Public service is one form of the state apparatus functions as a public servant as well as a<br />servant of the state. Seeing an increasingly competitive business world today, the company that<br />provide public service need to change their customer services into a profit center. The quality of<br />service provides an important link between the company and customers, also can help to push the<br />company to achieve their goals and give positive image. Company's image depends on how the<br />company give their services to the customer. Companies are required to constantly monitor public<br />perceptions or opinions about the company, through its institutional functions of Public Relation (PR).<br />The purpose of this research is to analyze the customer's perception of the quality of public services at<br />PLN UPJ Bekasi Kota, and the relationship between the internal and external factors with the<br />customer's perception of public services at PLN UPJ Bekasi Kota. The results of this research show<br />the customer’s perception on the quality of public services at PLN UPJ Bekasi Kota is good with the<br />average score equal to 3.86. Correlation test showed that there are five significant correlation, which<br />is the relationship between education level and assurance, education level and responsiveness,<br />education level and tangibles, income level and tangibles, and the frequency of respondents calling<br />and responsiveness.<br />Keywords: Public Service, Quality of Service, PLN

Purpose The purpose of this paper is to identify the influence exerted by a quality management system (QMS) under ISO 9001: 2015 on the quality of public services organizations in Mexico. Design/methodology/approach The methodological design was quantitative, explanatory, observational and transversal, for which a sample of 461 public servants from the state of Guanajuato, Mexico was obtained. To test the hypotheses, a structural equation model (SEM) was developed through the statistical software Amos v.21. For the analysis of the data, software SPSS v.21 was used. Regarding the goodness and adjustment indices of the SEM (χ2 = 720.09, df = 320, CFI = 0.933, TLI = 0.926 and RMSEA = 0.05) which, therefore, proved to be acceptable. Findings According to the results obtained through the SEM model, the QMS under ISO 9001: 2015 is positively and significantly influenced tangible aspects (β1 = 0.79, p < 0.01), reliability (β2 = 0.90, p < 0.01), related to response quality (β3 = 0.93, p < 0.01), guarantees (β4 = 0.91, p < 0.01) and empathy (β5 = 0.88, p < 0.01) of the quality related to public services in Mexico. The study’s key contribution is that it discovered that implementing a QMS in accordance with the ISO 9001: 2015 standard has an impact on the quality of public services, with the most influential quality of response. Similarly, the assurance and dependability of service quality turned out to be important in providing public service quality. Research limitations/implications In this paper, the QMS was only evaluated as a variable that intervenes in the process of obtaining quality in public service under the ISO 9001 standard in its 2015 version. In this regard, the results’ trustworthiness is limited to the extent that the findings may be generalized in the state of Guanajuato, Mexico’s public service. As a result, the scientific community is left primarily focused on service quality to promote new future research. Practical implications The ISO 9001: 2015 standard’s QMS is one of the tools for success in both the commercial and government sectors. However, there are practical limitations, which focus on the time during which managers exercise their vision in the public sector: first, the dynamics that managers play in public policy; second, the length of time they have served in public office; and third, the interest of directors of public institutions to improve the quality of service provided by the government. Other practical consequences concern organizational culture and identity, public servant commitment, senior management or secretaries of government, as well as work and training. Originality/value The findings of this paper are important and valuable because they foster knowledge generation in the public sector through the ISO 9000 quality area. A model that permits the adoption and implementation of a QMS based on the ISO 9001: 2015 standard in public organizations that seek to provide quality in their services offered to the user is also presented to the literature. Similarly, the paper is important because there is currently insufficient research focusing on the variables examined in the context of public service in Mexico.


Improving the quality of public services is inherent in the implementation of the tasks and functionsof the Regional Work Unit as an extension of the tasks of the central government. The public service unitbecomes a service node for integrated service offices in the district while improving the quality of service to thecommunity. This study aims to examine the relationship of power orientation behavior, the process of serviceimprovement through Peripheral Disorientation and Discipline for Public Service providers in the RegionalWork Unit in Central Java. This study used a sample population of 181 Regional Work Unit public serviceemployees. This study uses an analysis technique that is Regression weight in SEM which is used to examinehow much the relationship between the variables. The model for research is illustrated by a path diagram. Thisis to make it easier to see the causality relationship between the variables to be tested. Based on this research itcan be concluded that: Power-motivated behavior has a positive influence on disorientation of public services.Power behavior has a positive influence on the disqualities of peripheral services. The behavior of publicservice discuality affects the discuality of Peripheral services. Peripheral service orientation is positivelyinfluential on the Performance of Public Service Providers. Peripheral service disorientation has a positiveeffect on the performance of public service providers so that public service provider agencies in this one-stoppublic service center in Banyumas district can control the power-motivated behavior carried out by theBanyumas Government Officer. If this can be carried out, then it is likely that public service providers will beable to reduce the disorientation of public services carried out by public service providers when serving thepublic. This finding contributes to research on power motivation in organizations conducted by Dolatabadi &Safa (2010), Oloko and Ogutu (2012) and Feeney (2011).

