The System of Versions of the Library Bibliographic Classification: Evolution and Modernisation

The Library Bibliographic Classification (LBC) is the national classification sistem of the Russian Federation. Its support is one of the priority areas of activity of the Russian State Library. The LBC is used in most libraries of the country, fully covering the most numerous groups — public and school libraries, all central libraries of the entities of the Russian Federation, libraries for children and youth, special libraries for the blind and visually impaired persons, libraries of higher educational institutions, libraries of the armed forces of the Russian Federation as well as part of the libraries of the Russian Academy of Sciences (RAS), other systems and authorities.The work with the LBC involves its development as a system of versions and publications (maintaining the standard of the LBC schedules in machine-readable form; timely updating the content and structure of the LBC; preparation, publishing, and distribution of the Abridged, Medium and Complete LBC schedules in printed and machine-readable forms, immediate changes and corrections to the schedules). There is a need for methods to systematise documents on the basis of the LBC, provision of consulting work to the library network of the country (conducting training seminars, publishing recommendations and practical guide-books, conducting operational consulting, using available communication channels); maintaining the system of training and professional development of personnel, etc.Since the 2000s, all areas of scientific and practical activity on the management of the LBC have focused on the task of modernising the national classification system. The paper analyses the system of versions of the LBC which was implemented in the form of various versions of the classification schedules. The identifying features are the title and the year of publication. The main schedules are Complete, Medium, and Abridged schedules which are supplemented with Special ones. The article presents the historical evolution of the system of BC versions depending on the conditions of its functioning. The theoretical justification is given and the problems of practical implementation of the modernisation of the schedules are considered.

The members of the executive bodies of the Yamalo-Nenets Autonomous Okrug (District) (YaNAO) organized the interaction on assistance in emergency response between the Ministry of Defence of the Russian Federation and the Troops of Radiological, Chemical and Biological Protection of the Russian Federation Armed Forces (hereinafter referred to as the troops of RCBP) during the elimination of the epizootic anthrax in this constituent territory of the Russian Federation. Experts of the FSBI «48 Central Research Institute» of the Russian Ministry of Defence proposed a technical solution for the utilization of animal dead bodies by means of incineration using oil products and rubber technical goods with subsequent disinfection as part of the provision of scientific and methodological support for the localization and elimination of the epizootic in the Yamal-Nenets Autonomous Okrug. The implementation of this technical solution involves the following measures: a pallet is constructed on the surface in the immediate vicinity of the dead animal, consisting of used tires. Then, in the interior space of the pallet, a «cutting» of used truck tires (hereinafter referred to as «TT») is laid; the animal's corpse is stacked on a pallet, overlaying it on the windward side and on top of the TT; pour oil on pallet and on the corpse of animal and TT; produce arson of petroleum products in compliance with safety requirements. In this way, more than 1.5 thousand corpses of dead deer and 10 dogs were promptly disposed in the territory of 100x110 km. Simultaneously, the need to clarify (supplement) the existing regulatory and methodological framework for ensuring effective disinfection measures and utilization of corpses of dead animals was identified.king into account the requirements of the regulations «Veterinary and Sanitary Rules for Collection, Utilization and Destruction of Biological Waste». This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.

The article is devoted to the analysis of judicial practice as the basis of law-making activity in the Russian Federation, on the basis of which it is possible to create a precedent. Case law in Russia is Advisory in nature and is not mandatory for law enforcement practice. Courts use the signs of case law in their decisions in the reasoned part. Signs of case law is a ruling of the constitutional court of the Russian Federation and regulations of the armed forces of the Russian Federation.

In the context of the reform of the Armed Forces of the Russian Federation and a significant increase in the proportion of military personnel doing military service under contract, the issues of manning the troops with healthy, physically developed citizens with high moral and business qualities are of paramount importance. Of particular importance in the selection of candidates for military service under the contract is the conduct of laboratory and instrumental studies, professional and psychological selection, determination of the level of citizens’ physical fitness. The Federal Law «On Military Duty and Military Service» defines a two-stage system for medical examination of citizens entering military service under contract, which is necessary as a barrier in order to prevent citizenswho do not meet the necessary requirements for military personnel from entering the Russian Armed Forces. At the first stage (preliminary examination), the military and medical examination of citizens was carried out by specialist doctors working in medical organizations of the outpatient-polyclinic link of municipalities at the place of citizens’ permanent residence. Medical specialists of the regular military medical commission of the military commissariat of the constituent entity of the Russian Federation participated in the second stage (final examination) of the military medical examination. During the five-year period under study, 5,133 citizens (72.9 %) were selected out of 7,043 candidates for military service under contract, who fully met all the criteria for defenders of the Fatherland.
