The Russian universities have to be demand among potential foreign applicants in the context of tightening competition in the global higher education market for resources, personnel and students. The possibility of attraction talented young people from other countries appears through the implementation of the education export in the context of the knowledge economy and global competition. In addition, interaction with foreign students contributes to the academic development of universities, knowledge diplomacy and international cooperation. The experience of the National Research University of Information Technologies, Mechanics and Optics and the Peoples’ Friendship University of Russia in the field of increasing and applying indicators for assessing international competitiveness has been analysed. The correlation and regression analysis of the dependence of the number of foreign students studying in Russia on the number of Russian universities in the world university rankings has been carried out. The assessment of changes in the work of universities to attract foreign students during the COVID-19 pandemic has been performed.

Purpose The purpose of this paper is to analyse critically the Russian Academic Excellence Initiative (the Project 5-100), designed to propel five leading Russian universities into world university rankings (WURs) by 2020, and research it through the lens of neoliberalism. The paper seeks to reveal recurrent discourses and dominant orders of discourse constituting the overall concept of “excellence” in Russian higher education (HE) policy. Design/methodology/approach Since the Project 5-100 has been designed in line with a neoliberal model of academic excellence initiatives, emphasising “competition as a driver of excellence” (Hazelkorn, 2009), Fairclough’s approach to critical discourse analysis (CDA) has been adopted as a qualitative research method. There is no universally accepted definition of “excellence” in HE policy; therefore, this CDA also aims at revealing the Russian government’s vision of the concept and its voice in HE policy. Findings The paper concludes that the government reinforces neoliberal discourse on the HE agenda and transforms the 5-100 Universities’ identities through emphasising the role of WURs in modernising the HE system. Consequently, within the neoliberal paradigm, the Project 5-100 can be regarded as a manifestation of the commodification of “excellence” in Russian HE policy. Originality/value This research intends to broaden knowledge of excellence initiatives in HE policy and reveal their features and neoliberal natures. It also seeks to contribute in terms of showcasing a qualitative study of the Project 5-100 for future comparative analyses of similar HE policies.

AbstractIn order to obtain considerable amounts of capitalist profit available in a globalized market, individual countries need to enhance their own international competitiveness – a goal that can be achieved through the channel of schools by cultivating human capital. The linear linkage among globalization, international competitiveness, human capital and higher education has convinced many countries to engage in the expansion of higher education institutes. The notion of international competition further generates the idea of university ranking and, in turn, many countries have viewed the world class university as the top priority on the political agenda. As neo-liberalism has become a prevailing new world value, constructed by America, the private sector that addresses efficiency is defined as the best mode of running the higher education market. Therefore, this mode functions as the gateway of achieving this political mission. However, this approach may jeopardize state sovereignty because if the state is unable to balance the relation between capital accumulation and social justice, it cannot win people’s trust. The interactive principle between social cultures and education policies also rejects the universal practicality of free market logic. In order to overcome these challenges, individual countries may adopt transformative strategies, allowing them to improve the international reputation of their own top universities. This essay sets out to shed some light on this issue through examining the case of the Double-First-Class-Universities initiative in China.

Introduction. Currently, the competitiveness of universities is determined by their level of internationalization, which cannot be imagined without academic mobility. This is reflected in world university rankings. Russian universities do not occupy leading positions in these ratings; they are losing their role in the global educational space. Today, it is necessary to make prompt, constructive decisions that contribute to the growth of academic mobility, however, the development of measures in this area is not possible without prospective estimates of indicators characterizing both the development of the internationalization of higher education and growth quality of education. In this regard, the purpose of the presented article is to build predictive scenarios for academic mobility in Russia. Materials and Methods. The research employs statistical methods of time series analysis and forecasting. Prospective values of the number of foreign citizens from various countries studying at Russian universities were obtained on the basis of exponential functions and adaptive forecasting methods. The choice of the model with the best forecast values is based on a formal-logical analysis coupled with a comparison of the main characteristics of accuracy and quality. Results. The article presents predictive scenarios of academic mobility in Russia: regressive, conservative, moderately optimistic. The obtained forecast results determine the possibilities of increasing the competitiveness of Russian education and improving the position of Russian universities in the world rankings only if highquality digital education is formed and developed on the basis of an infrastructure that ensures high technical reliability. Discussion and Conclusion. The proposed methodology and assessments of the prospective values of the targets for the growth of university academic mobility not only substantiate the expansion of the possibilities of using adaptive forecasting methods, which determines the scientific contribution of the study conducted by the authors, but can also be taken into account when adjusting/updating the planned values of indicators introduced into state initiatives to stimulate internationalization of Russian higher education, which points to the high practical importance of this article.

Russian universities are increasingly competing for additional sources of funding. This paper proposes a ranking of scientific and practical effectiveness of Russian universities, based on the account of the volume of funds obtained through research and development; the authors assess the sustainability of a built rating. The leaders of universities ranking are identified and “technological” model of their success is disclosed, their policy to diversify sources of funding is discussed. Typical examples of a new trend of the higher education market — “technologization” of leading social and humanitarian universities — are shown.

The field of education has experienced numerous shifts, including internationalization, greater competitiveness and collaboration, and globalization. Today, higher education branding has become a common trend. To differentiate themselves in the business world, universities apply different branding techniques and this study aims to examine how some Saudi universities advertise themselves. Incorporating Critical Discourse Analysis (CDA), the study analyzes the “About Us” sections of seven Saudi universities’ websites to explore the rhetorical moves and discursive strategies employed for marketization purposes. The selected universities all featured in the top 1000 universities in the QS World University Rankings 2020. The results show diversity in these universities’ choices of implemented rhetorical moves and sub-moves. They used eight rhetorical moves and 13 sub-moves, with only one of these sub-moves occurring on all seven universities’ websites. The discursive strategies were employed to foster self-promotion, while the results demonstrated that the “About Us” sections of all universities were promotional. Finally, some recommendations are provided for universities for marketization purposes if they want to be global and compete with other international universities in the higher education market, in addition to providing suggestions for future studies.

The sphere of higher education is in a state of transformation to new conditions of work, this requires the development of adaptive marketing strategies that make it possible to forecast development in an unstable environment. Trends in the Russian market for higher education services are dynamic and are currently associated with: an increase in the capacity of the Russian higher education market and sales of educational services, an increase in the mobility of participants in the educational services market, an increase in competition and the emergence of new participants offering innovative forms of educational services, an increase in demand for high-quality educational services and creative forms of their provision, compulsory attestations of state higher educational institutions, selection approach when recruiting the students. The article discusses the issues of building such a strategy based on the use of preventive response methods, proposes a sequence for implementing an adaptive marketing strategy, substantiates the procedure for conducting marketing research, as well as the possibility of using Internet technologies for positioning in the market.

The emergence of an increasing number of foreign students in Russian universities indicates the importance of the Russian higher education system in the world community. At the same time, a new problem emerged on the agenda — how to train foreigners from abroad with high quality, taking into account their different readiness in mastering the Russian language and different subject training. The article describes the problems that foreign students face when studying informatics at a pedagogical university. The combined profiles, including “Informatics”, of the Faculty of Physics and Mathematics of Mordovian State Pedagogical Institute named after M. E. Evsevjev were the experimental research site. On the example of the “Theoretical Foundations of Informatics” discipline, the ways of teaching informatics are shown. Examples of assignments, including tasks for independent work, for teaching foreign students to informatics at the specified university are given.
