Purpose–The dataset was collected to examine and identify possible key topicswithin these texts. Method–Data preparation such as data cleaning, transformation, tokenization, removal of stop wordsfrom both English and Filipino, and word stemmingwas employed in the datasetbefore feeding it to sentiment analysis and the LDA model. Results–The topmost occurring word within the dataset is "development" and there are three (3) likely topics from the speeches of Philippine presidents: economic development, enhancement of public services, and addressing challenges. Conclusion–The datasetwas ableto provide valuable insights contained among official documents. While the study showedthatpresidentshave used their annual address to express their visions for the country. It alsopresentedthat the presidents from 1935 to 2016 faced the same problems during their term.Recommendations–Future researchers may collect other speeches made by presidents during their term;combine them to the dataset used in this studyto furtherinvestigate these important textsby subjecting them to the same methodology used in this study. The dataset may be requested from the authors and it is recommended for further analysis. For example, determine how the speeches of the president reflect the preamble or foundations of the Philippine constitution.

This article studies Iraq's recent economic development. It views development as a process mediated by institutions and driven by the attainment of human capabilities and capacities, including state capacity. This approach departs from the two prevalent sets of models that have been used to explain Iraq's lacklustre economic performance: theories that highlight the negative effects of oil on economic outcomes as well as those that stress the importance of the, often formulaic, application of policies that advocate economic liberalization and marketization. This study posits that many of Iraq's economic difficulties, including those of the provision of public services and realizing investment, are best comprehended as the result of prolonged institutional decline and decay in human capabilities, especially since 1990. What is more, the article contests some basic maxims concerning Iraq's recent economic history. For example, the post-2003 era is viewed primarily as a continuation of the sanctions period to the extent that it has been characterized by continued deterioration in both human capabilities and economic institutions, despite radically changed political and economic arrangements.

Data quality is a main issue in quality information management. Data quality problems occur anywhere in information systems. These problems are solved by Data Cleaning (DC). DC is a process used to determine inaccurate, incomplete or unreasonable data and then improve the quality through correcting of detected errors and omissions. Various process of DC have been discussed in the previous studies, but there is no standard or formalized the DC process. The Domain Driven Data Mining (DDDM) is one of the KDD methodology often used for this purpose. This paper review and emphasize the important of DC in data preparation. The future works was also being highlight.

Research objective is development of the forecast of scenario conditions of increase of economic efficiency of the city-forming enterprise of the monotown for further social and economic development of the region for 2014-2016. For achievement of a goal a number of tasks is solved: consideration of theoretical prerequisites to concept economic efficiency; research of features of economic efficiency of the city-forming enterprise in the monotown; choice of a method of forecasting; forecasting of economic efficiency of the city-forming enterprise. When carrying out research scenario approaches and expert methods of forecasting are used. The main versions of the forecast – option 1 (conservative), option 2 (moderate and optimistical) and option 3 (forced) – are developed on the basis of a uniform hypothesis of external conditions and differ with models of behavior of the enterprises of the monotown, and as with prospects of increase of their efficiency. It is established that at realization of all versions of the forecast economic efficiency of the city-forming enterprise of the monotown increases. However quality of this increase in considered scenarios of the forecast of social and economic development of the region variously. As the most acceptable the moderate and optimistical option is recognized, so at its realization economic efficiency will increase on the average 0,7 items above, than in option 1. The moderate and optimistical option is more focused on innovations, assumes carrying out transformations in development of the human capital and science, and also active modernization of the enterprise.

This study proposes a service quality evaluation model framework which integrates automatic data acquisition, intelligent data processing and real-time data analysis with online comment data as data sources by introducing natural language processing technology based on management methods to break the traditional idea of over-reliance on human resources for service quality evaluation. The framework is mainly divided into text data preparation, fine-grained sentiment analysis and fuzzy cloud evaluation models. Data preparation module is responsible for preparing the initial data, and the fine-grained sentiment analysis module is responsible for pre-training a fine-grained sentiment classification model. The fuzzy cloud evaluation module uses the data obtained from the first two modules to evaluate service quality. By applying the model into catering industry, the feasibility of the model is proved and individuality, efficiency, dynamicity and intelligence of the model give it more advantage in the practice of service quality evaluation

Predictive learning analytics (PLA) are the current trend to support learning processes. One of the main issues in education particularly in higher education (HE) is high numbers of dropout. There are little evidences being identified the variables contributing toward dropout during study period. The dropout are the major challenges of educational institutions as it concerns in the education cost and policy-making communities. The paper presents a data preparation process for student dropout in Duta Bangsa University. The number of students dropout in Duta Bangsa University are in high alarm for both management and also educator in Duta Bangsa. Preventing educational dropout are the major challenges to Duta Bangsa University. Data preparation is an important step in PLA processes, the main objective is to reduce noise and increase the accuracy and consistency of data before PLA executed. The data preparation on this paper consist of four steps: (1) Data Cleaning, (2) Data Integration, (3) Data Reduction, and (4) Data Transformation. The results of this study are accurate and consistent historical dropout data Duta Bangsa University. Furthermore, this paper highlights open challenges for future research in the area of PLA student dropout

This chapter explores the national economy and transition strategies of Uzbekistan. At independence Uzbekistan inherited important assets, including the best civil aircraft fleet, the military command, and the best administrative capacity in Central Asia. Indeed, during the 1990s, Uzbekistan was the most successful of all Soviet successor states in terms of limiting the fall in output, and in the early 2000s it became the first former Soviet republic to regain its pre-independence level of GDP. Uzbekistan was fortunate that world cotton prices increased substantially after independence, providing the resources to maintain public services, and when cotton prices fell in 1996 the government overreacted by introducing foreign exchange controls. A new phase of Uzbekistan's economic development dates from the termination of forex controls at the end of 2003.
