This research was conducted to determine the level of effectiveness of tracing implementation activities in order to verify the accuracy of data on motorized vehicles that did not re-register in an effort to support the regional tax stimulus policy provided by the Regional Revenue Agency of West Java Province in the face of the COVID-19 pandemic in Bekasi City. This study uses a qualitative approach and descriptive research type by conducting library research and data collection using documentation on data obtained from related agencies. The results show that the West Java Provincial Government through the Regional Revenue Agency of West Java Province in an effort to relieve Motor Vehicle Taxpayers affected by the Covid-19 pandemic in 2020 has provided a Motor Vehicle Tax stimulus, including exemption from Motor Vehicle Tax fines and giving discounts in tax payments. Motorized Vehicles and Motor Vehicle Title Fee, provided that all data are validated. So that the public can enjoy the stimulus, the West Java Bapenda collaborates with various parties to conduct verification and validation of Motor Vehicle Taxpayer data with the level of the effectiveness ratio of these activities in 2020 of 77.01%, a decrease compared to the achievement in 2019 of 89.09% and in 2018 amounted to 82.14%.

The implementation of tax autonomy by the central and regional governments separately provides the flexibility to be more independent in tax arrangements in order to increase the income of each region. The objective of this research is to determine whether the West Java provincial government's application of  vehicle tax collection  is effective in increasing Regional Original Income (ROI) in West Java. The methodology used in this research is qualitative. Analysis of the data used is analysis by calculating the effectiveness of tax collection. The results of data analysis show that the efficiency of  vehicle tax collection has an impact on increasing local revenue in West Java.

Risk management is important in supporting all objectives of the West Java Province Motor Vehicle Testing Technical Implementation Unit, namely providing technical safety guarantees for the use of motorized vehicles, trailer trains and postage trains on the road, supporting the realization of environmental sustainability from possible pollution caused by motorized vehicle use. trailer and train carts on the road, and provide public services to the community. Vehicles operated on the road include bus cars, goods cars, articulated cars, train carts, special vehicles and public transportation.The application of risk management can be used in all fields of work and even in various activities, including decision making, operations, processes, functions, projects, products, services and assets (ISO 31000, 2009). In Indonesia transportation has an important role in supporting national development. Indonesia is an archipelagic country where the development of the transportation sector is designed to support the movement of the economy, national stability and also reduce development inequality between regions by expanding the reach of the distribution of goods and services throughout the archipelago. With the existence of transportation, the economy of the community is more evenly distributed so that it is expected that people's welfare will increase, because the community is easier to get the goods and services needed. Every state requires substantial development funds to finance his needs. State primary spending is routine expenses such as the cost of employees, subsidies, debt, interest and installments were met from domestic revenues in the form of oil sector revenues (oil and gas) and non-oil (tax and non-tax). Central Bureau of Statistics in 2014 it launched data that the population of the city in Indonesia has reached more than 50% of the total population of Indonesia. This number is likely to increase each year, so the estimated number of people living in urban areas will reach 67% by 2035 (seen on http;//dispenda.jabar.go.id/2014/12/08/menumbuhkan-ekosistem-inovasi-e-samsat).West Java Province as one of the advanced province will get the impact that rise in birth rates and massive urbanization with appeal towns in West Java Province. This situation then creates a variety of typical urban problems, such as the decline in the quality of public services, reduced availability of residential land, traffic jam on the highway, the swelling rate of energy consumption, accumulation of garbage, and increase crime rates. The problem studied in this research include; program implementation services around the car tax to improve tax collection, dissemination service programs around the car tax to improve tax collection, and tax car service solutions to improve tax collection. This study used a qualitative approach with case study method. The location of research at the Department Revenue of West Java Province.The results showed a few things, first implementation services around the car tax should provide a breakthrough that service programs around the car tax can be run effectively and efficiently. In addition, tax collection system should be simple to facilitate and encourage the community to meet their tax obligations. Second, socialization services around the car tax should be able to provide the target of information and communication services, that can be increase the effectiveness of tax collection. Third, solutions to improve tax collection and dissemination using car service tax is the car tax service the circumference of the unified tax that provide the type of services such as motor vehicle tax (PKB), Land and Building Tax (PBB), tax consulting, and give the new information about the regulation and taxation programs that will be implemented, so West Java can be used as a pilot project for the development programs of communications, information, mass media, and the use of modern information technology.

