Brown mustard is one of the valuable oil crops which allows increasing the production of edible vegetable oil. In the conditions of insufficient moisture in the Rostov region, new cultivars of brown mustard are being developed, which combine yield, early maturity with high product quality and are resistant to stress factors. A new cultivar of brown mustard Alisa was bred by the method of individual selection from the hybrid population G-2384 (G-2319 × 50041). According to the results of competitive trials for 2017–2019, the cultivar Alisa exceeded the standard cultivar Lux by seed yield by 0.31 t per ha, seed oil content – by 0.8%. The brown mustard cultivar Alisa is characterized by a lower plant height, increased tolerance to major pathogens, and greater resistance to lodging. Plants are well uniformed in height, blooming and maturity. The cultivar was registered in 2020 in the State Register of breeding achievements approved for production. It is recommended for cultivation for grain in all regions of the Russian Federation.

The paper presents the results of research into breeding of the new cultivar of oil radish Sibiryachka by the method of multiple individual selection during the period 2008-2018. The cultivar of oil radish Tambovchanka was used as an initial material. The studies were conducted in the foreststeppe zone of Western Siberia (Novosibirsk region) in the breeding nurseries laid on fallow by a widerowed method. Well-developed plants were selected in the field conditions, which were then used for selection of the most productive forms for further sowing, on the basis of the thorough laboratory analysis of the components of the seed yield. For comparative analysis the initial standard cultivar Tambovchanka was used. The main attention in the selections process was paid to high seed and feed productivity, early maturity, resistance to main diseases and pests. As a result, after conducting five selection cycles, a complex hybrid population was obtained, which, in the contest trial during three years, showed an advantage over the standard cultivar by seed and dry matter yield, as well as by stability of seed yield. It was submitted for the state cultivar test with the name Sibiraychka. The main economically valuable features of the oil radish cultivar Sibiryachka are as follows: the average yield of green mass is 33.6 tn/ha, seeds – 1.2 tn/ ha, the seed protein content is 28%. The cultivar is early-ripening, so the duration of the growing season is 89-101 days. It reaches mowing ripeness in 59-75 days. The leaf formation of the cultivar is 41-59%. The new cultivar is resistant to major diseases and pests and is intended for fodder and green manure use. The cultivar was included in the State register of breeding achievements suitable for cultivation on the whole territory of the Russian Federation in 2018. The copyright certificate and patent were received.

Confectionary sunflower variety Karavan was developed in V.S. Pustovoit All-Russian Research Institute of Oil Crops within a breeding program of development of the varieties of the different maturity groups, usage directions and resistant to stress factors. The variety Karavan belongs to mid-maturing group, possesses potentially high yield, is tolerant to a complex of broomrape races E, F, G. Plant height is 180– 190 сm. The new variety is characterized with high speed of growth at the initial stages of development. Thousand-seed weight is more than 140 g at recommended plant population. The variety Karavan is included into the State Registry of the breeding achievements of the Russian Federation since 2021 and permitted for production in the Central Black Soil (5), the Northern Caucasus (6), Middle Volga (7) and Low Volga (8) regions.

The characteristics of new varieties of potatoes of the selection of the Kamchatsky RIA are created in accordance with the priority for the region selection areas included in the State Register of Selection Achievements of the Russian Federation and protected by patents.

With soybean [Glycine max (L.) Merr.] seed cost increasing in Alberta, understanding economic optimum plant density (EOPD) could help growers save on input expenses. A study was conducted at two irrigated locations in southern Alberta (Bow Island and Lethbridge), in three growing seasons (2014–16), using two maturity group (MG) 00 soybean genotypes, two row spacings (RS; narrow, 17.5 cm; wide, 35 cm), and three seeding densities (SD; 30, 50 and 80 seeds m-2). Exponential plant density-yield relationships were used to estimate EOPD. The earlier MG 00.4 genotype compensated yield at lower plant density (39 vs. 43 plants m-2) and emergence (74 vs. 80%) than the later MG 00.8 genotype. The EOPD gaps between environments, genotypes, and RS were minimal (from 1–3 plants m-2), resulting in only 1.3–2.0% differences in grain yield (37–56 kg ha-1), and gross revenue at EOPD ($16–24 ha-1). The overall EOPD estimate was 46 plants m-2, regardless of environment, genotype or RS. The study highlighted the difference between agronomic production and profit maximization in choosing an optimum plant density, and the need to establish a seeding density calculator for irrigated soybean in southern Alberta.

