In the XXI century, “trust” becomes a category that manifests itself in a variety of ways and affects many areas of human activity, including the economy and business. With the development of information and communication technologies and end-to-end technologies, this influence is becoming more and more noticeable. A special place in digital technologies is occupied by human trust when interacting with artificial intelligence and machine learning systems. In this case, trust becomes a potential stumbling block in the field of further development of interaction between artificial intelligence and humans. Trust plays a key role in ensuring recognition in society, continuous progress and development of artificial intelligence.The article considers human trust in artificial intelligence and machine learning systems from different sides. The main objectives of the research paper are to structure existing research on this subject and identify the most important ways to create trust among potential consumers of artificial intelligence products. The article investigates the attitude to artificial intelligence in different countries, as well as the need for trust among users of artificial intelligence systems and analyses the impact of distrust on business. The authors identified the factors that are crucial in the formation of the initial level of trust and the development of continuous trust in artificial intelligence.

Aim. To analyze the concept of “artificial intelligence”, to justify the effectiveness of using artificial intelligence technologies.Tasks. To study the conceptual apparatus; to propose and justify the author’s definition of the “artificial intelligence” concept; to describe the technology of speech recognition using artificial intelligence.Methodology. The authors used such general scientific methods of cognition as comparison, deduction and induction, analysis, generalization and systematization.Results. Based on a comparative analysis of the existing conceptual apparatus, it is concluded that there is no single concept of “artificial intelligence”. Each author puts his own vision into it. In this regard, the author’s definition of the “artificial intelligence” concept is formulated. It is determined that an important area of applying artificial intelligence technologies in various fields of activity is speech recognition technology. It is shown that the first commercially successful speech recognition prototypes appeared already by the 1990s, and since the beginning of the 21st century. The great interest in “end-to-end” automatic speech recognition has become obvious. While traditional phonetic approaches have requested pronunciation, acoustic, and language model data, end-to-end models simultaneously consider all components of speech recognition, thereby facilitating the stages of self-learning and development. It is established that a significant increase in the” mental “ capabilities of computer technology and the development of new algorithms have led to new achievements in this direction. These advances are driven by the growing demand for speech recognition.Conclusions. According to the authors, artificial intelligence is a complex of computer programs that duplicate the functions of the human brain, opening up the possibility of informal learning based on big data processing, allowing to solve the problems of pattern recognition (text, image, speech) and the formation of management decisions. Currently, the active development of information and communication technologies and artificial intelligence concepts has led to a wide practical application of intelligent technologies, especially in control systems. The impact of these systems can be found in the work of mobile phones and expert systems, in forecasting and other areas. Among the obstacles to the development of this technology is the lack of accuracy in speech and voice recognition systems in the conditions of sound interference, which is always present in the external environment. However, the recent advances overcome this disadvantage.

Besides, the peculiarities of the adaptable intellectual educational systems (AIES) are explored. Also, the possibility of the positive influences of the usage of adaptable intellectual educational systems on the psychological well-being of the individual who strives for education is displayed. In addition, the questions on the further examination with the usage of the information and communication technologies on such topics as mental health and physiological health of a human being as the components of the productive life are raised as well.

The impact and benefit that information and communication technologies (ICT) have in the educational field require new teaching skills. This fact has been increased by the recent crisis caused by COVID-19. This study tries to investigate the level of digital teaching competence (DTC) of Higher Education teachers of Health Sciences, and its relationship with several variables. For this, it has the participation of 300 teachers from the 9 universities of Andalusia (Spain). The research is structured through a descriptive (RQ1) and inferential (RQ2) design. The answers given to the DigCompEdu Check-In questionnaire adapted to the Spanish context are analyzed. The results, which show high levels of reliability of the questionnaire (Cronbach and McDonald) and validity (CFA), indicate that the level of competence is basic-intermediate. In addition, the area in which teachers excel is digital resources. For this reason, it is proposed to structure personalized training plans and continue expanding the characteristics of this study at an international level.

Purpose: To identify the current strategic stability problems associated with the destructive impact of information and communication technologies (ICT) on the basis of analysis and systematization according to various parameters of cyber risks and threats to international security and global stability that can reduce the level of strategic stability and to develop relevant proposals that can lay the foundation for creation of a deterrence policy in the ICT domain. Research method: analysis, synthesis and scientific forecasting, expert assessment, comparative analysis of the cyber domain within the framework of a systematic approach. Result: the article presents analysis and systematization risks and threats to international security and global stability emanating from the cyber sphere according to various parameters. The article proves the impact of the accelerated development of information and communication technologies (ICT) on strategic stability, and that ensuring the cybersecurity of nuclear weapons requires special attention. The global problems of strategic stability at the current stage are posed and the conclusions are that the protection of strategic weapons, early warning systems, air and missile defense, communications, command and control over nuclear weapons from harmful ICTs are the pressing global problems of our time. Specific scenarios of cyber threats leading to a decrease in the level of strategic stability below the necessary and sufficient level have been elaborated, and proposals have been formulated to minimize the corresponding escalation threats. Proposed measures can become a basis for a deterrence policy in the ICT domain, as it was done during the period of bipolarity with regard to nuclear weapons, and become the foundation for broader international agreements on arms control in the so-called nuclear information space of the future.

This article addresses the impact of the digital era and it specifically refers to information and communication technologies (ICT) in Public Administration. It is based on the international approach and underscores the importance of incorporating new technologies established by the United Nations and the Organization of American States. Thereon, it highlights the Argentine Republic national approach towards ICT, and how it has moved towards a digital paradigm. It then emphasizes on the challenges and opportunities that emerge from the impact that artificial intelligence has in transforming Public Administration. Finally, it concludes that the key challenge of the Fourth Industrial Revolution is to achieve a boost towards a Digital and Intelligent Administration and government, which promotes the effectiveness of rights and an inclusive technological development that assures the digital dignity of people.

The purpose of this research was to study the impact of project-based learning and information and communication technologies on students’ motivation. Two second-year classes in electrical engineering at the University Tahri Mohamed in Béchar, Algeria, were involved in the study. The experiment compared the level to which one class of students mastered goals without the use of information and communication technologies, to the mastery achieved by a second class which participated in a tutorial that has a technological tool built into the project-based approach. The subject of power electronics was chosen for this study because of its different knowledge, which is strongly represented in difficult learning contents for students. A questionnaire about motivation was used to collect data within an experimental research plan. After three months of conducting the study, the results demonstrated that the integration of the tutorial with the project-based approach is likely to increase students’ motivation to learn and to master the subject of power electronics.