Marxist scholarship has documented the implications of ‘neoliberal’ reforms to public services. This scholarship often considers these reforms as class projects which have disciplined working populations and created new opportunities for capitalist profit-making. But in this article, we shift emphasis to the internal dysfunction that shapes states’ pursuit of market-oriented policy agendas. We place closer focus on the specific levers through which marketising reforms are implemented, noting the conflicting pressures they unleash, and the cracks this may open through which a more democratic agenda can be advanced. Taking the French hospital sector as an example, we show how attempts to expand and intensify competition in public services have coincided with attempts to decentralise governance to the regional level. While ostensibly part of the same ‘reforming’ policy agenda, marketising policies have a strongly centralising logic which has in practice undermined efforts to develop meaningful regional planning. These institutional tensions have catalysed new political currents, as the relationship between public authorities and private sector actors has become more overtly conflictual. We argue that Marxist theorists of the state need to pay closer attention to the often dysfunctional relationship between different branches of the state, and that in the context of neoliberal public service reform, the tensions between central and regional states are particularly salient. We conclude that opponents of the marketisation of public services need to pay attention to the contested and ambiguous nature of ‘decentralisation’: while it is often a rhetorical cover for marketisation, there are opportunities for the left in demanding more meaningful and authentic forms of regional planning.

The quality of public services is concerned and improved to meet the satisfaction of the people, which has made governments more aware of the need to provide public services according to the needs and preferences of the public. Most of the previous studies used qualitative methods to assess people's satisfaction with public services. The authors use a quantitative research method to explore the quality of public services in Vietnam using the Servqual model and explore the relationship between personality traits and satisfaction with public services. The study was conducted in OSS rooms in Hanoi city, Vietnam in June 2021, using the intentional sampling method. Collect data through survey of 500 votes, of which 350 valid votes of citizens. The results of analysis by SEM model show that all 5 elements of personality traits: Openness, Dedication, Neuroticism; psychic; Greablenes has a positive and significant influence on the remaining 5 factors through 2 coefficients, Regression Weights and P-value, both have reliable values. The conclusion of this study provides valuable data for Government policymakers.

Problem setting. One of the most common administrative services in Ukraine is the registration of civil status acts, including registration of births and deaths, marriages and divorces, name change of an individual, etc. The focus on the introduction of the service model of the state, which is gradually being implemented in Ukraine, has significantly affected the system of providing administrative services in the field of registration of civil status acts. However, according to numerous surveys, the depth and pace of relevant changes do not fully meet the expectations of the citizens.  Of particular importance for the transition to a new model of administrative services in the field of civil registration is the experience of post-Soviet countries, in particular Georgia, which has a similar heritage to Ukraine and accordingly, in the development process, had to solve similar problems. While studying the experience of Georgia, it is also necessary to avoid certain negative aspects that Ukraine may face in the process of reforming this area. Recent research and publications analysis. A large number of studies by specialists in public administration, law, political science, namely: O. Bukhanevich, Y. Danshina, O. Karpenko, I. Koliushko, A. Lipentsev, V. Soroko, V. Tymoschuk, V. Telitska, N. Vasilieva, O. Turkova, is devoted to the problem of organization  of administrative services in other countries At the same time, the study of foreign experience in providing administrative services in the field of registration of civil status is insufficiently studied in domestic management science, although scientific interest in these problems is quite high. Highlighting previously unsettled parts of the general problem. In order to improve the quality of administrative services in the field of DRACS, it is advisable to study the experience of Georgia in creating an effective system of administrative services in the field of civil registration and develop general recommendations for implementing this experience in Ukrainian public administration. Paper main body.The reform of the system of providing administrative services in Ukraine, including the field of registration of civil status acts, is largely based on the experience of Georgia. Among the many reforms and innovative projects successfully implemented by the Ministry of Justice of Georgia, the House of Justice has a special place. It is a transparent, open, continuous modern structure that offers citizens fast, simplified and subject-oriented services. There are more than 300 services combined, 400 operators work at the same time, the maximum capacity of the service center is 15,000 people a day. The main principle of the House of Justice is that everything is in one place,  all structural subdivisions that provide services to consumers are located under one roof. The reform of the civil registry began in 2004, when the Passport Office, the Citizens’ Registration Office, and the Civil Registry Office were merged under the auspices of the Georgian Ministry of Justice. In 2006, a new semi-autonomous Civil Registry Agency was established. A feature of the system of registration of civil status in Georgia is the granting of some powers to notaries. The notary has the right to register marriage and divorce and to issue certificates of civil registration. The structure and organization of the providing of services in the field of registration of civil status creates a “front office” (customer service area) and a “back office” (area for employees of supermarkets).  In addition, AGR began to offer new types of services. The agency initiated the improvement of services in the Wedding Houses. It upgraded infrastructure and built new wedding houses in district centers. Various services were provided for the marriage ceremony, such as live music, photographs at the request of citizens, and so on. The divorce procedure in Georgia is also much simpler. In the absence of disputes, it is envisaged to issue a divorce certificate on the 6th day after filing for divorce, not a month later as in Ukraine. Public service reform in Georgia has been neither easy nor simple process. The development led to the opening of Public Service Centers, known as the House of Justice, at the regional level and Community Centers at the community level. Conclusions of the research and prospects for further studies.The analysis of the Georgian experience in the providing of administrative services allows us to conclude that the provision of state services in Georgia and Ukraine differ in content and purpose of their operation. As a rule, the system of providing public services is aimed at properly ensuring the level of social guarantees in society. In world practice, there is openness and transparency between the state and citizens in the provision of public services, and in Ukraine, we do not see the effective interaction between consumers and service providers yet. In addition, it was found that the world practice, on the example of Georgia, is usually focused on the quality of administrative services in the shortest possible time and at the lowest cost, while in Ukraine the filling of the state budget remains a priority. Thus, the experience of Georgia is quite useful for Ukraine in the process of choosing the optimal form of organization of administrative services in the field of registration of civil status.