The early maturing soybean cultivar Triada was developed as a result of individual selection in F4 from the hybrid combination Belogorskaya × Vilana on differentiating backgrounds for traits of reduced response to day length, cold and frost resistance, drought tolerance. Additionally, the degree of cold resistance of the initial germplasm for the breeding from a cultivar Iney was evaluated by a cryosedimentation method. According to the results of the variety trials of 2019–2020, the cultivar Triada in terms of yield exceeded the standard cultivar Slavia by 0.62 t/ha. The height of plants at the latitude of Krasnodar (45°) is 95–125 cm. The new high-yielding soybean cultivar Triada is highly resistant to low air and soil temperatures, and reacts weakly to nonoptimal day lengths. This allows it to be cultivated as a main crop in the Northern Caucasian, Central Chernozem and Low Volga regions of the Russian Federation, as well as in the Republics of Kazakhstan, Uzbekistan and Kyrgyzstan at geographic latitudes from 40 to 50°.

The current Criminal Procedure Code of the Russian Federation, while securing the opportunity for a legal entity to participate in criminal proceedings, does not establish which organizations are to be understood as a “legal entity”. In this regard, this concept in the criminal process is often identified with the civil-legal definition of a legal entity, leaving behind its framework organizations that are not subject to registration in the Unified State Register of Legal Entities. Meanwhile, historical analysis indicates that legal entities were participants in criminal procedural relations long before the concept of “legal entity” was consolidated in civil legislation, as well as the establishment of the procedure for their registration. At the same time, starting from the XI century, the possibility of participation of legal entities in the criminal process was determined by criteria that have not lost their relevance at the present time.

Relevance. The study of the collection is one of the main sources of replenishing the source material for the breeding process. The presence of the necessary genetic traits can speed up the breeding process. Therefore, at the Bykovskaya melon breeding experimental station, the genetic diversity of melon plants is assessed and promising samples are selected for use in breeding.Materials and methods. The object of research was samples of table watermelon with an unconventional color of the pulp. The aim of the work is to study and isolate the source material of watermelon for use in the breeding process to create new varieties and hybrids of melon crops. In the course of the study, 12 varieties of table watermelon were identified from 33 varieties of the collection nursery, which are sources of economically valuable traits. The selection was carried out according to the yield, the rate of entry into fruiting, taste, color of the pulp.Results. In the course of the research, the obtained samples of table watermelon with an unconventional color of the pulp were evaluated according to a set of economic characteristics in comparison with the standards: Zenith and Sinchevsky. The analysis of the tested samples made it possible to identify 12 samples by economically valuable traits: 3 samples by early maturity and taste: White sugar lump, White wonder, Golden revenge F1; 7 samples with a high dry matter content, in terms of yield and large fruit: Moon and stars yellowflesh, Sweet Siberian, Orangeglo, Daisy, Clay county yellow meat, Mountain sweet yellow, Tendergold; 2 samples for color and pulp consistency: Early moon beane Bakerlneek, Tenderweet orange. The selected samples meet the modern requirements of the industrial melon growing industry, resistant to stress factors of the environment, good taste and consumer properties.Findings. The obtained experimental data will be used to create a genetic collection of watermelon according to the traits that determine the economic value of the gene pool for further use in the breeding process.

