Smart Heritage leverages the past to transform cities into smart cities. It bridges a theoretical framework between the existing smart cities and heritage discourses and can benefit both the smart and heritage of aspirations of cities. The recent increase in the preparation of smart city policies by local governments in Australia provides an opportunity to examine how the recent generation of smart city strategic documents implement Smart Heritage. This paper will investigate how three local government smart city policies in Australia; City Futures Strategy by Logan City Council, Lake Mac Smart City Smart Council: Digital Economy Strategy 2016-2020 by Lake Macquarie City Council, and Smart, Connected Brisbane by Brisbane City Council; implement Smart Heritage. It will also briefly discuss the areas in the policies where further implementation of Smart Heritage can support the smart city ambitions of the cities. The main findings are the policies subtly implement Smart Heritage, and it is most present in high-level definitions and objectives. There is a need to develop Smart Heritage lower-level provisions and initiatives as there is a lack of these across the policies. Nevertheless, there is ample theoretical overlap between Smart Heritage and the policies to further implement Smart Heritage within the existing policy frameworks.

<p><b>Local governments are innovatively applying smart city technology to resolve challenges in their jurisdictions. These challenges commonly relate to environmental sustainability, infrastructure, and transportation, and result in novel discourses within local government strategies and operations, such as Smart Environment, Smart Infrastructure, and Smart Mobility. Driven by the success of these discourses, local governments seek further solutions through converging the smart city technology with other disciplines. The next likely convergence is with the heritage discipline, subsequently producing the Smart Heritage discourse. Academic literature records that Smart Heritage is an emergent yet unformed discourse that is on the verge of application within local government. Smart Heritage presents opportunities to converge historical narratives with the automated and autonomous capabilities of smart technology. However, due to its novelty, the local government sector has no guidance on delivering Smart Heritage within strategies and operations. Therefore, this thesis comprehensively explores and defines the Smart Heritage discourse and addresses Smart Heritage's delivery within local government strategies and operations.</b></p> <p>The original contributions to knowledge in this thesis are the first thorough definition of Smart Heritage in academic literature and the production of Smart Heritage Principles, which direct the delivery of Smart Heritage within local government. This thesis firstly defines Smart Heritage through an investigation into the nascent patchwork of academic literature at the intersection of the smart city and heritage disciplines. This definition establishes the discursive framework for the subsequent inquiry into how to deliver Smart Heritage in local government organisations. In this inquiry, the researcher conducts three case studies on local governments in Australia: Broken Hill City Council, the City of Melbourne, and the City of Newcastle. In each case study, the researcher analyses strategic smart city and heritage documents and then interviews their smart city and heritage advisors regarding strategic and operational convergences between the disciplines. The researcher then synthesises the resulting data into cross-case key considerations that contextualise a base understanding of how local governments deliver Smart Heritage. Using this understanding, the researcher conducts a second round of interviews and synthesis that, in turn, produces the refined Smart Heritage Principles. The researcher validates the principles’ relevancy and applicability through an additional case study with Wellington City Council in New Zealand.</p> <p>The research finds that Smart Heritage in the academic literature is nascent yet organically forming around a shared discourse between the smart city and heritage disciplines. As a result, there are numerous understandings of Smart Heritage. Nevertheless, these understandings agree that Smart Heritage convergences historical contextual narratives with automatic and autonomous technologies and advances from the passive Digital Heritage discourse. The case studies find that there is a foundation for Smart Heritage within local government through strategic documents that share similar focuses and advisors who seek multi-disciplinary convergences. However, the disciplines’ overlapping is not explicitly recognised in strategic documents and operational models, leading to inadequate financial and staff resourcing of Smart Heritage and inefficient cross-disciplinary initiatives in local government. The research identifies four thematic key considerations that address delivering Smart Heritage within local government; recognition, delivery, resourcing, and innovation; and proposes four Smart Heritage Principles for local governments to follow in order to deliver the discourse. The researcher presents the principles in an industry-ready document at the end of the thesis.</p> <p>The implications of this research are the increased visibility of Smart Heritage as an academic discourse and support for the delivery of Smart Heritage within local government strategies and operations. Rapidly increasing urbanization in India has brought much needed focus on the urban development. City building in India is done mostly by local governments and very less by state government and union government. All three tiers of governance are involved in realizing smart city. Smart city will be built with a combined effort from various actors from three tiers of public governing institutions and several private enterprises. Smart cities will require superior planning, design, and coordination among these actors. Otherwise, it will be impossible to achieve faster, efficient, and superior quality city building and management. Historically, urban policy and its implementation in India has been tardy, thereby limiting the sustainable and planned growth of cities. The chapter will try to find the connection between governance and institutional framework for smart city building in India by taking a case of Varanasi city. Varanasi is a city in Uttar Pradesh state of India. It is one of the hundred proposed smart cities. Varanasi is a proposed city under AMRUT and HRIDAY schemes also.

