The delegation of the Democratic Republic of Azerbaijan to the 1919 Paris Peace Conference fought for the international recognition of its country and for admission to the League of Nations. The analysis of mostly unpublished archival documents from the personal archives of head of delegation Əlimərdan Ələkbər oğlu sheds new light on the history of Azerbaijani diplomacy. Topçubaşov could rely above all on the tools of influence of public opinion, such as books, publications and magazines which were written in large numbers in Paris. The adoption, in Azerbaijani political communication, of languages and contents adapted to the Wilsonian culture was meant to justify the aspiration to self-determination, as other anti-colonial non-European elites attempted to do during the Paris Peace Conference.

International Relations scholarship disconnects the history of the so-called expansion of international society from the presence of hierarchies within it. In contrast, this article argues that these developments may in fact be premised on hierarchical arrangements whereby new states are subject to international tutelage as the price of acceptance to international society. It shows that hierarchies within international society are deeply entrenched with the politics of self-determination as international society expands. I substantiate this argument with primary and secondary material on the Minority Treaty provisions imposed on the new states in Central, Eastern and Southern Europe admitted to the League of Nations after World War I. The implications of this claim for International Relations scholarship are twofold. First, my argument contributes to debates on the making of the international system of states by showing that the process of expansion of international society is premised on hierarchy, among and within states. Second, it speaks to the growing body of scholarship on hierarchy in world politics by historicising where hierarchies come from, examining how diverse hierarchies are nested and intersect, and revealing how different actors navigate these hierarchies.

The demise of the German Democratic Republic (GDR) came as a surprise to most western observers. For historians of modern Europe, its disappearance remains remarkable for at least two reasons. First, East Germany has ceased to exist in an era when new states are constantly being born. Since the French Revolution unleashed the power of national self-determination as an ordering principle more than 200 years ago, new sovereign states have continued to emerge across the globe, whether through the breakup of multiethnic and colonial empires or the dissolution of pan-Slavic states in eastern Europe. Illiberal governments have been swept aside, often with the result that new states have been cast out of imperial entities by the centrifugal force of cultural attachment. In the history of European political sovereignty during the twentieth century, the particular has triumphed over the universal. Except in the case of the GDR. Against the tide of European history, the GDR has gone from sovereign state (East Germany) to regional designation (eastern Germany). In this sense, the story of the GDR's absorption by a larger polity is a tale of modern state-building told in reverse.

This study analyses how Hungarian historiography reflects the revision of the results of the Great Patriotic War. From the position of the ideas of totalitarianism, Hungarian historian Krisztián Ungváry equals the roles of Nazi Germany and the USSR played in World War II, thus equating the two regimes. A number of Hungarian historians distort the role of the Hungarian occupation army in the genocide on Soviet territory and falsify the history of the partisan war, ignoring the peculiar annihilative character of the Nazi war in the East. Ungváry completely overlooks the fundamental differences between the fates of German and Soviet prisoners of war. This study aims to provide a brief overview of the reasons for this distorted approach. The second part of the publication mostly focuses on the falsification of sources and the neglect of objective statistics. The neglect of documents from Russian archives in national Hungarian historiography, caused by misunderstood patriotism, is capable of not only splitting public opinion but is also very distant from the principles of academic scholarship.

The article considers the problem of national self-determination among the autochthonous peoples of Russia as a component of the ethnopolitical processes of the late 1980s and early 1990s. The relevance is determined by the need to study the manifested ethnic interests, inter-ethnic tension and separatist tendencies that have passed from a latent state to an open form among a number of autochthonous peoples. On the basis of comparative analysis, research of archival documents of state, departmental, personal archives and historiographical data, general trends and regional specifics of Khakas, Adygs, Shapsugs, Shors, and Teleuts are revealed. The ethno-political processes on which the ideas of national self-determination were based include the growth of ethnic consciousness, “the politicization” of ethnicity, the change of ideological paradigms, the institutional activity of national elites, the formation of national revival programs, and myth-making. The author reveals the significant commonality of myths (“search for the enemy,” “loss” of national culture and other theses) and differences based on the historical and ethnic memory of each nation. Special attention is paid to the problem of autonomy. It was seen as an emerging component in attempts to implement the idea of national self-determination. The experience of normalization of social relations was considered in the analysis of the tactics used by national elites in achieving political goals, decisions made by regional authorities, and the reaction of various segments of society.

In 1916 President Woodrow Wilson of the United States demanded ‘a new and more wholesome diplomacy’ to replace the international architecture that had failed to prevent the war that was currently engulfing the world. This chapter investigates some of the origins of this ‘New Diplomacy’ and the attempts made at the 1919 Paris Peace Conference to implement its principles, most notably the creation of the League of Nations, attempts to encourage world disarmament, and the application of national self-determination, which advocates hoped would create a stable and peaceful ‘New Europe’. The clash between aspirations and reality was highlighted by the problems inherent in applying national self-determination to hopelessly ethnographically mixed regions and in seeking a fair and reasonable solution to reparations and inter-Allied debts. The chapter concludes with a survey of the post-war settlement, its practicalities and its reputation.

