relaxed approach to security policy, India puts emphasis on the use of hard security measures, seeing itself as a unitary sovereign actor rather than a quasi-federal entity (as with the EU). This is also one of the most common critiques of India’s efforts in producing conflict resolution, along with the inefficiency of its governance and the corruption that surrounds it. The EU can be partly criticised for its selective approach to conditionalities in accession/association process which in some cases even resembles the colonial past of some of the most prominent members of the EU. The authors conclude that the two entities achieve a certain level of governmentality while their success in producing conflict resolution in a purer form of reconciliation and social justice is relatively limited.

Povzetek Eden največjih izzivov današnjega časa je naraščanje asimetričnih groženj. Nato in EU sta tarča politično motiviranih nedržavnih in razvitejših državnih akterjev ter združenj, ki se ukvarjajo s kibernetskim kriminalom. Sovražna kibernetska kazniva dejanja spodkopavajo vse družbene ravni v državah Nata in EU ter ogrožajo politično, gospodarsko, civilno in vojaško varnost. S podobnimi grožnjami se spoprijema tudi Grčija. V članku so preučeni grška strategija kibernetske varnosti ter vzroki in posledice organiziranih terorističnih združb za nezakonite migracije v Grčiji. Prav tako je izpostavljen pomen izmenjave obveščevalnih podatkov med grško varnostno in obveščevalno skupnostjo. Ključne besede Grčija, asimetrično bojevanje, kibernetska varnost, trgovina z ljudmi, migracije. Abstract One of the biggest challenges of our time is the rise of asymmetric warfare threats. NATO and the EU are targeted by cybercrime syndicates, politically motivated non-state actors, and sophisticated state actors. Hostile cybercrime undermines all levels of society in NATO and the EU states, threatening political, economic, civil, and military security. Greece faces similar threats. This article focuses on the Greek cybersecurity strategy and analyses the causes and consequences of the terrorism-organized, illegal immigration nexus in Greece, and how essential it is to highlight the importance of collective intelligence sharing among the Greek security and intelligence community. The objective of this article is to present the standard of living of households in Poland in comparison with other EU member states. The starting point for analysis was the economic condition of Poland against the background of other EU member states. The next step consisted of assessment of the standard of living of inhabitants of individual EU member states on the basis of financial condition of households and the structure of consumption expenditure. It was found that the differences within the EU in terms of economic development and the standard of living of households still remain substantial.

Subject. This article explores the various aspects of the concept of Spatial Development. Objectives. The article aims to develop a conceptual basis for the spatial socio-economic development of the collaborating regions. Methods. For the study, I used the methods of comparative and statistical analyses. Results. The article shows how cooperation between the subjects of the Russian Federation increases the potential of economically united regions. Conclusions. When preparing national strategic planning documents, it is necessary to take into account the specifics of regions, their capacity, available resources, and focus on the relationship between regions.

ABSTRAKPelabuhan berperan sebagai fasilitas penunjang pusat pertumbuhan regional dalam proses pembangunan ekonomi wilayah. Pelabuhan Bebas Sabang diarahkan sebagai pusat pertumbuhan ekonomi regional dan diharapkan dapat meningkatkan perekonomian Kawasan Sabang. Permasalahan yang dihadapi Pelabuhan Bebas Sabang adalah belum optimalnya peran dan fungsi Pelabuhan Bebas Sabang dalam menunjang perekonomian wilayah. Penelitian ini bertujuan untuk mengetahui peran Pelabuhan Bebas Sabang dalam mendorong perkembangan perekonomian Kawasan Sabang. Lingkup materi yang dibahas mencakup peran-peran Pelabuhan Bebas Sabang, menentukan potensi dan masalah serta upaya-upaya peningkatan peran Pelabuhan Bebas Sabang. Metode analisis yang dilakukan adalah analisis deskriptif dengan pendekatan analisis data kualitatif dan kuantitatif. Alat analisis yang digunakan adalah analisis SWOT IFAS-EFAS. Hasil analisis menunjukkan dalam kurun waktu 4 (empat) tahun terakhir dari tahun 2010-2013, Pelabuhan Bebas Sabang belum optimal dalam menjalankan perannya, sehingga membutuhkan strategi pengembangan dengan pendekatan Agressive Maintenance Strategy (strategi perbaikan agresif), yaitu strategi konsolidasi internal dengan memperbaiki faktor-faktor kelemahan untuk memaksimalkan pemanfaatan peluang.Kata kunci: Pengelolaan, SWOT IFAS-EFAS, WilayahABSTRACTPort was supporting facility of regional growth center in the process of regional economic development. Sabang free port was directed as the center of regional economic growth and expected to raise the economy of sabang. Problems faced by sabang free port was yet optimal role and function in supporting the economy of the region. This study aimed to determine the role of sabang free port in supporting the economic development of sabang. The covered material scope included roles of sabang free port, determining the potentials and problems and efforts of increasing the role of sabang free port. The method of analysis was descriptive analysis with qualitative and quantitative approach. The analytical tool used was the swot ifas-efas analysis. The analysis results showed in the period of 4 (four) years from 2010 until 2013, sabang free port was not optimal in carrying out its role yet, so it requires development strategies with agressive maintenance strategy approach, which is internal consolidation strategy by improving vulnerability factors to maximize the utilization of opportunities.Keywords:, Management, Regional, SWOT IFAS-EFAS

