Nearly three-fourths of the poor people of the world live in Asia. Of these, more than a third live in the six countries of Burma, Ceylon, India, Malaya, Pakistan and Thailand. All these nations, except Thailand (which was merely in the British sphere of influence), are former colonies of the British Empire. Thus, from several points of view, it would be of interest to read a description of the economic progress these countries have experienced during the last two decades. Cranley Onslow has attempted to provide us with a volume which does just that [1]. His book is divided into two parts. Part I contains six essays by distinguished Asian economists, each discussing the recent economic history of his country. The remaining quarter of the book consists of a long essay by the editor in which he tries to compare the six nations and derive some implications for development policy. This is clearly the least successful part of the volume.

The early 1970s marked a turning point in mankind's economic fortunes and the author takes 1974 as an 'artificial' vantage point from which to look back, but also forward. Several forces led to the shocks of the seventies: the breaking down in the discipline of the international payments system, rising inflation, the oil crisis, the West's loss of strategic military initiative to the East. The author outlines what ought to be done to improve the economic outlook for the 1980s: The international payments system must be placed on a more stable and disciplined footing, inflation must be controlled by balancing of national budgets, the energy crisis must be contained by reduction of oil consumption via the price mechanism. In South Africa the economic watershed year was 1976; two years later than that of the world economy in general. Since then a policy of strict financial discipline has led to a record surplus in balance of payments, which together with new emphasis on the importance of the free market mechanism and increasing energy self-sufficiency, promises a better economic future for South Africa than for many other countries.Die vroee 1970s was 'n keerpunt in die mensdom se ekonomiese lotgevalle en die skrywer neem 1974 as 'n 'kunsmatige' uitsigpunt vanwaar hy terug kyk, maar ook vorentoe. The battle over the Corn Laws was fought out in Great Britain as a domestic issue. But it had nevertheless a great imperial significance. During the mercantilistic régime the colonies had been regarded as a commercial appanage of the mother country. The victory of the free traders opened up a new era in the economic history of the empire. The colonies were released from the irksome restrictions of the Navigation Laws. They acquired the right to frame their own tariffs with a view to their own particular interests. In short, they ceased to be dependent communities and became self-governing states.But the emancipation of the colonies was by no means complete. The home government still claimed the right to control their tariff policies. The colonies were privileged, indeed, to arrange their tariff schedules according to local needs; but it was expected that their tariff systems would conform to the fiscal policy of the mother land. The free traders, no less than the mercantilists, were determined to maintain the fiscal unity of the empire. There was still an imperial commercial policy; its motif only had been changed from protection to free trade. The colonies were still bound to the fiscal apron strings of the mother country; but the strings were no longer so short, nor the knots so tight as they had formerly been.

At a time when nationalism grows more strident, the role of national museums assumes great importance. National museums encourage not only an understanding of national identity, but also patriotism. While this is natural, it has dangers in that the museum can be used politically to endorse racial and other charged emotions. The great international museums have provided an antidote to such tendencies by providing a universal view of the culture and natural history of the world from the earliest times. Because these museums have important material from other countries they are often attacked as odious relics of colonialism. Rather they should be seen as representative of internationalism and encouraged to collect as widely as possible—within the law. They should not be pressurized into returning material to its country of origin for narrow nationalistic purposes. National museums should themselves collect outside their own national boundaries so that countries can see themselves against the background of other cultures. As nationalism grows, internationalism must be stressed in national museums so that countries may understand each others' culture and points of view.