Agriculture of the Northern regions specializes in animal husbandry, in this regard an urgent problem of crop production in the conditions of the Northern regions of the Russian Federation is the creation of precocious, high-yielding varieties of grain crops for fodder purposes. The article reflects the selection achievements in grain crops over the past seven years. The presented new varieties combine high yield, increased environmental plasticity, and have the ability to reduce their productivity to a lesser extent when cultivated in the harsh conditions of the Northern region. Breeding work conducted at the laboratory of crop production of the Primorskiy filial FGBUN FICKIA RAN - ArhNIISKH in 2005-2019, in breeding semipolar rotation in accordance with the "Guidelines on the selection of barley and oats" (2014), methodology of State Commission for testing of agricultural crops (1985). The digestibility of winter rye dry matter was determined by in vitro method on an artificial stomach. Statistical processing of experimental results was performed using the AGROS version 2.07 selection and genetic software package. Results of the study. As a result of selection work, precocious productive varieties of grain crops of the feed direction were bred and included in the state register. Bereginya — new-generation winter rye variety, universal use, with a low content of water-soluble pentosans in the grain. The variety has been included in the State register of selection achievements since 2013. Variety of spring barley Tausen — feed direction, resistant to environmental stress factors, high-yielding, resistant to lodging and pathogens (dusty smut, spotting). It has been included in the State register of selection achievements since 2014. Spring barley variety Kotlassky — feed direction precocious, productive, adaptive to adverse environmental factors, for obtaining concentrated feed for livestock and poultry. It has been included in the State register of breeding achievements since 2019. Arhan spring oat variety — environmentally plastic adapted to changes in soil and climate conditions, immune to dusty smut, combines a high yield of grain and green mass. Since 2020, it has been included in the State register of selection achievements.

Purpose. The aim of the study was to assess the problems of providing patients with HIV in the Russian Federation with antiviral drugs of the ATС group – J05AF (nucleosides and nucleotides - reverse transcriptase inhibitors) included in the list of strategically important drugs, and the prospects for its improvement. Materials and methods. The scientific research was carried out sequentially and included four interrelated stages. The objective of the first stage was to analyze the auctions for public procurement of antiretroviral drugs of the ATС- J05AF group for 6 INNs included in the list of strategically important drugs. The task of the second stage of the work was a comparative analysis of the dynamics of the range of antiretroviral drugs and substances for their production, registered in the Russian Federation, of the ATС group - J05AF by 6 INN. At the third stage, an analysis was made of the availability of interchangeable drugs for each INN. The objective of the fourth stage was to analyze the registered prices for domestic and foreign medicines for each INN. Results. It was found that by 2020 the share of domestic drugs was 63% of the planned 90%. In the Russian Federation, only 4 manufacturers in a limited range produce drugs for the treatment of HIV-infected patients. For individual INNs, domestic substances are completely absent, or are produced in insufficient quantities, which forces manufacturers to purchase pharmaceutical substances from the same enterprises, mainly in China and India. In the State Register of Medicines by 2020, for various INNs, interchangeable medicines appeared, the price of which does not differ statistically significantly, nevertheless, 91% of auctions in 2018 were held with a single supplier. Such a result of the auctions is difficult to explain, since the price of interchangeable drugs in the ATС - J05AF group does not differ statistically significantly between domestic and foreign manufacturers. Conclusion: In order to increase the level of import substitution of strategically important antiretroviral drugs, it is necessary, first of all, to solve the problem of providing Russian manufacturers with domestic pharmaceutical substances.

The author considers the issues of using agricultural land in the Russian Federation, which significantly affects the wellbeing of its citizens. The possibility of partial payment of works on the firstcategory lands inventory and complex cadastral works at the expense of funds received through submission of extracts from the Unified State Register of Real Estate is justified. The shortcomings of the existing system of securing rights to immovable property are reflected, which consist in the possibility of depriving their owners of the registered right in court. It is shown that protecting the rights of individuals and legal entities to land plots by the state, as well as improving the living conditions of the population in rural areas are the main directions of developing the agricultural branch and improving the living standards of rural commodity producers. Possible ways of reducing the area of unused agricultural lands are proposed.