The article analyzes the influence of the concepts of the Intermarium and the Baltic-Black Sea Arc on the formation of Ukraine’s foreign policy in 1990 – early 2000. The use of these concepts in American, European and Ukrainian geopolitical thought, which historically included the idea of opposing Russian influence in the region, contributed to the increase in tension and was aimed at further disintegration of the Western flank of the post-Soviet space. The article proves that the design of the Euro-Atlantic vector of Ukraine’s foreign policy was already active under the first two Ukrainian presidents – Leonid Kravchuk (1991–1994) and Leonid Kuchma (1994–2005). One of the concrete attempts to implement the idea of forming a common political, economic, transport and logistics space of the Black Sea-Caspian region with a promising expansion of the cooperation zone to the whole of Eastern Europe and the Eastern Baltic during the presidency of Leonid Kuchma was the foundation and launch of a new regional organization, Organization for Democracy and Economic Development, better known as GUAM (composed by the initial letters of names of member states – Georgia, Ukraine, Azerbaijan, Moldova; when Uzbekistan was also a member of Organization for Democracy and Economic Development, the name of the organization was GUUAM), which is an alternative to Eurasian projects with the participation of Russia.

Technological development of society is of unequal cyclic nature and is characterized by changing periods of economic growth, stagnation phases, and technological crises. The new wave of technological changes and new technological basis corresponding to the technological paradigm boost the role of innovations and displace the traditional factors of economic growth. Currently, intellectual and scientific-technical capacity are the main economic development resources. The use of innovation and new knowledge change the technological structure of the economy, increase the elements of the innovative economy, knowledge economy, and digital economy, i.e. the new technological paradigm is formed. The paper aims to research the basic determinants of technological paradigms’ forming and development, and determining their key features, as well as to analyze social transformations of the EU Member States and Ukraine. The paper focuses attention on the research of the features of social transformations. The structural transformations are analyzed based on the Bertelsmann Transformation Index that estimates the quality of democracy, market economy, and political governance. The transformation processes are assessed on the example of the EU Member States and Ukraine. The authors argue that social transformations and structural changes in the economy are related to the change of technological paradigms that boost the economic modernization and gradual progressive development of humanity in general. The nature and main determinants of 5 industrial and 2 post-industrial technological paradigms are outlined. Their general features and main areas of basic technologies implementation emerging in the realization of a certain technological paradigm are explained. The conclusions regarding the fact that innovative technologies and available scientific-technological resources define the main vector of economic development are made. The new emerging technological paradigm is of strategic importance for society development.

This study aims to determine the comparison of the results of the inequality analysis of economic development between districts / cities in the province of East Nusa Tenggara for the period of 2013-2018. The method used in this research is quantitative descriptive analysis using the Williamson index, and Theil Entropy Index, using time data per capita PDRB series and population data for each district / city in 2013-2018. The Williamson Index analysis results show that the economic development sector inequality in 21 districts in NTT province is very evenly distributed (low inequality) except for the city of Kupang, which has an Williamson Index value of 1.49 other than districts in NTT province in the period 2013-2018. The Intra Index Analysis Results show spatial inequality within the regency. The city of Nusa Tenggara Timur province is fairly evenly distributed within the regency except the city of Kupang  shows an unequal inequality compared to 21 other districts. Through the Theil Entropy Index calculation of development inequality between 21 regencies and Kupang  tend to widen (divergence) which has Theil  Index of 798,15, while the other 21 districts in the 2013-2018 period have the Theil Entropy Index Index 211,26 for Regencies and  TTS 201,11, while other districts have an index numberbelow 200.
