The study aimed to identify the important role that digital transformation plays in activating and developing e-learning, as digital transformation has radically changed in all fields, especially in the field of education, as it allowed the emergence of modern educational methods and methods. With the rapid development in the world of technology and the trend of governments and institutions towards digital in all their services by providing digital services in a smooth and easy way that saves effort, time and money for the beneficiaries, in our current era all institutions have been keen to adopt the concept of digital transformation by replacing traditional digital processes, and developing plans and strategies to ensure the achievement of Its objectives are of quality and efficiency, as the digital transformation is able to create a competitive and attractive technical environment that achieves the highest levels of quality at the lowest costs, and that the spread and use of everything digital has accelerated over the past ten years Several challenges have imposed on traditional education, especially in light of the Corona pandemic (Covid-19), which makes relying on traditional educational methods difficult, so the study came with the aim of identifying the role of digital transformation (digital learning) at King Khalid University on the development and effectiveness of e-learning in light of the pandemic The paper followed the inductive approach and the qualitative approach. Observation, reports, documentary information and King Khalid University websites were used to collect data. The concepts of digital transformation as well as e-learning were addressed, and then a set of results were reached. King Khalid University is distinguished by the existence of an effective electronic system, that the technical environment for information technology has enabled King Khalid University to face the rapid change in the work environment, and the study concluded some recommendations. One of them is that digital transformation is no longer an option, rather it has become a necessity, so it is necessary to keep pace with technological developments and to benefit from them in the transformation towards digital learning.

While there has been some successful harnessing of interactivity and immersive spaces for e-learning, more awareness of related fundamentals may enhance e-learning. This chapter discusses the role of graphics in interactivity (live and automated) and immersion and strategies for creating effective interfaces, virtual spaces, contexts, agents, and 3D digital learning objects.

The purpose of the article is to define and highlighting the role of digital transformation (digitalization) for libraries in the long run: efficiency and problems. Methodology. In the process of research scientific methods of analysis, synthesis, generalization of digitalization of the library industry are applied and the influence of digitalization on the formation of innovations of models of relations library-user taking into account today's civilizational challenges is determined. The scientific novelty The research consists in the analysis of online perspectives in the work of the library industry with an emphasis on key aspects of the dynamics of digital transformation (digitalization): new mobile (electronic) applications, services, application of sharing models. Further key vectors are substantiated and specific most problematic issues of digital transformation of libraries are identified. Conclusions. As a result of the research, today's steps on digitization in libraries, features of the use of platforms, virtual environment services, and sharing products were considered. The tendencies concerning the further steps in the increase of rates of digitalization are investigated. Proved: the practice of digitalization of libraries is especially relevant during the COVID pandemic period, which contributes to public access to information, self-education, as well as access to advanced technological developments, the transformation of libraries taking into account requests, according to generation theory, formation of new digitalization focus of library practices and modifications of library activities.

The rapid development of innovative technologies and the rapid change in the social environment necessitate the search for tools for the formation of professional competence that meet the modern requirements of training students in vocational educational institutions. Purpose of the article: analysis of the implementation of foresight sessions in the professional self-development of students. Methodology: the article presents the dynamics of student participation in foresight sessions, an increase in the number of students over several years, as well as the results of a survey of participants in foresight sessions to determine the advantages of the method. Results: Conducting foresight sessions expands the possibilities of forming the professional competence of future specialists.

This article involves a study of the personnel management technologies digitalization degree based on the results of the SAP, Deloitte and Hays report, published in 2019. The analysis demonstrated HR automatization dependence on the size and specialization of organizations. The larger the company, the more complex personnel management processes are. The article defines four digitalization levels from the paper approach to the active use of artificial intelligence systems. Industries with the highest automatization percentage are identified. The article takes a closer look at personnel recruitment, selection, adaptation and training practices performed with the use of appropriate tools and programs. Among the most laborious recruitment functions stand communication with potential candidates, testing and interviewing, especially in cases of mass recruitment. Specialized programs that process CVs, build ratings, conduct video interviews and online testing to optimize recruiter’s work. The advantages of chatbots and messengers for adaptation digitalization are pointed out. Most executives have a positive attitude to the transition to new automated HR methods. The role of e-learning and software training is outlined, and the advantages of webinars, test constructors, and distance learning implementation are analyzed. It is noted that one third of Russian companies are actively automatizing employee training and development technologies. The article also highlights the most important personnel management processes that demand digital transformation in the first place. The automatization necessity of management accounting, effectiveness analysis of the current HR system, and benefits calculation is justified. Gamification advantages are outlined, as they are used in adaptation, training and personnel assessment processes. Senior management, HR executives and information services role in moving to a new level of personnel management is emphasized. VTB, VTB 24 and Sberbank spendings on automated HR systems are reasoned. Conclusions on the need to invest in digital transformation of HR processes are drawn. Keywords: personnel management, technologies, digitalization, process

The NATO conference held in Garmisch in 1968 was on the future of the computer and software world, and it presented the process of realization of what has been talked about in those dates to the present day. This chapter also examines the development of software systems since 1968, depending on the technological developments. The contribution of mathematics and physics to the development of information systems was explained in chronological order by comparing the possibilities of yesterday and today. Complementary contributions of science and technology have been evaluated in the evolutionary and revolutionary developments ranging from the definition of information theory in 1948 to teleportation. It can clearly be seen that discrete mathematics directly affects the improvements in computer science. This review study clearly shows that it would not be possible to talk about digital transformation and quantum computation if the discoveries of Shannon, Turing and Neumann, and the studies of other scientists before them did not exist.

The rapid development of Web-based learning technologies has become a global phenomenon that affects higher education institutions. Both developing and developed countries are eager to take advantage of the multi-modal and asynchronous technical capacities that Web 2.0 can provide to college students. The “E-learning Phenomenon” has also prompted the development of different types of learning tools, ranging from commercially-developed Blackboard, open-source learning platform Moodle, or less popular platform developed by individual universities around the world. This study applied a theoretical concept, Hybrid Interactive Rhetorical Engagement (H.I.R.E.), and a series of quantitative metrics derived from H.I.R.E., to assess the Digital Learning Website developed at Kainan University, Taiwan. Exploratory empirical findings help college instructors to understand whether H.I.R.E. serves a good system design concept explain and predict users' learning behaviors and can be used to assess a variety of web-learning technologies in the market.


Humanity is becoming increasingly dependent on technologies. Their rapid development and expansion requires prompt and integrated response of all public institutions and defi nes one of the main challenges facing the law. To overcome them law requires new theoretical and practical solutions that determine the principles and patterns of technology development and impact the effi ciency of law enforcement in conditions of the world’s digital transformation. The article discusses some of the issues and features of development of the Russian law in the context of digital economy development. New approaches to legal regulation and understanding of digital processes are proposed, in particular, in such fi elds as robotics and artifi cial intelligence. While noting the fact that legal regulation of digital relations keeps up with the current level of technological development, the author warns on unreasonable «hyper-regulation». In his opinion in this fi eld of legal regulation priority should be given to measures of encouragement rather than measures of direct regulation of social relations. In conclusion, the author provides justifi cation for a model of «breakthrough» regulation in Russia.