User satisfaction is one of success indicators of a library in providing service to users. This research is intended to investigate the user satisfaction on the service quality of Difabel Corner (DC) in the State Islamic University Sunan Kalijaga Yogyakarta Library. Respondents of the study were 24 students, all blind students from the year 2013 to 2016. The results show that the most contributive variable to user satisfaction is the affect of the service with an average score of 3.65. The ease of navigation is the most contributive dimension to the user satisfaction with an average score of 4.16. The average score of all variables is 3.47, which means that DC service provided by the State Islamic University Sunan Kalijaga Yogyakarta Library is perceived to be good and satisfying. Meanwhile the average score depicting the relationship between service quality and user satisfaction is 43.6, which is in a strong category.[Kepuasan pemustaka merupakan tolok ukur keberhasilan sebuah perpustakaan dalam memberikan pelayanan kepada pemustaka. Penelitian ini bertujuan untuk mengetahui tingkat kepuasan pemustaka dan besar hubungannya terhadap kualitas layanan Difabel Corner (DC) di Perpustakaan UIN Sunan Kalijaga Yogyakarta yang dikaji dengan menggunakan 3 variabel layanan dan 14 dimensi layanan. Metode yang digunakan adalah deskriptif kuantitatif, dan data dikumpulkan observasi, studi pustaka, angket, wawancara, dan dokumentasi. Populasi yang digunakan adalah semua mahasiswa tunanetra angkatan 2013-2016 sejumlah 24 orang. Variabel yang paling berkontribusi terhadap kepuasan mahasiswa adalah kinerja petugas dalam melayani (service of affect) dengan skor rata-rata 3,65, sementara dimensi yang paling berkontribusi adalah kemudahan akses (ease of navigation) dengan skor rata-rata 4,16. Nilai rata-rata semua variabel adalah 3,47, yang menunjukkan layanan DC Perpustakaan UIN Sunan Kalijaga Yogyakarta dirasakan sudah baik dan memuaskan. Sementara hubungan kualitas layanan dengan kepuasan pemustaka adalah 43,6 yang masuk pada kategori yang kuat.]

