Purpose: A feature of the information society is the widespread use of information and communication technologies in both business processes and everyday life. The condition for the universality of these solutions is to ensure access to high quality information and communication technologies throughout the country. The aim of the article is to assess the availability and use of information and communication technologies in the voivodeships of Poland. Design/methodology/approach: The methodology of the article is based on descriptive analysis of the information society in Poland. The scope of the considerations concerns the spatial diversity in the availability of information and communication technologies in Poland from the perspective of citizens and businesses per voivodeship. The research used secondary data made available by the Statistics Poland, including the Local Data Bank, Eurostat and the Digital Agenda for Europe. Due to the availability of comparable statistics, 2015 and 2019 were analyzed. Findings: The level of development of the information society in Poland systematically increases. However, Poland is among the countries with the lowest rate of digital economy in the EU. The development of online services comes out as the best developed, while the telecommunication infrastructure falls at the other end of the spectrum. The analysis of selected data concerning the development of the information society in Polish voivodeships indicates that there are differences in the access of the communities of individual regions to high quality information and communication technologies. In particular, inequalities in access to and use of broadband Internet were found. The diversity, which can be described as a digital divide, is particularly characteristic in the relationship between Western Poland and Eastern Poland and is evident in the use of eGovernment services. Social implications: The existence of spatial diversity may affect the implementation of the development priorities of the country and the EU. Public administration is in the period of transition from the traditional way of dealing with the matters of citizens and enterprises to modern — electronic implementation of public services, which requires the state not only to provide access to modern technologies, but also to invest in digital skills of administration employees and society. Originality/value: The results of the conducted analysis may provide guidance for national and regional economic policy entities in terms of shaping forms of public support for development of information and communication technologies in the next development programming perspectives.

Many studies are devoted to the peculiarities of building the information society in the modern world and the problems of uneven development of information and communication technologies in developed and developing countries. This paper examines the influence of the information and communication technologies development on the social and political activities of modern society. The correlation and regression analysis has been used to identify the relationship between the Information and Communication Technology Development Index (ICT), the Human Development Index (HDI) and the Democracy Index (DI). The results demonstrate that there is a close link between the countries’ sociopolitical attractiveness and the level of their information and communication development. However, it is not equal for different countries, which are grouped by the level of ICT, HDI and DI. Besides, the country’s information and communication technologies level has a significant effect on the social and political development. The development of the information component immediately leads to improvement of the socio-political sphere in countries with high levels of HDI, DI and ICT. The EU countries belong to this cluster. Democracy development and ICT have the inverse relationship in the group of countries with average HDI, DI and ICT levels.

The rhetoric used worldwide by policymakers in promoting the uptake of Information and Communication Technologies (ICT) emphasizes the advantages deriving for all citizens from the advent of the Information Society (IS). Among the democratic features of the IS particularly praised are despatialisation processes, leading to a sort of “death of distance” mainly benefitting the inhabitants of territories traditionally located in peripheral and backward areas, as well as the enlarged global market. However, research shows that the uptake of ICT varies territorially, mainly following wealth distribution, among other variables. This consideration would corroborate the view of those reading the rhetoric over IS as a facade covering the restructuring of capitalist economy at the global level and arguing that the uptake of ICT, based on an unequal model of development, further strengthens rather than reduces the territorial and socio-economic divides between centres and peripheries. The chapter confronts those two readings of the main rationale behind policymaking for the development of an IS by looking at the case of the European Union (EU). The argument is that, although global economic competition in the ICT sector seems to be the mainspring that led the EU to promote policies for the IS, social concerns are emerging as the flagship of the policy, increasingly tuned with other policies within a wider European developmental strategy, which may start up a new field on which to compete for global leadership.

Vietnam is one of the top information and communication technologies (ICT) exporters globally, and the ICT products constitute nearly one-fifth of Vietnam’s total exports to the European Union (EU). This study empirically investigates the determinants of Vietnam’s ICT exports to the EU by applying the gravity model for trade with panel data from 2000 to 2019. Besides the traditional variables of the gravity model, we added gross capital formation, patent application and exchange rates as explanatory variables. The results show that among factors affecting Vietnam’s ICT export to the EU, market size, patent applications, and exchange rate are the most significant determinants. The article also suggests some policy implications for the development of ICT exports between the two parties. JEL Codes: F14, C2

Content analysis of 28 library and information science journals of the leading European countries has been conducted in the context of the current research. The thematic focus of these journals has been the priority of the research. Several thematic groups of library and information science journals have been identified. They include the journals that cover the following topics related to: 1) digital information; 2) development of information and communication technologies and their application in library practice; 3) library and information with the key topic of library and information management; 4) various types of communication. The conclusion has been made that scholarly interdisciplinary communication is expanding in the context of information society development. The analysis provides means for taking into account the trends in the leading European countries that help to evaluate and compare the performance of Ukrainian libraries and increase the level of professional knowledge and communication of library and information science professionals.

