Background: the reduction in the premature mortality as a result of non-contagious diseases by way of the improvement measures to be adopted with the purpose of prevention and treatment of the substance abuse and general health care activities were outlined by the United Nations Organization as the primary objectives as far back as 2015 in order to work towards sustainable development (the objective № 3 “Promotion of healthy lifestyle and furtherance of wellbeing of individuals of all ages” in 2030 perspective). There is a high risks for the Russian Federation of transnational drugs expansion developing [1]. Concurrently, in order to build a national dependence prevention system, Decree № 581н as of 06.10.2014 “On the Preventive Medical Screening to be made at educational establishments” was issued by the Ministry of Health of the Russian Federation. Purpose: the research was supposed to focus on Preventive Medical Screening as a measure of prevention of illegal usage of substances and mental disorders among minor students and on the optimization of such preventive medical screening. Materials and methods: the fi ndings are based on the posthoc analysis of the data of the Federal statistical survey form and of the research and information reports (n = 491 280 students). The results: the fi ndings of the preventive medical screening made across the Russian Federation and in Moscow over the years 2016–2018 show the increase of minor students involved into such preventive medical screening, as well as the decrease of those who might use psychoactive drugs. The same fi ndings show that the majority of the illegal drug users were students of secondary vocational schools. The fi ndings can be called a trend across the Russian Federation and in Moscow. Conclusions: non-medical usage of substances among minor students can be a serious threat to the mental health of the youth. There are suggestions for improvement prevention of mental disorders among students at the results of the research. These include methodology of Brief Motivational Consulting at a time of preventive medical screening and the ways of increase effectivity toxicology screening in different educational organizations offering to add in preventive medical screening cotinine (it’s metabolite of nicotine) screening for students of primary school; it’s have to systematically update and expand types of screening tools for substances in preventive medical screening in all educations organizations.

The article proves that it is impossible to achieve a significant increase in the salary of medical personnel within the existing system of healthcare financing of the Russian Federation, namely, in accordance with the “may” Decrees of 2012 by V. V. Putin, to bring the salary of doctors to a level twice higher than the average for the region by 2018. It is proved that to achieve the necessary results in terms of increasing doctors’ salaries and motivating citizens to increase labor productivity and a healthy lifestyle, it is necessary to transfer the system of healthcare financing within the framework of obligatory medical insurance to medical savings accounts.

The use of compulsory observation and treatment by a psychiatrist according to the current legislation is carried out along with the imposition of punishment in relation to persons with mental disorders of a non-psychotic level. In relation to persons who do not need to apply coercive measures of a medical nature in stationary conditions, but who have mental disorders of a psychotic level, the legislator does not consider the possibility of coercive observation and treatment by a psychiatrist in accordance with Chapter 51 of the Code of Criminal Procedure of the Russian Federation, while there are no grounds for terminating the criminal case against these persons. According to the authors, it is necessary to expand the list of grounds for applying coercive measures of a medical nature in the form of coercive observation and treatment by a psychiatrist, and also establish the production procedure determined by Chapter 51 of the Code of Criminal Procedure of the Russian Federation, for persons recognized as insane, but not in need of coercive medical measures in stationary conditions.

Objective of the study – assessment of epizootic and epidemic situation on tularemia in 2018 and forecasting the risk of infection in the territory of the Russian Federation in 2019. Analysis of epidemiological situation was carried out on the basis of the data from monitoring activities performed by the Rospotrebnadzor institutions and the data contained in the reports of the Irkutsk Research Anti-Plague Institute of Siberia and Far East, Plague Control Center, Federal Center of Hygiene and Epidemiology, as well as federal statistical survey forms No 5 “Information on preventive vaccination” and No 2 “Information on infectious and parasitic  diseases” over the period of January-December 2018 in eight Federal Districts including 85 constituent entities. Given are the retrospective data on tularemia epidemic situation in the territory of the Russian Federation over the past decade. 1944 human tularemia cases were registered in Russia between 2009 and 2018, 1005 out of which occurred during epidemic outbreak in 2013 in Khanty-Manssiysk Autonomous Region. High sporadic and small cluster incidence was mainly observed in the territories of the North-estern and Siberian Federal Districts over the recent years. In 2018, 71 cases of human infection with tularemia agent were reported. Epizootic manifestations of varying degree of intensity were detected in 52 entities of Russia. Against that background, sporadic cases of human infection were registered in 19 regions of the country. For three years epidemic complications expressed to the maximum were observed in the Omsk Region – 18 cases of tularemia infection, and Karelia – 14 cases, respectively. 15 Francisella tularensis cultures were isolated from ambient  environment objects in Pskov, Leningrad Regions, Altai Territory, Republics of Altai and Tuva. Conclusions have been drawn in relation to the regions where epidemic complications associated with tularemia are most likely to emerge in 2019.

Population Services International (PSI) has worked collaboratively with several government institutions of the Russian Federation to develop and implement a model program to access health services for individuals who are opioid dependent, including those with HIV infection. Through the development of partnership agreements between government organizations (GOs) and non-government organizations (NGOs), a model of the continuum of care has been developed that identifies a Recommended Package of HIV Prevention Services for Injecting Drug Users (RPS-IDU). The implementation of the RPS-IDU in the Russian Federation offers a model for other countries with HIV epidemics associated with injection drug use. This paper will describe the model program and its implementation in one of the pilot program regions.