Public service has become one of the yardsticks and indicators that reveals whether or not the governance is soundly implemented in terms of the bureaucratic capacity. This is one of issues to deal with in Indonesia. The purpose of the study was to find out the effects of the dimensions of ethics, accountability and transparency on the quality of public services in the viewpoint of a sound governance perspective in the Samsat office of Gowa Regency.  This study used descriptive quantitative research method. In deriving a sample, the sampling technique used was a saturation sampling comprising 36 employees and 36 people in the Samsat office of Gowa regency. The data obtained was analyzed using multiple linear regression. The results of the study showed that the dimensions of ethics, accountability and transparency on the quality of public services in the Samsat district of Gowa Regency were put in the "good" category with the average score achieved is 63,6% - 73.3%. The ethics, accountability and good transparency displayed by employees exerted a positive effect on the quality of public services that it was expected to enhance the quality of public services in the Samsat office of Gowa Regency. Keywords: ethics, accountability and transparency,  quality of public services ABSTRAKPelayanan publik telah menjadi salah satu ukuran dan indikator pelaksanaan pemerintahan yang berjalan secara sehat dalam dimensi kapasitas birokrasi dan merupakan salah satu pekerjaan rumah Indonesia. Tujuan penelitian dilakukan yaitu untuk mengetahui adanya pengaruh dimensi etika, akuntabilitas dan transparansi terhadap kualitas pelayanan publik dalam perspektif sound governance di kantor Samsat Kabupaten Gowa. Adapun metode dalam penelitian ini menggunakan metode penelitian kuantitatif dengan tipe penelitian deskriptif. Penarikan sampelnya menggunakan teknik sampling jenuh yaitu seluruh pegawai yang ada di kantor Samsat Kabupaten Gowa sebanyak 36 pegawai dan 36 masyarakat menjadi sampel. Data yang diperoleh kemudian dianalisis menggunakan analisis regresi linear berganda. Hasil penelitian menunjukkan bahwa dimensi etika, akuntabilitas dan transparansi terhadap kualitas pelayanan publik di kantor Samsat Kabupaten Gowa telah termasuk dalam kategori “baik” yaitu nilai rata-rata yang didapatkan dari 63,6% - 73.3%. Dengan adanya etika, akuntabilitas dan transparansi yang baik dari pegawai yang memberikan pengaruh positif terhadap kualitas pelayanan publik diharapkan dapat meningkatkan kualitas pelayanan publik di kantor Samsat Kabupaten Gowa. Kata Kunci: etika, akuntabilitas dan transparansi, kualitas pelayanan publik

Improvement of quality of public services is one of the important goals in the advancement of the operation of state / public administration in Latvia. The aim of the research was to evaluate the quality of customer service in the institutions of public administration in Latvia, to perform the factor analysis of the collected data.The research was based on the selection of customers of public services, in total of 292 people in Riga and in Latvian regional centres in 2017-2018. The research was conducted in public institutions of Latvian regions that provide social assistance (SSIA – the State Social Insurance Agency), offer employment promotion services (SEA – the State Employment Agency); realize tax policy in the state (SRS – the State Revenue Service), implement the state environmental protection policy (MEPRD – Ministry of Environment Protection and Regional Development); provide legal aid services (DC – Daugavpils Court). The quality of services provided to the clients of corresponding institutions was evaluated. For the data collection, the service quality assessment model – the SERVQUAL instrument (Parasuraman et al., 1988) was used, as well as the analysis of the research data factors was carried out.The service quality assessment revealed that the performance of public service organizations in Latvia does not meet the customers’ expectations. The evaluation of service quality provided by public authorities, as well as their regular monitoring would improve the quality of services provided.

This research is based on the competence of government apparatus in southern Sangatta kecmatan in hopes to improve the quality of public services.The purpose of this study is to determine whether the competence of the government apparatus affect the quality of public services at the district office very districts kutai east. The type of research or explanation used is descriptive kuanlitatif used to analyze the relationship between research variables. Types of data used are kusioner, observation, interview, and documentation.The result of partial test on the independent variable that is the Competence variable of government apparatus toward the variable of public service quality shows the result that have significant influence that is by showing from t count> t table, 3.304> 1675. With R obtained for 0.776, which means that 77.6% Competence the government apparatus has a positive impact on service quality and 22.4% is influenced by other factors not discussed in this study.

Abstract   The purpose of this study is to find out the Work Discipline of the State Civil Apparatus Against the Quality of Public Services at the Sidenreng Rappang District Population and Civil Registry Office.The population in this study was 1.339 consisting of 35 civil servants  in the office of the populasion and the district civil regestry and the people who served 1.304f for one month. The sampling technique uses the Slovin formula with 93.05 results rounded up to 93 respondents, taken based on Purposive Sampling techniques. This type of research is quantitative descriptive. Data collection techniques used in this study were observation, questionnaire, literature study and secondary data. The data analysis technique used is validity test, reliability test using SPSS 16.0 and Likert Scale. Based on the results of the research from if the questionnaire obtained  recapitulation of the work discipline variables of the state civil apparatus (X), obtained an average percentage of 65% is included in the "Good" category. Recapitulation of the variable public service quality (Y) obtained an average percentage  of 67% is included in the "Good" category. Based on the results of the Summary Model, it is known that the influence of the Work Discipline of the State Civil Apparatus (X) on the Quality of Public Services (Y) is 38.7% in the "Less Influential" category. Based on the results of a simple regression analysis of 7,652> 1,986, it is known that the work discipline of the state civil apparatus influences the quality of public services.   Keywords: Discipline  and Public Service