The article is focused on the problem of training future tourism specialists using informational and communication technologies. The educational process of preparation requires changing the educational and methodological support in order to give the students the opportunities to master modern professional tools, technologies, methods of creating high quality tourist products. To solve this problem, the authors propose a model for the development of high quality training of tourism professionals through the use of computer 3D-tours. The development of this model took into account the theoretical and methodological basis regarding the professional training of future specialists in the field of tourism, the results of the analysis of educational programs, curricula for training students of the speciality “Tourism” and the data of the pilot experiment. It consists of the following main blocks. The conceptual-oriented block includes concepts, approaches, principles of participation, information and communication technologies. The content-technological block includes the content of the educational project of developing 3D-tours, levels of professional knowledge and skills, as well as types of familiriazation with ICT tools. The educational content of the model takes into account the practical mastery of the student’s professional skills in the development of various 3D-tours. During this process, the ICT tools are introduced gradually in a certain order. The organization-activity block of the model includes forms of organizing the study and technologies for studying. This model entails the involvement of classroom-based and remote, individual, and group forms of organization of the educational process, organization of project development for a detailed analysis of educational topics. The assessment-resultative block includes criteria, metrics and levels. During the development of the model, the results of the activity of thesubjects of the educational process were analyzed in accordance with two groups of criteria: the criterion of formation of professional theoretical knowledge, practical skills of 3D-tour development and the criterion of the level of using modern software and technical means in creative educational development. The developed model allows for increasing the quality of training of future tourism specialists. During the practical application of the proposed model, virtual 3D-tours were developed. Their development has shown the possibility of implementing the model of development of training of specialists in tourism by using computer 3D-tours with the use of modern ICT tools in the study of special disciplines and the attaining professional skills.

These technologies influence the formation of methods and methods of pedagogical activity, open up new opportunities for communication and obtaining information. Informatization and computerization of education acts as a component of the general trend of global processes of world development, as an initial information and communication basis for the harmonious development of the individual and social systemic information. Preparing a student for an active and fruitful life in a modern digital information society is one of the main tasks of the modern stage of modernization of the education system.

The ageing society and the necessity to meet the needs (including transport ones) of elderly people are a challenge for an increasing number of countries, including the EU Member States and Poland. Different types of modern ICT solutions are being proposed as a way of improving the meeting of the needs of elderly people in order to prevent their social exclusion. The growing popularity of solutions and services that use information and communication technologies (mainly the Internet and mobile applications) can also be observed in transport services and is perceived as a means to better meet transport needs. The aim of the article is to examine the extent to which seniors use ICT solutions to meet their transport needs when, for example, obtaining access to a car or car ride. A literature review, statistical data analysis and results of primary survey studies carried out on a sample of U3A students were used. The results of the analysis do not allow generalization on the entire population of elderly people but point to some interesting conclusions. For instance, at least one of the considered solutions (e.g. sharing travel by car as a driver or passenger) was used by almost two-thirds of those that responded using the Internet. Also, the solutions given were rated rather positively by the respondents in terms of their usefulness and ease of use. Those findings, apart from indicating further directions of research, allow for a cautious statement that these types of solutions can actually serve to better meet the transport needs of seniors.

The aim of the study. The aim of the study is a statistical analysis of the accessibility and the use of information and communication technologies for the population and households based on the developed integrated indices in the regional aspect.Fundamental international documents refer to the increasing role of information in all spheres of society, and indicate that the number of the poorest households with, for example, a mobile phone is higher than that with the access to clean drinking water.Thus, it can be noted that the level of accessibility and use of information and communication technologies is a priority for the development of both individual countries and the world community as a whole.Materials and methods. Methods of grouping and multidimensional classification, analysis of variation, normalizing, construction of multidimensional averages and correlation analysis, as well as tabular and graphical methods of visual representation of the results of the study were used as statistical tools for the study. Microsoft Excel was used to process the primary information.Results. Comparison of currently used indicators has revealed the need to develop and build integrated indices in four main areas of ICT research: infrastructure (physical and information), ICT accessibility (physical and price affordability), the use of ICT (by the population and households, enterprises and organizations, in the public sector), knowledge and skills (education, digital skills). In this study, the analysis was carried out according to the characteristics of the accessibility and the use of ICT for the population and households. The results of the study at the federal district level led to the conclusion that, despite the existence of a unified policy in the field of ICT development and information society at the federal level, there are significant differences in the management of this process and the level of implementation of system development measures for ICT in individual federal districts and regions. The main result of the study is the classification of regions by levels of accessibility and use of ICT. The analysis revealed a significant direct relationship between the components of ICT accessibility and its use. The ratings based on the calculated multidimensional averages allowed us to reveal the leader and lagging regions of the Russian Federation in terms of the development of ICT and information society.Conclusion. According to the results of the statistical research positions of regions of the Russian Federation on the accessibility levels and the use of information and communication technologies were determined, as well as a direct relationship between the indices of accessibility and the use of ICT was revealed as a whole in the Russian Federation, and in individual federal districts.