The phenomenon in the research is that there are still many congestion points due to the lack of road construction, lack of infrastructure related to road maintenance, and inadequate transportation modes. This study aims to analyze the Implementation of Earmarking Tax Policy on Vehicle Tax Collection in Bekasi City West Java Province along with the constraints and efforts in implementation. The research method used a qualitative approach with descriptive specificity. The result of the research is the implementation of the Earmarking Tax Policy on the Collection of Motor Vehicle Tax in Bekasi City, West Java Province for the compliance of the implementor in the matter of levying already in accordance with the regulation, but the allocation has not been maximal yet. Functional routine implementers are not yet maximal because there are still few technical issues and separation of funding post / account in the allocation, and no further regulations regarding technical and standard operating procedure (SOP) for earmarking tax funds can not be seen and controlled. The realization of the performance and the desired impact is also not optimal because there are still many congestion points and road structures that are still not good and adequate public transportation for the entire reach of the City of Bekasi.

Tax award is expected to be able to trigger the West Java people to pay motor vehicle tax. However, there is still an increase in the number of non-re-registered vehicles. Therefore, the regulation of the tax award needs to be reviewed. This study aims to find a solution so that the award can increase the West Java Province’s Locally Generated Revenue and optimize the collection of Motor Vehicle Tax. This study employed a judicial-normative approach that prioritizes library research and the data implementation in practice. It is a descriptive study. It mainly consists of a library research phase, which is the collection of secondary data in the form of primary and secondary legal materials. In addition, to obtain primary data as support, the data is analyzed qualitatively and juridically. The study concludes that the tax award of motorized vehicle tax is correlated directly with the increase of locally generated revenue of the West Java Province. Nevertheless, the award does not substantially affect legal awareness and compliance. In fact, the program does not contribute towards the realization of motor vehicle tax. The main obstacles often felt by the regional income agency in collecting motorized vehicle tax is the low level of awareness and knowledge of the people on taxes. The effort to increase locally generated revenue from the motor vehicle tax sector is represented by programs that indirectly affect legal compliance.

Transparency in public policy is one pillar of a state democracy. This is important because the community as the implementer of the policy can monitor government performance. Motor vehicle and surface water taxes are the largest revenue sector in the regional budget. Therefore, this study aims to analyze qualitatively about the application of city government policies in implementing motor vehicle and surface water taxes in Indonesia. This study was conducted with an explanatory sequential mixed method design which consisted of two stages, quantitative data collection and qualitative data collection to help decipher quantitative data. This study was conducted in West Java province with 18 regencies and 9 municipalities and the Regional Revenue Agency of West Java which has 34 One-stop Administration Services Offices of Regional Tax Management Center spread in 5 working areas. The research problems include (1) How is the implementation of motor vehicle and surface water tax policies in West Java regencies/Cities? and (2) What is the ideal policy implementation model design for Regencies/Cities in West Java? The results show that the regency/city government has implemented the excavation of motor vehicle and surface water tax potentials through intensification and extensification through regional apparatuses and the policy implementation model design for regencies/cities is the application model of national identity number single ID.

Abstract Multiple factors determine the likelihood, type, and severity of bodily injury following a motor vehicle collision and, in turn, influence the need for treatment, extent of disability, and likelihood of permanent impairment. Among the most important factors is the change in velocity due to an impact (Δv). Other factors include the individual's strength and elasticity, body position at the time of impact, awareness of the impending impact (ie, opportunity to brace, guard, or contract muscles before an impact), and effects of braking. Because Δv is the area under the acceleration vs time curve, it combines force and duration and is a useful way to quantify impact severity. The article includes a table showing the results of a literature review that concluded, “the consensus of human subject research conducted to date is that a single exposure to a rear-end impact with a Δv of 5 mph or less is unlikely to result in injury” in most healthy, restrained occupants. Because velocity incorporates direction as well as speed, a vehicular occupant is less likely to be injured in a rear impact than when struck from the side. Evaluators must consider multiple factors, including the occupant's pre-existing physical and psychosocial status, the mechanism and magnitude of the collision, and a variety of biomechanical variables. Recommendations based solely on patient history and physical findings (and, perhaps, imaging studies) may be ill-informed.
