STATE QUALITY MANAGEMENT OF EDUCATION: CONCEPTUAL AND TERMINOLOGICAL CHARACTERISTICS

The article defines the essence of the concept of "public management of education quality". The author emphasizes that public quality management of education is a practical activity of public authorities aimed at creating conditions for the implementation of quality educational process, satisfaction of citizens' rights to quality education, ensuring effective social development with appropriate resources in the field of education. Public administration is primarily a function of public authorities in the practical implementation of the course. It is substantiated that the state policy in the field of education is determined by the Verkhovna Rada of Ukraine and implemented by the Cabinet of Ministers of Ukraine, the central executive body in the field of education and science, other central executive bodies and local governments. First of all, in order to control and assess the quality of education, a public authority was established - the State Quality Service of Education of Ukraine. It is proved that ensuring the quality of education is one of the main conditions for mobility, compatibility and attractiveness of the education system of any country. The main tools and procedures of the state education quality management are singled out, in particular: licensing, accreditation, standardization, public accreditation of educational institutions, institutional audit, monitoring of education quality, attestation of pedagogical workers, certification of pedagogical workers, public supervision. It is determined that an important role in the quality management of education is given to the accreditation of educational programs. The procedure is to assess the educational program for its compliance with the standard of education, as well as the ability of the educational institution to ensure that students achieve the knowledge, skills and abilities required by the requirements of the educational program.

The article discusses conceptual approaches to develop a system for assessing the quality of education in accordance with the Federal State Education Standards. This task is relevant because of the requirements of regulatory documents defining the transition from education quality control methodology to education quality management methodology as a strategic direction in building an education quality assessment system from school to federal level. We consider faults of the traditional model of the school system for assessing the quality of education, the requirements for developing a modern system of quality assessment and their implementation in the author’s methodology. The need for an automated system for assessing the quality of education for the implementation of the presented model is noted. An example of the implementation of the model for assessing the quality of education in the new software product 1C:Education quality assessment. School is described, the features of implementation in this program of a three-level quality assessment system (student level, class level, school level) are discussed.

The authors of the presentation aim to reveal the context of education monitoring in Lithuania. The system of education monitoring is firstly analysed on the basis of the content analysis of regulatory documents highlighting the provisions available in the society and educational system. The transitions in the system of education monitoring are disclosed in a chronological way: from the establishment of the national school (1989) to the construction of a better school (2015). At the end of the 20th century the Reform Movement of Lithuania was established in the Republic of Lithuania. The general meeting held on 3 June 1988 approved a steering committee, whose members mobilised their efforts to reform education. Dr. M. Lukšienė, one of the initiators, rallied like-minded people and put forward the framework of the national school, i.e.  “The Concept of the National School” (1989). The vision of education constructed on the eve of independence was grounded on humanist philosophy. After the restoration of Independence on 11 March 1990, the need emerged to revise the vision of education. In 1992 the concept of Lithuanian education was adopted, which continued and enriched the principles of humanism in the paradigm of liberal education. Following the practice that prevailed prior the restoration of independence, the function of supervision of education was assigned to inspectorate. The quality assessment in education was carried out considering the conception of old supervision and traditional methods of activities (Ugdomasis inspektavimas, 1997). The approach that better education is predetermined by continuous control of education providers prevailed. In 1998 the Ministry of Education and Science declared the quality of education one of the priorities of education reform (Prakapas, 2010). While integrating into the European space through the system of education, the dimension of quality acquired high importance. The supervision and inspection of education consistently transformed into dual (external and internal) quality assessment. Implementing the EU and national documents (The Long-Term Development Strategy of the State, 2002; The State Education Strategy, 2003; The Programme of the Government of the Republic of Lithuania, 2009; The Procedure of Education Monitoring, 2005), the models of quality management of education services were introduced and the culture of self-assessment and assessment was nurtured in Lithuania seen as an equivalent country in terms of education reform. Monitoring of education in the national documents is treated as one of the most important factors ensuring the quality of education. However, the system of education supervision (2012) functions as a hierarchical structure, which generates a conflict in itself. The remains of soviet ideology impose additional barriers on the real changes in the principles of educational reforms. Moreover, reforming the actions of society in the reality the prevailing neoliberal ideology and solutions based on this ideology are revealed. Thus, over the last three decades the reality of education monitoring  has been drifting away from the projected vision. The implementation of education monitoring has been revised. The presenters raise the problematic issues that are important for a change in the system of education monitoring as quality assurance in schools of general education in Lithuania.

The analytical review of academic pedagogical literature is given. The concepts presented are treated with respect to their practical applicability within the existing educational systems. Improving the quality of education is a problem that is still experienced by many educational institutions. To improve the quality of education, institutions need a system to help achieve quality education quality. So this study aims to analyze the application of Total Quality Management in the school accreditation program as an effort to improve the quality of education. This research is a literature study by taking data from several books and literature. This data collection technique uses documentation techniques and data analysis techniques using critical analysis which is interesting from several research documents. The results of this study indicate that improving the quality of education is carried out by implementing Total Quality Management. Total Quality Management is carried out by continuous improvement, determining quality standards, changing culture, changing organizations, maintaining relationships with customers and focusing on customer satisfaction. and have a commitment to change.

