AbstractA definition has been agreed for the most senior professional (consultant) in clinical chemistry and laboratory medicine. A model job description for a consultant has been determined, which is intended to act as a toolkit to assist employing authorities and professional bodies to define the role of individual consultant posts. A total of 86 competences for a consultant have been designated and expressed in the form of simple generic proficiency standards. These competences have been allocated to six broad areas: clinical [13]; scientific [15]; technical [12]; communication [12]; management and leadership [20]; professional autonomy and accountability [14]. The competences are intended to be illustrative rather than definitive and to enable the duties of any consultant post to be defined. Assessment of competence is likely to entail consideration of qualifications, registration status, continuing professional development and performance review. The project is intended as a guide to European societies of clinical chemistry and laboratory medicine. The guide should be capable of local interpretation to encourage a greater degree of commonality in the role of the consultant whilst protecting national identity. The guide should stimulate international understanding and collaboration and contribute to an overall improvement in the quality of practice.

This study examined Bangkok's condominium management system with a particular focus on the role of property management companies as members of juridical persons. The number of condominiums in Bangkok has been proliferating rapidly, particularly in areas near the mass rapid transit system. The Thailand Condominium Act requires that a condominium juridical person be registered upon transfer of ownership of the first condominium unit. This study's analysis of data collected from interviews with 16 condominium juridical persons found that there are three types: 1) property management companies; 2) juridical person employees; and 3) a combination of 1) and 2). All but one condominium-which used the mixed management type-had hired property management companies to oversee management and maintenance. Reasons cited for this overwhelming preference included insufficient management and maintenance knowledge among juridical employees, and limited beneficial connections with outsourcers and suppliers among juridical person employees. The interview results demonstrate that the responsibilities of property management companies extend beyond their job description and include caring for residents, seeking solutions for condominium problems, and creative thinking for innovative proposals for alternative management practices.

For measuring behaviour of National Health Service (NHS) staff, 360-degree assessment is a valuable tool. The important role of a clinical director as a medical leader is increasingly recognized, and attributes of a good clinical director can be defined. Set against these attributes, a 360-degree assessment tool has been designed. The job description for clinical directors has been used to develop a questionnaire sent to senior hospital staff. The views of staff within the hospital are similar irrespective of gender, post held or length of time in post. Analysis has shown that three independent factors can be distilled, namely operational management, interpersonal skills and creative/strategic thinking. A simple validated questionnaire has been developed and successfully introduced for the 360-degree assessment of clinical directors.