The article presents a study on the problems of restoring the construction complex of the Chechen Republic, in particular, reducing the attention of investors to the use of "green" technologies. In the course of the study, the authors, based on the use of such methods as a systematic approach, logical analysis, comparative analysis and other methods, proposed a number of methodological approaches that should be used in justifying the development strategy of the investment and construction complex of the Chechen Republic. It is established that in the investment and construction complex of the Chechen Republic, it is necessary to search for such methodological approaches in its development that would minimize the harmful effects of electromagnetic radiation. It is concluded that with the development of information technologies, the life of people, primarily those living in megacities, becomes more comfortable. They become more informed about the methods of a healthy lifestyle, including the use of environmentally friendly products in their life. It is proved that in the coming period, taking into account the high rates of natural population growth in the territory of the Chechen Republic, it will be necessary to ensure high rates of housing commissioning. In order to determine the degree of affordability of housing for the population of the Chechen Republic to establish a system of monitoring ratios to average market housing price and income levels. The Covid-19 pandemic has led to a sharp decline in the level of income of the population, which reduces indicators of housing affordability. It is proved that the measures of the government of the Russian Federation aimed at reducing the mortgage rate to 6.5 % when applying for a mortgage for new construction will significantly increase the housing affordability indicator. The authors conclude that for the breakthrough development of the Russian Federation, it is necessary to create a mechanism for the development of integration processes of investment and construction enterprises and organizations involved in the use of local resources, which would take into account the requirements of modern technologies of "green" growth and would contribute to a steady increase in the quality of the environment of citizens.


The article considers the demographic and epidemiological grounds for evolutionary transition from the economics of medical care to the public health economics; the methodology for the formation of an effective strategy of public health promotion in Russia; the modern concepts of the economy of public health; and data, calculated on this basis, such as the Human Capital Development Index, Human Development Index and the ratings of the Russian Federation in these international indices. The analysis of models of public health and the most important factors, determining the health of population (lifestyle, heredity, ecology, medicine) were presented. Also, the most significant risk factors of mortality of the Russian Federation population were considered, among which the behavioral risk factors, associated with the way of life of population, were defined. On this basis, the strategy for reduction of behavioral risk factors and for promotion of healthy lifestyle of population was formulated. The analysis of the features of State Program of the Russian Federation "Health Development" for 2013-2020, and the new program, having the same name, was carried out. These programs are connected with the development of prevention and the formation of healthy lifestyle of population (HLS) in the country. In addition, the regional targeted programs for the prevention of diseases, the formation of healthy lifestyle, and their social results were studied. The effectiveness of a comprehensive intersectoral approach to the formation of healthy lifestyle of population in the regions of Russia in modern conditions was substantiated.

The article considers the relevance of the introduction of the complex “Ready for Labour and Defence” (abbreviated as GTO in the Russian Federation, analyses how it encourages young people to practice sports. A comparative characteristic of the GTO standards that were in force in the USSR and of those that are in use in modern Russia is carried out. The correlation between the results of passing the standards for physical training and the GTO complex by cadets of education organizations of higher learning of the Ministry of Internal Affairs of the Russian Federation is revealed. The importance and significance of the introduction of the above-mentioned complex is proved. A comparison of the attitude of cadets of higher educational institutions of the Ministry of Internal Affairs and students of technical universities was made, which led to the conclusion that it is necessary to increase interest in passing the GTO complex not only among athletes and cadets of law enforcement institutions, but also among the youth of the country as a whole. Based on the results of a survey of one hundred and fifty people aged from 17 to 23 years, a study was conducted to reveal the affect of passing the GTO standards on young people’s desire to practice sports. The results of the survey presented in the diagram allow us to draw a conclusion that the «GTO» complex encourages young people to sport. The survey also revealed a number of current problems related to the inability to train and pass certain types of additional standards, as well as ways to solve them. The study was conducted to examine the opinion of young people about the GTO complex, as well as to determine the relevance and need to popularize this complex among the younger generation. The importance of keeping a healthy lifestyle and maintaining good physical shape through sports training is highlighted.

Comparative analysis of the prevalence of mental disorders in the Russian Federation in 1991–2018 has been carried out on the basis of the study of official statistics (information of reporting form № 10 introduced by the Ministry of Health of the Russian Federation since 1991) and calculation of indicators of general incidence of mental disorders. Age characteristics in the dynamics of general incidence of mental disorders have been identified: reduction in prevalence of non-psychotic psychopathology in groups of 0–17, 20–59 years old and growth of number of psychotic forms in groups of 0–17 and 18–19 years old in 2007–2018. The authors of the article conclude that decrease in the incidence of mental disorders, and especially non-psychotic forms of mental disorders, along with positive factors, indicates a decrease in referrals for psychiatric care by the population of the Russian Federation, which in turn is related to socio-economic problems, attitude of society to psychiatry, accessibility of psychiatric care.