Since the 1990s, when previously classified and top secret Russian archival documents on the Korean War became open and accessible, it has become clear for post-communist countries that Kim Il Sung, Stalin and Mao Zedong were the primary organizers of the war. It is now equally certain that tensions arising from Soviet and American struggle generated the origins of the Korean War, namely the Soviet Union’s occupation of the northern half of the Korean peninsula and the United States’ occupation of the southern half to the 38th parallel after 1945 as well as the emerging bipolar world order of international relations and Cold War. Newly available Russian archival documents produced much in the way of new energies and opportunities for international study and research into the Korean War.2 However, within this research few documents connected to Mongolia have so far been found, and little specific research has yet been done regarding why and how Mongolia participated in the Korean War. At the same time, it is becoming today more evident that both Soviet guidance and U.S. information reports (evaluated and unevaluated) regarding Mongolia were far different from the situation and developments of that period. New examples of this tendency are documents declassified in the early 2000s and released publicly from the American Central Intelligence Agency (CIA) in December 2016 which contain inaccurate information. The original, uncorrupted sources about why, how and to what degree the Mongolian People’s Republic (MPR) became a participant in the Korean War are in fact in documents held within the Mongolian Central Archives of Foreign Affairs. These archives contain multiple documents in relation to North Korea. Prior to the 1990s Mongolian scholars Dr. B. Lkhamsuren,3 Dr. B. Ligden,4 Dr. Sh. Sandag,5 junior scholar J. Sukhee,6 and A. A. Osipov7 mention briefly in their writings the history of relations between the MPR and the DPRK during the Korean War. Since the 1990s the Korean War has also briefly been touched upon in the writings of B. Lkhamsuren,8 D. Ulambayar (the author of this paper),9 Ts. Batbayar,10 J. Battur,11 K. Demberel,12 Balảzs Szalontai,13 Sergey Radchenko14 and Li Narangoa.15 There have also been significant collections of documents about the two countries and a collection of memoirs published in 200716 and 2008.17 The author intends within this paper to discuss particularly about why, how and to what degree Mongolia participated in the Korean War, the rumors and realities of the war and its consequences for the MPR’s membership in the United Nations. The MPR was the second socialist country following the Soviet Union (the Union of the Soviet Socialist Republics) to recognize the DPRK (Democratic People’s Republic of Korea) and establish diplomatic ties. That was part of the initial stage of socialist system formation comprising the Soviet Union, nations in Eastern Europe, the MPR, the PRC (People’s Republic of China) and the DPRK. Accordingly between the MPR and the DPRK fraternal friendship and a framework of cooperation based on the principles of proletarian and socialist internationalism had been developed.18 In light of and as part of this framework, The Korean War has left its deep traces in the history of the MPR’s external diplomatic environment and state sovereignty

In 1948 an official ‘Transfer Committee’ was appointed by the Israeli Cabinet to plan the Palestinian refugees' resettlement in the Arab states. Apart from doing everything possible to reduce the Arab population in Israel, the Transfer Committee sought to amplify and consolidate the demographic transformation of Palestine by: preventing the Palestinian refugees from returning to their homes; the destruction of Arab villages; settlement of Jews in Arab villages and towns; and launching a propaganda campaign to discourage Arab return. One of the Transfer Committee's initiatives was to invite Dr Joseph Schechtman, a right-wing Zionist Revisionist leader and expert on ‘population transfer’, to join its efforts. In 1952 Schechtman published a propagandists work entitled The Arab Refugee Problem. Since then Schechtman would become the single most influential propagator of the Zionist myth of ‘voluntary’ exodus in 1948. This article examines the leading role played by Schechtman in promoting Israeli propaganda and politics of denial. Relying on newly-discovered Israeli archival documents, the article deals with little known and new aspects of the secret history of the post-1948 period.

In late September 2018, multiple generations of Chicago’s storied social movements marched through Chicago’s Lincoln Park neighborhood as part of the sold-out, three-day Young Lords Fiftieth Anniversary Symposium hosted by DePaul University—an institution that, alongside Mayor Richard J. Daley’s administration, had played a sizeable role in transforming Lincoln Park into a neighborhood “primed for development.” Students, activists, and community members—from throughout Chicago, the Midwest, the East Coast, and even as far as Texas—converged to celebrate the history of Puerto Ricans in Chicago, the legacies of the Young Lords, and the promises and possibilities of resistance. As Elaine Brown, former chairwoman and minister of information for the Black Panther Party, told participants in the second day’s opening plenary, the struggle against racism, poverty, and gentrification and for self-determination and the general empowerment of marginalized people is a protracted one. “You have living legends among you,” Brown insisted, inviting us to associate as equals with the Young Lords members in our midst. Her plea encapsulated the ethos of that weekend’s celebrations: “If we want to be free, let us live the light of the Lords.”
