Cultural objects (building and construction) that are considered as the most valuable segment of real estate in terms of historical heritage usually evaluated only by monetary aspects. Not concreteness of the approaches to the determination of the historical heritage objects leads to the fact that its original value often remains unread, the assessment has subjective character, reflects the values of certain time frame and place. Therefore, for the purpose of determination of value of the historical heritage objects, there is need for the creation of the unified classification system of their assessment. Thus, this research is considered to be very relevant. The paper investigates intangible factors that affect the evaluation of cultural heritage objects in construction. In the work a system of value indicators, which take into account not only tangible indicators but also the intangible value of cultural heritage objects, has been developed. Developed indicators system makes it possible to evaluate the historical and cultural value of real estate objects quite objectively on the contrary to common methods which deal only with monetary aspects of market price of such objects. A methodology for a comprehensive evaluation of cultural heritage objects has been formed as well. This methodology is based on both the traditional comparative approach and the system of value indicators. As a result, suggested integrated approach has been proven to provide fair evaluation of both the tangible and intangible characteristics and improve the quality of cultural heritage objects assessment process. Doi: 10.28991/cej-2021-03091680 Full Text: PDF

Cultural heritage objects are evidence of historical heritage that is very useful in life, cultural heritage is also useful as a means of education as well as a historical tourism destination for the community. The purpose of this research is to find out historical heritage buildings in Langsa City, then to map the historical heritage buildings to be used as sources of information.The method in this study uses a historical method with stages namely the heuristic stage, the source criticism stage, the interpretation stage and the historiography stage. The result of the research is that there are five historical heritage buildings in Langsa City that have been designated as a Cultural Heritage with the Letter of the Mayor of Langsa in 2016. Then the mapping is carried out on the historical heritage which has been used as a source of information that is very helpful for local, regional, national and foreign tourists who visit Langsa City.

This article is dedicated to the current state and actual use of the unique historical and cultural architectural heritage of Kaliningrad region. A review of scientific works dealing with issues related to the consideration of the existence, ownership, preservation, operation, and perception of architectural objects in the city and region is given. The study gives a species characteristic of historical and cultural heritage objects in Kaliningrad region, makes their classification with specific examples, assesses their current state and current use. The article focuses on significance and determination of the value of preserved historical and cultural resources. The multifaceted value of the region’s unique historical and cultural heritage is examined and defined.

Abstract Property valuation in the comparative approach requires the determination of the impact of market characteristics on the formation of prices on the local real estate market. Valuers have a variety of methods for determining weights. Some of them require the collection of a sufficiently large database of information on transactions. However, this is not always possible. In the absence of sufficient data, alternative approaches, including an expert approach, may be used. The goal of the article is the proposal of an expert approach at the stage of assessing the influence of attributes on the value of the real estate. The AHP (Analytical Hierarchy Process) method will be used. On its basis, pairwise comparisons of the importance of attributes will be done by experts (valuers). By means of the AHP method, the weights of each attribute will be obtained and, subsequently, the influence of each attribute on the real estate value will be assessed. Research will be done on the basis of 318 real estates in Szczecin.

Introduction. The local history movement, which was formed on a voluntary basis in the Russian Empire, was placed in difficult conditions during the Civil War: a fratricidal war, which did not spare human lives, also destroyed the country’s historical and cultural values. This served as an impetus for the activation of the activity of local historians in the center, and especially in the localities. In the center are active figures of local lore S. F. Oldenburg and V. P. Semenov-Tian-Shansky called on the intelligentsia to make efforts to preserve cultural values maximumly; the All-Russian Collegium for Museums and the Preservation of Antiquities was created as part of the People’s Commissariat of the RSFSR, which included, inter alia, the famous artists I. E. Grabar, A. V. Grishchenko, K. S. Malevich. In the provinces, local historians united into the Academic Archival Commissions. They fought against the robbery of noble estates, collected and preserved cultural and historical values, and organized educational conversations. Methods. The solution of the research problems was provided by a set of interconnected theoretical (analysis of scientific literature, comparative analysis, comparison, generalization, systematization) and empirical (study and generalization of sources, hermeneutic) methods. Results. The local history movement in the Soviet Russia was placed under the control of the state authorities. During the Civil War local historians performed the function of preserving the cultural and historical heritage, organized another area of work – the history of studying the activities of the Bolshevik party on the fieldwork. Conclusion. The dedicated work of members of local history organizations in extreme conditions helped to save many cultural heritage objects from destruction: in the Kursk province, for example, the noble estates of the Nelidovs, Baryatinsky, Yusupovs and others. They managed to maintain the personnel of the organizations. Their budget even existed, which indicates a high organization of their work.

The paper discusses the problems associated with the state-owned real estate disposal. Two groups of objects that have the features of disposition and disposal are distinguished: objects whose disposition and disposal occur in a general manner after removal of their special status (cultural heritage objects, protective structures), and objects whose disposition and disposal are regulated by special legislation in connection with the special purpose of such objects (housing, subsoil use, water transport). Features of the disposal of such facilities, in particular the need to remove special status prior to the disposal of the facilities, are considered. The problem of registration of rights to land plots under objects that are subject to demolition or are virtually absent is considered. It is concluded that it is necessary to improve the legislation regarding the disposal of facilities, including the development of a procedure for the sale of materials resulting from the demolition of capital construction facilities.

The main objective of the paper is to present an alternative, original method, as a minimally invasive technical solution, to determine the hardness of the damaged wood from the cultural heritage objects. For comparison, standard hardness determinations, Brinell and Janka methods are considered. The correlation of conventional hardness test results with the Brinell method, compared to the proposed MARK 10 test shows that less equivocal methods can be used for equally sensitive values. The minimal invasive measurement solution offers advantages in use and is a novelty with applications for the polychrome wood restoration. In order to determine the destructive level of several methods that determine the hardness of the wood, the different areas of the imprint left by the penetrator are compared: Janka hardness = 100 mm2, Brinell hardness to maximum 78 mm2, Mark 10 puncture being only 1.41 mm2. The general conclusion of the paper highlights the strengths of the researched alternative, experimented and presented by us in order to determine the level of degradation of the wooden supports of the art objects of cultural patrimony. This method brings improvements for diagnosing the degradation level of wood panels as well as to evaluate the effectiveness of the consolidation treatment.

The authors of the article consider restoration not only as a practice of recreating lost elements of cultural monuments, but also as a form of cultural reflection. Much attention is paid to the professional qualities of the restorer, including the analysis of the General culture of the specialist, his ability to think in the field of historical, cultural and philosophical epistemes. The authors focus on the problem of choice in the restoration of severely damaged objects when the question arises about the need to layout the object or recreate it in modern materials. The degree of authenticity of the material used is studied because of the attitude to the phenomenon of authenticity of a thing in the context of historical discourse, which is determined by the historical consciousness of a modern person. The article addresses the issue of studying the history of restoration as a scientific and practical field of activity, pays attention to the difference between scientific and amateur restoration, and provides examples of restoration work to restore the loss of cultural heritage objects.

The purpose of the research work is to analyze the norms of Federal laws, as well as the laws of the Russian Federation's constituent entities, devoted to the definitions and classification of the concepts “cultural heritage”, “historical and cultural monuments”, “cultural values”. Conclusions obtained in the course of the research: based on the study of current legislation, it is concluded that the definitions of “cultural values”, “cultural property”, “objects of cultural inheritance” contained in various normative legal acts differ in content. Based on the research, the author proposes the concept of “cultural values”.