This study explore ICT infrastructure in the towns of Paraná State, reflecting on the potential and limits of ICT in the local government and the possibilities of these cities developing into smart cities. A quantitative study was conducted using multivariate data analysis techniques. The data are secondary and were obtained through a Municipal Basic Information Study in Brazil in 2012. The main result was the identification of five distinct municipal clusters in terms of ICT use and infrastructure. The size of a town is not a determining factor for towns to use and make web based services available to its citizens. Many towns remain lacking in basic infrastructure, with every profile showing different needs. There are a few strong patterns of eGov development and local conditions that could be treated as the foundation for some different policy packages that would be appropriate in these five situations. There are aspects that characterize the challenges and potential of towns than the emphasis placed on eGov. These aspects should be considered in studies of eGov and smart city.

Cities constitute three quarters of global energy consumption and the built environment is responsible for significant use of final energy (62%) and greenhouse gas emissions (55%). Energy has now become a strategic issue for local authorities (LAs) and can offer savings when budget cuts have threatened the provision of core services. Progressive LAs are exploring energy savings and carbon reduction opportunities as part of the sustainable and smart city agenda. This paper explores the role of citizens in smart city development as “buildings don’t use energy: people do”. Citizens have the potential to shape transitions towards smart and sustainable futures. This paper contributes to the growing evidence base of citizen engagement in low carbon smart cities by presenting novel insights and practical lessons on how citizen engagement can help in smart city development through co-creation with a focus on energy in the built environment. A case study of Nottingham in the UK, a leading smart city, is analysed using Arnstein’s Ladder of Citizen Participation. Nottingham City Council (NCC) has pledged to keep “citizens at the heart” of its plans. This paper discusses learnings from two EU funded Horizon 2020 projects, REMOURBAN (REgeneration MOdel for accelerating the smart URBAN transformation) and eTEACHER, both of which aimed to empower citizens to reduce energy consumption and co-create smart solutions. Although these two projects are diverse in approaches and contexts, what unites them is a focus on citizen engagement, both face to face and digital. REMOURBAN has seen a “whole house” approach to retrofit in vulnerable communities to improve liveability through energy efficiency. User interaction and co-creation in eTEACHER has provided specifications for technical design of an energy saving App for buildings. eTEACHER findings reflect users’ energy needs, understanding of control interfaces, motivations for change and own creative ideas. Citizens were made co-creators in eTEACHER from the beginning through regular communication. In REMOURBAN, citizens had a role in the procurement and bidding process to influence retrofit project proposals. Findings can help LAs to engage demographically diverse citizens across a variety of buildings and communities for low carbon smart city development.

Digital transformation is an emerging trend in developing the way how the work is being done, and it is present in the private and public sector, in all industries and fields of work. Smart cities, as one of the concepts related to digital transformation, is usually seen as a matter of local governments, as it is their responsibility to ensure a better quality of life for the citizens. Some cities have already taken advantages of possibilities offered by the concept of smart cities, creating new values to all stakeholders interacting in the living city ecosystems, thus serving as examples of good practice, while others are still developing and growing on their intentions to become smart. This paper provides a structured literature analysis and investigates key scope, services and technologies related to smart cities and digital transformation as concepts of empowering social and collaboration interactions, in order to identify leading factors in most smart city initiatives.

This chapter explores the problem of rising pastoralist–farmer and ethnic (religious and tribal) violence in the pluralistic Middle Belt region of Nigeria over the past thirty to forty years. In particular, it highlights the underlying issues and conflicts associated with these different categories of communal intergroup violence, the human and material costs of such conflict, and the broader implications for the Nigerian state. The federal government, states, local governments. and communities have not been passive in addressing the considerable challenges associated with preventing and resolving such conflicts. It is clear, however, that they face significant hurdles in resolving the underlying grievances and drivers of conflict, and their efforts have not always furthered the cause of conflict resolution and peacebuilding. Greater attention to patterns of inclusion and exclusion and to the allocation of rights and resources will be necessary, particularly at the state and local government levels, to create a more stable and peaceful Middle Belt.

ABSTRACT Local governments play dual, but conflicting, roles in China's tax system. That is, they are both tax collectors and controlling shareholders of firms subject to tax payments. We investigate how local governments balance their tax collection and tax avoidance incentives. We find that the conflicts between central and local governments arising from the 2002 tax sharing reform have led to more tax avoidance by local government-controlled firms, particularly when the local government's ownership percentage of the firms is higher than the tax sharing ratio. We also find evidence that the overall level of tax avoidance by local government-controlled firms in a region is positively associated with local fiscal deficits. As a high level of government ownership of corporations and intergovernmental tax sharing are common phenomena in many transitional economies, this study offers valuable insights into how the dual roles played by local governments affect tax policy enforcement in these economies.