The article is devoted to the study of the quality management system of education in a modern school. In researching this direction, the author relies on the main characteristics of the quality that education must correspond to. Attention is focused on what should be the criteria in solving the problem of education quality. It is concluded that the teacher today has lost the role of a person transferring knowledge, who acts by authoritarian or totalitarian methods, trying to give as much factual information as possible. A teacher today is a mentor who guides and organises educational and upbringing work with students at school. Consequently, the quality of education is aimed at meeting the public demand for the formation of a personality that is ready to actively respond to permanent changes in the social environment and the challenges that education faces today.

The article aims to analyze the implications of the COVID-19 Pandemic for the field of education in the region of Tocantins' Amazon, especially for the process of continuing education for teachers in the State Education System. The research is based on historical dialectical materialism, having as reference the bibliographic and documentary research in ordinances, provisional measures, decrees, opinions and other normative mechanisms issued, mainly, by the Ministry of Education, National Council of Education, Government of the State of Tocantins and State Education Council. From a critical perspective, it is assumed that the adoption of public-private partnerships as an educational policy and the expansion of distance education greatly compromises the constitutional principle of democratic management and the quality of education.

This article aims to describe how the implementation total quality management in improving education quality. Using the literature study method by looking for relevant theoretical references to sources and books, articles. based on the results of the TQM article is an activity that satisfies the customer's heart and also improves quality. There are several items contained in the Implementation of TQM in improving the quality of education, namely the vision and mission of the organization must be clear, satisfy the customers (teachers, education staff), have clear planning.

Masa sekarang ini, pendidikan menjadi prioritas menanamkan nilai-nilai moral pada generasi di Indonesia, sehingga menjadi urgen menemukan cara bagaimana meningkatkan mutu pendidikan. Oleh karenanya dalam meningkatkan kualitas mutu pendidikan harus menciptakan sumber daya manusia yang mampu memecahkan masalah global dalam dunia pendidikan. Total Quality Management (TQM) adalah konsep manajemen sekolah dalam melaksanakan pendidikan serta diharapkan bisa memberikan perubahan yang lebih baik sesuai dengan pembangunan, tuntutan dan dinamika masyarakat. Madrasah Aliyah (MA) Mamba’ul Hisan Sidayu Gresik telah menerapkan empat konsep dalam TQM untuk meningkatkan kualitas mutu pendidikan: pertama, mutu dalam proses penerimaan siswa di lembaga ini; kedua, kepuasan pelanggan yaitu memenuhi kebutuhan peserta didik; ketiga, perbaikan terus menerus dalam rekrutmen guru yang berkualitas dan mempunyai keahlian lainnya dan setiap akhir semester melakukan evaluasi terhadap hasil kinerja guru, peningkatan kualitas pembelajaran; dan keempat, melibatkan seluruh komponen yang ada di lembaga pendidikan. Kata Kunci: total quality management, mutu pendidikan, madrasah Nowadays, education is a priority to instill moral values ??in generations in Indonesia. So it becomes urgent to find ways to improve the quality of education. Therefore, in improving the quality of education, it must create human resources capable of solving global problems in the world of education. Total Quality Management (TQM) is the concept of school management in implementing education and is expected to provide a better change in accordance with the development, demands, and dynamics of the community. Madrasah Aliyah (MA) Mamba'ul Hisan Sidayu Gresik has applied four concepts in TQM to improve the quality of education quality, first, the quality of the student admission process at this institution; second, customer satisfaction is to meet the needs of students; third, continuous improvement in the recruitment of qualified teachers and other experts and at the end of each semester evaluates the performance of teachers, improving the quality of learning; and fourth, it is involving all components in educational institutions.

In the paper it notes: the quality of education is a series of systemic-social qualities and characteristics that define the system of education adopted requirements, social norms, the state educational standards. The authors believe that quality education depends on the quality of requirements (goals, standards and norms), quality resources (programs, personnel potential, contingent of entrants, logistics, Finance, etc.) and the quality of the educational process (scientific and educational activities, management, educational technology), which directly provide the training. The novelty of this work is that the country's accession to the Bologna process has resulted in the need for corresponding harmonization of the current quality assurance system of higher education to the commitments made. Quality assurance of higher education at the state level is achieved by development of normative-legal, organizational, methodological and other documents regulating the system of state quality control of education. The authors note that in the implementation of many activities that should contribute to quality assurance in higher education. The subject of the study is that the current quality assurance system (external expert evaluation of activities of higher education institutions) is now at the stage adaptation of the national system of quality assurance standards and guide lines for quality assurance in the European higher educatio narea. In particular, the formation of the monitoring system and definition of rating of higher educational institutions, which in the assessment activities of the University focuses on international indicators (indicators). Even today, some universities are turning to international accreditation agencies. The study's findings is that the system of legal acts regulating the functioning of higher education, while maintaining a certain level of state regulation of activities in the field of higher education, provides an opportunity to ensure greater compliance with the professional qualification level of training of specialists for the requirements of the social division of labor and mobility system of training of specialists on the labor market. At the same time, the analysis of normative-legal acts on higher education shows that, despite the progressive legal instruments adopted in recent years aimed at the development of the education system, they still characterized by inconsistency, ambiguity, and the impossibility of monitoring the implementation of certain provisions. For the solution of problems a rising in the process of quality management of higher education, the need for further improvement and development framework. Important measure to improve the quality of education and management is the implementation of quality management systems in higher education institutions.
